Voter ID and paper ballots required next year BY CAROL BROOKS FREELANCE WRITER cab1hp@gmail.com According to the North Carolina State Board of Elections, a photo ID is not required in any election in 2019. However, it will be required in 2020 elections, which include the presidential election. At that time, voters must provide photo identification when voting in person or by absentee ballot. The N.C. Board of Elections website states, “In the 2018 general election, 55 percent of voters approved a constitutional amend-

ment requiring photo ID to vote in North Carolina. “Subsequently, the N.C. General Assembly approved Session Law 2018-144, which implements the constitutional requirement for voter photo ID.” This law was not in place in time for implementation for the 2019 election. The website state adds that in 2020, “If you do not show photo ID, you may vote provisionally. Your provisional ballot will count if you bring acceptable photo ID to your county board of elections office before canvass, or if you sign an affi-

davit declaring that a reasonable impediment prevented you from showing photo ID. “If you vote by mail, you must enclose a copy of your photo ID unless you sign an affidavit

declaring that a reasonable impediment prevented you from enclosing a copy of your photo ID. “ Valid IDs include a driver’s license or non-operator ID from North Carolina, a different state or U.S. territory, valid U.S. passport, a North Carolina voter ID card, an approved state or local government employee ID, student ID, tribal enrollment card and military or veterans ID card. Voters may obtain a free photo ID at the Guilford County Board of Elections office in Greensboro at 301 W Market St, Room 115, or in High Point at 325 E Russell Ave. any time prior to

the Friday before the election. Another change is ahead for the 2020 election cycle. On Oct. 1, the Guilford County Board of Elections decided to go back to paper ballots. The current system will become obsolete in early December. The use of paper ballots would appear to slow down receiving election results but not so. Ballots are marked by the voters, but then fed into a machine where they are actually counted. The new system must be in place in time for early voting for next year’s election, which is in February 2020.

Jamestown to vote on staggered terms

Death is not a laughing matter. However, one of the many decorations people put in their yards during the Halloween season are tombstones, many with humorous epitaphs on them. The tombstones keep with the “spirit” of the season. While most include the name of the deceased with birth and death dates, many actual tombstones often have funny and sometimes unintentional sayings that make those reading them figuratively die laughing. Here’s a sample of some one-liners. “I told you I was sick!” “Here lies Les Moore. No less, no more.” “Oh, well. Whatever.” “At last, a hole in one.” “Here lies John Yeast. Pardon me for not rising.” “I came here without being consulted and I leave without my consent.” “Don’t laugh. You’re next.” “Here lies Fearsome Frank, who bet that he could rob a bank.” “Here lies an atheist. All dressed up and no place to go.” “Go away. I’m asleep.” “S––– happens.” “One way. Do not enter.” “I knew this would happen.” Television host Merv Griffin, who passed away in 2007, wrote his own epitaph, which contains the line, “I will not be right back after this message,” alluding to a phrase he often said during his television show when it came time for a commercial break.

After several months of discussion – but no debate – the Jamestown Town Council on May 21 unanimously approved an ordinance amending the town charter regarding staggering terms for council members. The Council held a public hearing in April on the matter but only one citizen spoke in favor and, later, mentioned that elections should be held yearly, rather than every two years. That speaker was Robert Frederick who is currently a mayoral candidate. However, on June 22, Frederick submitted a petition to the Town asking for the Town Council to call for a special election allowing residents of Jamestown to vote on the charter amendment. The petition was forwarded to the Guilford County Board of Elections and was validated July 1 as having been signed by 324 registered voters. At least 10 percent of qualified voters in Jamestown were required for the Council to act on the petition. In a special called Town Council meeting the morning of July 5, the Council unanimously voted to place the charter amendment on the ballot at the Nov. 5 general election. If approved by voters, the town’s charter will be amended to allow for staggered terms but the outcome of the Nov. 5 election will not be affected. Currently, councilmembers and the mayor are elected for two-year terms. If voters approve the measure, it means, as of the 2021 election, the Mayor will be elected to a four-year term and the

Keep in mind that a good many are written by the survivors. Some appear to be disrespectful of the deceased. It makes you wonder that the deceased would think of the silly ones. Why is this type of humor so appealing to us? Perhaps it’s a lighthearted poke at something that is “deadly” serious? It takes the edge off a subject that many people fear. BY CAROL BROOKS FREELANCE WRITER cab1hp@gmail.com Jamestown, Sedgefield and Adams Farm residents will soon have a new option for grocery shopping when Publix officially opens its doors at 7 a.m. Nov. 13. The store is located at 6029 W. Gate City Blvd., within the Jamestown corporate limits, not in Greensboro as has been reported in other newspapers. “Publix is wholly within the Town of Jamestown’s corporate limits,” said Jamestown Planning Director Matthew Johnson, before adding, “They will have a Greensboro mailing address.” The 49,000 sq. ft. store is the first to open in the new Grandover Village Shopping Center at the cor-

ner of West Gate City Boulevard and Guilford College Road. It is across the street from Sheetz and the credit bureau. Publix will be open from 7 a.m.10 p.m. seven days a week. Features include a pharmacy with a drive-thru, an ATM, as well as deli, bakery, seafood, produce, meats, cheese and floral departments. This will be the forth Publix in the area, following a store in High Point and two in Winston-Salem. The High Point store is 7 miles from the new store. The company is building a distribution center off Hwy. 70, east of Greensboro. Publix is located about 1.5 miles from where Lidl is constructing a grocery store in the Adams Farm Shopping Center. Harris Teeter is also located in Adams Farm Shopping Center.

Scouts complete walkway at JES to earn Silver Award BY NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com

When members of a Jamestown Cadette Girl Scout Troop decided to collaborate to complete their Silver Award, they first had to determine what the final project would be. After hearing her mother often talk about walking through wet grass when she took her pre-K son to his classroom at Jamestown Elementary School, Sonia Minish recognized the need for a walkway between the drop-off driveway and the classroom. “Maybe that could be the Silver project for your troop,” said her mother Maria, who also happens to be one of Sonia’s Scout leaders. Maria’s children have attendPhoto submitted ed JES since 2006 and during Members of Girl Scout Troop #02049 completed a walkway at Jamestown Elementary School to earn their Silver Award. the year, not just at Halloween. These tombstone tourists are called taphophiles. They are often seen rubbing the gravestones to have their own image of the inscription. So, Halloween is not the only time humorous tombstones appear. Actual ones are in cemeteries all over the world. Man of 1,000 voices, Mel Blanc, brought us cartoon favorites such as Bugs Bunny, Porky Pig, Woody Woodpecker, Daffy Duck, Sylvester the Cat, Tweety Pie and more. It’s fitting that his 1989 tombstone contains Porky’s famous signoff and the end of Looney Tunes cartoons, “That’s all folks.”

CONTINUED FROM FRONT the 2018-2019 school year, when the Scout troop was looking for a project, her son Michael was having a really good experience in the pre-K class. “I wanted to do something for the school and that class in particular,” Maria said. “I thought the idea of the Scouts constructing a walkway would be good.” Before approaching the school with the idea, the girls first had to think it through and decide how best to handle the project. They concluded that mixing concrete would be difficult and even using molds and Quikrete would be problematic. Premade pavers seemed the best solution. “At that point, we talked to the pre-K teachers – Sharon Baskerville and Carole Kennedy – and then to Principal Jordan who approved the plan,” Maria said. To make the walkway, which needed to be three-feet wide and 18-feet long, the girls needed 54 12-inch pavers. They were not satisfied to just put the pavers in place, however. They decided to paint kid-friendly designs on them that would make the preschoolers happy. The project required two painting sessions, one at First Baptist Church in Jamestown where the Scouts meet and one at the Minish home. “We left 10 of the pavers blank and centered them in the middle of the walkway in a hopscotch fashion,” Maria said. “The children would also be able to use chalk to write or draw on them. The Scouts and Moms painted the other 44.” Each participant selected the designs they wanted and painted them freehand using acrylic paint. Ideas included letters, numbers,

animals, insects, tiger paws, etc. One paver held a picture of a global world with Michael’s handprint in the center. After the paint was dry, the pavers were sprayed with a solution to help them withstand weather and walking. Troop members and parents met on a Sunday afternoon a couple of weeks after the start of this school year to lay down the walkway. “We knew we wanted the blank pavers in the middle and the four paw prints in the school colors on the corners at the top and bottom,” Maria said. “The school’s initials

were at the center top and the paver identifying the troop was in the center at the bottom. We were able to arrange the rest of them by grouping things that were similar. “The pre-K teachers and the principal all said the walkway was much more than what they had envisioned.” “This meant so much to us,” said Baskerville, the pre-K teacher. “It warms our hearts to have parents partner with us.” Students who are not part of the pre-K class have even enjoyed seeing the walkway and jumping on it.

“The Girl Scouts put their hearts into the project,” Maria said. “They are really proud at how it turned out.” Scouts who will receive the Silver Award are Sonia Minish, Katerini Branco, Kyah Outlaw, Amayah Jordan and Asia Bridgeforth. When they become Senior Scouts they will be able to start working on their Gold Award. The Gold Award is the highest honor girls can achieve. It is equivalent to the Boy Scout Eagle Award. Maria and co-leader Barbara Branco have been with the girls in their troop since they began Scouting as Daisies. Not everyone in their troop plans to continue as a Senior Scout, but the leaders will be there for those who do. “I am encouraging the girls to get their Gold Award completed during their first two years of high school,” Maria said. “That will make it easier for them.”

two candidates for Council receiving the highest number of votes will be elected to four-year terms. Those receiving the next highest number of votes will serve two-year terms. These twoyear councilmembers would be up for re-election in 2021 and could run for a fouryear term. Thus, a maximum of half of the Council would be elected every two years. The following language will be on the ballot for the Nov. 5 election: Shall the ordinance adopted by Town Council, pursuant to NCGS 160A-101 and 160A102, amending the town charter to change the term of the Mayor from two to four years and to change the terms of the members of Town Council from two years to four-year staggered terms, and affecting the municipal election beginning in 2021, be approved? Voters have the option of choosing “yes” or “no.” There are two possible outcomes that could result from this vote. If a majority of the public votes “yes,” then mayoral candidates will run for a four- year term and Town Council candidates will run for four-year staggered terms beginning in the 2021 general election. If a majority of the public votes “no,” the current Town Charter remains the same with elected officials serving two-year non-staggered terms.

Is CBD safe for pets? BY SAM MAZZOTTA PAW’S CORNER DEAR PAW’S CORNER: More and more of my friends who have pets say they are giving them CBD oil, saying it has health benefits. Isn’t this derived from marijuana? What benefit does this oil have on pets? Does it make them high? — Concerned Neighbor in Sarasota DEAR CONCERNED: It’s true that CBD (cannabidiol) is derived from hemp and marijuana plants. However, it does not make them high. That’s the role of the other notable component in marijuana, THC, which is a psychoactive. CBD oil does not contain THC, so people and animals taking it don’t get high. It’s important to know that CBD has not been approved as a treatment for any condition by the U.S. Food and Drug Administration (except for one drug that is used to treat epilepsy in humans). But

pet owners who regularly give CBD oil to their pets — usually added to their food -– say it calms them down, eases aggression and helps arthritic pets move more easily. If you’re worried about your friends giving CBD to their pets, worry more about whether the product itself is safe. Because the FDA hasn’t approved any pet treatments with CBD and isn’t monitoring the manufacturing and sale of CBD oil, there could be safety issues. Getting advice from a veterinarian isn’t always possible because in many states they are not allowed to even discuss CBD with their patients’ owners. As restrictions on CBD and marijuana ease in many states, it’s possible for more research to be done on the potential benefits of CBD oil when given to pets. Stay tuned. Trump should want a rapid impeachment BY RICH LOWRY The Ukraine story hasn’t been good for President Donald Trump, and there’s only one way out — to get impeached, and the sooner, the better. Trump obviously hates the idea of being impeached. He thinks it’s unfair, and is raging against the process with every political and legal argument his team can muster and every insult and countercharge he can make on Twitter. But he doesn’t have any choice in the matter. Impeachment is baked in the cake. There’s no way that Democrats, having opened an impeachment inquiry (although without a vote), can pull up short now. How could they, after touting revelation after revelation, including a supposed “confession” by Trump’s chief of staff? As impeachment rumbles on, it puts every Trump lapse (Syria, Doral, etc.) in starker relief and places it in the context of the question of whether he should be impeached and removed. Meanwhile, if support for impeachment is about 50 percent or a little higher, there’s every reason for Democrats to stretch it out. The current process suits their purposes nicely. They interview officials in private and then leak the most damaging parts. There’s no danger of public hearings bouncing the wrong way ... because there are no public hearings. The impeachment inquiry also has the advantage of giving the Democratic base what it wants, and creating a strong sense of action against Trump. When Republicans took the House in the middle of Barack Obama’s first term, they had trouble controlling the expectations of their own base, which wanted immediate results when the GOP had limited power. Impeachment allows Democrats to forestall such a feeling among their own voters, even though

they, too, aren’t getting anything substantive done. This suggests that, as of this moment, House Speaker Nancy Pelosi looks to have judged the politics of impeachment shrewdly, holding off when it still seemed politically premature and striking when the prospect of moving the needle of public opinion presented itself. Given how impeachment is playing, she should welcome the White House embracing the normal strategy in these fights of attempting to frustrate and delay the inquiry. Not only is this standard approach not fully working — former and current officials are talking to House investigators regardless — at the margins it lengthens an inquiry that’s working for the Democrats. All that said, it’s always possible the public will tire of the probe, especially if it reaches past the first month or two of an election year. What can Trump do about any of this? Absent a mea culpa and promise of full transparency, which aren’t in the cards for temperamental reasons if nothing else, Trump can’t change the dynamic or the timing. But he should be secretly rooting for the rapid arrival of Impeachment Day (and the near-inevitable acquittal in the Senate). It will be one of the biggest stories of the Trump presidency. Then, like everything else, it will grow old very fast. Impeachment won’t be forgotten, but it will fade into part of the tapestry of endless Trump controversies and outrages, from Charlottesville to his Helsinki press conference with Vladimir Putin. Democrats will believe they struck a decisive blow against Trump, when they really may have helped him turn the page. Rich Lowry is editor of the National Review. ©2019 by King Features Synd., Inc.

highest bidder, he need not pay the bid amount in cash. The successful bidder will pay all conveying fees, all real estate and other taxes that are due on or after the delivery date of the remainder of the payment and all other costs associated with the transfer of title. At the conclusion of the sale, the deposits of the unsuccessful bidders will be returned to them. The Secretary may grant an extension of time within which to deliver the remainder of the payment. All extensions will be for 15-day increments for a fee of $500.00, paid in advance. The extension fee shall be in the form of a certified or cashier’s check, made payable to the Secretary of HUD. Couch Theatre BY AMY ANDERSON The Lion King (PG) — These days, the circle of life for any great Disney movie includes a remake, and “The Lion King” is no exception. Made fresh for a new generation by director Jon Favreau, the story remains very much the same: a king sabotaged and dethroned by a jealous sibling; the king’s young heir duped into exile only to return years later to exact retribution and claim his rightful mantle as benevolent ruler. James Earl Jones’ rich baritone reprises as King Mufasa, and many of the iconic scenes are almost shot for shot. But there’s a new, gorgeous song by Beyonce (the

Healthy Living

Boost your immune system the natural way BY ANGELA SHELF MEDEARIS KITCHEN DIVA I’m already bracing for cold and flu season. I’ve taken all the preventive steps that my doctor recommended. I’ve also decided to work on natural ways to boost my immune system. I’m starting by getting plenty of liquids to help prevent viruses and bacteria from taking up residence in my body. According to Dr. Riva Rahl of the Cooper Clinic in Dallas, “The mucus in your nose is actually one of the key physical barriers that keep germs out of your body. When you’re not well hydrated, it dries up and doesn’t provide that barrier.” The following health and wellness tips include a variety of ways to help your immune system work at peak performance: * Protein is a building block for a healthy immune system. Choose lean red meats, poultry and fish, dried beans and soy. You also can choose protein-rich plant sources with heart-healthy fat, like peanut butter and nuts. * Choose foods rich in vitamins C and E. These antioxidant-rich vitamins protect cells — including those of your immune system — from damage by toxins in the environment. Choose citrus fruits/juices, melons, mangoes, kiwi, peppers, tomatoes, berries, broccoli, cabbage, sweet/ white potatoes, winter squash, leafy greens, almonds, hazelnuts, peanut butter, sunflower seeds, safflower oil, whole grains and fortified cereals several times a day. * Add a zinc-rich food to your daily diet to increase your body’s production of white blood cells. Research shows that this effect can reduce the number of days you’ll suffer from a cold. Among the foods rich in zinc are yogurt, lean red meat, poultry and fish, almonds, pumpkin seeds and fortified cereals.

* Eat probiotic foods to help build up good bacteria in the intestines. These bacteria play a role in helping to fend off illnesses. Any fermented food is rich in this type of good bacteria, so choose yogurt, sauerkraut, tofu, brine-treated pickles and aged cheese at least daily. * Add a turmeric extract, with dosages exceeding 1 gram per day, to your daily immunity-boosting regimen. Turmeric contains powerful anti-inflammatory and antioxidant properties. It also contains compounds called curcuminoids, the most important of which is curcumin. The best turmeric extract supplements contain piperine, a substance found in black pepper, which increases the effectiveness and adsorption of the turmeric extract into the bloodstream. Curcumin also is fat soluble, so it may be a good idea take the extract with a fatty meal. TURMERIC-SPICED LENTIL, KALE AND CHICKPEA STEW If you’ve never used turmeric to spice up your cooking, start with half of the suggested amount in this recipe. It has a very distinct flavor that may be an acquired taste for some. 2 tablespoons olive oil or coconut oil 1 large onion, peeled and diced 1 tablespoon fresh ginger, grated or finely minced 4–5 garlic cloves, grated or finely minced 1–2 teaspoons turmeric powder or 2–3 teaspoons fresh turmeric, finely grated 1 tablespoon cumin 1 pound kale, tough stems removed, leaves well-washed and chopped 1 can (15-ounces) diced fire-roasted tomatoes (or use 1–2 cups fresh, diced tomatoes) 1 teaspoon salt

2 teaspoons ground black pepper 1/8 teaspoon ground cloves 2 cups vegetable or chicken stock 1 1/2 cups cooked lentils 1 1/2 cups cooked quinoa 1 1/2 cups cooked chickpeas or garbanzo beans, or 1 (15-ounce) can, rinsed and drained 2 cups coconut milk 3 tablespoons olive oil for drizzling Garnishes: fresh cilantro or dill, chopped green onions or scallions, and lemon or lime wedges, optional 1. In a large, heavy-bottomed stew pot, add the olive oil and heat over medium. Saute the onion in the olive oil for 3-5 minutes until golden. Add ginger, garlic, turmeric and cumin, and saute 2-3 minutes until the garlic is golden. Add the kale and saute 2-3 minutes. 2. Add the tomatoes, salt, black pepper and

cloves, and saute for 3 to 5 minutes. Add the vegetable or chicken stock. Cover and turn heat to high and bring to a boil. 3. Turn heat to medium and add the lentils, quinoa, chickpeas and coconut milk. Cook for 10-15 minutes, stirring occasionally. Place stew in serving bowls and drizzle with olive oil. Garnish with fresh cilantro or dill, chopped green onions or scallions, and a wedge of lemon or lime, if desired. Makes 6 to 8 servings.
