Formed in 2005, Iceni is now the market leader and preferred consultancy for a fast-growing number of clients. We have always sought to provide the skills of an advisor with the instincts of a developer.
We achieve this by knowing our tradecraft – the technical skills that come through years of education and on-the-job experience that is recognised by professional accreditation. Iceni Projects have a proven track record in delivering high quality student accommodation schemes for a variety of clients, across the country. The sector has undergone considerable change over the last decade and Iceni Projects continue to be at the forefront of the drive to deliver a high-quality product that responds to the rapidly changing needs and demands of today’s students.
Beyond the traditional student accommodation model, there is an increasing focus on graduate retention in a number of cities across the UK and one solution has been to co-locate student accommodation with co-living for young professionals, incorporating on-site communal facilities such as bars, lounges, gyms, roof top terraces and cinemas to encourage interaction. This provides a simple and affordable transition for young professionals. The Iceni team are closely tracking these key trends and are well equipped to advise on student accommodation schemes as this sector continues to evolve.

Derry’s Department Store
Plymouth

Proposal: A high-quality, mixed-use development which will include new modern retail units, a new hotel and purpose-built student accommodation Services: Transport
Status: Completed
The Former Derry’s Department Store fronts onto New George Street, which is Plymouth’s main shopping street, and stands opposite the Theatre Royal. Plymouth University and the city’s other higher education institutes are within close walking distance, as is the Drake Circus Shopping Centre.
The department store was unfit for purpose and was a very large underutilised building in need of significant investment following its closure in 2010. We engaged with planning officers and statutory consultees in a series of preapplication discussions, prior to submission of the application; and worked extensively with our Engagement colleagues who liaised with ward councillors, the public and local press.
The scheme went to Planning Committee and we secured full planning permission in August 2016, for the extensive conversion, extensions, and remodelling & refurbishment works to the building - creating circa c75,000 sq. ft. of retail / leisure space, a hotel with 110 beds and a 500-bed student accommodation block.
The client had secured Premier Inn, Britain’s largest hotel chain, and Homes for Students as the operator, the student accommodation block is scheduled to open in time for the start of the 2019-2020 academic year.
Oldham Place
Liverpool
Authority: Liverpool City Council
Proposal: 10 storey, 266 room city centre student accomodation scheme

On behalf of Kenworth Liverpool Investment Ltd, who purchased the 0.14-hectare site in July 2016, Iceni submitted an application for a tenstorey student accommodation scheme at Oldham Place off Roscoe Street, in Liverpool City Centre in December 2016.
Despite several historic planningpermissions being approved, the site has been vacant since 2005, largely due to a change in student housing demands in Liverpool, which made previous designs and layouts unfavourable for student.
Realising the potential of the site and taking into consideration the surrounding context, the current proposal comprises of 83 selfcontained student units and 64 cluster-flats, totalling 266 student bedrooms. The application also includes ancillary facilities to meet the demands of modern student housing preferences, proposing a retail unit, gym, cinema room, recreation room and study room to support student’s learning and space for socialising.
The proposal is set to regenerate the derelict site which is strategically important to the wider redevelopment of the Oldham Street Area, contribute to the development of Liverpool’s Knowledge Quarter and increase the residential population of the city centre.

Derby

Proposal: 9 storey, 319 unit city centre student accomodation scheme

Iceni Projects worked with Prosperity Capital Partners, and Cartwright Pickard Architects, to deliver consent for this significant student housing scheme within Derby City Centre.
Having been brought into the project at a sensitive stage, with objections from both the City Council and Historic England. Undertaking a detailed assessment of the scheme in relation to nearby heritage assets, including a detailed appraisal of a range of views throughout the City, the team were able to argue strongly against both of these objections, and the scheme was granted consent at the end of 2017.
The development will provide two buildings of up to 9 storeys, on a Site just outside the City Centre Conservation Area, and close to Grade II* and Grade II buildings, delivering 319 student residential units with shared kitchens. In a City with a significant shortage of student bedrooms, the scheme will be an important and appropriate contributor to Derby, and will considerably regenerate a difficult area on the edge of the City’s historic core.

Iceni Projects successfully secured planning permission to allow the delivery of a 310 bed student accommodation scheme to meet Kingston University’s growing need.
Iceni Projects initially advised Spiritbond on the planning, community Engagement, sustainability and transport matters for the redevelopment of an operating office and public house with a new 310 bed student accommodation, gaining resolution to grant planning permission at the Royal Borough of Kingston Development Control Committee on 27th January 2015 and subsequently full planning permission following the approval and sealing of the Section 106 agreement.
Following the grant of Planning Permission, acting on behalf of McLaren Properties, Iceni co-ordinated the discharge of conditions, S106 obligations and required material amendments to ensure the successful build out and completion of the six storey student accommodation scheme.
The accommodation was opened for student occupation at the start of the 2017/18 academic year.

Demolition of existing building and erection of purpose-built student accommodation within Glasgow’s City Centre
The student accommodation incudes a mixture of student accommodation and highquality amenity space in the heart of Glasgow City Centre. A cinema room, games room and practice room, as well as a roof terrace have all been provided onsite.
There are a number of listed buildings located in close proximity to the site, therefore a sensitive approach to both the planning and design solution was required.
Working closely with the project architects and client as well as leading detailed negotiations with the local planning authority, Iceni Projects successfully attained planning permission for this student accommodation development in July 2017.
The student accommodation is now completed and operational.

Andrew was schooled in the ‘art’ of town planning whilst working for two local authorities, Tunbridge Wells and Canterbury, in Kent. This experience taught him early and valuable lessons in how the UK planning system and development industry interact. He has continued to develop his professional and commercial skills having worked as a planning consultant in several large multi-disciplinary firms.
His previous role was as a Partner at Drivers Jonas Deloitte, where he led a team focusing on large-scale residential and mixeduse developments. He acts for landowners and local authorities through to niche-developers and national house-builders.
Complex and demanding projects, where clients’ expectations and requirements have to be judged against both policy and political influences, is where Andrew thrives most. He brings many years’ experience from both a public sector and large-corporate perspective and leads the planning side of the Iceni business.

John provides valued advice to clients to maximise opportunities and identify an optimum strategy to achieve the best outcome.
John has over 15 years experience working within the private sector after gaining a Bachelors degree in Architecture and Town Planning from the University of the West of England, Bristol.
Extensive experience has been gained from a wide breadth of projects from intricate, small scale schemes to large urban development projects and John has a proven ability to provide quality advice on the full range of services from feasibility to completion including, where necessary, through the appeal process. Projects have been undertaken nationwide, covering a spectrum of planning, environmental, heritage and political factors.
Range of experience covers residential, commercial and mixed use developments, Local Plan site promotions and allocations, as well as a good understanding of the Neighbourhood Plan process. John has notable knowledge of retail developments ranging from out of town bulky goods schemes to small format convenience goods stores. Time has been spent seconded to developers providing in-house planning advice on a range of issues covering both strategic planning and development control proposals.

Justine brings a wealth of knowledge and a positive attitude to

Justine joined Iceni Projects in October 2018 as an Associate in the Manchester office, having spent the previous eight years working her way up through the ranks at a Manchester based planning consultancy.
With a commercial focus to her advice, Justine builds strong relationships with clients, adding value to projects.
Since graduating in Urban Studies and Planning from the University of Sheffield in 2011, Justine has worked on a diverse range of schemes, with a key focus on delivering housing and mixed use development on both greenfield and brownfield sites.
Working across all stages of the planning process, from initial advice to the coordination of large complex projects, Justine is proficient in managing technical consultants, preparing detailed reports, attending consultation events, and negotiating with stakeholders. Justine has extensive experience in planning applications, appeals and site promotion work.

The Iceni Futures team was set up in response to the rapidly changing world and the acknowledgment that more than ever, we need to create futureproofed and sustainable development. The teams role is to assess, predict and influence change across the development industry. In practice that means exploring how places and people will function in the future, analysing existing barriers and providing strategic advice which aligns with clients goals and aspirations to ensure development is fit for the future.
The team doesn’t claim to be experts in every new discipline or product, but they understand the existing barriers and outdated development processes that persist across the industry and the importance of working innovatively and smarter to deliver client visions and change that actually works. It’s understood that each client will need tailored advice and the Futures team look to work collaboratively to provide advice which is tailored to a specific site, company strategy or product. Essentially, if you’re looking to plan for or capitalise on the future, Iceni Futures can be there to support you and drive that ambition.

iSite pulls together a number of services to enable the promoter of a project – but equally the respective consultant, local authority, consultee, local community and wider interested party – to gain the knowledge and understanding of a site or location that historically has only been possible from an in-depth site visit. Moreover, many projects are of the size and scale that even a physical site visit renders difficult to comprehend.
The key focus of iSite is to provide an intelligent digital design and consultation tool. This incorporates the use of drone photography, 360° camerawork (think Google Street View for buildings), interactive, virtual consultation halls and project web sites that can pool together all of the information for effective file management and sharing. The Sustainable Development Scorecard
The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPFbased assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.
The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.
The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commissionaims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
