Town receives a clean audit By caroL BrooKs freeLAnce Writer cab1hp@gmail.com Once again the Town of Jamestown has received a clean audit, this time for the fiscal year 2018-2019. No major issues were found. Dixon Hughes Goodman

LLP, of High Point, audited the Town’s statements of governmental activities, business-type activities, each major fund and the aggregate remaining fund information, compiling this information into the Comprehensive Annual Financial Report, or CAFR.

Financial highlights from the audit show assets and deferred outflows of resources exceeded liabilities and deferred inflows by nearly $32.9 million. The total net position increased by nearly $2 million due partially to an increase in business-type activities.

Cash and investments for 2018-2019 totaled just over $14 million, compared to just under $12 million for the previous year. The General Fund is the chief operating fund for the town. The General Fund balance available was $4.2 million, a 19.5 percent increase

over the previous year’s $3.5 million, as determined by the Department of the State Treasurer. The Town’s long-term debt decreased by $3.34 million due to scheduled debt payments. As of June 30, the Town had no bonded debt. The General Fund reve-

Warm greetings from friends old and new, decorations of colorful triangular Christmas trees in an array of sizes, silent auction items and raffle prizes all helped make the Sedgefield Woman’s Club annual Christmas fundraiser a spectacular event. Brunch and Be Merry was the theme for the Dec. 6 occasion. Before guests enjoyed the delicious brunch created and served by the staff at Sedgefield County Club, Cindy Baggett, club president, announced that the club had become an official 501(c)(3) organization. She also thanked this year’s Christmas fundraiser committee, Sylvia Hunter, chair, Ana Atwater, Sheryl Hamilton, Rebecca Scheffer, Brenda Keany, Ann Williams, Susan Gregory, Jamie Seal and Jen Bates for their dedication and hard work. Special guests at the event included Ann Landis, GFWC North Carolina President, and Peggy Schiavone, GFWC Trustee, both from the Holden Beach Woman’s Club, and Crystal O’Neal, GFWC President-Elect from the Greater Alamance Woman’s Club. Sedgefield Woman’s Club is among 109 clubs in North Carolina, which include over 2,400 members. Landis was excited to greet 98-year-old Gladys Boroughs, a member of SWC. Years before, Boroughs was state president when Landis was president of her local club. But it was the guest that arrived at the end of the meal who stole the show. It was none other than Santa Claus, taking a break from his busy Christmas schedule to help the club with its live auction and door-prize drawings. “If I sound like I have a bit of a Southern accent, it is simply because I was born at the South Pole and later moved to the North

Only three items of old business will go before the current Jamestown Town Council at its Dec. 17 meeting. The first item will be a date and location for the 2020 council retreat. Second will be consideration of approval of a contract with Benchmark Planning to begin work on an update to the town’s Comprehensive Plan. Finally, the Council will consider unsealing minutes from previous closed sessions. Not all closed session minutes will be unsealed. Town Attorney Beth Koonce has examined the closed session minutes to determine which ones were ready to be unsealed. In February of 2017, the Council voted to review all sealed minutes in December but noted that some could stay sealed and be reviewed the following year and some would stay sealed forever to avoid frustrating the purpose of the closed session. Once the minutes are unsealed, they will be public record and placed in the minute book. There is no North Carolina general statute regarding when these records may be unsealed. Following a brief recess, Mayor Lynn Montgomery and current Councilmembers John Capes, Rebecca Rayborn and Martha Wolfe, along with former Councilmember Lawrence Straughn will be sworn in to begin serving two-year terms. Once the new Council takes their seats, the mayor pro tem will be selected. Montgomery is expected to read resolutions honoring councilmember Georgia Nixon and Jeff Greeson, who is retiring as public services operations manager. As is their tradition, the Town Council meeting will begin at 6 p.m. this month in the Council Chambers at Town Hall. The public is invited to attend.

By caroL BrooKs freeLAnce Writer cab1hp@gmail.com Guilford Technical Community College, whose main campus is in Jamestown, contributed $1 billion to Guilford County’s economy in fiscal 2017-2018, according to an economic impact study conducted by Economic Modeling Specialists (EMSI). The study measured the economic impact created by GTCC on the business community and the benefits the college generates in return for the investments made by students, taxpayers, and society. “One out of every 25 jobs in Guilford County is supported by GTCC and its students,” said Dr. Anthony J. Clarke, GTCC’s new president. “As an institute for higher learning, we are proud to be a good investment not only for the students we serve and support, but also local industry, taxpayers, and the community at large.” The college’s total economic impact represented 3 percent of the total gross regional product and breaks down to $78.3 million in operations impact, $34.8 million in student spending impact, $7.4 million in construction impact, and $926.6 million in alumni impact. The study found that GTCC adds economic value to Guilford County as an employer of county residents and a large-scale buyer of goods and services. Or found something you didn’t know someone else had? Well, the ladies at Downsizers know exactly how you feel. When their job found them going through a house on Hickswood Road earlier this year, they discovered a group of posters of people from Jamestown and many of the photos were of Jamestown High School sports. Friends Ann Dawson and Carolyn Long, who happen to be retired, began Downsizers about three years ago when a friend asked for help going through things in her house after the woman’s husband had been killed in an accident. The wife couldn’t face cleaning out their house by herself and asked them to get rid of everything in the house

Later, a church member’s daughter (who lived out of state) asked Long and Dawson to clean out her father’s house because the father was going into a home. Approximately 28 percent of GTCC’s for-credit student population are from outside Guilford County and might not have come to the county if the school did not exist. Additionally, the college supported students who stayed in the area to attend GTCC. These spent money on groceries, housing, transportation and other expenditures that generated $34.8 million in added income for Guilford County’s economy and supported 652 jobs. GTCC regularly has new projects to build or renovate existing facilities on its five campuses. The college hires contractors to help with new construction and renovation projects. This investment

“And we have met some of the nicest people,” Dawson added. While the three-year-old business is geared toward downsizing, empty nesters and moving, the majority of the work has been going through homes, pricing items and having estate sales. “The items are priced to sell and not be left in the house,” Long said. It takes weeks sometimes to price items and prepare them for sale. If Dawson and Long come across an item they don’t know how to price, like an antique, they “know someone who knows someone who knows someone” who can help with an estimate. Leftover items are donated to charity or to the House of Prayer in High Point. Dawson and Long wouldn’t comment on some of the oddest items they found, but did say one house was full of items the owner had stockpiled for doomsday, including water, canned goods and popcorn. The items appeared to have been in a basement for quite a while. The pair contacted another doomsday prepper – through their “know someone” network – who filled up his car with the items, planning on showing other preppers what was needed for that fateful day. Another house was full of take-out cups and straws from Hardee’s. Long believes the owners of the house grew up during the Depression and kept everything. “We think the Tupperware salespeople in this area were just super because every house we’ve been in has the green lettuce bowl,” Dawson said. “Every single house.” Dawson and Long fan through all the books they find to see if some treasure is hidden within. Money and insurance policies are some of the items discovered between the pages of books. Downsizers is respectful of the items they come across and feel they are helping people let go of possessions. While they help clean out houses, they want to make one thing perfectly clear: “We’re not a cleaning company,” Long

said. They do, however, leave the house clean after the sales. Since the business began, they believe they have had a hand in cleaning out about 25 houses in Jamestown, High Point, Winston-Salem, Thomasville, Salisbury and Burlington. “We’re not there just to sell,” Long said. “We’re there for a mission project.” “It has been a blessing,” Dawson added. Long said that if someone comes to one of the sales and is interested in purchasing the house, Downsizers can put that person in touch with a real estate agent. Several houses have been sold that way. The duo offered a few tips for those thinking about downsizing. “Don’t throw something away because you think it may not be worth anything,” Long said. “It might.” On the other hand, don’t expect to get a high price on something just because you think it is valuable or that it cost a lot of money when you purchased it 50 years ago. Values fluctuate. Sometimes they are asked to downsize a house but realize that consignment of items would be the best option for the owner. At that point, Downsizers offer to help prepare items for consignment. “We have an obligation to those people to do something,” Long said. “We want to do the right thing,” Dawson said. Long and Dawson are having fun helping people downsize but in the back of their minds they think they might be doing this for themselves. “Our husbands are retired also, so this may be an escape business,” Long said with a sly smile. And the Jamestown posters? Dawson and Long suggested the owner donate them to the Jamestown Library, which placed them in the Old Jamestown School archives on the second floor. The final bid netted $3,000, which was added to the club’s funds. GFWC Women’s Clubs, of which Sedgefield is a member, support individuals, groups and organizations representing the six areas of interest designated by the National Federation of Women’s Clubs – Art, Conservation, Education, Home Life, International Outreach and Public Issues. Much of what local clubs donate is given in their own communities. “Last year we donated $30,000 and provided two college scholarships to Ragsdale students,” Baggett said. “Each February, we pass around a 8 rooms full of exceptional gifts and decorative things

Both the fertility rate and life expectancy are declining, in a sign that people feel less secure and, in some cases, have no hope at all. We are attuned to headline-grabbing economic statistics — GDP growth, the unemployment rate, wages — as monthly and quarterly metrics of American wellbeing, but they aren’t as telling as these more fundamental indicators. To put it bluntly, contemporary America is characterized by less pro-creation and more self-destruction. This suggests something is profoundly wrong with the state of the union, although it doesn’t receive the attention and the debate it deserves. The fertility rate in 2018 dropped for the fourth straight year. It has hit a record low, and has fallen 15% since 2007. With the recovery after the Great Recession, the rate bumped up a little in 2014 before receding again. Part of the story is a steep drop over the years in teenage pregnancy, a welcome and long-sought development. Women in their 20s have also been having fewer children, though. The trend is toward women delaying having children and having fewer of them. As demographer Lyman Stone notes, the survey data tends to show that women still want kids, in fact perhaps more children than before. But later-in-life childbearing is inherently more difficult, and student debt, high housing costs and intense parental investment in children make having kids more burdensome (or at least feel that way). While we now have fewer births, the death rate is increasing. A new study pub-

lished in JAMA notes that after stalling out in 2010, life expectancy in the country has been declining since 2014, down from 78.9 years to 78.6 in 2017. The U.S. has been losing ground to other countries in life expectancy since the 1980s. According to the Kaiser Family Foundation, it now has the lowest life expectancy among comparable advanced nations. The decline isn’t hitting older Americans, who are still making improvements, but is cutting down people in the prime of their life, ages 25-64. “The odds,” Lyman Stone writes, “that a 32-year-old will die in a given year rose by almost 25% between 2012-14 and 2015-17. American adulthood has suddenly become more lethal than it has been in decades.” Drug overdoses are a major driver (midlife mortality from drug overdoses has increased almost 400% over the past 20 years), with liver disease and suicide also contributing. In 2017, an astonishing 150,000 Americans died from drug or alcohol abuse and suicide, more than U.S. combat deaths in World War I, the Korean War and the Vietnam War combined. Evidence suggests that the increased mortality is concentrated among persons with lower levels of educations and income. If we can get a handle on the opioid crisis, it will make an enormous difference, but the trends in life expectancy and fertility ought to occasion soul-searching. How is it that a society as technologically advanced and affluent as ours can’t provide a more inviting environment for childbearing or the supports to keep people from doing themselves grievous harm? Here are a few tips on getting great, natural-looking photos of your pets, even with a smartphone camera: — Be patient: Getting the best shot takes practice. You may need to wait for your pet to sit or lie down in the right spot.

— Go to their level: Get down on the floor with your pets and bring the camera lens even with their eyes and nose. You will get some intriguing shots. — Wait for pets to settle down, then surprise them: This works best with dogs who respond well to commands. Have them sit or lie down, and once they’re in place and relaxed, call their name just as you take the photo. — Use natural light: Camera flashes reflect off the back of the eye to create the dreaded red-eye effect. Open the window shades to let in as much light as possible. — Be prepared for more than one session: Take photos over the span of a few days — you’ll get more practice, and your dogs may get more comfortable with the process. Pair refreshments with holiday cookies

I love a hosting parties, but I find the best parties are the ones where everyone brings a great story and their favorite recipe to share. A cookie Christmas party checks all those boxes, and it’s an inexpensive way to entertain. The first cookie exchange party started more than 70 years ago. It was usually a social event for women and extremely popular with women’s clubs and church groups. Each person baked one or two dozen of their favorite cookies and exchanged one with each person in attendance. The party also is a wonderful way to collect the personal stories behind the cookies. Sharing stories also acts as an icebreaker and a way for guests to get to know each other. * Set a beautiful table and arrange all the cookies as the guests arrive. You can place the plates of cookies at different heights using a few books covered by a tablecloth, or by using cake pedestals. * If the cookies or candies have been frozen, label them “Previously Frozen.” This will prevent the recipients from freezing the items again, which may alter the flavor and texture of the cookie. * Arrange the furniture and the serving tables so that your guests can move easily around the room and the serving tables. * Provide small cups, mugs, plates and napkins so that your guests can serve themselves. * Eating sweets induces thirst! Have self-serve pitchers of ice and sparkling water on hand, along with coffee, cider, hot

chocolate, juices or sodas. Here are two recipes — one for a cool and refreshing Christmas Fizz, and another for a warm and flavorful Tres Leches Hot Chocolate With Coconut Milk. Both recipes go perfectly with cookies! Enjoy, and Merry Christmas! CHRISTMAS FIZZ For the Simple Syrup: If your cranberry and/or pomegranate juice is already sweetened, reduce the amount of sugar in the simple syrup to 1/2 cup. 1/2 cup unsweetened 100% cranberry juice 1/2 cup unsweetened 100% pomegranate juice 1 cup sugar

To Make Simple Syrup: 1. In a small pot, stir together fruit juices and sugar. 2. Set pot over medium-high heat and bring to a boil. Turn to low and simmer for 5 minutes, stirring until sugar completely dissolves. 3. Pour syrup in a jar and cool completely. Store in refrigerator until ready to use.

2. For a garnish, use a toothpick to skewer a whole cranberry and half slice of lime, if desired.

Whisk in cocoa powder until well-combined. 2. Remove from heat; stir in vanilla. Serve in mugs topped with whipped cream, and a sprinkle of chocolate shavings and toasted coconut. Makes 5 (1 cup) servings.
