Council’s retreat covers several topics By CarOL BrOOks freelAnce writer cab1hp@gmail.com The Jamestown Town Council went out of town for its all-day winter retreat on Jan. 10 – but just slightly. The Council met at Pennybyrn in High Point. Just in front of the main building at 109 Penny Road, however, is within the Jamestown town limits and several lots there is where Maryfield, Inc., Pennybyrn’s parent company, will construct a new transitional rehabilitation center.

Five main topics, along with several subtopics, were on the agenda. The longest discussion covered the development and growth of Jamestown. “The Town of Jamestown is poised to experience substantial growth in the next 5-10 years,” said Town Manager Kenny Cole. “With the completion of several area (and regional) road projects, it is reasonable to expect development pressures to increase significantly in our area.”

Planning Director Matthew Johnson produced a map indicating parcels greater than 10 acres in size – 1,154 acres – which could potentially be developed in the near future. This does not include the Koury property currently under development. Few of these parcels currently have town utilities. “We have already begun to see moderate growth along the Mackay Road/Guilford College Road corridor with Jordan’s Creek subdivision and along West Main Street

Some ideas are so good they need to be shared. Because a teacher at another school was willing to share her idea, Maria Brooks, a kindergarten teacher at Jamestown Elementary, has initiated a special project for children at her own school to spread warmth during this winter season. Years ago, Brooks worked with Rebekah Thomas at Allen Jay Elementary School. Thomas, now a second grade teacher at Millis Road Elementary, happens to have Brooks’ youngest child in her classroom. “Her class has been doing service learning projects throughout the year,” Brooks said. “Before the holidays she sent parents a newsletter telling about an upcoming collection of winter-weather gear such as mittens, gloves, hats, scarfs and blankets, which would be given to the homeless. She was tying the project to the book The Mitten Tree by Candace Christiansen. “I loved the idea that the book and service project continued the holiday spirit of giving and because my grade level was looking for a project, I brought this to the attention of the other kindergarten teachers.” The three JES teachers, which include Brooks, Angie Dickerson and Reagan Ragsdale, agreed the project would work well for their students. “It is not complicated for the children to understand,” Brooks said. “The homeless don’t have homes so they may not have other necessities.” As soon as school began again in January, the teachers emailed parents about the project as well as sent a letter about it home with the

It’s the time of year when the Jamestown Town Council invites first responders in the area to give reports. On Jan. 21, representatives from the Pinecroft-Sedgefield Fire Department and Guilford County Sheriff’s Office will tell about calls their departments made in 2019. Also reporting will be Ross Sanderlin, golf course manager, and John Crowe, golf maintenance superintendent. There will be a discussion by the Council about the possibility of receiving quarterly reports from contracted agencies.

There is going to be a murder at All Saints Episcopal Church in Greensboro on Jan. 18. Lots of people know about it, but no one seems concerned. It is part of the murder mystery dinner theater “A Pryce in Blood.” The plot for the interactive play includes a pirate who is murdered. Other characters provide clues throughout the play and audience members have three rounds to discover who committed the murder. Although dealing with the serious subject of murder, the play is actually a comedy as indicated by two of the characters – Sawing Sarah, a doctor with a saw, and Ole Lucky, an older pirate who talks to a parrot who isn’t there.

Actors include men and women from the church and range in age from 12 to 80-something. The meal will be served buffet style and fit the pirate theme of the play with a Caribbean flare. “Presenting a play is new for us,” said Ann King, who is serving as the show’s producer. King had seen the play before and suggested the idea as a fundraiser to benefit the church. “I know it is lots of fun,” she said. Linda Biedel is the director. The play will be held from 6:308:30 p.m. The cost is $30 per person. A maximum of 60 tickets will be sold and as of press time there were still a few available. Past recipients include the Ragsdale YMCA, Jamestown Public Library, Historic Jamestown Association, Jamestown Business Association, Jamestown Youth League and several other groups on a limited basis. These organizations submit their applications

prior to the adoption of the new budget, requesting funds to cover specific needs of their group. They report their success at a Town Council meeting the following year. All that is going to change. Those who like having books with no time restraints on when to return them are sure to find something they would enjoy at the little corner shop. Included in the inventory are large-print books, fiction and non-fiction, children’s books, biographies, military history and books autographed by the author, to name a few. The Council will hold a public hearing to consider a text amendment to the Land Development Ordinance to add a new zoning district, Planned Unit Development (PUD), to Article 8, Zoning Districts. Paul Blanchard will present an update on the sidewalk projects in town. Council representatives to several organizations and committees will be appointed. Following the regular session, the Town Council will go into closed session to discuss matters related to attorney-client privilege. The public is urged to attend the Town Council meeting on Jan. 21 at 6:30 p.m. in the Council Chambers at Town Hall.

A small tapestry and pictures added a decorative touch to the walls and books were shelved in pleasing arrangements. Little-by-little, the room took on a new personality. Books continued to be sold during the renovation, but in October the room officially became designated as The Corner Book Shop. It is open during normal library hours. “The library gets donations of books all the time,” Naples said. “Any that cannot be used in the library go into the book shop. “The selection here is great. One man comes regularly to buy books as gifts and I bought friends who enjoy reading bags of books for Christmas.” In addition to the book shop, volunteers have a workroom in the basement

The paperback room is next on the list to be renovated, but no time frame for that has has been scheduled. Volunteers are currently busy preparing for the third annual Giant Book Sale to be held Feb. 20, 21 and 22. Donations of hardback and paperback books, children’s games and puzzles, vinyl records, CDs and DVDs are being accepted for the sale. Do not bring encyclopedias, textbooks, cassettes and 8-tracks or old books in disrepair. Donations may be made at the library during regular hours. Although the February Book Sale is a huge event, shopping for books can start now at The Corner Book Shop at the Jamestown Public Library.

them aware of the potential growth and how it would affect them. “It’s a good time to be vocal,” Cole said. Cole pointed out there would be an increase the need for town services like water/sewer, sanitation and street maintenance. This increase would necessitate a larger town staff in the Public Service, Financial and Planning departments. More staff would mean rearranging spaces in Town Hall to accommodate new people and perhaps moving the Council Chambers to the Civic Center, which could still be used for other gatherings. A sound system for the Civic Center is in the current Capital Improvement Plan as a “should-do” for the current budget year. He noted that the largest increase would be in public services but he anticipated hiring a deputy finance director as well as an engineering technical person for the Planning and Public Services departments. These hires would take place over several years. Public Services Director Paul Blanchard said the sanitation trucks are currently at capacity in the two-daya-week pickup schedule and

this would have to be looked at. Possibilities include going to trash carts similar to the current recycling carts or even a staggered oneday-a-week schedule. “Our challenge is to use a crystal ball on development,” Johnson said. He believes the Town can wait to purchase more equipment until the current equipment needs to be replaced. Another agenda item, future town-initiated projects, is related to development and growth. Most of the discussion was about the need for more sidewalks in specific areas and signage and flashing lights at crosswalks. Cole noted that the proposed Penny Road sidewalk to City Lake Park was put on hold until the East Main Street/Lydia sidewalk and East Fork Road Pedestrian Bridge projects were completed. No decisions were made during the retreat but the Town Council now has a better grasp of issues facing the town. Johnson is looking to get more grants for sidewalk projects.

Several teachers are making donations and Catherine Wall, a parent of one kindergarten student, intends to add handcrafted scarfs to the collection. “Before the holidays, she knitted hats for every kindergarten student and teacher at JES, so the children have already seen her giving spirit personally,” Brooks said. “She plans to demonstrate knitting to the children, then donate the scarf she makes to the project.” Earlier this year, kindergarten students made gift bags and cards for school staff that are not teachers and delivered them in person. They also participated in a schoolwide canned food collection. “We will do another project before the end of the year,” Brooks said. For now, the focus is on collecting winter-weather items. Donations from her own family will be divided between her son’s second grade class at Millis Road Elemen-

tary and her own kindergarten class at JES. Brooks and Thomas plan to combine all the items that are received. “We have not decided if we will take them to one organization or split them among several,” Brooks said. But the project appears to be a win-win situation for all involved. The children have the satisfaction of giving to help others and recipients will benefit from the warmth that the items provide.

And since the Town owns the building that houses the library, the Town could also fund building maintenance to be done by the library.” Gallman will contact the non-profits and discuss the changes before budget time.

Colin Kaepernick's stupid lie about america By riCH LOWry In the torrent of idiotic commentary unleashed by the killing of Qassem Soleimani, Colin Kaepernick’s deserves a place of honor. The NFL washout and Nike persona who makes sure the company doesn’t produce any overly patriotic sneakers tweeted, “There is nothing new about American terrorist attacks against Black and Brown people for the expansion of American imperialism.” For Kaepernick, Soleimani is just another dark-skinned man brutalized by the United States. The Iranian terror master was, in effect, driving while nonwhite and paid the ultimate price. For all we know, the operator of the MQ-9 Reaper drone that took him out was making a white-supremacy hand signal while unleashing this racist attack. This interpretation of events takes identity politics to a whole new level, defining the blood-drenched hit man for a terroristic, profoundly anti-Semitic, deeply intolerant theocracy as a victim, based on his skin color alone. Obviously, no one will mistake Colin Kaepernick for an original thinker; he’s only repeating things he’s read or been told, in a slightly more lurid form. His worldview is disproportionately represented in academia and on the left, which objects to calling Soleimani a monster (hence, Elizabeth Warren’s pathetic backtracking after forthrightly condemning Soleimani in her initial statement). It is certainly true that racism has had a large hand in U.S. foreign policy through much of our history. We drove Native Americans from their lands, in part based on racial animus. Thomas Jefferson refused to recognize an independent Haiti after a successful slave revolt, for fear it would fuel insurrections here. The American South coveted lands in Latin America prior to the Civil War, seeking more territory

for slavery. After World War I, Woodrow Wilson opposed a racial equality proposal made by Japan at the Paris Peace Conference. All of this, and more, are stains on our nation’s history, but to consider racism the chief principle of a rapacious U.S. foreign policy is reductive, malicious, dishonest and incredibly stupid. The U.S. engaged in titanic struggles in the 20th century against Imperial Germany, Nazi Germany and the Soviet Union, none of which were brown or black. Enormous resources of blood and treasure were poured into stopping these truly imperialist powers from subjecting foreign peoples to their rule. The United States opposed European colonialism, and its biggest wars since World War II were fought shoulder to shoulder with Asian people in Korea and Vietnam who didn’t want to be overrun by rival Asians allied with totalitarian powers. In the more immediate, post-9/11 period, we toppled the Taliban and Saddam Hussein. These were interventions motivated by national interest, but also optimistic and idealistic to a fault. Viewing these conflicts through a racial prism requires ignoring that the Taliban and Saddam overwhelmingly killed, tortured and repressed other nonwhite people. The same is obviously true of Qassem Soleimani. He has prodigious amounts of American blood on his hands (of Americans of all races and creeds), but he mainly killed other people in the Middle East — Syrians opposed to Bashar Assad, Iraqis protesting Iranian influence, anyone who got in the way of the Iranian imperial project. When I put him outside in the backyard on a snowy day, he comes right back and whines to be let inside. I thought Huskies could handle cold weather. What’s wrong with him? — Dan in Springfield, Massachusetts DEAR DAN: Jackson may have descended partly from Huskies, but he’s an indoor dog. He was raised to live in a house with humans, and from puppyhood he was acclimated to the comfortable temperatures inside a house. It’s not uncommon for some owners to think that because their big, furry dogs are more comfortable in the fall and winter than in the warmer months, that those dogs can handle cold, wet or snowy conditions. This isn’t true at

all — unless those dogs are trained for outdoor tasks like herding, hunting or sporting. Sled dogs, for example, are carefully acclimated to the extreme cold climate that they work in. They’re not house pets that live indoors. Even so, their owners watch those dogs constantly to make sure they don’t show signs of hypothermia, that they’re eating food that will give them the energy to keep warm, and so on. When the temperature drops below 40 F, dogs of all sizes begin to feel uncomfortable after a short time outside. Below 30 F, owners should stay with their dogs outside and take them in if they begin to shiver or whine. So forgive Jackson for complaining, and let him in. Local News Council discusses street resurfacing and funding options By CAROL BROOKS freelance writer cab1hp@gmail.com The Town of Jamestown typically resurfaces residential streets every other year. This does not include the state-maintained roads such as Main Street, Guilford Road, Scientific Street and others. “In 2017, we had U.S. Infrastructure rate our streets to determine our needs and create a priority ranking,” Public Services Director Paul Blanchard told the Jamestown Town Council at their recent retreat. “Generally, our overall ratings and needs were similar to the previous study, which was expected. The study is the basis for repairs. Since the study is a snapshot, we do see some roads deteriorate at a faster rate than others, so we adjust the repair list to address the needs at the time of the contract.” The majority of the funding comes from the state’s Powell Bill but some repairs are made with Water and Sewer funds, if things like adjusting manholes and valves, repairing water and sewer pavement cuts and repairing water and sewer trench lines are involved. Blanchard said the Town tries to time these repairs with resurfacing. “The General Assembly currently appropriates a certain

amount of state dollars each year for Powell Bill funds,” Blanchard said. “Previously the amount allocated to Powell Bill was based on gas tax proceeds. The distribution to cities of this appropriation is based on both population (75 percent) and citymaintained street system miles in each municipality (25 percent). “Jamestown currently maintains 15.99 miles of streets, which is a decrease from 16.29 miles prior to the demolition of Bull Run Village on Oakdale Road [for bypass construction]. However, the Town has seen a slight increase in population in the last couple of years.” In order to maintain or better the town’s pavement rating, costs naturally increase. Since 1982, the Town has received Powell Bill funding in amounts ranging from $36,204 to $114,220. The average amount for the last 10 years is $101,290. “These amounts do not appear to be keeping up with the dollars needed to keep street resurfacing up to date,” Blanchard said. Approximately $275,000 is needed per mile to pave. Town Manager Kenny Cole said the Town could not keep up with needed resurfacing needs. He mentioned two other alternatives to the Powell Bill for funding street resurfacing. One alternative would be a slight increase in property taxes.

is experienced on O’Neill about every five years and there are components on private property that are inadequate,” Blanchard said. “We also have approximately seven miles of public storm drainage lines associated with our streets and about 350 inlets. “We are currently having our system inventoried as a requirement of this program. Typically, the Town of Jamestown only maintains the storm water features in the road right-of-way as most developments only dedicated the roadways, not drainage ways. Thus, we have to research each storm water complaint for easements to determine the Town’s responsibility.” But this comes at a cost. “We don’t have the money to throw into it,” said Kenny Cole, town manager. “We don’t have a funding mechanism,” Blanchard agreed. Cole said some funding could come from the Town’s reserve funds. Several councilmembers noted that there had been discussion about imposing a vehicle registration fee for street resurfacing and didn’t want to see another fee added. “[Storm water] is one of those things I really want to do, but paving is more important,” Councilmember Martha Wolfe said. No decisions were made during the retreat but the Town Council now has a better grasp of issues facing the town.

“Many municipalities have created storm water utilities to address repairs and increased regulations regarding runoff,” said Public Services Director Paul Blanchard at the recent Town Council Retreat. “Jamestown is one of the smaller National Pollution Discharge Elimination System (NPDES) communities in North Carolina. NPDES communities face increased regulations for development, staffing, and record keeping. “In the early 1990s, the Triad region began addressing upcoming storm water requirements to address increased runoff, contamination in runoff and generally protect our watersheds. Storm water devices were required for developments based on how much impervious surface area was being added and the device is sized and configured to treat that runoff. The goal was to maintain the level of runoff, not necessarily improve the runoff characteristics.” While developments later than the early 1990s have to abide by NPDES, state and local requirements, older developments did not and could start seeing more problems arise. There are a few areas in Jamestown that need to be addressed. The most critical area is in Forestdale East from O’Neill Drive to Royal Road to Wiltshire Drive. “Shallow flooding

Storm water utility issues concern Council

Another idea was a motor vehicle registration fee, similar to other cities, for Jamestown residents. This has been suggested in previous Council retreats. This fee, from $10 up to $30 per vehicle, would be restricted to funding street resurfacing. “The Town has approximately 2,950 licensed vehicles,” Blanchard said. “A $20 fee would result in total annual fees of approximately $59,000 and a $30 fee would result in fees of approximately $88,500.” Councilmember Lawrence Straughn is against it, pointing to the earlier discussion about tax increases, but any new fee or increase must be announced so residents are not caught offguard. “It is our responsibility to keep the roads up,” said Councilmember Martha Wolfe. “I’m not thrilled about any of it. I’d rather see this [vehicle tax] than increase the tax rate. If we have to find the funds, this is the way to do it.” Straughn hopes town staff can come up with alternatives for any fee or tax increase. He recognizes that in a few years, these things might happen but he wants residents to understand the Council is trying to find an alternative solution for now. No decisions were made during the retreat but the Town Council now has a better grasp of issues facing the town.
