Council continues annexation, rezoning until February As expected, the Jamestown Town Council made no ruling on either the annexation request for nearly 467 acres at 2207 and 2221 Guilford College Road and 5300 and 5303 Mackay Road, known as the Johnson property. This property has been targeted for residential housing. There was only a few minutes of discussion before the public hearing on the annexation was postponed until the Feb. 16 Council meeting. The Council also continued discussion for a rezoning request for the same property from Agricultural (AG) to Planned Unit Development (PUD). Discussion lasted

approximately an hour and a half of the Council’s nearly three-hour meeting. Amanda Hodierne, attorney for developer Diamondback Investment Group, addressed the Council, pointing out how closely Diamondback had followed the Town’s current Comprehensive Plan. She noted that the Johnson property, which is in the Jamestown Extra-Territorial Jurisdiction (ETJ), is designated a suburban residential but has the only traditional neighborhood development (TND) overlay in Jamestown. This allows a mixed-use residential, commercial and civic uses and public amenities, among other features. These include smaller lots with buildings placed closer to streets. She indicated a

Staff, Council talk budget By CAROL BROOKS freelance writer cab1hp@gmail.com Jamestown staff and Town Council members gathered at the clubhouse at the golf course on Jan. 22 for an initial discussion on the 2021-22 budget for the Town. Using figures from 202021, staff outlined what would be needed for their department to function to keep the town in working order. Finance Director Judy Gallman noted the Town has purchased ClearGov budget software for a $4,500 annual fee. This program will work alongside the current software but offer more transparency. The group discussed how to handle non-profit contracts. Several years ago the Council voted to do away with non-profit grants, instead offering contracts to groups to provide services the Town would like to make available but is unable to offer. The typical nonprofit groups are Ragsdale YMCA, Jamestown Youth League and Historic Jamestown Society. For the 202122 budget, the same amount will be allotted for division to these organizations and any others that may arise. Golf Golf and Recreation Director Ross Sanderlin noted that the roof on the cart barn needs re-roofing. He suggested removing a $38,500 digital sign from the Capital Improvement Plan (CIP) request and replacing it with the new roof, which would be less expensive. He noted the barn is around 25 years old and renovations to it were not done when the clubhouse was renovated. High on the CIP list is replacement of the irrigation pumps on the golf course. These pumps have needed several repairs in recent years. Interim Town Manager Dave Treme, who had just been on the job for nine days, commented that the Town is less than pleased with the job done 13 years ago. Treme said previous

superintendent Jay Gardner has been asked to help work on this project. Sanderlin remarked that the interim town manager and yet-to-be-hired golf maintenance superintendent would work together on plans for the half-million dollar golf maintenance building, which has been in the CIP for several years. The most current golf maintenance superintendent, as well as his assistant, have both resigned to take positions at other courses. The Parks and Recreation Department could also use this building. Plans are on board to re-do the two bathrooms on the course. They are about 50 years old and in need of replacing. Also in the works are improvements to the driving range, including leveling and re-sodding. Public Services Public Services Director Paul Blanchard said the sewer system needs slip lining at a cost of $200,000. Slip lining is used to repair leaks and restore structural stability to an existing pipeline. A smaller pipe is inserted into the existing pipe and sealed against it. The Main Street waterline replacement has been delayed during bypass and pedestrian bridge construction but Blanchard said the project – which would cost more than $1 million – could begin this spring. This would be dependent on when NCDOT closes Oakdale Road to construct a bridge over the bypass. Participants discussed storm drainage/street improvements, most noticeably in Forestdale East subdivision on O’Neill, Royal and Wiltshire streets. Improvements here could be budgeted at $142,000. The Town is working with NCDOT and the City of High Point to add a crosswalk from City Lake Park to Mendenhall Homeplace. Jamestown would pay half of the cost for installation. traditional neighborhood (TND) is Diamondback’s intention. Hodierne said she felt the Jamestown Planning Board meetings, held from July to November, got off track, with the Board requesting items that should not have fallen into a rezoning request, but rather got ahead of the game and focused on details first without having a framework. “We didn’t get where we needed to be,” Hodierne said. “At the end of the day, we were not on the same page.” The Planning Board rejected the rezoning application at its November meeting after several months of discussion. The Planning Board’s main concern was the density of the proposed development, Castleton

Village. They wanted to see larger lots and larger homes, thereby lowering the number of residences in the development. It is believed Town Council members were familiar with the Planning Board meetings, which are available on YouTube, they all agreed that there were too many residences and too small lots. Councilmember Martha Wolfe said the major problem is density. “I think the present plan has too many dwellings per acre,” Wolfe said, adding the lots are also too small. She would like to see a charter school in the development to relieve some overcrowding of existing schools. Wolfe also thought the civic space on Diamondback’s plan should be as

another fire station, rather than a church, and brought up Diamondback’s offer to construct ball fields, which would then be donated to the Town. “The baseball fields should benefit the town but they are only one element [of the plan],” Wolfe said. “How about a rubberized walking track?” Wolfe suggested the Town call in experts to help them make a wise decision for the town. “We need some support to look out for Jamestown’s interest,” Wolfe said. Black History Month has long history By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com For some, Black History Month, celebrated during the month of February, might appear to be a recent idea. But American historian Carter G. Woodson established the concept to commemorate and celebrate the contributions people of African descent made to our nation nearly a century ago. As early as 1920, Woodson, a Harvard graduate with a doctorate in history, urged Black civic organizations to promote the achievements of Black people, which were being discovered. Known as Negro History Week, the first event was held on the second week of February 1926 to coincide with the birthdays of Abraham Lincoln on the 12th and abolitionist/ writer Frederick Douglass on the 14th, days already traditionally celebrated by Black Americans. But rather than focus only on these two men, Woodson hoped to bring attention to the many Black men and women who had contributed to the advancement of society. In 1976, President Gerald Ford changed the weeklong celebration to Black History Month, making it a national observance. “In celebrating Black History Month,” Ford said at that time, “we can seize the opportunity to honor the too-often neglected accomplishments of Black Americans in every area of endeavor throughout our history.” Since then, American presidents have proclaimed February as National African-American History Month, still most often referred

to as Black History Month. According to Dr. Lenwood Davis, a retired professor from Winston-Salem State University, African Americans have a long history of being artisans, craftsmen, mechanics and more. In an article by Carol Brooks that was printed in the Jamestown News a few years ago, we learned that North Carolina has its share of notable inventions by African Americans, including a horseless carriage, cotton cultivator, blend of tobacco, ice cream freezer, doll with movable eyes, turn signal for a car, portable heart/lung machine and electric airplane. The first documented AfricanAmerican inventor was Lunsford Lane, born in Raleigh in 1803. He invented a pipe that cooled the smoke as it passed through the tobacco. Other inventors include Edward Sutton, who received a patent for his cotton cultivator, John Austin invented a horseless carriage and W. F. Johnson designed an electric powered plane. Alonzo D. Parker, Jr. had eight inventions including a reclining chair and Mary Bernice Benner had over 40 inventions, five of which received patents. In 2017, the National Museum of African American History and Culture opened in Washington, D.C. The Smithsonian Institution museum features exhibitions on slavery, emancipation, social justice, cultural traditions and more. Locally, much history of Afri-

Elm St. in Greensboro. It is housed in the old Woolworth building where the 1960 sit-ins were held to gain the right for Black patrons to be served at the lunch counter like everyone else. The museum covers two floors and 30,000 square feet of exhibits documenting Black history. In the fall of 2017, Tripping.com named it one of “Nine Interesting Museums to Visit on the East Coast.” The museum is currently closed due to Covid-19, but it is certainly worth remembering as a place to visit and learn more about the struggles and triumphs of Black history.

Treme assumes interim manager position By CAROL BROOKS freelance writer cab1hp@gmail.com The dictionary definition of the word “interim” shows several interpretations: temporary, stopgap, fill-in, acting, transitional and make-do, among others. But one that could definitely apply to Dave Treme, Jamestown’s interim town manager is “caretaker,” a role for which Treme is infinitely qualified – and has the personality for. But his job is also to move the town forward. Former Jamestown Town

With only a week under his belt, Treme, who commutes to Jamestown from his home in Salisbury, has already met individually with each councilmember and Mayor Lynn Montgomery, discussing Jamestown’s strengths and weaknesses. “I’m impressed with the mayor and Town Council,” Treme said. “They want to work with me to formalize a strategic plan for the Town … figuring out where we are, where we want to go and how we’re going to get there. “I believe in servant

Councilmember Lawrence Straughn agreed and added everyone he has spoken with on the subject is concerned with density, garages, parking, building design, schools and more. Councilmember Rebecca Rayborn, who, as the Council’s representative to the Planning Board, sat in on the JulyNovember meetings. She also has heard from many people in town. “Most of what I heard were about density and school overcrowding,” Rayborn said. “I would like a variety of home and lot sizes and fewer townhomes.” She wants Diamondback to address infrastructure and schools. She added that she didn’t want this new development to tax the Town’s services to the point that existing residents would suffer. “There are going to be municipal challenges,” she said. Interim Town Manager Dave Treme noted that fire and sheriff’s departments along with wastewater supply and water/ sewer issues will be impacted with such a large development, potentially doubling the number of residents of Jamestown. “When we know what’s there, we can figure it out,” Treme said. “It’s difficult now.” During the public section of the public hearing, two people spoke, with Tom Tervo pointing to Whittington Hall as an example of a good development. LauraKatherine Fuqua believes the plan is too dense and noted the school system is already overcrowded. The public was informed about the proposed development at two neighborhood meetings held at GTCC in February 2020, nearly one year ago.

In other business: • The Council discussed non-profit contracts awarded by the Town. For the current fiscal year, the Town has received two requests, both for recreational services, from the Ragsdale YMCA and Jamestown Youth League. A total of $25,250 has been allotted in the budget for recreational expenditures but the two requests this year exceed that amount. Councilmember Wolfe questioned whether since both the Y and JYL offer baseball and soccer, should both be awarded contracts to provide those services. Since some of the requested information was not provided in the two applications, the Council voted to continue any decision until the Feb. 16 meeting. Several years ago, the Council did away with non-profit grants, instead awarding contracts to non-profits, which would then provide services requested by the Town. • The Council unanimously approved the Guilford County Hazard Mitigation Plan. This is a multi-jurisdictional plan needed for state, local and tribal governments to closely coordinate on disaster mitigation planning as well as making this plan a requirement for any jurisdiction applying for federal mitigation grant funding. The plan will be review every five years. • Usually the Council determines in December which closed session minutes could be unsealed. This item of business was postponed until the January meeting. All involved ongoing litigation or personnel matters, Town Attorney Beth Koonce said no closed session minutes

Good Housekeeping would be unsealed at this time. • The Council unanimously approved a one-time bonus to be paid to Assistant Town Manager Matthew Johnson for his service during the time when the town manager position was vacant, prior to the hiring of the interim manager. • John Frank, of Dixon Hughes Goodman LLP, reported that the Town has received a clean audit for the fiscal year ending June 30, 2020, noting, “This is the highest form of assurance you can give an audit.” Finance Director Judy Gallman again received the Certificate of Achievement in Financial Reporting. Gallman has won this award several years. • Golf course revenue and rounds played continue to rise. Rounds for the second quarter of the fiscal year were up approximately 37 percent compared to the same time the previous year, with 6,559 rounds this year compared to 4,777. This also translates to green and cart fees and driving range revenue was up approximately 50 percent and merchandise sales were up 35 percent. The grill continues to be closed due to Covid-19 restrictions. Nevertheless, takeout food and beverage sales were up approximately 17 percent. • Dave Treme was welcomed as interim town manager. • Johnson presented the Manager’s Report, noting he is still working to schedule demolition of structures at 301 Lee St. He also said he hopes to work with Preservation NC to secure a private deal between the owner of Oakdale Cotton Mill and a mill renovation developer. He is obtaining quotes for an appraisal of the property.

In 6- to 6 1/2-quart slow-cooker bowl, stir together jalapenos, peppers, garlic, onion, cumin, oregano, bay leaf and 1 teaspoon salt. Top with flank steaks, cutting steaks if necessary to fit in slow cooker bowl. With kitchen shears, coarsely cut up tomatoes in can. Pour tomatoes with their juice over steaks in slowcooker; do not stir. Cover slow cooker with lid and cook as manufacturer directs on low setting 9 hours. 2. With slotted spoon, transfer steak and vegetables to large bowl. Discard bay leaf. With 2 forks, shred steak, with the grain, into fine strips. Skim and discard fat from cooking liquid. Stir cooking liquid into steak mixture. Spoon into serving bowls, and serve with warm tortillas if you like. There is some problem with drainage on the East Main Street/Lydia sidewalk project. Since the problem goes through the railroad tunnel, Blanchard is working with the North Carolina Railroad on the problem. The planned sidewalk along Penny Road will need water/sewer infrastructure prior to installation. The Council stressed the importance of a sidewalk on Potter Drive for the safety of Jamestown Elementary School students. Blanchard will work on this. The Town plans to use $275,000 in Powell Bill funds to resurface up to one mile of roads. This is usually done every other year and Blanchard will receive more

information in March. Parks Parks Superintendent Scott Coakley is getting quotes to install restrooms in Wrenn Miller Park. This item is budgeted for $75,000. There was discussion on adding a permanent structure at Wrenn Miller to handle equipment for events but could double as a picnic shelter. The cost would run $16-17,000. Coakley mentioned the need for a rubber flat roof on the old fairground building on East Fork Road at Jamestown Park. This would cost $50-60,000. This roof is at least 32 years old. An A-frame roof would solve some problems with leaks, but would be expensive unless something was done like the nearby concession stand at the soccer fields.

Coakley will get quotes. As expected, conversation turned to the state of the ball fields at Jamestown Park. The fields are designed for ages 12 and under and are being used, but Treme noted that many people go to High Point to play ball. Diamondback Investment Group offered to create fields on the Johnson property along Guilford and Mackay roads and then donate them to the Town. If the fields are removed from Jamestown Park, the Town could receive a Parks and Recreation Trust Fund (PARTF) grant for new amenities in the vacated location. If the fields remain, new lighting is needed at a cost of $320,000, along with other improvements. Planning The update to the Com-

of the Johnson property along Guilford College and Mackay roads and noted how hard the final outcome by the Council will be. “The Council’s desire is to make a quality decision based on all of the facts,” Treme said. He believes the Council wants to make certain the development plan is financially sound in terms of what impact this has on services from the town. This is why he likes to talk

to all his employees. “I am delighted to be here,” Treme said. “I feel a sense of urgency for the Town that we try to find the person to lead in the future as town manager. We need to lay out a strategic plan as a road map. We need to open up the lines of communication between boards and staff and make sure they stay open.” As for his job title, Treme says he is a “dash.” “I’m the connecting point between that which went before and that which is to come. I’m just here to try to prepare during this interim period and try to set up the next person so they can hit the ground running.”

a toast to your health By AngelA SHelF MedeARiS tHe KitcHeN DiVa One of the best things about writing a food and recipe column is the opportunity to introduce my family, friends and readers to something new. I also enjoy experimenting with new ingredients and products. Recently, I discovered a wonderful line of naturally sweetened, zero-calorie beverages called Zevia. It’s one of the first drink brands focused on healthy versions of sodas (14 different kinds), energy drinks (grapefruit, mango ginger, raspberry, lime and kola), sparking water (lime, blackberry, Mandarin orange and cucumber lemon), as well as a line of mixers, organic teas and Zevia Kidz. So, what is Zevia Kidz? It’s got the fizz of soda and the tangy sweet flavor of juice, but somehow it’s neither. It keeps all the good stuff and leaves out all the bad with zero sugar and nothing artificial. I served the Zevia Kidz to children ages 3 to 10, and they loved the taste and the colorful Disney characters on the cans. ZEVIA ORANGE CAULIFLOWER POPPERS 1 quart oil 1 head cauliflower 1 1/3 cups all-purpose flour 1 tablespoon chopped parsley 1 teaspoon sea salt 1/4 teaspoon garlic powder 1/4 teaspoon thyme 1/4 teaspoon rosemary Dash cayenne pepper (optional) 3/4 cup Zevia Orange Soda 1/4 cup Zevia Tonic 2 egg yolks, beaten 1. Heat 1 quart oil in a deep-fryer or saucepan to 375 F. 2. Cut cauliflower into bite-sized pieces. 3. Combine flour, parsley, sea salt, garlic powder, thyme, rosemary and cayenne in a bowl and mix. 4. Whisk together orange soda and tonic water with egg yolks. 5. Dip cauliflower into egg mixture, then in dry ingredients until coated. 6. Deep fry batches of cauliflower until golden brown, about 3-5 minutes. 7. Pat dry on paper towels. Makes one batch. QUINOA SALAD WITH ZEVIA ORANGE CILANTRO DRESSING Dressing 1/2 cup Zevia Orange Soda 1/4 cup lime juice 1/2 cup olive oil 1 cup fresh cilantro 1/2 avocado 1 teaspoon garlic Quinoa Salad 1 cup quinoa 1 orange, cut into pieces 1 grapefruit, cut into pieces

STRAWBERRY ALMOND COBBLER 1/2 cup unsalted butter 4 cups hulled strawberries 1 teaspoon ground cinnamon 3/4 cup Zevia Strawberry soda 1 teaspoon almond extract 1-2 teaspoons liquid stevia to taste (if desired) 1 cup all-purpose flour 1 tablespoon baking powder 1/8 teaspoon salt 1/2 cup milk of choice

1. Preheat oven to 375 F. 2. Melt butter in a 9 by 13-inch pan in the oven while it’s heating. 3. In a saucepan, bring strawberries, cinnamon, 1/4 cup of strawberry soda, and almond extract to a boil. Stir and let reduce for 5 minutes, adding stevia if desired. 4. In a large mixing bowl, combine flour, baking powder and salt. Slowly whisk in milk and remaining 1/2 cup of strawberry soda, until fully combined to form a batter. 5. Pour the batter into the pan of melted butter without stirring. 6. Add in the strawberry mixture on top of the batter without stirring. 7. Bake for 35-45 minutes until golden brown. Serve warm and enjoy! Makes 8 servings.
