Proposal: High-density, mixed-use scheme including 2,800 new homes

We are currently advising St William on the redevelopment of the former Poplar Gasworks site at Leven Road. Having been redundant for over a decade, this major 8 hectare strategic site will transform the riverside location and make a significant contribution to the ongoing regeneration of this part of Tower Hamlets.
Currently in pre-application discussion with Tower Hamlets and the Greater London Authority, the emerging proposals for the site include 2,800 new homes, a 1 hectare park, a 6 form entry secondary school, flexible workspace, retail and a riverside pub.
The pre-application process has been informed by an extensive engagement programme. This has included public consultation events, community stakeholder workshops on open space and identity, drop-in exhibitions, a Development Forum public meeting, one-to-one meetings, attendance at community events such as the Big Local Fun Day, Mother and Toddler Coffee Mornings, and Aberfeldy FC training sessions.

Proposal: 1,575 new homes as part of estate regeneration scheme

Iceni Planning and Transport were instructed by East Thames Group and the London Borough of Barking & Dagenham in September 2013 to prepare a hybrid planning application to facilitate the regeneration and renewal of the Gascoigne Estate in Barking. Iceni were instructed to prepare a hybrid planning application comprising the demolition of 16 existing residential towers across the eastern portion of the estate and development of up to 1,575 new homes, two new schools and a range of supporting commercial and community uses. Iceni worked alongside two project architects; Allies and Morrison advising on the outline Masterplan and Levitt Bernstein advising on the detailed element for 421 new homes.
Iceni led negotiations with the GLA which principally focussed around the tenure mix proposed within the scheme. Key was justifying the change in tenure split and the socio-economic case for the removal of an 80% social rented residential development, and re-provision of a much higher proportion of private, shared-equity and rented homes.
The hybrid planning application was submitted in May 2014 which reflects a very short programme for a scheme of this scale. Planning approval was granted in October 2014 with unanimous political support. Iceni are now retained to advise on various amendments to the scheme and submission of future reserved matters planning applications.
Gascoigne Estate (West), Barking Iceni Planning and Transport are now also advising the London Borough of Barking & Dagenham on an outline planning application for 850 new homes on the western portion of the Gascoigne Estate, Barking. Working with Fraser Brown MacKenna architects, an outline planning application was submitted to the Borough and GLA in June 2017 and is currently pending determination.

Proposal: 291 new homes & flexible commercial floor space

Acting on behalf of Swan New Homes, Iceni secured approval for the construction of four interlinked residential towers at the Cambridge Road site, which was partially within the ownership of the London Borough of Barking and Dagenham.
In January 2017, the scheme was also successfully altered to allow an additional 17 new homes within the approved building envelope, enabling the progression of the scheme through enhanced viability.
The four towers (up to 27 storeys in height) will now contain 291 one and two bedroom homes – 96 of which will be shared ownership homes with priority for residents of the London Borough of Barking and Dagenham.
The development, which has been supported by a loan from the Barking Housing Zone via the Mayor of London’s office, will also offer ground floor space for creative industries once completed. Retail, leisure and a play area have also been included in the plans.

Proposal: Redevelopment with 73 new homes & flexible retail & commercial space.

Iceni Planning were instructed by London and Quadrant to act as planning agent for a residential scheme in Erith, London Borough of Bexley.
The scheme, which was granted planning permission in January 2016, delivers 73 new homes and a commercial unit on the site of the demolished Erith Swimming Baths.
The site is located within a designated Local Plan (2015) Opportunity Area, and also within the Erith Western Gateway Masterplan. The site is therefore location within a strategically important regeneration area. Provision has been made for future residents to choose between sustainable modes of transport with cycle parking integrated within the development and Erith train station located within a 15-minute walk of the site.
The consented scheme presents innovative solutions to deliver a mix of housing types including flats, mews houses and a short terrace. Communal amenity provision is provided within the decked courtyard area, whilst private amenity is delivered in the form of balconies and innovative roof terraces.
The consented scheme assists in realising the aspirations set out in the development plan framework which seeks to create a new, coherent riverside community.

Proposal: High-density mixed-use scheme for circa 3,000 homes

Status: Outline Planning Permission granted 2013 with 8 subsequent Reserved Matters Applications approved between 2016 and 2019. Project completion 2024
Iceni Engagement have supported Lendlease through multiple Reserved Matters Applications on Elephant Park, the challenging redevelopment of the Heygate Estate in Elephant & Castle.
Ciron Edwards, Engagement Director, has coordinated all public consultation and community stakeholder engagement on the project for the past eight years. Extensive and consistent community and political engagement has helped the project move through the highly controversial masterplanning phase on the project that underwent high levels of public, political and media scrutiny, and onto a more productive phase where the last three Reserved Matters Applications have been granted planning approval under delegated powers.
Overall the project includes over 3,000 new homes, the largest new park in central London for 70 years, 31,750 sqm of business, retail, community and leisure space, and a new, council managed, leisure centre.

Iceni Projects secured planning permission for 48 bespoke flats at Edinburgh Road, Linlithgow. The application for Planning Permission was originally refused by West Lothian Council Development Management Committee but the Council’s decision was overturned by the DPEA and planning permission was approved on 2nd August 2019.

Proposal: 63 new apartments in Glasgow’s West End Services: Planning
Status: Permission Granted (Development Commenced)
Located in another sought after location in Glasgow’s West End, the team advised Westpoint Homes on the delivery of 63 high quality apartments with private car and cycle parking as well as a landscape deck. The proposal has been sensitively designed to complete the perimeter block at this brownfield site which is the location of the former Middlefield Residential School. The site is also within the Glasgow West Conservation Area and is finished with high quality blonde sandstone on the main elevations.
Due to the size of the proposal, the development was deemed a major planning application and statutory pre-application consultation applied. Iceni Projects led this process, in discussion with members of the public, local stakeholders and the city council.
Planning permission was secured following discussion and negotiation with Glasgow City Council’s planning officers and presentation to Glasgow City Council’s Planning Committee who voted to approve the planning application subject to a Section 69 agreement.
The team are currently working with Wespoint Homes on more exciting developments at Eastwoodhill (East Renfrewshire) and Cranstonhill (Former Police Station, Glasgow).

Iceni’s Manchester team secured consent for a new townhouse development on Richmond Street, next to Canal Street, for the innovative and highly successful developer, Watch This Space.
The scheme involved the comprehensive redevelopment of a derelict site to create seven three-bed townhouses with integral garages and one two bed maisonette apartment.
The site is narrow and highly constrained; Iceni had to work collaboratively with the architect, Snook, to realise the development potential and come up with effective solutions to a number of challenges.
The Richmond Street Townhouses are some of the first of their kind in Manchester City Centre, offering accommodation suitable for families, disrupting traditional city centre living and paving the way for more innovative city centre schemes.

Proposal: Strategic land promotion

Status: Site allocation in Draft Local Plan
Iceni assisted Wallace Land Investments in promoting their strategic development opportunity in Warrington through the draft local plan. The site can accommodate between 550 & 700 2, 3, 4 and 5-bedroom homes, up to 30% of which will be affordable homes together with 4ha of employment land if required.
The proposed scheme will provide a new distributor road through the site which will help improve the local highway network and provide traffic relief, creating an enhanced amenity for existing residents within Stretton. The proposal is designed to integrate with the existing village of Stretton, with a large area of open space a setting to the existing church and historic core of the village.

Proposal: Redevelopment of derelict site for 266 dwellings

Iceni’s Manchester office were instructed by Engie to prepare and submit a planning application to transform a derelict 16-acre site off Whitefield Drive, Kirkby.
The scheme will deliver 266 new homes, with a mix of private rent, affordable rent and shared ownership properties available. The proposed development will be constructed by Engie on behalf of registered provider Your Housing Group who will retain and manage the properties.
The site is located close to Kirkby Town Centre and is designated as a Development Opportunity Site, benefitting from its accessible location along with existing green space nearby. Through an extensive pre-application process including a Places Matter design review panel, the scheme has evolved and now includes a core set of design themes that have been closely adhered to across the entire site. For example, the inclusion of taller buildings to the site perimeter, coherent street edges to aid legibility, and distinct landmarks at key junctions helps create a sense of place and destination. The scheme is unified and cohesive through the design of nine house types, which will be combined in various ways to produce a range of semi-detached and terraced options.
Ultimately, the plans focus on creating a new family orientated community with a range of homes for all ages, helping with the continued rejuvenation of the wider area of Kirkby and Knowsley, while also complementing the regeneration of Kirkby town centre.

Andrew was schooled in the ‘art’ of town planning whilst working for two local authorities, Tunbridge Wells and Canterbury, in Kent. This experience taught him early and valuable lessons in how the UK planning system and development industry interact. He has continued to develop his professional and commercial skills having worked as a planning consultant in several large multi-disciplinary firms.
His previous role was as a Partner at Drivers Jonas Deloitte, where he led a team focusing on large-scale residential and mixed-use developments. He acts for landowners and local authorities through to niche-developers and national house-builders.

John provides valued advice to clients to maximise opportunities and identify an optimum strategy to achieve the best outcome.
John joined Iceni’s Planning Team in December 2017, following over 12 years experience in the private sector for CgMs Consulting and RPS. John holds a Bachelors degree in Architecture and Town Planning from the University of the West of England, Bristol.
Extensive experience has been gained from a wide breadth of projects from intricate, small scale schemes to large urban development projects and John has a proven ability to provide quality advice on the full range of consultancy services from feasibility to completion including, where necessary, through the appeal process. Projects have been undertaken nationwide, covering a spectrum of planning, environmental, heritage and political factors.
Range of experience covers residential, commercial and mixed use developments, Local Plan site promotions and allocations, as well as a good understanding of the Neighbourhood Plan process. John has notable knowledge of retail developments ranging from out of town bulky goods schemes to small format convenience goods stores, having advised a national food retailer on planning matters for over 10 years.

Ian is experienced in delivering large scale and high profile projects.
Ian leads teams to deliver major regeneration projects. His work ranges from large-scale redevelopments on brownfield land such as the former GSK headquarters in Greenford, Farnborough Business Park or the former Nailstone Colliery, to the promotion of large scale strategic land opportunities across the South East.
Ian initially graduated in Geography and Applied French and went on to complete a Master’s degree in Planning, Policy and Practice from South Bank University. He went on to work as part of the team who represented the Olympic Delivery Authority and subsequently the London Legacy Development Corporation to deliver the Olympic Stadium and Media Complex on time and on budget.
Ian joined Iceni Projects to assist on the delivery of a wide range of commercial, residential and mixed-use projects. Ian’s key strengths lie in his interpersonal skills and his ability to develop positive relationships with officers, stakeholders, and members of the project teams to achieve the best possible outcome for proposed developments. Clive is a transport planner with circa 30 years’ experience. Clive joined Iceni Projects in 2010 to set up the Transport Team, and has been an integral part of the Company’s subsequent expansion. He is also a member of the Quality Review Panel for Essex, providing independent reviews.
Clive originally took a BSc (Hons) Planning degree with spells at the London Borough of Redbridge and London Borough of Havering within the Development Control Departments. Thereafter he became a transport planner working for Kent County Council (KCC), during which time he obtained an MSc in Transport Planning. During the 5 years at KCC he worked on a wide range of diverse projects including the widening of the M2, the Channel Tunnel and Bluewater Shopping Centre.

Paul
has a broad range of creative knowledge which he has developed over 35 years.
For the last 22 years he has been an urban designer and masterplanner working on a wide range of services producing designs for strategic growth and urban regeneration.
He leads the Iceni Projects Design Team where ventures include urban design frameworks for new settlements, urban extensions, mixed-use and urban renewal schemes.
This means continuing to work for the public and private sector with his passion for visualising designs, showing concepts and principles through design codes, design guides and design reviews. Critically the role is to help local stakeholders and communities understand design and its affect on their neighbourhood.
Previously Paul worked on the formation of design policy, both nationally and in London; such as ‘Better, Places to Live’ (DETR) and the ‘Urban Design Compendium’ (English Partnerships) and Sustainable residential Quality (Government Office of London).

Justine brings a wealth of knowledge and a positive attitude to planning projects.
Justine joined Iceni Projects in October 2018 as an Associate in the Manchester office, having spent the previous eight years working her way up through the ranks at a Manchester based planning consultancy. With a commercial focus to her advice, Justine builds strong relationships with clients, adding value to projects.
Since graduating in Urban Studies and Planning from the University of Sheffield in 2011, Justine has worked on a diverse range of schemes, with a key focus on delivering housing and mixed use development on both greenfield and brownfield sites.
Working across all stages of the planning process, from initial advice to the coordination of large complex projects, Justine is proficient in managing technical consultants, preparing detailed reports, attending consultation events, and negotiating with stakeholders. Justine has extensive experience in planning applications, appeals and site promotion work.
The Iceni Futures team was set up in response to the rapidly changing world and the acknowledgment that more than ever, we need to create futureproofed and sustainable development. The teams role is to assess, predict and influence change across the development industry. In practice that means exploring how places and people will function in the future, analysing existing barriers and providing strategic advice which aligns with clients goals and aspirations to ensure development is fit for the future.

iSite pulls together a number of services to enable the promoter of a project – but equally the respective consultant, local authority, consultee, local community and wider interested party – to gain the knowledge and understanding of a site or location that historically has only been possible from an in-depth site visit. Moreover, many projects are of the size and scale that even a physical site visit renders difficult to comprehend.
The key focus of iSite is to provide an intelligent digital design and consultation tool. This incorporates the use of drone photography, 360° camerawork (think Google Street View for buildings), interactive, virtual consultation halls and project web sites that can pool together all of the information for effective file management and sharing. The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPFbased assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.
The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.
The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commissionaims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
