Public Holder is a proposal of a mixed-use community infrastructure and public park on a post-gasworks site at Abbey Lane, Stratford.

The flexible infrastructure sits above the 10m high ground floor plane and courtyards, with three intermediate levels and an active public roof level. The infrastructure’s structure is two concrete cores, steel trusses framework, with aligned steel and concrete composite floors creating cantilevered floors.

The gasholder exoskeletons have already been dismantled on the site. The gasholder bases will be removed and infilled with soil. A level site plane allows for an expansive multi use public realm, focused on various sport and leisure activity.

The invitation to tender package is for a skilled and experienced steel contractor to complete the bespoke manufacturing and construction of primary steel exoskeleton structural components which make up the building frame and façade, as well as other various secondary architectural steel elements in the building.

1. PROJECT OVERVIEW

The maximum flexibility of each suspended floor is due to a structureless rectilinear grid, the threebay spanning steel structure organises nine clear floor zones with no wasted corridor circulation space. Within this grid a variety of different spaces can be reconfigured accordingly where users can rent and adapt spaces over time. The spaces for adjoining mixed-use community programmes can be such as cafĂŠs, a learning centre, a school, business spaces, hydroponics, a hostel. The steelwork will provide an exoskeleton for concrete composite floors with steel decking to be constructed upon, which will also include mild steel reinforcement to the concrete.

1. STEEL PACKAGE OVERVIEW

The package sets out the following: - The design intent of both structural steel and secondary steel including the manufacturing, fixings and boltings construction and finishes. - Existing drawings - Demolition drawings - General arrangement drawings - Steel package drawings - The scope of works - Specification of steelwork The steelwork contractor will be responsible for the welding of structural components and also the smaller architectural elements. It is important that there is one framework of ownership, whereby steel elements may be manufactured by different companies but where the finish is being put through the same finishing bath, so there is continuity, so that steelwork has the same appearance. The same spray shop will complete the powder coating for continuity too. This package allows for a huge opportunity for a steel contractor to take full responsibility for all of the galvanized mild steelwork in the building. The successful construction of this project on this site may incrementally lead to more post-gasworks sites being developed, thus it is important for the comprehensive steelworks’ quality and worksmanship on this site to be of the highest level to make an impact.

2. DESIGN INTENT MANUFACTURING, BOLTING

The prefabricated mild galvanized steelwork of the exoskeleton will be manufactured off-site as separate components, transported to and bolted on site. This allows for components to be transferred by lorry to the site in separate parts. This also allows for component parts to be of a series of standardised elements therefore made in faster duration of the same high quality. Galvanized steel component drawings will be made by the steel contractor after considering the Architect’s drawings and in discussion with the Architect. Welding of mild steel components will be in factory conditions off-site. There will be no welding on site as this is not the UK norm as it is unfavoured to health and safety regulations and quality concerns.

Bolted connections highlight the tectonic fabric of the infrastructure, they will be exposed on junctions between component parts and inbetween SHS and IPE steel elements, please refer to drawings.

2. DESIGN INTENT STEEL FINISHES

A polyester powder coated finish will provide a protective layer against fire, corrosion, rusting, abrasion, chipping, pealing and allows a long term lasting finish. It is a dry coating rather than wet paint leaving a really hard finish and acts as a longlasting colour finish to the steel. The structural mild steel PPC colour will be RAL 9010 like in Leutschenbach School by Christian Kerez. The secondary Architectural mild steel elements will have a colour of RAL 3022 salmon pink, like in the R7 Kings Cross by Morris & Company. These two precedents display the Architect’s intentions for finishes. A PPC powder coating will be applied to the structural exoskeleton on-site when the bolting has been undertaken. Powder coating will be applied to secondary steelwork like balustrades and circulation elements off-site in factory conditions before transporting to site.

This scope of works covers the manufacturing and construction of the steel frame and the secondary steel elements. This does not count for the other construction works of concrete foundations and cores which will be undertaken prior to the steel contractor starting on site.

STRUCTURAL STEEL FRAMING

- Design: Steel trusses as an exo-skeleton framework as designed to BS EN 1993, primary steel I beams connecting from trusses. Each floor’s structural steel varies in plan (refer see drawings). Secondary steelwork including the design of balustrades, staircases, roof steel frame. - All steel is to be procured through the same foundry batch for continuity. - Design responsibility: Contractor to provide drawings responding to the Architect’s intentions including junctions, detailing, connections. - Steel grade: S275. - Loading requirements: As specified or otherwise calculable.
