Norwich Aeropark Norwich

Iceni’s Transport team helped secure planning consent for the proposed airside Norwich Aeropark at Norwich International Airport.

Planning consent was unanimously granted by the planning committees of both Norwich City Council and Broadland District Council for a 79,000 sqm site comprising hangar and office space which will be developed on 40 hectares of land to the north east of the main runway. It is anticipated that the completed development will provide over 2,200 jobs.

The first phase, which comprises 13,800sqm and an access road connecting to the A140 roundabout, will see Air Livery consolidate its UK business in Norwich, creating a total of 150 jobs. The plans were recognised as a great opportunity for providing much needed increased skilled and unskilled employment, and for putting Norwich at the forefront of the aviation industry.

Iceni’s Transport Team advised the client on transport matters producing a Transport Assessment to support the application which involved extensive consultation with the Local Authority and Highways Agency. The proposals also included a phased package of Travel Plan measures for both the new Aeropark and also the existing Airport, which previously did not have the benefit of Travel planning.

UCL Student Centre

LB of Camden

Iceni Projects have worked closely with UCL over the past decade to help them realise their goal of redeveloping their Bloomsbury campus. The jewel in the crown of the campus redevelopment is the new student centre located on Gordon Street which will provide a focal point for study, events and student life.

The student centre opened in February 2019 and operates 24 hours a day, seven days a week, every single day of the year. It provides a number of essential facilities for students at UCL, including 1,000 study spaces, a café, group study rooms, quiet study rooms, a meditation room, a prayer room, a student enquiries centre and access to the new Japanese garden.

Iceni’s Transport Team advised UCL on transport matters producing a Transport Statement, Travel Plan and Delivery and Servicing Management Plan to support the application which involved extensive consultation with the Local Authority. The proposals also included the relocation of the existing zebra crossing on Gordon Street in order to improve the pedestrian environment surrounding the New Student Centre and within the main campus area.

South East Maidstone

Iceni Transport has significant experience within South East Maidstone.

Over the last few years Iceni Transport has helped achieve planning permission for numerous developers, such as Bellway Homes and Jones Homes, across different allocated and non-allocated sites in south east Maidstone for in excess of 700 dwellings.

As part of the separate applications, significant consideration was given to the local and strategic transport and highway network so as to demonstrate that in conjunction with other development schemes coming forward within the area, that the existing infrastructure was either suitable or that appropriate improvement schemes could be implemented. This included the need for considerable assessment, as well as significant discussion and negotiation with Maidstone Borough Council, Kent County Council and Highways England.

With existing issues of congestion in the area, the schemes comprised of various highway issues associated with the extension of south east Maidstone, which Iceni Transport were able to successfully overcome. These included impact on the wider trunk road network, as well as the effects of potential rat-running via country lanes. Mitigation measures such as the introduction of signalised and non-signalised junctions, an additional arm to a roundabout, road closures, footway improvements and cross site permeability for pedestrians, were all agreed as being benefits to the proposed developments and local area so as to adequately accommodate the expected level of demand by all modes.

Keephatch Beech Consortium, Wokingham

Development of up to 300 residential dwellings, ancillary uses, pubUc open space and landscaping, allotments. acoustic mitigation comprising an earth bund and acoustic fence, surface water drainage, foul water pumping stations, land reserved for a park and ride site, and Suitable Alternative Natural Greenspaces (SANGs).

Fundamentally the permission included the development of the eastern section of the full Northern Distributor Road, which includes proposed junctions with London Road and Binfield Road.

The application will enable the early funding and completion of a critical section of the North Wokingham Full Northern Distributor Road (F NDR), a crucial piece of infrastructure which is integral to the proper delivery of housing withi n the North Wokingham Strategic Development Location (NWSDL).

Our involvement was therefore in relatio n to the design and assessment involved with the proposals for the eastern sectio n of the full Northern Distributor Road as well as matters regarding the potential traffic impact on the surrounding road network the inclusion of pedestrian and cycle links and accommodating bus services.

Demolition of the existing building and construction of a replacement mixed-use building comprising retail, restaurant, leisure and residential uses.

On behalf of Fenton Whelan, Iceni Projects obtained planning permission on the 4th December 2017, from Westminster City Council (WCC) for the for the demolition and redevelopment of the existing buildings ranging in height of up to 6 storeys at 117125 Bayswater Road, together with 2, 4 and 6 Queensway and 7 Fosbury Mews, Queensway, London.

The development site is located adjacent to Queensway Tube station on the northern side of Bayswater Road, London, between the junctions with Queensway and Inverness Terrace (B411) forming part of the Queensway conservation area.

The scheme will comprise development across 3 basements, ground level and 9 upper storeys and will include 55 residential units and residential facilities and also provide commercial units at ground level. These will comprise a retail and/or restaurant unit and retail and/or car showroom, a relocated dentist and a spa/recreation use including a swimming pool and gym which will be open to the public.

The scheme also involved a contribution made by the applicant and secured through an s106 legal agreement towards the councilled Queensway and Westbourne Grove streetscape improvements (which have been the subject of public consultation) to improve the public realm.

The proposals have evolved through extensive consultation with key stakeholders including WCC and the local community, to provide a modern, high quality and sustainable development in an accessible location.

Our Projects 38
Our Projects 39

Ocado Fulfilment Centres

Iceni Transport advised Ocado on all highways and transport matters relating to their new Customer Fulfilment Centres (CFCs) in Andover, Erith, Purfleet and Bristol which were their third, fourth, fifth and sixth CFCs to be built in addition to existing sites at Hatfield and Durdon.

CFC Andover in Walworth Business Park is a 240,000 sq ft facility with a capacity of 70,000 orders per week. CFC Erith, fronting the A2016 Bronze Age Way, is a 563,000 sq ft CFC with the capacity to handle in excess of 200,000 orders per week. CFC Purfleet, currently under construction adjacent to the A13/A1306, will be a 305,000 sq ft facility with the capacity to handle c. 100,000 orders per week. CFC Bristol will be a 150,000 sq ft facility with the capacity to handle c. 30,000 orders per week.

In addition to the CFCs, we have also advised Ocado on smaller local distribution centres (they call them spokes) in Bicester and Park Royal (also with SEGRO) and an express delivery site in Tuffnell Park.

Iceni Transport worked closely with each local authority, as well as TfL and Highways England as required, to consider the suitability of the level of parking proposed and also consider the impact of the increased parking on the surrounding highway network. For all sites, parking in excess of the maximum parking standards for a B8 use were secured to accommodate the short term high parking demand occurring before shift changeovers when staff due to start their shift and those finishing are on site at the same time.

Our Projects 41

Bow Common Gasworks Tower Hamlets

On behalf of Berkeley St William, Iceni Transport provided transport and highways input to support a hybrid planning application for the development of the former Bow Common Gasworks site in Tower Hamlets.

The proposals include 1,200 new homes, 1 hectare of new public open space, new pedestrian and cycling routes, a new sixth form centre and flexible commercial / retail / workspace. Iceni worked closely with Tower Hamlets and Transport for London to ensure impact on local public transport facilities was thoroughly assessed. This scheme also involved undertaking an ATZ assessment in line with TfL’s new Healthy Streets approach.

Our Projects 42
Our Projects 43

Leven Road

Poplar

A hybrid planning application on behalf of Berkeley St William comprises an outline application for residentialled mixed-use development (all matters reserved) and the detailed application associated with the first phase of development.

The overall masterplan is for 2,800 homes, commercial spaces, a secondary school, park and riverside walk. A significant transport assessment has been undertaken and submitted to London Borough Tower Hamlets, Transport for London and the Greater London Authority with regards to the impact of the proposals on both the highway and public transport networks.

Our Projects 44
Our Projects 45

Lakeside Basin

West Thurrock

Iceni Transport, working on behalf of Hammersons, was involved with a planning application for the demolition of existing buildings and redevelopment of land within the Lakeside Basin, West Thurrock. The planning consent secured allowed for the development of commercial use (large Morrisons foodstore with petrol filling station, restaurant, drive-through restaurant and community uses), as well as up to 320 residential units and associated highways improvements. The 10.4ha site is located within the Lakeside Retail Park and within close proximity of the intu Lakeside Shopping Centre.

The approval follows significant consultation with Thurrock Council and Highways England, and represented a multimillion pound investment into the local area. The proposed development was intended to create homes and jobs, whilst contributing towards Thurrock Council’s objectives of transforming the Lakeside Basin into a new town centre, as well as assisting with the Council’s aspirations for the West Thurrock Way Integration scheme. Iceni’s Transport Team advised the client on transport matters producing a Transport Assessment to support the application which involved extensive consultation. The proposals also included a package of mitigation measures in line with the council’s aspirations for the area.

Since the granting of permission Bellway subsequently started development on the housing and have subsequently successfully applied to replace the approved Morrison store with additional housing.

Our Projects 46
Our Projects 47

Abbey Road Barking

On behalf of Estates and Agency Properties Limited Iceni projects secured permission for a new Sainsbury’s superstore. The proposals at the time comprise a 9,554 sqm (gross) superstore with associated landscaping, car parking, and access road to Abbey Road.

The proposals have evolved through extensive consultation with key stakeholders including LBBD, Transport for London, the Greater London Authority and the local community, and it is anticipated that the redevelopment of the site will provide significant planning benefits in seeking to fulfill the Council’s vision for the site, reestablishing the historic links between the Town Centre and the River Roding, and contributing to the continuing regeneration of Barking Town Centre.

The scheme was granted planning permission in December 2014, following the application’s referral to the Secretary of State.

The ambition was to start the construction of the new Superstore in late 2015 or early 2016. However due to changes in the market the site was subsequently sold on to Weston Homes, where Iceni acted directly with the house builder to secure permission for circa 1100 flats with commercial space. This scheme is now near completion.

Our Projects 48
Our Projects 49

Little Walden Road

Saffron Walden

Iceni Transport acting for Gladman helped successfully secure permission for 85 new homes on Little Walden Road, Saffron Walden. The site has subsequently been sold to Abbey New Homes.

Having been refused at planning for transport impact reasons prior to Iceni involvement, this proved to be a challenging project, which required the team to think outside the box when it came to modelling and rigorously defend our unconventional approach at public inquiry. Access to the site and sustainable links were relatively easy to deliver, the key was the perceived impact on an already busy highway network around Saffron Walden.

The main concerns related to impact on the High Street/London Road and associated junctions, together with the perceived risk of existing queues on Church Street being exacerbated to block the Church Street/Castle Hill mini roundabout. Despite the relatively low number of traffic movements generated by 85 homes, conventional modelling suggested the local roads around the town centre were unable to cope with the additional traffic. Iceni Projects went back to basics regarding the queue lengths, arrival rates of traffic and the flow of slow moving vehicles through Church Street, Using this and additional modelling Iceni were able to demonstrate to the satisfaction of Essex County Council that the network would continue to operate satisfactorily and that there was no likelihood of queues blocking junctions.

The local Rule 6 party did not share this view and with the aid of their own independent transport consultant rigorously defended their view at inquiry. The inspector having weighed the evidence carefully found in favour of Iceni and agreed the impact would not be severe. This is just one of numerous inquiry successes Iceni have had.

Mitchell Gregory

Mitchell’s

Mitchell started his transport planning career at Iceni in 2011 as a technician (when we were a small 20 person consultancy!) and has been part of the substantial growth of the company over the last few years.

Throughout his time at Iceni, Mitchell has worked on projects with clients such as Gladman Developments, University College London, Regal London, Ford, Dolphin Living and St Congar. These project experiences have covered a variety of proposals for residential, commercial, education and industrial developments in both urban and rural locations.

Mitchell brings an in-depth knowledge of highway design and traffic modelling, as well as being experienced in a number of industry standard programs such as Autodesk AutoCAD, Autodesk Vehicle Tracking, ARCADY, PICADY, TEMPRO and TRICS.

His understanding of these programmes and the fact that he always takes any opportunity to bury his head in a complicated spreadsheet of traffic modelling and growth rates, allow the Transport Team to confidently advise on the technical delivery of sites and provide highway authorities with the data required to help them make an informed decision.

strong problem solving skills and technical knowledge adds to Iceni’s pool of talented highways consultants.

Iceni Futures

The Iceni Futures team was set up in response to the rapidly changing world and the acknowledgment that more than ever, we need to work smarter and create future-proofed and sustainable development.

The team’s role is to assess, predict and influence change across the development industry. In practice that means exploring how places and people will function in the future, analysing existing barriers and providing strategic advice which aligns with client’s goals and aspirations to ensure development is fit for the future.

The team doesn’t claim to be experts in every new discipline or product, but they understand the existing barriers and outdated development processes that persist across the industry and the importance of working innovatively and smarter to deliver client visions and change that actually works.

It’s understood that each client will need tailored advice and the Futures team look to work collaboratively to provide advice which is tailored to a specific site, company strategy or product.

Fundamentally, if you’re looking to protect against or capitalise on the changing world, your project should start with Futures.

iSite

iSite pulls together a number of services to enable the promoter of a project – but equally the respective consultant, local authority, consultee, local community and wider interested party – to gain the knowledge and understanding of a site or location that historically has only been possible from an in-depth site visit. Moreover, many projects are of the size and scale that even a physical site visit renders difficult to comprehend.

The key focus of iSite is to provide an intelligent digital design and consultation tool. This incorporates the use of drone photography, 360° camerawork (think Google Street View for buildings), interactive, virtual consultation halls and project web sites that can pool together all of the information for effective file management and sharing. So, whether you need to initiate an initial site survey appraisal, team site visit, pre-application meeting, public consultation event or committee presentation, iSite can help.

iSite won’t be for everyone. We understand that. But if you are looking for cost-effective ways to progress with your proposals, it could be the answer.

The Sustainable Development Scorecard

The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPPF-based assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.

The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.

The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commission aims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
