Horton Company has managed to do something Diamondback Investment Group could not – have the former Johnson property rezoned from Agricultural to Planned Unit Development (PUD) by the Planning Board. The Town Council will make the final decision at a later date. The Planning Board met seven times in four months in 2020 before denying Diamondback’s rezoning request for approximately 466.7acres along Guilford College and Mackay roads in November of that year.

The Council denied the request in February 2021. The Planning Board took less than two hours to make the most recent decision. According to the new Comprehensive Plan adopted in October, the Planned Unit Development zoning district “is intended to be used as a tool to permit the design and development of innovative and integrated neighborhoods on a larger scale than can be adequately regulated by the conventional regulatory structure of the general zoning districts. Such developments will typically include a wider range of housing types than is typically seen in most conventional residen-

tial developments, and will generally include some nonresidential uses in a centralized area that is connected to the overall development. Planned Unit Developments also will typically include an integrated transportation network, with robust facilities provided for bicyclist and pedestrians, along with significant amounts of open space and recreational amenities.” A majority of the rezoning portion of the Board’s meeting was background and advice presented by Tom Terrell, the Town’s land use attorney, Community Planner Seth Harry, who led the community in property visioning workshops in Sep-

tember, and Planning Director Matthew Johnson. Terrell reviewed the Planning Boards role in a rezoning request and said they were “the keepers of the Comprehensive Plan,” which is a blueprint for future development and land use. “But don’t look for 100 percent consistency,” Terrell said. “Your role is to review and comment.” Harry’s visioning workshops brought a concept design for the former Johnson property, which developers were not bound to follow. A desire to help young people understand social issues of the day generated an entire project based on reading for one Jamestown Girl Scout. When 17-year-old Sarah Felder was considering a project for her Gold Award, she knew it needed to focus on literacy and instilling a love for reading in youths. The Gold Award is the most prestigious award Girl Scout Seniors and Ambassadors can earn and is equivalent to the Eagle award in Boy Scouts. It takes hours of time and leadership skills to complete. “I called my final project ‘My Little Readers Club’ and I helped create four Little Free Libraries to get books into the hands of children of color and others who did not have ready access to them,” Felder said. “I want children to have books they can relate to and to help build that love for reading.” During research for her project, Felder read an article by Jordan

Builders FirstSource, a construction company where her stepfather works, donated the Little Free Library boxes and Felder and other volunteers painted them bright colors to attract young readers. During the summer, two were installed at housing centers in High Point, one near Felder’s church, Church of God of Prophecy on Stanton Place, and one at Goldston Park. “We collected more than 1,000 books to put in the little libraries,” Felder said. Like all Little Free Libraries, people are welcome to get books from them to read or to place books in them for others. “Gold projects have to be sustainable and once the libraries were set up, the community could keep them going,” Felder explained. “Someone from my church works at the housing centers and lets me know see gold, PaGe 6

and preferences, resulting in a rough plan submitted to the Town in October. Johnson overlaid this plan with the suggested plan from the workshops and they were very similar. “This is quite possibly one of the largest issues to come before the appointed and elected leaders of our town,” Johnson said. “We all understand that rezoning is contentious.” Johnson spoke on how this rezoning request was different from the one presented by Diamondback and noted that he believes Diamondback was acting as a broker for the property, which at the time was still owned by the Johnson

family. The family sold the property to Diamondback in June 2021 and the company turned around and sold it to D.R. Horton. Marc Isaacson, a property lawyer with Issacson Sheridan, the law firm working with D.R. Horton, said that D.R. Horton is determined to work with the Town on the development. Perhaps ironically, Issacson Sheridan also represented Diamondback Investment Group. “There are several minimum standards that will apply, the [PUD] ordinance allows quite a bit of flexibility,” Isaacson said, noting see pud, PaGe 2

town joins AArP network by carol brooKs freeLance Writer cab1hp@gmail.com It’s official. Jamestown has been named a member of the AARP Network of AgeFriendly States and Communities. The town is the 585th such community to enroll in the program. Jamestown submitted the application in September and is already a Retire N.C. certified retirement community. The AARP age-friendly network encourages states, counties, cities, towns and rural areas to prepare for the rapid aging of our nation’s population. The network encourages elected officials and local leaders to focus on and strengthen the features and services that help to make communities livable for residents of all ages, from the cradle through retirement. Launched in April 2012, the Network is an organizational affiliate of the World Health Organization Global Network for Age-Friendly Cities and Communities, a program launched in 2006. Through the age-friendly program, AARP helps participating communities to become more livable and age-friendly by creating safer and more walkable streets, needed housing and transportation options, better access to key services, and opportunities for residents to participate in community activities. In October 2020, the Jamestown Town Council voted to become part of the AARP Network of

Age-Friendly Communities, a worldwide network of communities committed to giving older residents the chance to live rewarding, productive and safe lives. Jamestown is the first community in the immediate area to participate and state and federal funding is available for programs. To continue, the Town must reapply by Oct. 7, 2023. The application is the result of the work of the town’s AARP Livable Communities Committee, led by Councilmember Rebecca Rayborn. The committee has been hard at work since it first met in February of this year. Rayborn said 29.5 percent of Jamestown residents are age 60 or older. That number is expected to rise by 2035, when the number of adults older than 65 will be greater than the number of children under 18. These days, one quarter of all Americans age 65 or older live in small towns like Jamestown and rural communities. But being an AARP Livable Community does not apply just to those people. It’s a method of making towns attractive to anyone wanting to move there, whether as a couple, alone see aarp, PaGe 2

mermaid goes missing at restaurant Something is missing in Jamestown, but it may not be what you expect. The mermaid figurehead that has hung outside Full Moon Oyster Bar since it opened in 2014 swam away. Unknown perpetrators are responsible after they went fishing and caught the mer-

maid earlier this month. “It’s a sentimental item,” said Rob Fox, general manager. “[Owner] Randy Russell found it. It was a barn find. “So far, we have no leads. A lot of people come in and ask about it, though.” Fox said the metal sculpture, which is nicknamed Moonie, weighs about 15 lbs. It hung from cables outside the restaurant’s entrance.

A local television station erroneously reported that a patron had stolen it, but the restaurant was closed when Moonie was carted off. A $500 reward is offered for information that leads to the culprit or for the return of the mermaid. Full Moon Oyster Bar and The Other Side of the Moon Brewery is located at 103 W. AARP Triad Region Leadership Team representative at the Nov. 4 meeting. “The Livability Committee is not just a committee of nine people. It’s the whole community. “There are no set deadlines, but the town must show progress in the next year and a half,” he added. Gerken suggested AARP sponsor a drive-thru Shreda-Thon in Jamestown next spring. AARP would fund it and find a company to shred the items collected. He also suggested a survey to find out what the people in the community like, dislike and what needs to be changed.

These could go out in the Town’s water bills. Rayborn remembered several recent surveys that mentioned these questions so that data could be used. There will be short-term as well as long-term goals to make the community agefriendly. Following Gerken’s discussion, Town Planner Anna Hawryluk presented information on the Bicycle and Pedestrian Planning Grant the Town received in September from the North Carolina Department of Transportation. The grant is for $50,000, with Jamestown matching 10 percent, or $5,000. Receipt of the grant means the Town must set

The Town Council held a public hearing on Nov. 16 regarding annexation of this property but was expected to continue the hearing until the Dec. 21 meeting. In other business, the Planning Board unanimously approved updates to the Land Development Ordinance, primarily relating to sign regulations, nuisance abatement and minimum housing standards. The current Land Development for Jamestown defines a development agreement as: “An agreement between the Town of Jamestown and a developer pursuant to NCGS 160D-1001 for a large-scale development with a lengthy build-out period and having a public-private partnership component involving mutual financial interests.” “We tell the developer what we want,” said Interim Town Manager Dave Treme. “D.R. Horton [the current owner] is willing to work with us.” “A development agreement is a voluntary contract between a local jurisdiction and a person who owns or controls property within the jurisdiction, detailing the obligations of both parties and specifying the standards and conditions that will govern development of the property.” (Municipal Research and Services Center of Washington) (MRSC) The agreement assures the developers that development regulations which apply to the project will not change during the term of the agreement. The UNC School of Government defines development agreements as “the contracts that vest rights to develop a specific project for an extended period of time subject to the terms and conditions in the agreement. … they vest rights in the existing regulations applicable to a specific parcel to the mutual benefit of the landowner and the public.”

Easy entertainment at the kiddie table By patti diamond divas on a dime We all love the Thanksgiving feast, but for the youngest among us it can be overwhelming and also a little tedious. So to make sure everyone enjoys the celebration, let’s make a special table just for the kiddies. Here are some activities to keep small hands busy so the adults can finish lastminute preparations or just talk with family and friends in relative peace. • Fill containers with bracelet-making supplies for junior jewelers. Have the kiddies ask everyone about their favorite colors, and then make each person a bracelet. • Roll out a length of kraft or butcher paper on the kids’ table and ask them to draw on the “tablecloth” with crayons, stickers and stamps. Cover or remove it to protect from spills. Keep it to show next year, or roll it up in a tube and send it to a family member who couldn’t attend. • Make a kiddie relish tray. Kids love to put cheese on crackers, celery and fingers. This is the one time I’d suggest a can or two of “aerosol cheese.” Add other kidfriendly foods like black olives, mini carrots, ranch dressing, grapes, pretzel sticks and saltine crackers. Don’t put out so much food that they have no appetite for dinner. Now, a trifecta of edible treats. EDIBLE PLAY DOUGH The consistency of this play dough is soft, smooth and moldable. While safe to eat, remember ... it’s pure sugar and ridiculously sweet, so limit the amount eaten by kiddies to prevent bouncing off the walls or upset tummies.

She also likes sharing this type of literature with children. “I have thought about teaching as a career,” she said. “That major seems to be choosing me.” Felder is one of 16 members of troop 41730, which meets at Covenant Church United Methodist in High Point. She acknowledged that Scouting has helped her develop numerous life skills. “It has taught me how to be a leader, to be more social and adventurous,” she said. “I have made a lot of lifelong friends. Scouting has shaped me into the person I am today.” Felder says she can picture herself as a Scout leader one day. But for now she stays busy with her studies at Greensboro College Middle College, participating in various school clubs, swimming for the Ragsdale High School swim team and helping with peer tutoring. Center, has also connected me with people who can help maintain the boxes. “I have put notes in the little libraries asking for feedback about them and gotten positive responses. I have had some requests for books for adults. I want to try to fill the boxes with books no matter for what ages.” In addition to creating the Little Free Libraries, Felder volunteers to read to children in grades 2-6 at two different daycare centers. “I have a team of volunteers who can dress up as book characters to help keep the kids engaged and help them see the fun in reading,” she said. “Through this project I found my passion helping my community and the youth.” Felder enjoys history and reading, especially books about other cultures.

They told Pearson that the admission effort must be dropped. Spaulding told “terrifying stories about the Wilmington Race Riot,” implying that Hocutt’s efforts to enroll could spark something similar. Ultimately, Hocutt’s lawsuit against UNC was dismissed, in part because he could not provide a transcript of his attendance at North Carolina College. Dr. Shepard had refused to release it. Although Hocutt failed, his and Pearson’s efforts helped chart a successful path for the Black law school applicants almost 20 years later. Kapur sets out these efforts in illuminating detail. She also charts Durham native Pauli Murray’s unsuccessful attempt in 1938 to gain admission to UNC’s

School of Social Work. Murray, who grew up in Durham, later gained national fame as a civil rights lawyer and Episcopal priest. She wrote long letters of protest about the admission denial to UNC President Frank Porter Graham and President Franklin D. Roosevelt and gained widespread attention to her case. But, as Thurgood Marshall explained to her, the NAACP would not take her case because she was no longer a North Carolina resident, having been in New York City since 1926. Books about the University of North Carolina are plentiful, but a history of the institution written by a minority is a rarity. Kapur grew up in Kenya and has family connections to Indians, Blacks, and whites. She graduated from UNC and its law school. As a student she identified as a Black. While she is proud and grateful for her university experience, she remembers that every day she felt the weight of racism that still infects the institution.
