Johnson takes reins as town manager

Matthew Johnson has been chosen by the Town Council to serve as the next town manager of Jamestown. The new position was effective Jan. 29. Johnson, 45, has been with the Town since 2006, except for two years in Virginia. He was previously employed by the City of Greensboro. He has over 21 years of local

government experience in all areas of service to the community. He has served as either town planner or planning director for his nearly 15 years in Jamestown and was appointed assistant town manager in 2017, a position concurrent with his position as planning director. He served as interim town manager for approximately six weeks at the end of 2020, following the termination of former

town manager Kenny Cole. As planning director, Johnson was able to receive over $5 million for the town in grant funding, resulting in projects such as Wrenn Miller Park, the pedestrian bridge on East Fork Road and a pedestrian walkway along East Main Street to the railroad. Johnson has worked with Interim Town Manager Dave Treme in formulating a Strategic Plan that serves as a roadmap of the goals

and priorities of the Town relating to its mission, vision and values. Treme added the Strategic Plan includes a business and staffing continuity plan and that promotion from within the local government is one process to achieve this plan. “From my observation, Johnson has 15 years experience working with the Town and will start with his feet already on the ground knowing what he’s doing,” Treme said. He added Johnson

would not have to get used to the way things are done in Jamestown as an outsider would. The Town of Jamestown operates under a CouncilManager form of government in accordance with Part 2 of General Statute 160A-147, which states the Council is responsible for appointing a city/town manager. Church becomes hub for CityServe distributions

Having a church built in a former furniture factory has it advantages — especially if church members handle food distributions to those in need. “We are blessed to have loading docks to use in this ministry,” said Pastor Mark Meeks, communications director at Renaissance Church on Harvey Road in Jamestown. We get donations from the Second Harvest Food Bank, individuals, local grocery stores and gas stations that sell food items.” When the staff at Renaissance Church learned about CityServe, a national network that provides bulk goods from Amazon, Costco, Walmart and other sources with the intention of empowering local churches to serve their communities, they knew they wanted to be part of this ministry as well. “Everything is donated and member churches pay a small fee to cover administration and transportation of goods,” Meeks explained. “Our church will serve as a hub to receive donations, then distribute them to member churches so they can distribute in their see church, page 2

That’s what the Town of Jamestown is saying these days. Rep. Jon Hardister, N.C. House Majority Whip, addressed the Jamestown Council Jan. 25, giving a legislative briefing of happenings and legislative changes at the N.C. General Assembly. At the end of his talk, Hardister spoke about the Small Town Development Grant the Town had won and asked if the Council would like the check right then. Hearing an affirming “yes,” Hardister produced the oversized check and presented it to Mayor Lynn Montgomery. The grant will be used for small town renovations and improvements.

As expected, four scheduled public hearings were continued until the Feb. 15 Council meeting. One related to updates to the Land Development Ordinance. The hearing for the updates was first considered at the November 2021 Council meeting but has been continued each month as the

February book sale Friends of the Jamestown Public Library is sponsoring its annual book sale at the library on Feb. 12 from 9 a.m.-1 p.m. Paper grocery bags will be provided and everything you can fit in the bag will cost only $10. Purchases may be made with cash or checks only. Expect to find fiction and non-fiction hardcover and paperback books (both recent and vintage titles). There will be books on history, biographies, cookbooks, crafts and hobby books, puzzles and games, DVDs, CDs, LPs and audio books, children’s and young adult books and more. All proceeds will be used to enhance the library’s selection of books, DVDs and other materials and to support community programs. Masks are required. There also is a limit to the number of people allowed in the library at one time. It is requested that as soon as you purchase your selections you leave so others may come in. The library is located at 200 W. Main St. In case of inclement weather or changes in Covid protocol, the event will be cancelled. There is something about a new year that seems to lend itself to new possibilities. Newly-elected officers of the Jamestown Business Association are excited to make possibilities a reality as they work with members on rebranding the group and creating more visibility within the community. Elected at the Jan. 26 meeting were president, Courtney Allen, owner of 213 Carolina and Carolina C Fashion; vice president, Toni Walker, of Toni Walker Photography — along with second-term officers — treasurer, Bob Callicutt, branch manager of Carter Bank & Trust; and secretary, Connel Ware, with Edward Jones Investments. Foremost on the group’s agenda is increasing visibility through the use of social media.

continued from front 160D of the N.C. General Statutes. Councilmember Lawrence Straughn, who attended the meeting remotely, suggested the updates go back to the Planning Board for reconsideration. The Council agreed. The Planning Board unanimously approved the updates on Nov. 8, 2021. Three of the continued public hearings related to the property owned by D.R. Horton along Guilford College and Mackay roads. The delay is caused by continued work on a development agreement for the property. D.R. Horton requested the agreement and is working with the

town staff, town attorney and Tom Terrell, land use attorney, on the plan. An incomplete draft was available in the Council packet. The three continued public hearings were for a request for annexation, rezoning and the development agreement. The annexation public hearing was opened Nov. 21 of last year and has been continued each month since without resolution. The Council unanimously appointed its members to various area and Town boards: Mayor Montgomery as delegate to the Piedmont Triad Regional Council (PTRC), with Straughn as alternate; Martha Wolfe to the Transportation Advi-

sory Committee (TAC), with Straughn as alternate; Rebecca Rayborn as the Council representative to the Planning Board; and John Capes as the Council representative to the Parks and Recreation Committee. Wolfe later reported she had been elected chair of the TAC. She noted that High Point had received Congestion Mitigation and Air Quality Improvement (CMAQ) funding to study the city’s traffic signals. Since some of Jamestown’s signals are controlled by High Point, those will be studied as well. Following the regular session, the Council went into closed session to dis-

cuss employment matters. When the regular session resumed approximately 17 minutes later, Councilmember Capes moved that the Town hire as its new town manager current Assistant Town Manager and Planning Director Matthew Johnson effective Jan. 29 at a salary of $112,500. The vote was three to one, with Councilmember Rayborn voting against. (See story, Johnson takes reins as town manager, this issue.) continued from front communities as they see fit.” Pastor Paula Bost, Renaissance Church’s executive director, is in charge of the area CityServe distributions. She reached out to churches across the Triad to see who wanted to partner with Renaissance Church and to date has 50 churches that have shown interest in the project. As the lead administrator, Bost is creating a list of volunteers to aid in managing this large undertaking. There have been two preliminary meetings, the last in January, to detail the process.

“We’re very excited about bringing together all sorts of churches from the area with a common goal and vision of showing love to our neighbors,” Bost said. “Our church’s regular food distributions will not change,” Meeks added. “We serve between a couple dozen to three times that many on any given weekend. We will continue to do that in addition to working with the CityServe food bank.” Meeks would love to have more churches participate. There soon will

be an online form for those interested by going to rentriad.church/cityserve. As the project grows, which Meeks anticipates, he hopes to eventually have a larger space donated for use as the distribution hub. “Providing food to those in need has always been something our church has been passionate about,” he said. I just finished reading the Jamestown News weekly edition Jan. 26 - Feb. 1, 2022. The two articles by Carol Brooks, “Draft Development agreement available,” and “Council, Staff meet in retreat” point out the tremendous dedication of our elected Council and Jamestown staff. I was amazed at all the different projects underway by each department. All the study, meetings, and planning takes a great deal of time and consideration which makes our town special. After a thorough search, the Town Council feels that Johnson’s experience and nearly 15 years of service to the Town of Jamestown have prepared him to lead the Town into the future. “The Town Council feels that his long-term dedication to the Town of Jamestown and his leadership would be beneficial as the Town faces growth challenges during this difficult time.” Johnson started in municipal government in the early 2000s in the Greensboro Water Resources Department before becoming Jamestown town planner in 2006. The prospect of eventually becoming a town or city manager was always in front of him. He believes he could have been a town manager earlier in his career but for one factor: how much he cares for this community. “Jamestown means a lot to me because I’ve been here since 2006 and seen a lot of positive changes in town,” Johnson said. “I think a lot of the staff, they’re a lot like family —

they are my family. There is a tremendous staff here. “Even though I was gone for two years, it’s not like I was really gone. I was in constant contact with the staff here.” He added that projects generally span over a two-year period so some things were still going on when he returned. “I think I can make some positive impacts going forward,” he said. Johnson counts Treme and previous Town Manager Cookie Billings as mentors, along with Alan Williams in Greensboro. In addition to his studies in planning, Johnson has completed several executive leadership courses in local government management at the UNC School of Government and Virginia Tech. It is too early in Johnson’s tenure to consider appointing a new assistant town manager or a planning director but with expected development in the area, those positions could be considered in the 2022-23 budget. Johnson and his wife Jennifer live on a working farm in Stokesdale. The Council’s vote was not unanimous, with Councilmember Rebecca Rayborn casting a “nay” vote. Johnson is the sixth town manager since Jamestown was incorporated in 1947. Treme said he would still be around for a few more weeks to assist Johnson, but only on a part-time basis.

Decadent Valentine’s Day dessert made DIY By patti diamond divas on a dime Looking for an impressive sweet for your sweethearts on Valentine’s Day? Let’s make crème brûlée. Most people assume that because it’s a staple at swanky restaurants it must be difficult to make. I assure you, restaurant-quality crème brûlée can be made at home for a fraction of the cafe cost. If you’re not familiar, crème brûlée (krem-broo-lei) literally means “cream burnt.” It’s a cold vanilla custard with a caramelized sugar topping that hardens into a glasslike surface. The most satisfying part of eating crème brûlée is that thwack when you hit the caramel surface with the back of your spoon, and it breaks, revealing the silky-smooth custard within. Divine! The ingredients to make it are humble, but the result is remarkable. No torch or special equipment required; it’s all about technique. In this recipe, we temper eggs, use a bain-marie (ban mah-REE) water bath, and broil or torch sugar to make caramel. Crème brûlée Yield: 6 servings Cook Time: 35 minutes Total: 3 hours What You’ll Need: 2 cups heavy whipping cream Pinch salt 5 egg yolks 1/2 cup white sugar plus extra for caramelizing 1 teaspoon vanilla extract

Here’s How: 1. Preheat the oven to 325 F and arrange six (4-ounce) (or four 6-ounce) ramekins in a rimmed baking pan that’s at least as deep as the ramekins. Heat a kettle of water for the bain-marie. 2. In a saucepan over medium heat, bring the cream and salt to a simmer, stirring frequently until bubbles form around the edge. Remove from the heat and allow to cool. Meanwhile, in a mixing bowl, combine egg yolks with sugar and whisk briskly for 1-2 minutes. 3. Now, we temper the eggs with the hot cream, by slowly raising the temperature of the eggs so they don’t scramble. Whisking constantly, gradually add the cream to the yolks. Then add vanilla and stir. Just in case we have any egg solids, strain the custard through a fine-mesh sieve into a clean container, ideally one with a pour spout. 4. Next, pour or ladle the custard into the ramekins, dividing evenly. Carefully, place the baking pan in the oven and pour enough hot water into the pan to come halfway up the sides of the ramekins, taking care not to slosh hot water onto yourself or into the ramekins. The bain-marie creates a gentle heat resulting in a uniform cooking process. 5. Bake until the edges are set but the center still jiggles when gently shaken, about 25 to 30 minutes. You want the middle a bit wobbly, as the custard will firm up in the refrigerator. The depth of your ramekin or custard cup determines how long it takes to bake. If you’re concerned, a thermometer should register 150 to 155 F in the center.

Good Housekeeping Twice-Baked Potatoes Caesar Try these potatoes with your favorite steak dish. 3 (about 6 ounces each) small baking potatoes 2 tablespoons margarine, substitute butter 1 small garlic clove, crushed with press 1/2 cups sour cream 4 anchovy fillets, minced, substitute 1 teaspoon anchovy paste 1/4 teaspoon salt 1/4 teaspoon grated fresh lemon peel 1/8 teaspoon coarsely ground pepper 1/2 cup (plus 2 tablespoons) grated Parmesan cheese 1. Preheat oven to 450 F. With fork, pierce potatoes in several places. Place potatoes on oven rack and bake 35 minutes or until fork-tender. 2. Cut each potato lengthwise in half. With spoon, carefully scoop out potatoes, placing flesh in medium bowl and leaving potato-skin shells intact. 3. In small saucepan, melt margarine over medium heat. Add garlic and cook 15 seconds. 4. With potato masher, mash potatoes with margarine mixture, sour cream, anchovies, salt, lemon peel, pepper and 1/2 cup Parmesan. Spoon mixture into 4 reserved potato-skin shells, mounding slightly. 5. If you like, cover and refrigerate remaining 2 shells for use another day. Place potatoes in shallow baking pan; sprinkle with remaining 2 tablespoons Parmesan. 6. Return potatoes to oven and bake about 15 minutes or until hot on the inside and golden on top. * Each serving: About 275 calories, 15g total fat (7g saturated), 24mg cholesterol, 620mg sodium, 27g total carbohydrate, 2g dietary fiber, 10g protein. Refrigerate for at least two hours. This custard can be made days in advance and refrigerated (that’s why it’s popular at restaurants). But don’t add the caramelized topping until you’re ready to serve. 7. To serve, evenly sprinkle the entire surface of each custard with a thin layer of sugar, using 1 to 2 teaspoons per ramekin. If using a kitchen blowtorch, evenly melt and caramelize the sugar. If using the broiler, put the ramekins on a baking sheet and place in cold oven directly under the broiler. Turn the broiler on high and watch

What if no one’s home for dinner because of a basketball game? Does one child get to skip her turn doing dishes? Or does she have to do it the next night, thereby throwing off the whole chart? See what I mean? So here’s a new plan that really gets the jobs done — unless you have a gremlin in the house. (I’ll explain later.) Discuss with your kids the basic chores that need to be done in your home. Five or six jobs is a good number for starters. You might want to add a category for the most-sought-after privilege. In our house each of the kids ALWAYS wants to sit in the front seat of the car.
