The main purpose of the TM zone is to: accommodate a broad range of uses, including mixed-use buildings, excluding auto-related uses, foster compact, mixed-use, pedestrian-oriented development, recognize the function of BIAas a primary business/shopping areas, impose development standards that ensure good scale and character, and compatible uses, and redevelop underutilized lands.3

The 2008 Official Plan establishes a minimum intensification targets for priority area across the City, as mandated by the Province. This plan encourages intensification along Mainstreets. Intensification is most likely to occur through the redevelopment of vacant lots, again strip malls, and former automobile sale lots, parking lots and gas stations, as well as additions to existing buildings.1 Lots 991, 999, and 1011 Wellington St. West is designated as “Traditional Mainstreet� (TM) area by the Official Plan. Traditional Mainstreets were developed prior to 1945 and are typically set in a tightly knit urban fabric, with buildings that are often smallscale, set close to the street, and on lots with narrow frontages. They usually have a four-lane cross-section, on-street parking or the potential to have one, and limited on-site parking. Land uses are often mixed, with commerical uses at the street level and residential uses above. They are also planned as compact, mixed-use, pedestrianoriented streets providing good access & movement by foot, cycle, transit, and automobiles.2 The TM designation provides some of the most significant opportunities in the city to build or reinforce a lively, diverse mix of uses and a pedestrian environment with a design-oriented focus on development.

Overall, Traditional Mainstreets are functioned as a mixed-use corridor with the ability to provide a wide range of goods and services for neighboring communities and beyond. Because of the high percentage of housing, employment, retail and civic functions, the liveliness of the area is sustained. It is intent on this plan that intensification continues to focus on nodes and corridors to not only support the public transit system, but to create an essential community focus, allowing for minimal travel, and minimal disruption in the existing neighborhoods.

CONTEXTUAL ANALYSIS KEY DESTINATION Wellington St. W is one of Ottawa’s oldest roads, formed in 1818. The area became well-known for its urban structures and for its identity as a traditional community. The Mainstreet is established by the pre-1945, one-to-three storey buildings. Sometimes they are detached buildings, but often they are continuous storefront buildings, with multiple units.5 With the consistency of the low urban fabric, the area creates a continuous low-village. Within the area, key buildings and open spaces are what characterize the Mainstreet. Buildings include St. Francis of Assisi Church, Hintonburg Community Centre, and the Hitonburg Public House. There are also other popular places such as SuzyQ Donuts and the Orpheus Musical Theatre that help define the Mainstreet as a destination. Considering the Street is one of Ottawa’s oldest roads, a couple of buildings are designated under Part IV of the Ontario Heritage Act and in the City of Ottawa Heritage Reference list. Currently, the Magee House at 1119 Wellington Street is the only building in the study area that is designated under Part IV.6 Within the subject site, most of the places mentioned are within the 250m radius. As well the Ecole Elementaire Catholique St. Francois D’Assise and the Devonshire Community Public school is less than 400m away. Thus making it convenient for any residence with children. The subject site is located along Wellington St. West, a two-lane arterial road west of downtown Ottawa. The uses immediately surrounding the site primarily consist of general retail and low to midrise residential uses. To the east of the site are The Eddy condominium complex (1000 Wellington St.W) and south of the site is the 13-storey new Condominium (1140 Wellington St. W). Key Destination 250m radius

In general, the site is planned for a community, accessible neighborhood where all the amenities are available by either walking or bikes. As well, the site benefits from a series of transit stop that is located within a 10m radius of the property providing access throughout the city.

There are approximately 15 bus stops within a 600m radius of the site. This includes stops for the 11 Rideau/Bayshore line within a short walking distance of the site along Wellington W St. and Somerset. The 11 Rideau allows for transit towards the east, such as Centretown and downtown. As for the 11 Bayshore, this line leads to areas such as Westboro.

The Bayview Station for the Light Rail Transit is within the 400m radius, making it easily accessible to travel to the north and south direction of the city. By having the O-train a walking distance, it is convenient for Carleton University students to live in the area, considering the O-train stops at Carleton.

The Wellington Community area site has excellent transit access and is well served by bike and car share programs that provide residents with numerous alternative options to private vehicle or bicycle ownership, making the site appropriate for residential development with limited private parking. Tunney’s Pasture Transitway Station, located at the northwest corner of the Scott/Holland intersection is the primary transit hub for the community. Also, the Bayview transitway station is located adjacent to the northeast of the subject area.

The #11 Rideau/Bayshore transit line provides services on streets throughout Wellington to Somerset. The primary service is Route 2, which provides services via Wellington St. to Bayshore Shopping Centre in the west, and Blair Transitway Station in the east. The direction to the east is also an access to downtown Ottawa.

As for bicycle routes, according to the Ottawa Cycling Plan (OCP), Wellington is one of many that are considered as a “Spine or City-wide” cycling route. With respect to bicycle lanes, Wellington St. is going through future development to create shared lanes between automobiles and bikes.Z

Pedestrians and cyclists have numerous routes and connections to and from the Mainstreet via adjoining local streets roughly every 60m and numerous transit connections. This type of resident and visitor behavior has supported a vibrant street-life for the Mainstreet. On-going sidewalk widenings are helping to facilitate this activity. All sidewalks are provided on both sides of all roadways except for Scott St.

Future development of transit is underway in the area. Development includes transit priority signals, queue jump lanes, and other operational measures giving transit vehicles priority over general traffic within the corridor. As for the future development of the rapid transit, plans to converse existing transitway from a bus rapid transit system to a light rail system is currently being reviewed. As well a new O-train station is being constructed along Scott’s St.

URBAN PATTERN

Within the broad community context area, Wellington Mainstreet provides a lot of the commercial services. The other land use pattern that is noticed between the north and south of the main street is mostly lots of residences. Different dwellings include a mix of single-detached, semi-detached, row and townhouses and low-rise apartments. There are a several larger lots along Wellington St. including high-rise residential buildings, but also other institutional ones, as well as seniors’ retirement homes, and churches. As for the institutional uses, almost all the buildings are on the south side of Wellington between Parkdale and Rosemount Avenues, west of Carruthers St. and north of Gladstone Ave.

Street right-of-ways follow a basic grid pattern to Wellington Mainstreet. Local streets intersect with Wellington and are spaced around every 60m providing regular access points to the main road of public and commercial activity.12 Wellington and Scott’s Streets are the only streets that go through the entire length of the community.

Currently, there are 2.5% of open space within the Mainstreet area, and 5% in the overall broader context. Most of the open space is near Parkdale Park and there is no open space directly fronting onto Wellington Mainstreet, with the exception of Somerset Square. However, almost all the public parks are in close proximity to the Mainstreet, including Hintonburg and McCormick Park.

FUTURE + CURRENT PROPOSALS As the neighborhood in the Wellington West area become more popular and dense, more infrastructure is planned for the future development of the community. Most of the proposals are either mid-rise or high-rise residence.

According to the Community Design Plan for Wellington Street West, the projections of the development estimate about 950 units from 2006 to 2031; approximately 38 units per year. This represents that the population will increase by 10% in the total broader area.

The Hinton located in the popular neighborhood of Hintonburg and Wellington Village is home to over 500 businesses and various commercial properties. With the increase in popularity of the site, The Hinton respects and follows the traditional secondary plan of continuing the building along the traditional main street and maintaining the idea of designing a pedestrian-friendly neighborhood. Along the documentation of this report, careful site analysis of the site was understood to provide the best strategies for the design. The Hinton is not just a place to call home, but it is a movement of connecting the different areas of Ottawa.

Fourth Floor

Site 1011 & 999 Wellington W. was selected due to the reasoning of less risk and an opportunity to up zone by providing a public park along the residential zone on lot 999. By not selling the land, the ability to up zone provides more units at a higher level and higher expense. Also, considering the density of the area in Wellington W. and in Ottawa in general, we felt building on two lots would have a less risk in terms of filling up the units. For example, the Lamb Development’s monolithic Gotham at Lyon and Gloucester St. has about 40 unsold units and many more has a lot of units unsold and due to the low density in Ottawa, we felt building on two lots was a safer choice.
