Council postpones hearings, takes oaths By CAROL BROOKS freelance writer cab1hp@gmail.com The agenda for the Dec. 21 Jamestown Town Council meeting was packed with action items. However, as expected, two items were continued until January. A large audience attended the meeting, several in protest of an item that was falsely presented to them via social media. Others were family members and friends of the Council who were there to witness the swearing in of the newly-elected members and mayor. The swearing-in ceremony had a different feeling this year as North Carolina Supreme Court Chief Justice Paul Newby conducted

the oaths of office, often the privilege of the town clerk. “What a treat is it for me to get to come home and to have the opportunity to administer this oath,” Newby, a Jamestown native, said, adding there could not have been a better place to grow up. “I want to applaud you [the Council] for keeping this community such a warm, friendly hometown place.” Newby noted that oaths go all the way back to biblical times, bringing solemnity and underscoring the importance of the job the Council has. Fox Hollow is not part of annexation By CAROL BROOKS freelance writer cab1hp@gmail.com Confusion has arisen in the Fox Hollow development, accessible from Adams Farm Parkway, south of Mackay Road. Apparently information has been put out stating the subdivision is being considered for annexation by Jamestown. That is completely incorrect, according to Jamestown Planning Director Matthew Johnson. He said he was trying to find out how the erroneous information began. “I saw it on Nextdoor right before the [Dec. 21] Council meeting and I wanted to make sure during the Council meeting we had good information going out that we are not looking to annex Fox Hollow.” The Nextdoor post urged Fox Hollow residents to attend the Dec. 21 Town Council meeting “in referencing to annex us into the city. Because developer D.R. Horton wants to build 300+ houses and shops which will result in possible higher county taxes as well as paying city tax and more vehicle traffic, to name a few things.” D.R. Horton has request-

ed annexation for what is locally known as the Johnson property along Mackay and Guilford College roads but although the Fox Hollow subdivision backs up to a portion of that property on the east, it is not part of Horton’s request. Horton does not own that property. Several Fox Hollow residents attended the Council meeting and Johnson spoke to some of them. He left business cards in case concerned residents wanted to contact him. As of Wednesday, he had not heard back from anyone. Town Hall was closed Dec. 23, 24 and 27 for Christmas. “One gentleman wanted clarification and I explained, without a long detailed description of how annexation law works, that [the Town was] not able to involuntarily annex [Fox Hollow]. They would have to request annexation from the Town,” Johnson said, adding that 75 percent of property owners would have to petition the Town for that to happen. One resident addressed the Council, saying if the Town ever did consider annexation, he was all for it. Fox Hollow is in Jamestown’s Extra-Territorial Jurisdiction but there are no plans for annexation.

New Animal Resource Center impacting wellbeing of animals By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com Although the new 33,000 square feet Animal Resource Center, which opened Nov. 2 at 980 Guilford College Road, looks impressive, for Jorge Ortega the building is not about looks but functionality. For that, Ortega, director of Guilford County Animal Services, gives it a fivestar rating. The focus is on the wellbeing – mental and physical – of the animals, as well as that of the staff, volunteers and guests. “The facility (which replaces the decades old county animal shelter at 4625 W. Wendover Ave.) has brought people together under one roof,” Ortega said. “It improves animal care and housing, provides lots of natural light and reduces the spread of disease.” The design was a collaborative effort of consultants and staff visits to other facilities to get ideas of what works best. The new shelter includes a spay and neuter suite, surgery prep areas and an animal ICU. There are separate wings for dogs and cats with workstations throughout the building to make it easier for cleanup and care of the animals. Indoor/outdoor kennels allow dogs to go outside in gated, fenced areas, something that was not available at the old facility. Dogs can stretch their legs and socialize with other dogs in playgroups. “They have the opportunity to go outside for fresh air and come back in to a climatecontrolled atmosphere,” Ortega said. “It makes for happier and healthier animals and reduces stress. “The kennels, which are twice as large also eliminate dogs directly across from see animals, page 2

Walking down the row of enclosures for the dogs waiting to be adopted, people will see some dogs that bark, but many who show curiosity with an expression that clearly asks, “Will you take me home?”

Scots observe wild New Year’s Eve Hogmanay. It sounds like a gathering of a large group of pigs but it is actually Scotland’s traditional way of celebrating New Year’s Eve. The website visitscotland.com says, “No other nation in the world celebrates the New Year with quite as much revelry and passion as Scotland does.” The revelry is such that the Jan, 1 holiday is followed by a bank holiday on Jan. 2, giving revelers two days to calm down and, perhaps, sober up. The High Point Museum recently brought the Hogmanay (pronounced HAGH-ma-NAY) tradition to the city with a Scottish Faire on Dec. 18. The program depicted how early Scottish families in North Carolina celebrated the new year. Open-

celebration of the winter solstice in the eighth and ninth century by invading Vikings, who could be known to hold some pretty wild parties in late December. These days, torchlight processions, street parties, bonfires and more

welcome in the new year in many cities in Scotland, along with the traditional singing of “Auld Lang Syne,” of course, by the famous Scottish poet Robert Burns. One might think that after the revelry of the Christmas celebration, there would not be much need for another large celebration just a week later. However, Christmas was banned in Scotland for about 400 years during the Protestant Reformation, especially observing “Christ’s Mass,” or Christmas. It was not until 1958 that Christmas Day became a public holiday. The Scots just combined winter solstice with Hogmanay on New Year’s Eve and exchanged presents then. Former Jamestown resident Sarah Netsel was born in Glasgow, Scotland, but left the country for England when she was 14. She was surprised to learn Christmas was not a regular holiday until the late ‘50s because she remembered

observing Christmas as a time for church and family. “Christmas morning, Santa had been,” she said. Decorations were left up until Hogmanay was over but there were no more gifts given, as it was a time for fun. There are several traditions or superstitions that should be taken care of before the new year arrives. One is cleaning the house thoroughly, including taking the ashes from the fireplace. The idea is to start the new year cleanly. “Oh my, yes,” Netsel exclaimed. “My mother had just done it for Christmas the week before then did it again for Hogmanay. All the towels were changed. Even the laundry was clean. The kitchen sink was clean and the trash was taken out before midnight. I had forgotten about that.” You must also pay off any

There are also outdoor areas for cats.” Those seeking to adopt animals can view dogs, cats or other small animals like hamsters or birds through glass panes. They will be able to interact with a selected animal in a courtyard covered with artificial grass or if the weather is bad can use a getacquainted room inside. Adoptions are available by appointments on the weekends from 12-4 p.m. and by walking in on Wednesday – Friday from 12-4 p.m. Those wishing to adopt must sign in and wait to be escorted to view the animals. Stray animals not claimed in three days are not automatically euthanized. But the facility is not meant to be filled either. Rather the goal is to find homes for the animals when possible. “We want to be a resource, not a final destination for animals,” Ortega said. “We would like to

keep animals out of the shelter, but we will always have them here. That is our job.” He noted that the priority of the center is to provide for public health and safety. But pet adoptions play a large part of the Animal Resource Center’s programs, as well as pet education and helping to keep owners and pets together. “We partner with other organizations to offer programs about pet care and such things as how to approach animals. Covid has made it harder to conduct these but we hope to do it again soon.” The Animal Resource Center has a remote adoption center in a popup store at Friendly Center in Greensboro. It has partnered with All Pets Considered to sell merchandise there and receive a profit from sales. Adding to the success of the resource center/shelter is volunteer and foster opportunities. “We do not want animals here with no interaction,” Ortega said.

“Fostering provides help for animals that are too young, sick or have behavior problems which keep them from fitting into a shelter situation. Fostering can last from a couple of days to months.” A foster coordinator has a group of volunteers from which to recruit help for current needs. They are provided numerous resources to help with the fostering program. “We are always looking for volunteers for different activities from taking animals on walks to providing other enrichment,” Ortega said. “We ask people for their time, talent and treasure,” he added with a smile. “We could not do what we do without our volunteers.” To learn more look online at Guilford County Animal Resource Center and click on Guilford County Animal Services.

Interim Town Manager Dave Treme presented a 2022 retreat and budget workshop calendar and received unanimous approval. Treme recognized the retirement reception for Phil Mikles. He also noted that plans for the new Recreation Maintenance Building are under review by the Guilford County Building Inspections department. Treme and Town staff met with the company that operates the sanitation and recycling collection for review. Treme and staff also met with an engineering consultant to learn progress on the preparation of a sewer capacity study for the town. Closed session: Following the regular Council meeting, the Town Council went into closed session for approximately a half hour. When the regular session resumed, the Council voted to approve an agreement with the interim town manager.

First footing over the threshold by visitors is observed to ensure good luck for the house. “After the bells,” Netsel said of starting the visitation after the midnight church bells. Traditionally, the first foot in the house in the new year should be a dark-haired male, and he should bring with him a gift for the household, often a black bun, what we would call fruitcake. He would be rewarded with “a wee dram of whisky.” Netsel remembered the first foot visitor would have a bottle of Scotch with him to share with the household. Fire plays a large part in the observance of Hogmanay. The fire cleanses and purifies and smoke from the fire was believed to ward off evil spirits. In the United States, we mold chicken wire into balls and cover them with lights to hang from trees, especially in the Sunset Hills neighborhood in Greensboro. In Stonehaven, near Aberdeen, in northeast Scotland, rather than covering the chicken wire with light, the balls are filled with old newspapers, sticks, rags, and other dry, flammable material. These balls, up to 2 feet in diameter, are set alight and swung around the heads of marchers, or swingers, up the main business street. At the end, the balls are flung into the harbor. Unfortunately, due to Covid-19, the festival is canceled this year for the second year in a row. Netsel, now in her 70s, came to the United States when she was around 25 for training with TWA airlines. She has never been back to Scotland during the holiday season and misses it. Hogmanay sounds like the American New Year’s Eve to some extent, but we’d need to kick it up a bit to equal the celebration held in Scotland. “Haud Hogmanay! (Happy New Year!)”

Are you looking for a fabulous recipe for your New Year’s Eve celebration? How about scrumptious party fare that’s festive enough for any special occasion. It’s easy, inexpensive, scalable and adaptable to suit any party plan. And it’s communal, so guests will mingle. Let’s make cheese fondue! This all-purpose fondue recipe is versatile. You can use wine, beer or apple

cider as your liquid base. Add your cheese of choice, a little corn starch to ensure your fondue won’t separate, and you’ve got a luscious fondue. When you think of traditional cheese fondue, you may think of Swiss cheese as the principal ingredient. In my quest to keep things frugal as well as fabulous, I’ve learned that inexpensive Swiss cheese from the deli doesn’t melt properly into the wine, but stays stringy and clumpy. I tried several varieties

and ended with clumps of gooey cheese bathing in milky wine. Not very Diva. So rather than breaking the bank on good (read: expensive!) gruyere or Emmental cheese, we’re using other, more affordable cheeses. The cheeses I find that work best are any variety of cheddar (yellow or white, mild, medium or sharp), muenster, Monterey jack, pepper jack, Colby or a mix of those varieties. Be sure to use a dry white wine or beer that you’d enjoy drinking. My taste-
