Clearing begins at former Pilot Life site By caRol BRooKs freeLAnce Writer cab1hp@gmail.com Ground is being cleared for yet another development near Jamestown, The Retreat at Sedgefield, on the grounds of the former Pilot Life/Jefferson-Pilot site. The area is on the backside of the property and can be seen from West Gate City Boulevard. It is also at the dead end of Alamance Road, off High Point Road. Berkley Hall, of Greensboro, is the developer. The plans call for a 248-unit twostory apartment complex on 16.8 acres. David Hagan, senior vice president of CBRE|Triad, confirmed in 2018 that this area was under contract for 300 apartments. Although Berkley is not calling this retirement housing, the website www. retirementresourceguide.com says the

new development rent is from $1,025 per month. There are four floorplans to select from with one-, two- and three-bedroom, elevators, granite countertops, oversized closets, stainless appliances with flat top stoves, nine-foot ceilings, ceiling fans in all rooms and private patios or balconies. On the grounds will be a resort-style zero-entry pool, cabana with TVs and outdoor bar, maid service available, doorto-door valet trash pickup, guest suites, sate-of-the-art fitness center, and outdoor storage space. For 25 years exercise has been a way of life for Jim Hegner. He started it to avoid extensive back surgery that would have kept him from working for six to eight months. “The doctor gave me a set of exercises to do and told me I would have to exercise for the rest of my life,” Hegner said. Hegner listened to the doctor’s advice, going from one gym to another to maintain his exercise routine. Approximately six years ago, he opted to start exercising at the Ragsdale YMCA using the equipment there about three or four times a week. Hegner began Dec. 2, 2019, as he did each time he exercised, using the blood pressure machine to check and record his blood pressure and heart rate. “My heart rate was 37, half of what it usually is,” Hegner said. “I thought the machine was not calibrated right. But a friend said the machine was correct when he used it.” Lacey Armistead, a nurse anesthetist at Wesley Long Hospital and Ragsdale YMCA patron, overhead the men’s conversation and stopped exercising to check Hegner’s pulse. see HealtH, PAGe 3

Those wanting to know the outcome of the Jamestown Town Council vote on the Planned Unit Development (PUD) amendment will have to wait another month. The Town of Jamestown has cancelled all Town Council and advisory board meetings for the next 30 days. This includes the Comprehensive Plan Steering Committee meeting March 16, Town Council March 17 and Council budget retreat March 20. A larger-than-normal audience was expected for the special Town Council meeting March 10 – and attendance exceeded expectations for a discussion on the proposed Planned Unit Development amendment to the town’s ordinances. Most in attendance were opposed to the announced development at the Johnson property at Guilford College and Mackay roads, a project which will hinge on the passage of the amendment. With seating capacity maxed out by the fire marshal at 126, with some standing room, latecomers – those who arrived after 6:10 p.m. for the 6:30 p.m. meeting – had to stand outside. Mayor Lynn Montgomery asked any who

There has been much discussion on social media, among residents and with Jamestown officials about both the proposed Johnson Farm development at Guilford College and Mackay Roads and the proposed addition of a Planned Unit Development (PUD) to the Town’s ordinances. The development, called Castleton Village, would encompass 462 acres and a little over 1,600 homes, down from the original 1,700 homes – single-family, apartments, townhomes – and include a commercial area. The developer, Diamondback Investments, announced recently it had changed its original plans and moved the commercial area after complaints about the location. Diamondback has said the company’s plans hinge on the passage of the PUD ordinance. The Town is currently working with Benchmark consulting firm to update the Comprehensive Land

Development Plan, formerly called the Land Development Plan. Many opposed to the Johnson development have questioned whether the PUD ordinance should wait until the Comp Plan is completed sometime next year. According to Town officials, “This type of zoning district [PUD] would allow the development of residential and commercial uses as part of a single project. If the PUD amendment and rezoning are both approved, this development could be built out in the next 10 years.” To make certain the Town has information about these two proposals, it has created a Survey Monkey site containing the following questions: 1. Such is the case with the All Saints Episcopal Church Annual Rummage Sale, originally planned for March 21 and detailed in the March 11 issue of the Jamestown News. “In keeping with instructions from the health authorities and the head of the Episcopal Church, we have postponed the rummage sale until further notice,” said Linda Bedell, coordinator for the sale. “Nobody knows when this health emergency will be over, but for now we just want everyone to stay safe and stay well.” Much of the work preparing for the rummage sale has been completed so plans are to hold the event at a future date. All Saints Episcopal Church is located at 4211 Wayne Road in Greensboro.

continued from front “She told me the machine was correct and I needed to see a doctor,” Hegner said. “Having her tell me that increased the level of seriousness to me. “When my wife called Guilford Medical, the doctor on call was exercising,” he added with a smile. “He met me at his office the next morning for an EKG and made an appointment for me to see a cardiologist the next day.” Test results from the cardiologist showed Hegner needed a pacemaker and the day after Christmas he had surgery. “By then my heart rate had dropped to 25,” Hegner said. “It was so low I could not be put to sleep and had to have the surgery with local anesthesia. I had an

hour conversation with the doctor while he worked and explained the procedure. By 5 p.m. that same day I went home.” Hegner had no previous symptoms of a heart problem until the blood pressure machine at the Y indicated a low pulse rate. While waiting for his surgery date, he continued to exercise, following Armistead’s advise to take it easy and not overdo. Within a few days after surgery, Hegner was exercising once more at the Y. But at the doctor’s suggestions, he has modified what he does somewhat. He will see the doctor again in April to learn if any changes in his routine are needed or allowed. “The doctor who did my

Both my parents died at 84. I am 83 but with this pacemaker, I feel I will outlive them. I

Several times during the meeting, opponents thanked the Council for their willingness to meet with them. “Your interest is in helping us,” said Gumerson. “The developer’s interest is in making money.” Speakers also urged the Council to take their time making their decision and do the due diligence required. Prior to the meeting, Johnson said that all the town officials have done is to talk to people about the development and to explain how a PUD would affect Jamestown and surrounding areas. He said the talks helped people understand the PUD and some are now for, rather than against, the amendment. Over 60 hours were spent talking as of March 10 and more was expected. The Council appeared genuinely interested in the concerns expressed, listening attentively and taking notes. “You’ve given us a lot to think over,” said Capes. “We’ll have to give this due consideration.” “This is a big deal and I take it very seriously,” said Wolfe after the speakers finished. “I have sympathy and empathy,” said Councilmember Lawrence Straughn. “We will obviously have to increase staff. I’m concerned with the density. The PUD would let us say this is not what we want. “I’m still on the fence.” Councilmember Rebecca

Rayborn echoed Straughn’s thoughts. “This Council does not take this lightly,” said Montgomery.

“The Town has much stronger control over the final project [under a PUD],” he said. He addressed the reason why the development could not just be under the current zoning. With changes in the way the state governs regulations, what was appropriate for most zoning districts 20 years ago is no longer the case today for singlefamily residential areas. “We cannot require nice, or high end, developers in conventional zoning,” Johnson said. “However, we can use a PUD to address those issues addressed by the community.” He said once plans are approved by the Planning Board and Town Council, they become law and the developer cannot change them without resubmitting new plans, again for approval of both groups. Johnson said a PUD zone had been in previous town ordinances but was “inadvertently left out” of the 2009 Land Development Ordinance. He cited the two Riverwalk communities, Quarterpath Trace and Jordan Creek as existing examples of PUD development in Jamestown. The Town has posted a survey at www.surveymonkey.com/r/JohnsonFarm for residents to fill out. (See related story, “Town offers development, PUD survey.”) Councilmember John Capes asked Johnson what would be a likely scenario if the PUD amendment was not approved. Johnson believes the developer

might drop current plans while waiting for a zoning decision. “[The developer, Diamondback Investments] could come back with a single-family residential area and we would be obligated to bring that through the process,” Johnson said. “I don’t think it would yield the control that a lot of the citizens have indicated.” Councilmember Martha Wolfe indicated the Council might not approve the PUD, but Johnson said once the bypass is completed, there will be a need for a PUD in other areas of the town. Wolfe noted there were about 11 parcels within the town’s jurisdiction that would fall under a Planned Use Development, with at least 10 acres. “All areas are important,” Wolfe said. Although the meeting was not about the Johnson property development, it was mentioned several times. Johnson, no relation to the owners, admitted the development and PUD were related and said feedback from the meeting would be going to the developer and their attorney. He added that attorneys for the developer had approached the Town in the late fall with questions about the process for development and zoning but Johnson was not at liberty at that time to discuss details. At that point, the staff began working on the PUD amendment, but it was not solely for the Johnson property. Several of those who

wanted to address the Council contacted Town Clerk Katie Weiner prior to the meeting to sign up, but anyone who wished was invited to speak. A total of 24 people spoke. Each were given a three-minute time limit and were respectful of the Council and their time. Janina Austin, of the Cedarwood subdivision, said the opposition group was not anti-development, but would like to see smaller parcels done at a time, not the entire development. “Why aren’t the current rules enough for Jamestown?” asked Katie Gumerson. “It is important we get it right,” said Robert Coon. “Jamestown has a smalltown feel, with patches of forest and wood. We have deer in our back yard. We have space to breathe in Jamestown,” said Katherine Austin, a resident of Cedarwood. Lee Richmond said to wait until the Comprehensive Plan, currently under review, is revised before making a new zoning decision. “Doubling the size of Jamestown in one gigantic development is a huge undertaking,” said Brent Ayers, who lives across from the Johnson property. “PUD as a tool is a good thing,” said Darren Myers. “Why put it in before we define it. “What will this do to home values? What legal recourse do owners have? “This needs to be done very carefully,” said Gary Forbis.

There are plenty of commercial developments within 5 minutes [of the Johnson property’ and they have empty storefronts. “We need to grow, but with no commercial or apartments.” “Consider the need for affordable housing,” said Jesse Canniff-Kuhn. “Everybody deserves to live in a place like Jamestown.” “The PUD is only as good as the people who use it,” said Kara Tracey, who lives in Jamestord Meadows. “PUD can be a great tool.” Several speakers mentioned the new development would be detrimental to the already over-crowded school system. Opponents of the PUD and Johnson property development announced by Diamondback Investments have organized into a group of over 1,000 on Facebook, Jamestown United. This number is nearly a quarter of the entire population of Jamestown. However, many members are residents of the town’s extraterritorial jurisdiction, or ETJ, and are not counted as part of the town’s population. However, the large number of these members are making their voices heard and the Town Coun-

No decision was made concerning the PUD amendment on March 10, and the vote was continued until the March 17 regular Council meeting. However, on March 13, all Town Council and advisory committee meetings were canceled for 30 days due to the coronavirus pandemic, so a decision is now expected to be made in April. This is six months after the Planning Board unanimously approved the amendment and before Diamondback Investments announced development plans. Those of us in Guilford and Forsyth counties can feel proud that we keep an open mind when it comes to gender politics, but what the hell is wrong with the rest of our State? After all, women in North Carolina outnumber men by 4.8 million to 4.6 million, and 51% of voters are women. Meanwhile, North Carolina now ranks seventh in the nation for the number of businesses owned by women. Yet, political pundits blame sexism for why we never elect a woman president. My wife, Pam, said it’s not about sexist men, but rather, women who are prejudiced against their own gender. “Most women won’t vote

for a woman,” she said. Perhaps that’s why Bernie Sanders is right when he allegedly told Warren, “A woman cannot get elected president.” Now, apparently, there is proof that Pam and Bernie are correct because last week, the United Nations released a global study that said 90% of women hold some form of bias against other women. Referred to as the Gender Social Norms Index (GSNI), the U.N. report found that over 50% of women believe that men make better political leaders. Pedro Conceicao, who heads up the U.N.’s Human Development office, told CNN, “…Gender gaps are obvious, particularly those that challenge power relations.” Perhaps if Bernie can moderate his views and exude some modi-

If that happens, we’ll most assuredly have a female vice president who will stand a good chance of occupying the Oval Office four years from now. If so, then Elizabeth Warren will be vindicated in the pinky promise she made to thousands of daughters across the country. “I’m running for president because that’s what girls do.” Maybe so, but only if those girls vote for other girls.

The best way to do it is to make the experience a good one for Terry as much as possible. — Use toothpaste made specifically for pets, with a meat, poultry or dairy flavor. — If you don’t have one, get a finger brush designed for brushing small pets’ teeth. You also can use a soft cloth or cotton ball. — Hold Terry in your lap for a few minutes before starting the brushing rou-

tine, petting him until he is more relaxed. — Gently use your index finger to lift Terry’s lip on one side — not very far, just enough to expose his fang and a couple of teeth. — Quickly but gently swipe the finger brush downward over Terry’s exposed teeth, and let go of his lip. — Repeat on the other side. In between each swipe, Terry will lick away the flavored toothpaste. Give him lots of praise and pats, and maybe let him lick a little toothpaste off of the brush. At first, Terry may only let you swipe each side once. That’s OK, since he’s getting used to the brushing process. If you are consistent and do the above routine every night, and focus on keeping him relaxed, he will gradually let you brush more of his teeth.

The coronavirus outbreak is the first pandemic of the woke era, and as such it’s not surprising that there is a fierce debate over how to refer to it without offending against social justice. Republican Rep. Paul Gosar of Arizona lost whatever sympathy he would have garnered in certain quarters over his self-quarantine when he referred to “the Wuhan virus,” a perfectly appropriate name that has been deemed grotesque and unacceptable. Wuhan is in China, a non-Western country, and people of color live there, so Q.E.D., calling the virus by the name of that city must be racist. Luminaries across the left denounced Gosar. They even accused him of bringing what is technically the SARS-CoV-2 virus to our shores by misnaming it. Democratic Rep. Ted Lieu of California slammed the Republican’s reference to the Wuhan virus as “an example of the myopia that allowed it to spread in the U.S. The virus is not constrained by country or race.” Nonetheless, the virus first became known in Wuhan, and the lockeddown city has remained the epicenter of the Chinese

epidemic ever since. As of mid-February, the Wuhan area accounted for 86% of all cases in China. Naming a virus after the location of the outbreak that first brought it to attention is not unusual. The West Nile virus emerged in the West Nile district of Northern Uganda in the 1930s. It is similar to the St. Louis encephalitis virus, which broke out around St. Louis, Missouri, in 1933, and the Japanese encephalitis virus that began in the 1870s. Coxsackie in New York state, Marburg in Germany and Hendra in Australia all have viruses named after them. MERS, caused by a virus first identified in 2012, stands for Middle East respiratory syndrome, or even more offensively, the camel flu. No one had a fainting fit over any of this, but we live in a more sensitive, and absurd, time. The WHO issued guidelines a couple of years ago warning against naming diseases after geographic locations, or animals (swine flu, bird flu, monkey pox) or membership organizations or occupations (Legionnaires’ disease). With regard to the latest outbreak, the WHO has warned that “certain words and language may

have a negative meaning for people and fuel stigmatizing attitudes.” There is no doubt that a raging virus that got its start in China, has shut down all of Italy, and caused disruption and fear around the world may create negative associations around China. This would happen, though, regardless of the name. Such international contention over the name of a virus or disease isn’t new. Syphilis was the Neapolitan disease, the French disease or the Polish disease, depending on who was naming it. The 1918 influenza came to be known as “the Spanish flu,” although Spaniards called it “the French flu.” There was no good reason for naming the flu after the Spanish, though. The case of China is different. Its government tried to suppress warnings about the new coronavirus and looked the other way, giving it the room to become a national and then a global crisis. It deserves to be connected to the virus it did more than its share to loose on the world, no matter what its foreign ministry or the sensitivity police say. Craig Taylor, general counsel for Kisco, said KSL Sedgefield Pilot, LLC still owns the remaining tracts and the company is working with a broker, CBRE, to find high quality development partners for those lots. “We are working closely with a historic tax credit developer who may be able to renovate the Pilot Life buildings,” Taylor said. “While we are hopeful, these plans are in a very early stage.” Kisco’s plan from the beginning has been to preserve the historic buildings that were the home of Pilot Life Insurance, begun in 1924 by Alexander W. McAlister, a principal in the original Sedgefield Country Club development. The main building’s cornerstone bears the date of 1927. Pilot Life merged with Jefferson Standard Life Insurance in 1987 to become Jefferson-Pilot Life and moved to downtown Greensboro in 1990. Jefferson-Pilot became Lincoln Financial Group after a

merger in 2006. Kisco started the process in 2008 of placing the buildings on the National Register of Historic Places. It was put on a study list at the time, but a recent search did not indicate the buildings had made the list. Background Kisco Senior Living, doing business as Sedgefield Pilot LLC, purchased the property in 2008 with the plan to construct a senior living facility. “After the recession, our plans changed and we decided to subdivide the land and sell tracts to other parties under a Unified Development Plan (UDP),” said Taylor, This plan was recorded in 2015 and slightly updated in 2019. The plans show five “tracts” available for development. “KSL Sedgefield Pilot sold Tract 2 [off West Gate City Boulevard] to Berkley Hall and they are building 248 apartment units,” Taylor continued. “Tract 4 is under contract to be sold for approximately 130 units of 55+ active adult apartments. That closing is expected soon.” Tract 4 is at the corner of High Point and Alamance roads, across from the Sedgefield community, and consists of 11.8 acres. Many residents of Sedgefield were not happy when

they learned of the plans in 2018 and attended the Oct. 12 Greensboro Zoning Commission meeting that year to voice their disapproval. However, the Zoning Commission granted Kisco and Cameron General Contractor’s request to rezone Tract 4, but added several conditions requested by the Sedgefield group, namely that a senior-living community for people 55 and older be constructed on the site, along with some architectural conditions. While the Sedgefield residents could live with that verdict, they were not happy with the height of the buildings on the site and were still concerned about the overall planned development for the Pilot Life property. An area newspaper stated in 2015, “The company will seek city zoning in a Planned Unit Development, mixed use category that will set conditions such as limits on building heights that ensures future development complements the Sedgefield area’s attractive design.” The Planned Unit Development, or PUD, is currently under discussion in Jamestown. Sedgefield residents were concerned the development would impact the environment, traffic and schools, which are already at- or over-capacity.
