Planning delays Castleton rezoning vote The Jamestown Planning Board came to a decision Nov. 9 on development plans and rezoning for the approximately 467-acre Johnson property along Guilford College and Mackay roads. The decision was to postpone any vote until Nov. 23. The agenda indicated the Board would vote on a recommendation that would then go to the Town Council. However, the Board received a new set of plans for the Castleton Village

development just the previous Friday, only three days prior to the Nov. 9 meeting. Amanda Hodierne, the attorney representing developer Diamondback Investment Group, repeatedly asked the Board to vote but the Board repeatedly turned her down, citing the fact they had not had enough time to fully review the new plan. “I think it’s essential we all have a chance to think through it,” said board member Russ Walker. “I really don’t think they should ask us to do that.” Other Board members agreed.

“We realize development will occur and this may be the perfect one, but I’m not convinced yet,” said Richard Newbill. The Planning Board stood its ground, stating what they had seen of the plan did not meet the standards they were looking for. Board member Eddie Oakley was the most vocal about the plan and the vote as he spoke with passion why he was not in favor of the plan.

“I’m shocked we got information as late as tonight of things that we have been talking about,” Oakley said of the revelation that a church was going at the corner of Guilford and Guilford College roads. “You have surprised us,” Oakley said, noting that allowances for the veterans and church had not come up before. “I am shocked. The changes made don’t [compare] to one of the low-end

The Jamestown Rotary Club certainly exemplifies the idea of fun while raising thousands of dollars for a local charity. The club recently sponsored its third annual golf tournament, where participants enjoyed the competition and camaraderie of the game, all the while knowing their fun meant food for local families. Each year the goal has been to raise money to support Feeding Lisa’s Kids, an organization that currently provides food on a monthly basis to 170 families in the greater High Point area. Changes in store for all of Jamestown’s development ordinances By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com Not only is the Town of Jamestown working on an update to its Comprehensive Plan, but it’s also working on updating all of the laws concerning how business is conducted in the town. The N.C. School of Government states that Chapter 160D of the General Statutes is a new land use law consolidating city and county statutes for development regulations into a single, unified chapter. While the new law does not make major policy changes or shifts of authority granted to local governments, it does provide many clarifying amendments and reforms

that will need to be incorporated into local development regulations. “It will change all our laws,” said Jamestown Planning Director Matthew Johnson at the Nov. 9 Planning Board meeting. “We’ve been preparing for it for a long while.” Johnson has been working with Benchmark Planning for several months to make certain the Town’s ordinances were compliant with 160D. Benchmark is also working with the Town on an update to the Comprehensive Plan. Most of the Planning Board did not know about this new law. Johnson said in a phone interview that he plans to present it to the SEE CHANgES, PAGe 6

projects west of Jamestown. We have talked for months to reduce the density. “Jamestown is better than this. This project does not live up to where Jamestown is supposed to be. I’m upset and I think everyone at this table is upset. There is no way we would vote on a project like this.” Oakley’s statements garnered praise from social media followers. Several were happy that their voices were being heard. One person wrote, “A big thank you to Eddie Oakley for saying many good things but especially what most of Jamestown is thinking:

We are not against development. We just want something better.” Oakley, like other Board members, wants some more changes, including a larger reduction in density, larger single-family residences and larger lot sizes. Castleton Village plans have changed four times By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com Apparently nothing stays the same in the world of property development. That has been true for Diamondback Investment Groups plans for Castleton Village on the Johnson farm property. Plans revealed at a neighborhood meeting at GTCC in February indicated the total development would encompass nearly 467 acres, located along Guilford College and Mackay roads. There would be 1,612 units, including single-family, townhomes and apartments. Plans changed in March, when Diamondback called for a reduction to 1,403 housing units. The number rose to 1,517 units in August, the first time the developer had submitted actual plans to the Town of Jamestown, before a final number of 1,269 units indicated in the November revised plans.

Single-family Diamondback projected 600 singlefamily units on approximately 180 acres, with either 3.5 or 5 units per acre. When the first actual plans appeared in March, the number was down to 521 units in 182.8 acres. There were three lot sizes available, with 6,360, 6,500 and 7,150 sq. ft. The August plans indicated 775 single-family units and lot square footage scaled back to only one size, 6,360 sq. ft. Maximum height was 50 ft. Revised plans in August indicated more single-family homes than townhomes, 775 versus 708. November single-family units were reduced to 714 on 223.1 acres – the highest yet – with a maximum density of 3.2 per acre. All lot sizes were now 60x135 ft. The entire square footage of the lots was raised to 8,100. Height was reduced from 50 ft. to 36 ft.

Townhomes Diamondback announced the construction of 700 townhomes in February on 84.4 acres, with eight units per acre. The total number was reduced to 674 in March and raised to 708 in August. The final plans presented in November reduced townhomes to 521 on 69.9 acres. Height was reduced to 36 ft. in November The townhomes across from the Cedarwood development on Guilford College Road were moved to the interior.

Hodierne began her presentation by pointing out how Diamondback is consistent with the Town’s Comprehensive Plan, offering a “new creative vision” to meet what the Town wants. “I want to thank you for the three months of feedback and direction we’ve gotten,” she said. “It was quite valuable to listen to that discussion and crystalize and realize … where we need to place emphasis and make the most impact with the changes we could make.” Representatives from traffic engineering, real estate and an arborist were brought in by the developer to present how their fields would impact the development. One item suggested by the Planning Board was space for a new school, since once the development is completely sold, already overcrowded area schools would be severely compromised by an influx of children. Diamondback could donate approximately 40 acres to Guilford County Schools

for construction of a new school, moving it up in the planning stage for the County. “That is not a decision we could make unilaterally,” Hodierne said, stating they need to discuss this with the school board and others, “to decide if that is a resource allocation that you want to make with this property.” She added that Diamondback is willing to discuss this situation in the future. “The Comprehensive Plan says collaboration with Guilford County Schools,” pointed out Board Chair Sarah Glanville. Section 5:10 of the Comprehensive Plan reads: “Encourage better cooperation with the Guilford County School Board to build and operate schools that provide multiple educational, recreational and cultural benefits for the whole community (e.g. community centers, parks, theaters, meeting facilities, libraries).” Discussion turned to whether Castleton Village should be a PUD (Planned Use Development) or standard residential neighborhood (SFR). PUD actually gives the PB more control on how the development would look and is what the Town is looking

for. The Town Council approved a PUD ordinance in June of this year. “It doesn’t seem we’re on the same page with PUD,” Hodierne said. She added that the decision not to vote indicates a separation and if the PUD was not approved, the land could be developed as a traditional single-family neighborhood. Johnson said in a phone interview on Nov. 12 that a single-family plan had been submitted. For the first time since the Covid-19 restrictions went into place, several members of the public spoke during the public comment section of the meeting. Several of the speakers represented veterans, with Bob Uber of the Heroes Center in High Point stating housing like Castleton Village is needed for the veterans. He had been contacted by Diamondback with a donation offer of 15-20 transitional homes for wounded warriors. Representatives of the Vertical Church also spoke, noting that Diamondback has offered to donate property on the southwest corner of Guilford College and Guilford roads for the church. Katie Gumerson presented a protest petition, signed by

approximately 250 Jamestown and ETJ residents, asking for the rezoning change from PUD to Single-Family Residential. But the Planning Board still wanted to postpone any vote. “I haven’t met anyone who is for this [development],” Walker said. Board member Cara Arena said she has not had a chance to speak with residents about the new pan. On the other hand, board member Ed Stafford said, “It’s very close to where I could vote for it with a little tweaking.” “I’m not against the development, never have been,” Oakley said. “I want it done the best it can be done.” This was the sixth meeting of the Planning Board to discuss Castleton Village, with each successive meeting honing the list of what members felt the Town wanted in the new development. If there is a vote Nov. 23, the Planning Board would then send the recommendation to the Town Council which would have to schedule a public hearing on the matter. Council discussion could take several months. The Planning Board will hold a special meeting at 6 p.m. Nov. 23 in the Civic Center at Town Hall.

Mebane denies Diamondback rezoning request Nov. 9 was not a good day for Diamondback Investment Group as not only did the Jamestown Planning Board postpone a vote on its Castleton Village project, but the Mebane Planning Board unanimously rejected the company’s rezoning request from R-20 moderate density and B-2 commercial to R-6 high density for approximately 60 acres on Mebane Oaks Road near Interstates 40/85. Diamondback’s plan was for 194 townhomes and 62 single-family residences in a Planned-Unit Development. Like Diamondback’s Jamestown plan for Castleton Village, the major issues were density and traffic increase. Mebane Planning Board member Gail Pettiford made the motion to deny “due to a lack of harmony with the surrounding zoning or consistency with the objectives and goals in the city’s 2017 Comprehensive Land Development Ordinance method by design or any of the city’s other adopted plans.” The matter will go before the Mebane City Council Dec. 7.

donated to her.” Just as Feeding Lisa’s Kids has grown throughout the years, the Rotary Club’s golf tournament has continued to grow and been able to raise more funds for the non-profit. Since the Jamestown Rotary has been conducting its regular meetings by Zoom for the past six months, members of the golf tournament committee decided to meet outside for lunch on Nov. 13 at Southern Roots, where they presented Hawley with a check for $10,000. “One hundred percent of the money will go toward feeding the families,” said

a clearly overwhelmed Hawley, whose organization depends entirely on volunteers to pack and deliver all the food packages. “We were able to more than double the amount we gave Lisa last year,” said Russell Jacks, chair of this year’s golf tournament. “We set our goal high because we could see the potential. The staff at the Jamestown Golf Course was very helpful to us in planning the event.” Other members of the committee included Martin Senell, Jerry Brett, Bob Stuart, Richard Newbill and Geoff Swan.

Due to the coronavirus, the tournament was rescheduled twice – from June to August to October. “We hope to do it in the spring next year before it gets too hot,” Jacks said. Jerry Brett, is the chair for the 2021 golf tournament, at which club members hope to raise $15,000. Whatever is raised will be donated once more to Feeding Lisa’s Kids. The golf tournament is not the only activity in which Jamestown Rotary Club members participate. They have long sponsored a fundraising horse show in the fall. Currently, they are discussing ways in

which they can cooperate with the Town, the Jamestown Business Association and other local business to support a Christmas project that would take the place of the annual Christmas parade, cancelled due to COVID-19. One idea Rotary members are considering is sponsoring a “Drive-by Visit with Santa.” More about their plans will be announced as they become definite.
