man killed in deputy involved shooting

A portion of Bales Chapel Road was blocked off Oct. 15 as the Guilford County Sheriff’s Office investigated a deputy-involved shooting. Reports indicate that family members contacted the Sheriff’s Office, saying a man inside the home was threatening suicide. At approximately 3:20 a.m., deputies, assisted by members of the High Point Police Department, responded for a welfare check to the home in the 1200 block of Bales Chapel Road in Jamestown. As deputies tried to reason with the man, Dennis Patrick Jr., he reportedly pulled out

a gun and shot at the deputies several times. Deputies responded, killing the man. Sheriff Danny Rogers held a press conference Tuesday afternoon. “The actions of the police officers and deputy were necessary to protect themselves and each other from Mr. Patrick’s use of deadly force,” Rogers said. “Mr. Patrick was struck by the return fire and died of his injuries at the scene. None of the responding Sheriff’s deputies or High Point police officers were injured. “As is the protocol of the Sheriff’s Office, the North Carolina State Bureau of Investigation was contacted and asked to conduct an

independent investigation. The scene was secured and turned over to SBI Agents upon their arrival. The SBI investigation is ongoing.” No one else was in the house at the time of the shooting. The names of the officers involved have not been released. This was the second dep-

uty-involved shooting in two days. At approximately 8:35 a.m. Oct. 14, a deputy went to 4014 Braddock Road in High Point to execute a padlocking of the residence in accordance to a civil writ of possession. Rogers related what then occurred. “Upon arriving at the residence, the deputy encountered the occupant, Victor Jarvis. Mr. Jarvis, who was by himself in the house, initiated a brief physical struggle with our deputy which ended when Jarvis locked himself inside the house with the deputy still outside. At that point, the deputy heard a gunshot from

That is Josh Fields’ philosophy. “You can be book smart, but not understand something until you put your hands on it,” he said. When it comes to cars and trucks, Fields certainly has the experience to back up his knowledge. He has been working professionally as a mechanic since he was 18. After graduating from Ragsdale High School, Fields started his career as a mechanic at Galloway Buick. He also has worked for the Lexus, Toyota and Dodge dealerships, as well as on big trucks with Buddy L Estes Freight Line and Cooper Kenworth. For the past six years, he has worked with Bruce Dillon at his auto shop on Oakdale Road. For Fields, the decision to work for Dillon brought his career full circle since Dillon was his teacher when he took auto mechanics in high school. When Dillon decided to retire, it seemed natural for Fields – who was already familiar with the daily operations and the customers – to purchase the business, and on Sept. 16 the company changed hands and its name to Fields Auto Care. “But we left the name “Bill Dillon, Est. 1959” on the front of the shop,” Fields said. “He started the business 60 years ago and I would

Although Fields is currently working by himself, Noah has helped his dad a bit when not in school. “He is pretty mechanically inclined,” Fields said. Fields noted that he is a people person and likes to keep his customers happy. “I take care of people and treat them the way I want to be treated,” he said. “That is the way to get them to come back. An old-timer at Galloway Buick told me to work on every car like your mother was going to drive it and I have never

forgotten what he shared.” In addition to pleasing customers, Fields just enjoys the craft of making vehicles run better. “I like fixing stuff,” he said. “I like to take an engine that is running like crud and make it purr like a kitten.” Fields is a member of the Antique Automobile Club of America (AACA), Furnitureland Region, and has won several trophies for his 1925 Model-T. He calls it a true North Carolina car. Originally sold in Burlington, the car has remained in this state with each of its owners. Ironically, the trophies he has received are shaped like old train engines. Since his business faces the railroad tracks on Oakdale Road and the site of the old Jamestown Depot, Fields is proudly displaying the trophies above his work area inside his shop. Work and family keep Fields busy, but he also makes time to participate with the Jamestown Veterans Committee. “It is a matter of being a proud American,” he said. “Vets are the reason we have our freedoms and I want to support them any way I can.” On Nov. 2, Fields will host an open house, “Hot Rods and Hot Dogs,” at his business. Ground breaks on east main sidewalk By CaROL BROOKs freelance writer cab1hp@gmail.com The Jamestown Town Council and Mayor Lynn Montgomery donned hard hats on Oct. 15 during the long-awaited groundbreaking for the East Main Street sidewalk project. Also participating in the groundbreaking was Public Services Director Paul Blanchard, NCDOT Division 7 Staff Engineer Donnie Huffines and Hani Kattan from Atlantic Contracting Company, Inc., the company that will construct the sidewalk. “I want to thank everybody for being here,” Montgomery said. “I think this is a prime example of how we can all work together and a see sideWaLK, PaGe 2

inside the home and called for assistance. “The Sheriff’s Emergency Response Team (SERT) along with patrol deputies from the Sheriff’s Office arrived and set up a perimeter outside the house. Nearby neighbors were evacuated to safety. During the course of the day, Sheriff’s negotiators and at least one member of Mr. Jarvis’ family attempted to communicate with him and peacefully seek his surrender. Those efforts, which lasted more than 10 hours, were unsuccessful. “During those 10 hours, Mr. Jarvis continued to fire gunshots sporadically from inside the residence. At approximately 6:56 p.m., after exhausting all efforts

to get Mr. Jarvis to peacefully leave the house, the Sheriff’s SERT team entered the house. During this process, Jarvis shot two deputies. One deputy was struck in the jaw by a bullet and the other suffered a grazing bullet wound to the upper right arm. To defend themselves and each other from Jarvis’ use of deadly force, three of the deputies returned fire, striking Mr. Jarvis who died at the scene of his injuries.” “The deputy who was struck by gunfire in the face, underwent surgery this week to remove the bullet and repair his jaw. The deputy struck by gunfire in the arm was treated at the hospital last night and released.”

Last week, Council candidates John Capes and Rebecca Rayborn were profiled. This week, two of the five candidates – Lawrence Straughn and Martha Stafford Wolfe respond. The final candidate, Dave Cohen, did not respond.

Straughn: I am a lifetime resident of Guilford County and have lived in Jamestown with my family since 2001. Wolfe: I was born in Jamestown and lived here all my life. Work experience. Straughn: I have devoted my adult life to serving the public. I retired as a captain from the Guilford County Sheriff’s Office after over 34 years as a sworn deputy. My first patrol beat was Jamestown in 1990. I wore several hats during my career. I commanded the Personnel Division, Internal Affairs, two different District Offices, the Legal Division and the Special Projects section. I’ve commanded the motorcycle team, the honor guard team and was a forming member representing the Sheriff’s office for the Family Justice Center. After my retirement from fulltime service I continued to serve on the cold case homicides team and the motorcycle team. Last year I left the Sheriff’s Office in fulltime pursuit of my carpentry business, Straughn’s Carpentry Service, which was part time since I was

Council approves Pennybyrn rezoning By CAROL BROOKS freelance writer cab1hp@gmail.com

The Jamestown Town Council unanimously approved a rezoning request from Pennybyrn at Maryfield at its Oct. 15 meeting to construct a transitional rehabilitation center, the Lillian Congdon Transitional Rehab Center. Maryfield, Inc., the parent company, requested that property totaling approximately 3.37 acres on Penny Road at 111,113, 115, 121 and a portion of parcel No. 176232 be rezoned from Single Family Residential to Conditional Zoning-Civic. The new building will be an approximately 23,000 sq. ft., 24-bed, single-story, short-term stay facility. A new entrance will be installed off Penny Road and parking for the building will face that road. The decorative fencing that was installed several years ago will be continued. A sidewalk will be installed on the west side of the road for part of the frontage. Jamestown is planning sidewalks on the

east side of Penny Road. CZ-CIV zoning permits a “skilled care nursing facility with in-patient and outpatience therapy services associated with a Continuing Care Retirement Community (CCRC) and it’s accessory uses. Other uses associated with the CCRC campus may be allowed for future development.” Jamestown Planning Director Matthew Johnson noted, “Pennybyrn is a CCRC retirement community configured as a single unified campus that includes independent living dwellings, assisted living facilities, and skilled nursing facilities that provides a continuum of care to residents of the community.” The Planning Board unanimously approved the rezoning request on Sept. 16. The only glitch in the request is that it is “technically inconsistent with our Comprehensive Plan,” Johnson said. He added, however, that he believed the request was justified. The Planning Board as well as the Town Council agreed. As a result, the Council approved an amendment to

the Comprehensive Plan, which is currently under review. Johnson said the change, which would allow the rezoning, would happen before the new Plan is approved. Long-awaited sidewalk projects in Jamestown could finally be seeing daylight soon. Public Services Director Paul Blanchard spoke briefly about the groundbreaking that took place earlier in the day of the East Main Street Sidewalk project and noted that construction should begin in several days. He said they would learn more this week about the East Fork Bridge Project but hoped that shop drawings could soon be submitted to the NCDOT. The holdup has been requirements for a wall along Koonce City Lake, which the bridge would cross over. “Best case scenario, construction could begin in six weeks,” Blanchard said. However, East Fork Road could be closed for an extended period of time during construction of the wall. The construction administration consultant, Summit

Design and Engineering is looking at options and working with the NCDOT on the problem. Ross Sanderlin, golf course manager, said the course had a great first quarter of the 2019-20 fiscal year. “Last year I think we had hurricanes,” he said. “The weather has certainly helped us this year. “We were just shy of 10,000 rounds of golf played in three months,” he said. “That’s where we want to be.” He said that there was a 12-percent increase in rounds played during that time period compared to the previous year and that total revenue increased 14 percent. Sanderlin added, “The golf course has held up fine with the drought.” Clubhouse rentals were up 400 percent compared to the previous year. Johnson, who is also assistant town manager, gave the manager’s report in the absence of Town Manager Kenny Cole. He said the summer’s Music in the Park was a success

and plans are already in the works for next summer. He noted some cleanup has begun on houses that have fallen at Oakdale Cotton Mill. A letter recently was sent to the owner, North Point Family Limited Partnership in New Jersey, stating several areas on the property that needed attention. In other business: The Town will hold a Rabies Clinic in the parking lot of Town Hall on Oct. 26 from 9 a.m.-noon. The event is open to the public. Mayor Lynn Montgomery read a proclamation recognizing October as National Breast Cancer Awareness Month. Sanderlin noted that the flags on the practice putting green at Jamestown Park Golf Course are pink during October. Council approved financing for a knuckle boom truck. DAR members spread a little cheer By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com The Daughters of the American Revolution (DAR) received national attention recently as the group celebrated the one-millionth member to join the organization. The newest member in the headlines is Amy Dickinson, syndicated columnist of “Dear Amy.” “With her deep interest in her family’s history and a very modern-day livelihood, she represents both the determination and strength of our past members, as well as the diverse interests and backgrounds of our contemporary members,” said Denise Doring VanBuren, president general of the National DAR. “I believe that her passion for history, her strong female relationships and her daily resonance with readers nationwide combine to personify a great example of today’s DAR.” Although exciting news indeed, the “troops on the ground” include many women who continuously strive to serve God, Home and Country through their participation in DAR chapters. An example is the organization’s celebration of its founding date of Oct. 11, 1890. Chapters across the nation were invited to host a Day of Service, at which members did some-

In the past they have shared baked goods with neighbors, bus drivers, bank tellers, teachers, the elderly, etc. “This year the State Society asked each

chapter to celebrate first responders including fire fighters and police officers,” said Jane Thomas, a member of the Rachel Caldwell DAR Chapter. Jamestown members Betty LaBella and Deborah Beach took baked goods to the Jamestown fire department and District 3 Sheriff’s office. Several members of the chapter also continued the tradition of visiting veterans at the Kernersville’s VA Outpatient Clinic. “We set up a table that had snacks, water, magazines, flags and the poem “Thank a Vet” that people could pick up when they came in,” Beach explained. “Charlotte Layton, the chapter’s regent, and her husband David took a cart of goodies to share on the second and third floors.” Augusta Johnston even played a couple of patriotic tunes on a tiny four-note harmonica. As part of “Spread a Little Cheer Day,” members of the chapter also donated money that was used to purchase city bus tickets. These were presented to Tim Griffin, head of Voluntary Service at the hospital, to give to veterans in need of transportation. “We have learned that whatever you do to help others, comes back to bless you,” Thomas said.

leaves, which could damage the trucks. Residents should also avoid parking near the piles. Jamestown Town Hall is a site for early voting Oct. 25-Nov. 1. The downtown merchants will hold Christmas on Main every Wednesday night in December. Businesses will be open for shopping and dining. The event will include carolers, hot chocolate and, of course, Santa Claus. Following the regular Council meeting, members adjourned for a brief closed session. When Council returned from closed session, it directed the town attorney to take the necessary legal steps to enforce the ordinance related to the keeping of swine within a residentially-zoned district at 2216 Guilford College Road, including the levying of fines, injunctive relief or any other legal means necessary. Lori Herron had unsuccessfully lobbied both the Planning Board and Town Council to be allowed to keep her potbelly pigs, which she says are therapy animals.

project can come to completion, or at least halfway to completion so far. “The first thing we needed to start this project was to have access under the railroad. Then we have the DOT who was able to provide the funding and the approval of our project. That’s two of our pieces. “Now to our town staff, Paul [Blanchard] and Matthew [Johnson], we all appreciate all the work that you’ve done to make this project come to this point. And we look forward to working with ACCI [Atlantic Contracting Company Inc.] to get the job done.” For Mayor Montgomery, it was her first visit inside the railroad tunnel, which is reported to be haunted by the ghost of Lydia, a young woman killed nearby in a car crash nearly 100 years ago. Construction on the sidewalk was expected to begin early this week. It will run from the current sidewalk in front of Jamestown United Methodist Church, along East Main Street, crossing over to the south side of the street before going through the original underpass, around a Duke Energy substation and hooking up with the existing sidewalk at Yorkleigh Lane. In August, Council unanimously awarded the contract to Atlantic Contracting in the amount of $1,434,422.50. A supplemental agreement from the NCDOT has provided funding for $1,515,996 and includes the base bid, a 10 percent contingency and 15 percent for project management. The Council also unanimously approved that agreement. The Town received a revised supplemental agreement for construction on Oct. 15.

continued from front business. Then I worked with my brother in his general contracting business. A few years later, I worked for Bryant Electric Company in High Point for two years. I then felt the call to come back to the family real estate business and worked with my Dad for 14 years. My Dad semiretired and I began looking for a place to work where I could have a personal connection with the job. A position became available at the Town of Jamestown. I knew working for my hometown would provide the personal connection I was searching for in my professional life. I began working for the Town of Jamestown in 1995 and worked at the Town for 20+ years. It was an honor and a privilege to serve the Town of Jamestown and its citizens. I retired from the Town of Jamestown in April of 2017. Family Straughn: I live in Jamestown with my wife and son. I have a daughter and two granddaughters that live locally. Wolfe: Son Gray, Daughter-in-law, Sidney and beautiful grandsons Oakley and Easton. Previous offices held in Jamestown if any. Straughn: I was a town councilmember 2015-17. I have served on Jamestown’s Parks and Recreations board and as chair. I served on our 2007 LDO committee. I’m an alternate with Jamestown’s Planning Board and a Jamestown appointee to the PTIA Citizens Advisory Committee part 150 update. I continue to serve on our county Parks and Recreation Committee. Wolfe: First term as town council member. Previously served as town clerk and worked for the Town for over 20 years. What do you see is the most pressing issue facing Jamestown at this time? Straughn: The most pressing issue is growth and how it will affect our infrastructure. Wolfe: There are three sidewalk projects that have been planned for a LONG time. Two of which, East Fork Road and East Main Street, have been through the design phase, the bidding process and awarded to a contractor. The process has been long and at times frustrating for the Council and the Town Staff. The Town was awarded Federal Grant money for each of these projects. So, the clock is ticking on the completion of all of these projects. I feel this is a pressing issue to get the contractors on site and start these two projects. The third project, Oakdale Road, is in the design phase. NCDOT has presently put a hold on projects that are in the design phase due to budgetary concerns. The Town needs to have this project ready to go out for bids by the time the hold has been lifted by NCDOT. Now that it is becoming a reality, what are your thoughts on the impact the Jamestown bypass will have on the commercial and residential aspects of the town? Straughn: I think the commercial aspect will open more so along the bypass and hopefully draw a portion of the through traffic off Main Street. As it relates to residen-

tial, I see two things happening. First, our current residents will hopefully see the decrease in traffic. They will feel safer on our sidewalks, into our localized parks, and up and down each street, bringing folks out of their homes more often. Second, along the bypass hopefully more options for some singlefamily residential growth will open which will continue to add to our smalltown atmosphere and grow our owner tax base. Wolfe: The impact of the Jamestown Bypass has been a concern of each councilmember since it was first listed as a NCDOT project. Now that the bypass is underway, I do not see that it will impact the businesses in Jamestown. The small business owners in Jamestown have done an excellent job in creating special places that people want and plan to come to because they are unique. The development that I think will occur in the Bypass District will not be the same type of business. I think the commercial development will lend itself to franchise type businesses, such as fast food. As long as the Town continues to practice smart planned growth with continued residential development in town, I feel people will move to Jamestown to live and raise their families. What steps should be done to ensure Jamestown is not “bypassed?” Straughn: I don’t feel that Jamestown is in jeopardy of being “bypassed.” The continued growth of destination restaurants, our park system and golf course. The promotion of the town via The Jamestown Business Association and town staff, the Jamestown Community Farmer Market, movies in the park, music in the park and our sought-after parades will continue to improve life and activities here in Jamestown. Our businesses and churches do an excellent job of bringing in food trucks and vendors for our different events in the park or downtown and at the farmers market. We have a growing number of young children enrolling at our local schools and church preschools. We need to continue to support these efforts as young families move to Jamestown. By depending on our residents, business owners and patrons to participate on steering committees as needs arise and set up specific committees that continue to bring fresh ideas to the table for discussion. We should encourage folks to seek and stop, not just drive through. Our community continues to think outside the proverbial box for new and exciting ways to draw people into our town to celebrate our unity and what Jamestown has to offer. Wolfe: The steps have already happened. The Jamestown small business owners have done an outstanding job of creating Jamestown as a destination location. These business owners have and continue to work hard to create places that people want and seek to come to and then make plans to spend time in Jamestown. This is not drive by per chance vehicles. These business owners are to be congratulated for their hard work and vision. The Town has done an excellent job in

organizing and building the special music series at Wrenn Miller Park April through October. These events have been heavily attended. Again, people make plans to attend them. The Jamestown Business Association has done an excellent job in organizing the movie nights at Wrenn Miller Park. Again, people look forward to this and make plans to attend. The Jamestown Rotary Club sponsors the annual Christmas Parade and people mark their calendars to attend it each year. The Town is beginning the Duke Energy Street Light Replacement Project beginning at Teague Drive along Main Street to Penny Road. This will increase lighting and pedestrian safety. The small business owners and the Town of Jamestown have created a unique identity for Jamestown: a Town that will NOT be bypassed. What new development would you like to see related to the bypass. Straughn: I would like to see more single-family residences and an appropriate amount of tasteful commercial growth. Wolfe: A. The Town has a Bypass Zoning District which is CZ-B (Conditional Zoning-Bypass) Currently parcels in this zoning district are being developed by Koury Corporation with the construction of Publix and outparcels. There are other properties that will be located in the bypass area. These areas are located in the Harvey Road and Vickery Chapel Road area and are not currently zoned CZ. B. The Town is in the process of updating the Land Comprehensive Plan and vision for growth for the next 10 years. We need to see what the citizens want to see in these areas and take the appropriate steps to make smart growth and appropriate zoning districts. So, to answer this question, it depends. It depends on what the citizens want and in which areas. Have your views on the bypass changed in recent years? Straughn: Yes, I’m so ready for it to be completed. Wolfe: The Jamestown Bypass was on the books when I began working for the Town in 1995. This is a NCDOT project. The design plans were first drawn prior to 1995, the landscape of Jamestown and the surrounding areas was completely different from the landscape of Jamestown today. Many areas in the beginning were vacant land and now are developed subdivisions. NCDOT has made adjustments to the design as the project has progressed. However, I do think the areas around Oakdale Road and Dillon Road have been negatively impacted by the bypass.

Wolfe: One benefit of this development that occurs from this area within the Town’s extra-territorial jurisdiction is an expansion of the Town tax base. This increase in tax revenue helps the Town keep the current low tax rate that citizens enjoy. Is there any area of Jamestown you would like to see developed and what would you like to go there? Straughn: I would really like for the old mill area off Oakdale Road to be kept cleaned up and appropriately developed. I think a little more attention to the west end of Main Street is needed. Pennybyrn does a wonderful job of beautification and makes their property look so nice from the roadway. We could do more in that area to compliment that entryway into our town. Wolfe: One area in the Town’s ETJ that will someday be developed, depending upon the owner’s desire, is the Johnson property [on Guilford College Road]. This is a large piece of property, approximately 450 acres. I would like to see it developed as a residential use. Jamestown is a bedroom community located between two larger cities. People move here to live and raise their families because it is such a great little town. Also, the current Council has been in discussions with the owners of Oakdale Cotton Mill property. I would like to see residential development here also. It would be great to restore the old mill to preserve this historic value. However, this is a privately-owned piece of property and the owners will have to look at their options and what development they would be willing to do. It should also be noted that Jamestown has an annexation agreement with High Point and Greensboro. This agreement defines the areas where Jamestown can annex and grow. Therefore, the Town is limited in areas of future development.

Looking at the Town’s Capital Improvement Program (CIP), is there anything in the “should do” or “could do” section that you would like to see moved up to “must do?” Straughn: It is my opinion that our well-trained, educated and dedicated staff consider every option and seek citizen and council input when updating this plan. I still believe these are the top priorities and should be. While the Town has many projects listed which are all good and appropriate projects, I would like to see the Town continue to keep our Town road maintenance as a priority and maintenance of our water/sewer systems. The average person does not think about and we do not see the water/sewer lines below the ground. However, if there is a failure in the water/sewer system, the citizens are impacted. We have some old water/ sewer lines that need to be replaced. It is not a glamorous project but necessary to each one of us to maintain our daily lives. What is your overall view of business in Jamestown and what, if anything, should be done to improve it and attract new businesses? Straughn: I think we continue to grow our business area. We have new development on Main Street, new business occupants in existing buildings. The Jamestown Business Association is vibrant and continues to support its members and non-members. They are instrumental in bringing people to Jamestown for what it offers. Wolfe: As I stated before, the small businesses in Jamestown are to be applauded for what they have created. They have worked hard to provide an atmosphere where people want to come to eat, shop, and gather. The Town has provided sidewalks, widened Main Street, and added pedestrian crossings. The Town is updating the lighting along Main Street (Duke Energy Replacement Project mentioned earlier). The Town is in the process of constructi ng a Welcome to Jamestown entrance sign at West Main Street and Penny Road. The Town recently updated its website to make it mobilefriendly and hopefully people that have questions will use this website to find out about what’s happening in Jamestown. The Town staff is always available to assist new businesses that are interested in moving to Jamestown. How can/could the traffic flow in Jamestown be improved? Straughn: I believe with the bypass a good portion of our crowded Main Street will be alleviated. I also believe it could be improved with the implementation of bike lanes. Wolfe: Whether you were in favor or against the bypass, I do believe it will decrease traffic in Jamestown. There will not be as much pass-through traffic. The traffic will primarily be people that live here and people come here for the specific purpose of enjoying Jamestown. Do you believe the speed limit should be lowered? Straughn: Yes, I believe Main Street should be lowered to no more than 30 mph. Wolfe: I do believe the speed limit should be lowered on Main Street from Teague Drive to Dillon/ Ragsdale roads. In this

concentrated area are several of the small businesses that have worked hard to improve and increase their business. Many pedestrians are using the Town’s sidewalks and walk from one business to another. Lowering the speed limit in this area would increase pedestrian safety. Former Council boards have requested this speed limit reduction study by NCDOT, but, to date, NCDOT did not find such a reduction necessary. I do feel the Town Council should ask NCDOT to do another study of the speed limit.

What is the best way to show parking options to visitors? Straughn: Appropriate signage, social media and website maps. As well our restaurants and businesses should do the same on their social media and websites. Wolfe: The current Public Parking signs need to be replaced with larger signs. The Public Parking map needs to be in a visible, easy-to-find location on the Town’s website.

Describe Jamestown in 1-5 words. Straughn: Small-town; big-hearted people. Wolfe: Home, happy, alive, history, caring.

FOR CURRENT OR FORMER COUNCILMEMBERS: Have your views and goals for Jamestown changed since you have been in office and seen how things work? Straughn: My views and goals have not changed since previously being part of the decision-making process. What I saw and experienced while serving on the council was what I expected to see based on my experiences in local governments. I believe the council leadership is part vision, statutory, and a voice for the people. I am capable of the big picture, and I can navigate my way through the weeds if necessary. I always have work boots ready and willing. No one person has all the answers; collaborative efforts are always sought. Wolfe: I worked for Jamestown as an administrative assistant and then as the town clerk for about 20 years, so I had a pretty good idea of the policies and processes required to approve projects, approve the budget, implement policies etc. While I have learned a different prospective as an elected official, my views and goals have not changed. My goals have always been to do what is best for the Town of Jamestown and its citizens. That will never change. I do think things take too long to happen, but I already knew that.

Please list any other issues you would like to see addressed by the town. Straughn: Continued efforts at keeping our tax rate low, with no additional fees such as vehicle fees like other cities and towns impose on its citizens. The additional fees on our water sewer bill reduced as soon as the repairs are accomplished. Continued support to our library, our historic district and structures so that Jamestown’s history and heritage remain in order to showcase Jamestown’s birth and growth. To continue our transparency by uploading every official document to our town’s website that can be legally done so.

The foolhardy campaign against "endless wars" By RiCH LOWRy Barack Obama and Donald Trump are diametrically opposed figures, representing the categorical rejection of the other for his supporters, yet they share significant foreign-policy DNA. They both defined themselves in opposition to George W. Bush’s foreign policy. Obama probably wouldn’t have defeated Hillary Clinton for the 2008 Democratic nomination if she hadn’t voted for the Iraq War and if he didn’t speak out against it at the time. Likewise, Trump outpaced all his 2016 GOP rivals in denouncing our Middle East commitments. Obama represented the internationalist left, while Trump is the champion of the populist right, and there are important policy differences between the two (Obama cut the Iran nuclear deal; Trump withdrew from it). Yet, in his pullback from the Syrian border, exposing our Kurdish allies to a Turkish invasion, Trump now has his own version of Obama’s foolhardy pullout from Iraq that created the opening for the rise of ISIS. The cost of Trump’s decision is a betrayal of the Kurds, a worsening relationship with Turkey, a possible lifeline for ISIS and a boost to the influence of Russia, which should be able to leverage it for continued strategic gains in the region. The pullback has managed, astonishingly enough, to alienate both the Kurds and Turkey from the United States. Usually, given the historic enmity between the two, it’s possible to alienate only one at a time. After we dumped them, the Kurds have fallen into the arms of the Assad regime in Syria, while Turkey will be as hostile to the U.S. as ever once Congress gets done trying to punish it for its invasion.

Just like Obama’s withdrawal from Iraq, Trump’s pullback in Syria is a belated reaction to the Iraq War. Obviously, there is no political support on the right or left for invading and occupying a Middle Eastern country again. But there’s a vast distance between the height of the occupation of Iraq, when we had 150,000 troops fighting a war of counterinsurgency, and our minimal commitment in Syria aimed at creating and supporting a proxy force to do the hard fighting against ISIS. To throw both the Syria and Iraq interventions together under the rubric of “endless war” is to fail to make distinctions. It’s senseless to oppose a relatively cost-free action in Syria that has succeeded in its own terms (the ISIS caliphate has been defeated) because the Iraq War was fought for years at a high cost with dubious results. It’d be like opposing the invasion of Grenada because the invasion of Normandy required so much blood and treasure. The long-standing American military reflex is to win and go home, but it’s rare that even the most clear-cut victory is so neat. We won a decisive conventional military victory in World War II in Europe, and we still have troops in Germany. The first Gulf War is supposed to be the model of a rigorously limited commitment, but it still resulted in a no-fly zone over Iraq, the creation of an autonomous region for the Kurds in the north and a constant effort to enforce U.N. sanctions. Nor is getting out as clean as advertised. Obama triumphantly exited Iraq, only to have to go back in when things spun out of control. My dachshund “Jake” got very ill once when my son left his bag of trick-or-treat candy on the floor where Jake could get to it. Fortunately, he recovered fully, but it could have been much worse. — Diane in Charleston DEAR DIANE: You told them! Halloween is a fun time for families and pets, but when kids bring home lots of candy, or adults leave out a big bowl of fun-sized treats for trick-or-treaters, it’s more temptation than most pets can stand. The trouble is that much of that candy is toxic to pets. Dogs should never eat chocolate, even in small amounts. Often they’ll consume the candy wrappers, too — not unexpected from a creature with no thumbs. Other candies might be OK,

except they have lots of sugar, which can make a pet ill. If you’re giving out candy, keep it in a spot that is out of reach of your pets, or keep a tight cover on the container so they can’t access it. When the kids get back from trick-or-treating, place their bags of candy up high and out of view of pets. Remind kids not to put their bags down on the floor or leave them where the dog can get at them. Adults who are throwing Halloween parties should place their pets in a safe room or section of the house, away from revelers, snacks and candies. Pick up all treats and food before letting them back into the party area — high-fat snacks can be tough on a pet’s digestive system, and some foods — like onions, grapes and avocados — are toxic. Cedarwood Garden Club Fairy Garden

The Cedarwood Garden Club went on a field trip to see a Fairy Garden for their October meeting, and many of the dozen members who attended gave the outing rave reviews. Mrs. Claudia Hollis and her husband, who live at The Stratford on Skeet Club Road, were our hosts and tour guides for the event. Planted on a raised bed in the backyard of The Stratford, Mrs. Hollis explained that she can easily cultivate her plants and arrange her numerous figurines and garden accessories. The garden is approximately three feet by four feet, filled with different mosses for grassy areas and miniature plants. Claudia stated that many of her plants come by mail for a nursery in Seattle, Washington, known for cultivating miniature plants for her kind of garden. Mrs. Hollis changes her garden with the seasons and decorates for the major holidays. In the winter, her garden moves inside so she can continue to arrange and change the displays without having to deal with the cold weather. Currently, the garden celebrates Halloween and includes a skeletal bride and groom standing in the churchyard and smiling for the gnome photographer. There are also both battery and solar powered lights on some of the miniature trees, making the display always interesting no matter what time of day you visit. Barb Henry thought the garden was “just fantastic” and especially loved the girl on a swing. Garden club president, Stacy Fogleman stated, “The garden was like no other I have ever seen before. Every place you looked had a different scene, so no matter where you stood, it was always surprising and clever.” Once the Halloween season is over, those decorations will be packed away and a smaller version of the garden will be inside featuring Christmas ornaments and lights. The inside garden continues to evolve for Valentine’s Day, Saint Patrick’s Day and Easter. The outside Fairy garden usually re-opens outside in April, but Hollis said it takes about a month before it’s looking good. Both Mrs. Hollis and her husband enjoy meeting people who come to view her garden.

For years, it was an October tradition in our neighborhood to drop in at my friend’s preholiday arts and crafts sale. Opening the heavy front door of her turn-of-the-century home, we were drawn in from the outdoor chill by the aroma of warm, freshly baked pumpkin bread served on trays in the dining room. Looking back, I now wonder if people came for the pumpkin bread as much as for the art being sold. This updated, foolproof recipe is moist, full of enticing autumn spices we love, and it’s super-easy to make and bake with kids. No mixers or tricky steps. Just measure, whisk, stir and bake. Of course, you may put your own spin on the recipe and add chopped nuts and raisins to the batter, or even drizzle icing with a sprinkling of pepitas (a type of pumpkin seed) on top of just-baked loaf to make it fancy. 1. In nonstick 12-inch skillet over medium-high heat, cook pecans until golden brown. Cool pecans slightly; coarsely chop. 2. In large bowl, combine buttermilk, oats, flour, baking soda, salt, eggs and 1 tablespoon confectioners’ sugar, and stir just until flour is moistened; stir in toasted pecans. 3. Over medium heat, heat same skillet until hot; brush lightly with salad oil. Pour batter by 1/4 cups into hot skillet, making 2 or 3 pancakes at a time. Spicy-cool baked chicken breasts By anGeLa sHeLF MedeaRis KitcHen diVa Whenever I’m thinking about ways to add variety to chicken recipes, my spice rack always provides inspiration. Freshly ground peppercorns add a much-needed boost to the mild flavors of chicken, pork and fish. They come in a variety of shades, including white, green, pink, red and black. The color depends on the maturity of the berry. All peppercorns come from the seed of the tropical “Piper nigrum” plant. About 50 berries grow in spiky clusters on long vines supported on posts. Black peppercorn berries are picked before fully ripening and allowed to ferment for two to three days. Then the berries are spread out in an even layer and sun-dried for two to three days until shriveled and nearly black. Pepper comes from grinding peppercorns until they are fine. Most peppermills are adjustable to create fine, medium or coarse grinds. Crushed black peppercorns or freshly ground black pepper combined with ranch dressing makes a spicy, flavorful coating for baked chicken. Ranch dressing has been one of America’s favorite condiments for more than 40 years. It’s used on everything from salads to pizza to potato chips. One of the best-known brands of Ranch dressing was created by Steve Henson. Steve and his wife, Gayle, purchased 120 acres of picturesque ranch land outside Santa Barbara, California, in 1954. They named their

new property Hidden Valley and started a dude ranch. Every night, they treated their guests to a homemade meal featuring a salad topped with a creamy, herb- and spiceflavored buttermilk dressing that Steve had created in Alaska. Guests loved his ranch dressing and asked for jars to take home. Soon there was so much demand that the Hensons started a mail-order business, shipping bottles and dry package mixes of their Hidden Valley Ranch Dressing around the United States. The brand was bought by the Clorox company in 1972. In today’s recipe, the fiery pop of black pepper combined with the cool, herb flavors of ranch dressing elevate baked chicken breasts to a new level.

2 to 3 pounds (4 to 6 pieces) boneless, skinless chicken breasts 2 tablespoons poultry seasoning 1 1/2 teaspoons salt 1 (16-ounce bottle) ranch dressing 1 small onion, chopped 2 garlic cloves, minced 2 teaspoons black or mixed peppercorns, freshly ground or finely crushed 1/2 teaspoon cayenne pepper 2 cups Panko or dried BAKED cHIcKEN breadcrumbs BREASTS IN SPIcY 1/4 cup grated RANcH DRESSING Parmesan cheese Panko breadcrumbs are made cooking oil spray

1. Heat oven to 375 F. Spray a large, 13-by-9-inch ovensafe baking dish with cooking oil spray and set it aside. 2. Rinse and pat dry the chicken breasts with food-safe paper towels. Season both sides of the chicken with 1 tablespoon of the poultry seasoning and 1/2 teaspoon of the salt. Set aside. 3. In a large mixing bowl, combine ranch dressing, onions, garlic, black pepper or peppercorns, and cayenne pepper. Mix well. Using a large plate, combine Panko or breadcrumbs, Parmesan cheese and remaining tablespoon of poultry seasoning and salt. 4. Place chicken in ranch dressing mixture, coating each piece on both sides. Roll chicken in breadcrumb mixture until coated on both sides. Place chicken in the prepared baking pan. Spray chicken with cooking-oil spray. 5. Place chicken in the oven and bake for 25 to 35 minutes, or until chicken is tender and golden brown and no pink remains in the center. Serve immediately. I saw a back specialist, and he took X-rays and reviewed an MRI. He informed me nothing could be done for me because I have diffuse idiopathic skeletal hyperostosis (DISH). I would like to know what this is and why nothing can be done for me. — Anon. DEAR ANON.: DISH is essentially a disease of bone spurs. The ligaments and their attachments to bone themselves become calcified and bonelike. The cause is unknown. Symptoms are commonly back pain (more often, middle or upper back, not the lower back pain you have), but pain also may occur in the neck. Problems with walking are not common, but can happen if a nerve is being compressed. Surgery is not a usual treatment for DISH. It is occasionally necessary if the bone spurs press on nerves or if the bone spurs are so large that they interfere with eating. That doesn’t mean nothing can be done for you. Physical therapy may be very beneficial; judicious pain medication and regular gentle exercise are the other effective treatments. If the difficulty standing straight and walking persist, you should get re-evaluated.
