Council approves Harvey Road development

The Jamestown Town Council managed to approve one of two development projects at its Dec. 20 meeting – but not the one that has been under review for 13 months.

With a unanimous vote, Windsor Homes Land Acquisition and Development Services, LLC, won approval for annexation and rezoning for a development at 4718 Harvey Road that would cover 31.4 acres with a maximum of 95 2-, 3-, or 4-unit townhomes.

The site is on the western side of Harvey Road.

The annexation and rezoning from Agricultural (AG) to Conditional Zoning-Bypass (CZ-B) petitions were heard by the Planning Board June 13. The public hearings on the requests were continued due to fears the new development would greatly increase traffic on that section of Harvey Road.

The proposed development is across the street from the entrance to Jamestown Middle and HaynesInman schools. The Jamestown Parkway, commonly known as Jamestown Bypass, abuts the northern side of the property.

Double homicide occurs christmas eve

Christmas Eve was not so cheery for two residents of Jamestown.

Guilford County Sherriff deputies responded to a house in the 5700 block of Riverdale Drive at 7:55 p.m. Dec. 24. There they found two victims, Dianna Marshall Stevens and Jacob Werner Derue.

A suspect, James Michael Stevens, was taken into custody. He has been charged him with two counts of first-degree murder.

Stevens is being held in the Guilford County Detention Center under no bond for Dianna Stevens and a $500,000 secured bond for Jacob Derue.

It is not known at this time if there was a connection between Dianna Stevens and James Stevens.

The investigation is ongoing and there is no further information available.

The property is owned by Sherril and Kitsie Auman, who live in Dallas, Texas.

The Planning Board unanimously approved the rezoning and annexation on July 18 of this year.

The Town Council first heard the Harvey Road applications on Oct. 18 but delayed a decision until a traffic impact analysis study was made.

Since that time, Windsor Homes has made several changes to its original plan, including removing a possible commercial site at Harvey Road and creating a private driveway from the entrance road to six units facing the road

rather than having driveways exiting onto Harvey Road.

A new road will be constructed into the development, between Hethwood Drive and Haynes Road on the eastern side. Davenport Engineering completed a traffic impact analysis and found there would not be a significant traffic impact. The North Carolina Department of Transportation agreed. Windsor Homes spoke with Guilford County Schools about the plans.

There will be both left and right in and out turns installed on Harvey Road.

There are site restrictions to

construction on the property such as topography, wetlands and streams. Since 30 percent of the site is made up of stream and perimeter buffers, these areas will be left undisturbed or re-vegetated if disturbed.

Construction is not expected to begin until late-2023 at the earliest.

This will be the Windsor Homes residential community in Jamestown, joining Magnolia on Main.

Crafting crosses from bourbon barrels

People often see a craft video on YouTube and think, “I could do that.”

When Charles Guyn saw someone making crosses out of bourbon barrel staves, he not only thought he could do it, he did it.

“I didn’t have a table saw so I made a cross by hand and we hung it in our living room,” he said. “Last Christmas I made one for my son and his wife and one for a friend in Kentucky where I am from.”

Guyn’s wife Kathy bought him a table saw for Christmas 2021, but it pretty much sat unused in his garage until the fall of 2022 when he decided to create more crosses with it. His wife is well acquainted with Susan Stringer, The Soap

Lady, and when Stringer saw the crosses she asked to put them in her shop on Main Street in Jamestown.

“The first weekend she sold three and my hobby/ business has exploded from there,” said Guyn who calls his fledgling enterprise Kentucky Gentlemen Designs. “I am making them as fast as I can, but am limited to when I can work in my garage due to the cold weather.”

Guyn originally purchased the bourbon barrel staves, which are made of white oak, from a company in Missouri. He had to order a complete barrel of staves that included between 28-32 ranging in width from one to five inches. Each barrel has six rings, which hold the staves together. The natural curve of the

new draft development agreement is available

The latest draft development agreement between the Town of Jamestown and D.R. Horton, Inc., dated Dec. 15, 2022, is now available for downloading at https:// www.jamestown-nc.gov/my-government/planning-zoning . In addition to the agreement, D.R. Horton has provided several supporting documents, including a current site plan and product images.

The new bridge over the Koonce City Lake opened Dec. 21 following a ribbon-cutting ceremony. The bridge unites the High Point City Lake with the Piedmont Environmental Center. It also connects to the High Point and Bicentennial greenways. It is open to walkers, runners and cyclists.

A footpath goes through the former James Mendenhall property, which is on the Penny Road side.

The road to Camp Ann and the back part of the park now will be one way past the marina, exiting onto Penny Road. This used to be an entrance to the park and later the maintenance lot but now it will be used as a main park exit.

The website stresses, “These documents are subject to further changes as staff and D.R. Horton continue to refine the request which will be presented to the Town Council on Jan. 17, 2023.”

There is no indication of the number of residential units D.R. Horton currently plans for the former Johnson property along Guilford College

and Mackay roads. The site plan indicates several phases of construction.

The public hearing for the annexation and rezoning request by D.R. Horton was opened in November of 2021. Subsequent public hearings were continued while the develop-

ment agreement was refined by both parties.

Town staff urges citizens to investigate these documents and send comments to the staff.

november golf course figures down

The Jamestown Park Golf Course saw a net operating loss of $142,416 for November 2022. This is considerably higher than the 2021 figure of $38,942.

While revenue for the month was $66,375, $2,000 more than the previous November, operating expenses were nearly double that at $120,657 and capital outlay expenses

were $88,134.

Year-to-date, revenue is running slightly higher than 2021, $548,247 versus $522,245 but expenses were also higher, $160,907 versus $122,987.

There were approximately 100 fewer rounds played in November 2022 (1,724) compared to the 1,861 rounds played the previous November. Some of this was attributed to the nine bad weather days and one day closed for the

Thanksgiving holiday.

Even though rounds played were down, greens fees revenue was up 4 percent, and cart rentals were up slightly. The driving range was nearly even.

Golf shop inventory sales were up 11 percent and golf shop concessions were up 18 percent.

Clubhouse rentals were down 34 percent and year-to-date clubhouse rentals are down 586 percent.

The grill had a loss of $3,495 compared to a loss of $2,912 last year.

Year-to-date, the grill has seen a net loss of $889, compared to a net loss of $5,576 the previous November.

Honors for Chef Ricky Moore

The Raleigh News & Observer got it right last week when it named Ricky Moore as Tar Heel of the Year for 2022.

Moore shares the honor with distinguished prior Tar Heels of the year such as banking leader Hugh McColl and historian John Hope Franklin.

This new honor follows Moore’s designation as “Best Chef: Southeast” in the 2022 James Beard Awards competition.

These recent successes have not surprised people who follow North Carolina food trends. North Carolina’s cultural icon David Cecelski, author of “A Historian’s Coast: Adventures into the Tidewater Past,” gushes in his praise of Moore’s book and the food he prepares and serves at his Durham restaurant.

These honors and the praise are capstones to Moore’s amazing and inspirational life. In his book, “Saltbox Seafood Joint Cookbook,” Moore describes how he rose from a hardworking family in coastal North Carolina and used his growing up experiences, military service, an education at the country’s leading college for chefs, and experience in kitchens of the best restaurants in the U.S. and Europe to make a tiny seafood restaurant in Durham one of the country’s most admired eateries.

“I grew up along the Neuse and Trent rivers and spent plenty of my childhood fishing those waters. We’d haul our catch home for our aunts and grandmother to do the extramessy job of scaling, gutting, and cleaning (they never trusted us kids to do it).”

Moore says he was also an “army brat.” He spent time in Germany. “There I was, a little kid with an afro and an orange Fat Albert shirt, soaking up all the German food culture.”

After high school he knew that the military could give him the kind of experience he had in Germany. So, when he turned 18 in 1987, he enlisted. After basic training and jump school came time for advanced individual training, “I picked the first option that would get me out of New Bern: military cook school in Fort Jackson, South Carolina!”

He learned that meals “had to sustain, had to be wholesome, and had to feed a lot of people.” He learned “how to scale a recipe for a crowd, how to measure, and how to cook in huge vessels and vats.”

After the Army, he enrolled at Culinary Institute of America (CIA) in Hyde Park, N.Y., known in the cooking world as the Harvard of culinary education.

After CIA, he “hopped from one exciting kitchen to another, working with all kinds of cuisines.” He worked for free in the best restaurants in France.

“Through this work abroad, I found a shared sense of tradition, culture, behavior, and, most important, discipline when it came to food and dining. I was the only person of color in these European kitchens, which made me even more intense about learning as much as possible. Being black automatically pigeonholed you.”

After returning to the U.S. and working in executive chef positions in Chicago and Washington, he and his wife Norma moved back to North Carolina and settled in Chapel Hill.

One day Norma asked where she could get a good fish sandwich “with local fish, lightly breaded and seasoned, fried in fresh oil until golden brown and delicious, then served on fresh slices of yeasty sweet bread and garnished with traditional cooked green pepper and spicy onion relish plus tartar sauce chock full of capers, cornichons, eggs, and herbs.”

No local seafood restaurant had what she wanted. But Moore knew he could prepare it— if he could find a good place to work. “I wanted a little shop, to do one thing really well, and to control every aspect of it. This was ultimately the base of my business model.”

He found that right place in Durham, first downtown at the original Saltbox Seafood Joint, and then at a new location on DurhamChapel Hill Boulevard, and in the process, has become a North Carolina icon.

During the public comment period, several members of the Environmental Sustainability Coalition of Jamestown spoke regarding the need to protect the biodiversity on the former Johnson property along Guilford College and Mackay roads. D.R. Horton Inc. plans a large development on the site. That issue is on the Town Council’s Feb. 21 agenda.

Also on the Feb. 21 agenda is consideration of a lease agreement with Pinecroft Sedgefield Fire Department for property located at 6007 West Gate City Blvd. The purpose of the proposed ground lease agreement is for PSFD to look into the need for a new fire station, possibly including a rescue squad facility, on the property. Jamestown station #46 will remain.

ments located thereon for the entire term of the lease and will pay rental to the Town of Jamestown in the amount of $1 per year.

The Town received this parcel of land in July from NCDOT for a proposed additional fire station. NCDOT is allowed to donate land for public uses to municipalities. With new development in the Guilford College Road/West Gate City Boulevard area, in 2021, PSFD conducted a study for their service district. The study identified the need for a potential future station along the West Gate City Boulevard corridor.

The 3.44-acre vacant property is on the corner of Scotland Road and across the street from Guilford Memorial Park.

The Town Council set a Jan. 17 for a public hearing on a proposed text amendment to the Land Development Ordinance regarding the Planned Unit Development (PUD) zoning district.

The Planning Board will hold a public hearing on the amendment Jan. 9.

Recently, he found a business in Fuquay-Varina, N.C., that sells barrels and staves and he can simply drive there and pick up what he wants.

Guyn and his wife moved to Jamestown from Kentucky about two and a half years ago. He says being from Kentucky he knows a bit about bourbon barrels, and what he did not know he has learned.

“People ask lots of questions about them and I had to be able to provide the answers,” Guyn said. “I have learned a lot about how the barrels are made and how the taste of the bourbon is affected by the barrel.

Until he began making crosses, Guyn had never tried his hand at woodworking. In addition to the crosses, he has made several Lazy Susans from the heads of the barrels and a few charcuterie boards from walnut that he coats with mineral oil to make food safe.

In his manager’s report, Town Manager Matthew Johnson noted that 460 tons of leaves have been picked up to date. The collection period will run until Feb. 24.

The Town Council will hold a budget retreat Jan. 24.

Several major projects are currently underway or completed, including the Golf Course Strategic Plan (end of 2022), golf course driving range improvements (completed), golf maintenance building (under construction) and golf course restrooms replacement (demolition should begin late-December). Bids are being accepted until Dec. 29 for construction of restrooms at Wrenn Miller Park as well as renovations to Town Hall.

The next Town Council meeting will be Jan. 17 in the Civic Center at Town Hall.

He has other ideas for items to make from barrels such as stools, end tables or benches. But he considers the cross as his signature piece.

“I want to stay in my lane – comfort zone,” Guyn said. “I am most comfortable with the crosses. I am trying to keep things simple and make good products.”

Guyn makes the crosses in two sizes. The larger ones are roughly 33 inches tall and sell for $65. The smaller ones are 17-18 inches high and sell for $35.

Guyn has arranged to participate in a show at Southern Junk in Jamestown before Easter and is talking to the owner of a store in Black Mountain about the possibility of selling his crosses there.

“Making the crosses gives me something to do since I retired from my job as an accountant, and I enjoy doing it,” Guyn said. “The cross and what it represents means a lot to many people. The more I make them, the more important the cross has become to me.”

Celebrate the New Year with Inspired Cocktail Creations

Let’s pay homage to the holiday spirit by crafting some seasonal spirits of our own. We’re going to explore infusing vodka with fruits and herbs.

Undoubtedly, you’ve seen flavored vodkas on liquor store shelves, but have you ever thought of making your own infused vodka? Not only is it very inexpensive, but say goodbye to artificial flavorings and colors and hello to absolute control over the ingredients.

It’s surprisingly easy to do. All you need is a large, wide-mouth glass jar with an airtight lid (not plastic, unless you’re making plastic-flavored vodka!), a fine mesh strainer, cheese cloth or coffee filters, and a funnel. Save empty vodka bottles to refill with your infused creations later. Of course, you’ll need vodka and ingredients to infuse, but we’ll get to that in a moment.

First, I’d like to share how to make cheap vodka taste more like top shelf vodka. There is no sense in paying for top shelf vodka for our purpose. The secret is filtering vodka with a charcoal-activated water filter, like a Brita or PUR brand filter pitcher. Just designate a new filter exclusively for vodka, because you won’t want to use it for water after you use it for vodka. Activate the new filter, as per manufacturer instructions, then drain the water. Proceed by pouring the vodka through the filter just as you would water.

You’ll want to run it through several times. I find seven times is the charm.

Will this method fool a sophisticated palate into thinking it’s top shelf? Nope. Will it improve the results when infused or mixed in a cocktail? Absolutely.

How to Infuse Vodka — Into a clean glass jar with a lid, place your infusion ingredients, top off with vodka and close lid. Shaking the jar daily, infuse for 12 hours to 7 days. Different ingredients require different amounts of time to infuse, and then there’s adjustment to your personal taste.

I have guidelines below, but taste your infusion every day until you’re satisfied with your results. It’s a tough job, but somebody’s got to do it.

When you’re happy with the flavor, strain the infusion material out and decant into a clean bottle or jar. Enjoy immediately or store in a cool, dark place for up to 12 months.

To sweeten your infusions, simply add simple syrup. But please don’t buy it! Make it. It’s called simple syrup for a reason. In a saucepan, simmer equal parts sugar and water until the sugar has dissolved.

Here are some ideas to get you started.

BERRY VODKA

1 to 2 cups berries — strawberries, blackberries or raspberries, or a combination 3 to 4 cups of vodka

Wash berries and roughly chop. Add to vodka and infuse for three to seven days. Sweeten to taste.

CITRUS VODKA

2 cups lemons, limes, oranges or grapefruit, or a combination 2 cups vodka Wash and slice fruit, then add to vodka. Infuse for three to seven days. Sweeten to taste.

CRANBERRY LIME VODKA

1 cup chopped cranberries

Juice and zest of one lime 3 cups vodka Add fruit to vodka. Infuse for one to two days. Sweeten to taste. (Pictured.)

HERBED VODKA

1 or 2 large sprigs of basil or another favorite herb (dill, mint, sage, tarragon, etc.) 3 cups of vodka Combine the herbs with vodka for two to seven days, tasting frequently. Serve with tonic or soda or make into martinis or the best bloody mary ever.

As this year winds down, let’s raise a glass to a New Year filled with fresh starts and new beginnings. Cheers!
