Glasgow | HMH One Clyde
On behalf of HMH One Clyde, Iceni Projects obtained Planning, Listed Building and Conservation Area Consents for an £18m hotel development at Oswald Street and Broomielaw, Glasgow.
The proposals involve the sensitive conversion of existing B Listed buildings at Oswald Chambers and no.9 Oswald Street, the clearance of a derelict building on the Broomielaw and the erection of a complementary new build element to deliver a bespoke hotel overlooking the River Clyde in Glasgow.
Due to the scale and nature of the proposed development, it was deemed a ‘major’ development and was subject to the statutory 12 week preapplication period. Iceni co-ordinated pre-application discussions with Glasgow City Council and other stakeholders, and carried out interactive, online consultation events in line with Regulations at the time.
Iceni worked closely with the Design Team to co-ordinate and manage the preparation and submission of the planning, listed building and conservation area consent applications and supporting material.
Iceni provided planning consultancy advice throughout the determination process, maintaining continued dialogue and discussion with Glasgow City Council in order to reach a positive conclusion.
Planning permission was granted in August 2022 and Iceni will continue to advise HMH One Clyde in relation to purification of associated planning conditions.
Pacific Quay Hotel
Glasgow
| Pacific Quay Developments
We are appointed by Pacific Quay Ltd to provide planning consultancy services with respect to a new 150-bed hotel development in Glasgow’s Pacific Quay area.
Pacific Quay is located on the Clyde waterfront and has undergone significant investment and change in recent years. The application site has remained vacant and derelict for 15 years on a high-profile location on the banks of the River Clyde and is subject to a number of constraints including layout, size, proximity to neighbouring heritage assets, and underground infrastructure services.
Given the scale of the development that was proposed, Iceni led the pre-application consultation process with the local community and other key stakeholders, resulting in a number of letters of support being received by Glasgow City Council.
As the site is designated as a Strategic Economic Investment Location (SEIL), Iceni worked closely with other consultants and local property agents to prepare a robust and comprehensive planning application that justifies the proposal, based on the hotel providing high quality accommodation, as well as co-working, conference and meeting rooms facilities to support the surrounding businesses and Hydro events arena, whilst generating 50 direct jobs and £18 million of investment in the city.
We are currently awaiting a decision on the application. If approved, this application will deliver a new hotel for the Pacific Quay area, with publicly accessible rooftop bar and attractive waterfront dining terrace on a heavily constrained site on Glasgow’s Waterfront.
Holland Park Glasgow | Moda Living
Iceni Projects are providing strategic planning consultancy services to support Moda Living in the redevelopment of the former Strathclyde police headquarters in Glasgow’s City Centre. The site itself occupies an entire city block in this prominent location. The proposed development includes 433 PRS apartments with associated amenities, underground car parking as well as useable outdoor space including roof terraces and a public courtyard.
Iceni Projects led the collation of the planning application submission which included a number of technical studies given the sensitive urban location on the outskirts of a conservation area and in close proximity to Category A listed buildings.
Due to the scale of the project, it was deemed a “major” development under the relevant Regulations and the statutory 12-week preapplication period applied. Throughout this process, Iceni Projects ensured the pre-application stage aligned with the requirements of the Regulations and included the organisation of the main public consultation exhibition as well as numerous meetings with key stakeholders and the city council to ensure a compliant submission.
As PRS is relatively new to the Glasgow market, one of the key roles of the Scotland planning team was to negotiate the city council’s planning policy which does not account for PRS development. Therefore, the team led the discussions with the city council to ensure the necessary design elements were retained to ensure the viability of the proposal. Such issues included negotiation of amenity space, single / dual aspect ratios, car parking as well as apartment size requirements.
Gartness Road
Drymen | Mactaggart & Mickel
Iceni Projects provided strategic planning consultancy services to support Mactaggart & Mickel Homes in securing planning permission for a new residential development at Gartness Road in Drymen.
The site occupies a sensitive location in Loch Lomond & the Trossachs National Park, within the village of Drymen. As a result of the location, the proposal required a significant amount of engagement and negotiation with Loch Lomond & the Trossachs National Park, Stirling Council, the local Community Council and a number of other local organisations.
Iceni Projects led these discussions and secured planning permission for 88 new homes. 50% of the homes will be affordable housing, with 30 social rent and 14 discounted for sale units. The development will also provide a new upgraded and extended public car park as well as a natural play space.
Following formal pre-application consultation with key stakeholders, a number of follow-up meetings with the local community council were held throughout the determination process. This continued engagement resulted in the removal of their initial objection to the proposal which was viewed very favourably by the local planning authority. The collaborative approach taken by the client and project team has resulted in a high-quality development which will integrate well within the existing village setting whilst delivering much needed housing for Drymen and the wider National Park.
As the importance of community consultation is a key element of the new Planning (Scotland) Act 2019, this project demonstrates that Iceni are well placed to advise clients in relation to consultation and engagement with local community groups and key stakeholders to ensure viable and implementable consents.
Overall, this has been an excellent result for our client and a fantastic project for Iceni Projects to be involved in.
Brown Street Glasgow | Soller Four
Iceni Projects are advising Soller Four Ltd in respect of their proposals to develop a 14 storey Class A office building at Brown Street within the heart of Glasgow’s International Financial Services District on the edge of the River Clyde.
Iceni prepared and submitted an application for Planning Permission in Principle in August 2018. Given the scale of the proposals, the application constituted ‘Major’ development and a 12-week public consultation period was required prior to submission of the application. Iceni organised this consultation which involved engaging with key stakeholders including Glasgow City Council and members of the public.
The character of the Clyde Waterfront is currently undergoing significant change and regeneration, and as such Iceni were required to demonstrate as part of the application that the proposals would positively impact and support this ongoing renewal. Given our extensive experience of delivering development within Glasgow City Centre, Iceni were well placed to assist Soller with achieving their vision for the site.
Planning Permission in Principle was subsequently granted in June 2019. Iceni submitted a detailed application for the proposals in May 2020 and are currently working with the Council and other key stakeholders to secure a positive outcome.
BT Murrayfield Edinburgh, Scottish Rugby Union Limited
Iceni Projects were appointed by Scottish Rugby Union Ltd to provide planning services in support of the development of a new sports stadium on land adjacent to BT Murrayfield. The stadium provides a new permanent home for Edinburgh Rugby, one of Scotland’s two professional rugby clubs who compete in the United Rugby Championship.
For around 15 seasons, Edinburgh Rugby played its club matches at BT Murrayfield – the national rugby stadium which has a capacity of 67,000. Edinburgh Rugby draw average crowds of around 5,000 and playing in such a large capacity stadium brought issues in terms of generating atmosphere, driving ticket demand and creating a sense of club identity.
Edinburgh Rugby had a long-standing aspiration to develop a new purpose-built home, with such a move considered essential for the club’s future sustainability and growth. This led to a site within the wider BT Murrayfield complex being identified for the development of a 7,900 capacity stadium, 3G sports pitch and associated facilities.
Callum Fraser was contracted to provide support with the planning process, including pre-application discussions with the City of Edinburgh Council and statutory consultees, co-ordinating the planning application submission, and managing the application through to its determination in September 2018.
As the development progressed through the construction phase, Iceni Projects continued to advise Scottish Rugby Union Ltd on a range of matters including the discharge of planning conditions and variations to the planning permission.
The new stadium became operational in time for the 2020/21 United Rugby Championship season.
The Royal Hospital for Sick Children Edinburgh, Downing Property Services
Iceni Projects are appointed by Downing to provide planning services in support of proposals for the mixed-use redevelopment of The Royal Hospital for Sick Children (RHSC) in Edinburgh.
The RHSC site reflects the hospital’s almost continual growth and expansion since its opening in 1895. The RHSC has an iconic status within Edinburgh and contains a collection of historic properties, including Category A, B and C listed buildings. Downing purchased the RHSC site following NHS Lothian’s decision to relocate to a new purpose-built facility adjoining The Royal Infirmary of Edinburgh. Downing’s proposals provide for the comprehensive refurbishment and redevelopment of the RHSC site and will deliver a mixed-use scheme comprising 95 private residential properties within the retained buildings, 31 new-build affordable housing units, and a purpose built 323 bed student accommodation block. Provision for community use has also been included within the overall development.
Callum Fraser was contracted to provide support with the planning process, including the management of an extensive public consultation strategy, all pre-application discussions with the Council’s Planning Department and statutory consultees, coordinating the submission of applications for planning permission, listed building consent and conservation area consent, and managing these applications through to their determination at a Planning Committee Hearing in February 2019.
Iceni Projects continue to advise Downing on a range of matters including the discharge of planning conditions and ongoing liaison with the planning authority and key consultees.
Home Bargains Nationwide, TJ Morris Ltd
Iceni Projects act on behalf of Home Bargains (TJ Morris Ltd) to provide planning consultancy advice in relation to their Scottish stores. Sound planning consultancy advice by Iceni has assisted Home Bargains with their ambitious growth plans, aiming to reach 800 stores and employing over 30,000 staff.
From the Glasgow office, Iceni are advising in relation to new development opportunities as well as the review of existing planning permissions to meet the trading needs of Homes Bargains.
The scope of services to Home Bargains includes the review of planning permissions and planning relating to existing units, providing planning appraisals of development opportunities to advise Home Bargains in relation to new store opportunities and the preparation and submission of applications for planning permission.
Using our detailed knowledge of the Home Bargains’ operation and trading requirements, Iceni provides a tailored approach to each site and specialises in the preparation of supporting Retail Statements and Retail Impact Assessments, as required, to support planning applications.
Tim Hortons Portfolio Management
Iceni Projects provide strategic planning advice to a range of retail / food & drink sector clients across Scotland. Tim Hortons is new to the UK market and Iceni Projects are retained as their principal planning advisors for their acquisitions in Scotland. As such, the Scotland team have been key to ensuring the success of the brand across Scotland.
Iceni Projects have attained planning consents for new high street inline stores in sensitive urban locations such as Sauchiehall Street in Glasgow. This involved careful negotiation of Glasgow City Council’s restrictive retail protection policies in the city’s prominent shopping streets.
The team also attained the necessary planning consents for Tim Horton’s first UK store in Argyle Street, Glasgow. Other successful permissions which Iceni Projects have negotiated for Tim Hortons around the country relate to new drive-thrus, advertisement consents as well as other permissions such as Non-Material Variations to existing consents and the discharge of conditions.
The efficient and thorough service provided by Iceni Projects has ensured that Tim Hortons can begin operating successfully from their new acquisitions as soon as possible.
West Craigs
West
Edinburgh
Over the past several years, Iceni has advised on one of the largest land releases in Edinburgh (West Craigs, West Edinburgh) on behalf of the landowner, West Craigs Ltd.
Our initial involvement was to promote the site for green belt release through the Local Development Plan process. Having secured a successful allocation, we then secured Planning Permission in Principle at Appeal in September 2019. Since then, we have been successful in delivering several AMSIC applications on the site, as well as the discharge of conditions, to allow it to be delivered. The site will accommodate c. 2,000 units when fully built out.
Iceni was central to securing the successful allocation of the site within the Local Development Plan, and then going on to gain planning permission at Appeal. This involved extensive pre-application discussions with City of Edinburgh Council, key local stakeholders, and members of the public, and co-ordinating a project team to ensure that all technical issues at the site were successfully addressed.
We continue to advise West Craigs Ltd on this site, as well as their other land holdings in the area. These additional landholdings have the potential to deliver c. 1,000 units between them.
Steads Place, Leith Walk Edinburgh
We were instructed by Drum Property Group to advise on obtaining planning permission to redevelop the site to erect 148 flatted residences (110 private build-to-rent (BTR) units and 38 affordable units) alongside the change of use / restoration of a locally important 2-storey building on Leith Walk in order to accommodate a mix of retail and commercial uses.
A successful outcome was secured, and planning permission was granted at Committee in October 2021.
The site is sensitive – being partly located within a Conservation Areaand has a challenging panning history, with a previous redevelopment proposal having been refused following significant public opposition.
Against this backdrop, a well-considered and extensive public consultation strategy prior to planning application submission was fundamental to the application’s success. Iceni worked closely with Drum Property Group to engage positively with a wide range of key stakeholders.
Alongside the public consultation strategy, Iceni led pre-application discussions with various City of Edinburgh Council departments with the aim of agreeing key development principles prior to application submission.
Iceni co-ordinated planning application preparation and submission before leading subsequent discussions and negotiations with City of Edinburgh Council – ensuring any issues identified following statutory consultation were addressed and, ultimately, securing a successful outcome for the applicant.
Iceni Heritage were fundamental in justifying the proposals in townscape / heritage terms and prepared a robust HTVIA to support the application.
We continue to be involved in this project during the construction stage, advising on various amendments to the approved scheme and managing the discharge of conditions. We are looking forward to seeing construction be completed in 2023.
Caledonian Solar Park Glasgow
Iceni Projects are providing strategic planning advice to Derwent London Green Energy Ltd in respect of a proposed solar farm development at Lochfauld Farm in north Glasgow.
Iceni Projects role involves the co-ordination of a large multi-disciplinary team to advise on planning strategy, environmental impact assessment, archaeology, heritage, socio-economics and consultation with the local community and key stakeholders. This pioneering and innovative project would be the first ground-mounted solar farm within the Glasgow City Council boundary.
The proposed solar park development will involve the installation of ground mounted photovoltaic panels with associated infrastructure to generate up to 18.4MW of renewable energy which will feed directly into the local electricity grid network, and positively contribute towards national energy targets, in particular the Government’s target of achieving net-zero greenhouse gas emissions by 2045.
In the year that Glasgow hosts the United Nations Climate Change Conference (COP26), this is an unique and exciting opportunity to produce renewable energy within the Glasgow City Council boundary.

Gary operates at the forefront of town planning to unlock value for clients .
Gary is a skilled planning consultant with over 25 years of experience advising clients in the private and public sector throughout Scotland. He has a track record in advising on major development proposals, understanding the policy and detailed planning considerations and forming highly constructive working relationships with local planning authorities and other stakeholders.
Gary set up Mappin Consulting Ltd in 2013, having previously been the Regional Senior Director for GVA Grimley in Glasgow from 2005 to 2008. In June 2016 Gary opened the first regional Iceni Projects office in Glasgow, followed by Manchester in 2017. Iceni Projects was the Royal Town Planning Institute’s Planning Consultancy of the Year in 2016. Gary is chairman of the Glasgow Chamber of Commerce Commercial Property Forum and is a Trustee of The Crichton Trust, an award winning regeneration project based at the former Crichton Royal Hospital complex in Dumfries He also sits on Glasgow City Council’s City Centre Strategy Board.

Ian has worked in planning consultancy in Scotland for 15 years, joining Iceni in August 2016. The majority of his time was spent working with GVA out of the Glasgow office, laterally from 2013 –2016 running their Planning team as a Director in the firm.
Ian advises on a wide range of planning and development led projects, including strategic residential, retail development, City Centre proposals and other private sector opportunities. He works within and often leads on large multi-disciplinary teams on proposals, working closely with local authorities to deliver proposals on behalf of clients. Taking a pro-active, commercial approach to planning delivery Ian has been involved in some of the key Glasgow City Centre site proposals throughout his career.

Maura has worked in planning consultancy in Scotland for almost 20 years and has been a Chartered Member of the RTPI since 2006
Before joining Iceni in November 2020, Maura worked for a private consultancy in Edinburgh for 16 years.
Maura has a broad knowledge of the Scottish Planning System and has experience working on projects of varying scale and nature across a large number of Scottish Local Authorities. This ranges from planning applications and appeals for both local and major scale development to leading work on planning appeals, to both the Scottish Government and Local Planning Authorities, and drafting policy representations.
Maura works with a range of clients whose interests vary across a number of sectors and land uses such as residential, retail, industrial and mixed use. She is experienced in working alongside multi-disciplinary consultant teams and co-ordinating projects from early pre-application discussion and public consultation through to submission and management of planning applications. Helen is an experienced project manager of planning technical teams and offers planning expertise through the lifecycle of the planning process.
Helen is a Chartered Associate Town Planner and enjoys engaging with stakeholders and design teams to secure high quality and viable schemes for her clients. She has worked in both the private and non-profit sectors and her focus has largely been on the regeneration of brownfield sites in London and the Southeast of England delivering medium to large scale mixeduse developments, including residential, offices, hotel, leisure, health care, as well as estate regeneration.
She has experience in successfully leading and managing planning applications including presenting schemes at design team meetings and pre-application meetings with local planning authorities. She has played key roles in large multidisciplinary teams, offering sound planning advice and has a good understanding of balancing a client’s brief alongside planning policy requirements.

Kara combines her planning and project management skills to deliver results.
Kara joined Iceni’s Glasgow Team as an intern in October 2017 while completing her RTPI accredited MSc in City Planning and Real Estate Development before progressing into her current role as Assistant Planner in January 2018. Prior to joining Iceni, Kara completed an internship at GVA to broaden her understanding of the principles of the planning process.
Kara supports the team on a wide range of small and larger scale projects including residential and commercial developments across central Scotland, and most recently on a new drive-thru site for Tim Hortons. Kara also prepares planning statements and planning applications for submission. As part of her role Kara also undertakes detailed planning appraisals and planning policy reviews to assist clients with their investment decisions.

Lyndsay supports both Glasgow and Edinburgh teams, working on a range of projects across Scotland.
Lyndsay joined Iceni Projects part-time as an Assistant Planner whilst completing her MSc in City Planning, before taking on a full-time role in September 2021.
Her main responsibilities include preparing site appraisals for residential, retail and mixed-use developments including for housebuilders such as Mactaggart and Mickel Homes, and carrying out detailed policy reviews in relation to prospective developments.
With a background BSc Environmental Geography degree, Lyndsay is passionate about sustainable urban environments and is particularly enjoying working with the team to prepare a planning application for a solar park development in Scotland.
Following Graduation from the University of Glasgow, Lyndsay will apply for RTPI Licentiate Membership and looks forward to working towards her APC.

Hannah joined Iceni Projects in September 2023 as Assistant Planner whilst undertaking MSc City Planning part time at the University of Glasgow.
Her role as Assistant Planner will be assisting on a range of projects across Scotland. Her main responsibilities include preparing planning statements, appraisals and undertaking planning policy reviews for prospect developments.
Before joining the tribe, Hannah studied Environmental Geoscience at the University of Edinburgh where she gained an appreciation for climate change and the importance of mitigation measures necessary to reduce our carbon emissions in addressing the current climate crisis.
Hannah was initially introduced to the planning world through work experience in Iceni’s Glasgow and Edinburgh offices where she later completed a summer internship, deepening her understanding of the Scottish Planning System and the National Planning Framework 4. Hannah is looking forward to broadening her skillset working with Iceni alongside her studies and exploring her career in planning.
The Sustainable Development Scorecard
The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPPF-based assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.
The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.
The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commission aims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
