Council discusses code enforcement Before even starting into old or new business at its March 1 meeting, the Jamestown Town Council separated out the first item of budget amendment No. 18, which was in three parts. Councilmember Lawrence Straughn was vocal in his disapproval of this item. Budget amendment No. 18-a would allow the Town to hire an outside person or agency to make certain the town ordinances, or codes, were being followed. Straughn said he needed more information before he would vote, citing town staff already exists to check enforcement, and workers on the trash truck often notice violations and report back. council holds budget and strategy workshop By CAROL BROOkS FreeLANCe WrIter cab1hp@gmail.com It was billed as a budget workshop, but three-fourths of the March 19 meeting between the Jamestown Town Council and staff was about strategic planning introduced by Dave Treme, interim town manager. The initiatives identified, however, will influence budgets for several years. “Those communities that have a plan are more successful than those without,” Treme said, after passing out his seven-step draft. “We are not unfocused, but we could be more focused.” Treme’s plan would begin immediately and in June he would determine the progress. Some items or projects have already begun. December of this year would be a second evaluation time. It is a way to evaluate the manager and staff and provide direction to the staff. Treme asked departments to work together and communicate even more than they currently do and provide employee training opportunities. The draft plan was broken down into seven sections, each with up to 14 subsection goals: To attract, develop and retain Town staff in order to support services and meet community needs; Improve the administration of Town government; Develop and implement strategies to promote Jamestown; Conduct community engagement through multiple strategies to increase resident involvement in Town matters; Make plans to improve current infraSEE WORkSHOP, PAGe 2

ance of government overreach if the Town were to enforce the codes. Some developments already have homeowners associations that do the same thing. “Going out and riding around neighborhoods and those sort of things, I’m adamantly against,” Straughn said. There is also the question of who would enforce the ordinance, the new company or the Town. “We have been inconsistent in how we have enforced the ordinances,” said Interim Town Manager Dave Treme. “There is a bit of a backlog and I have identified some issues.”

Treme believes it is a good investment and the ordinances need to be cleaned up and added, like adding a commercial maintenance code. Straughn agreed the ordinances need to be reviewed but he is not in favor of enforcement as it was presented. “Based on getting ordinances up to date and the Town being consistent on enforcement, outside eyes would be good,” said Councilmember John Capes. Councilmember Martha Wolfe mentioned she was against such code enforcement when it has been brought up in the past. “It’s in the planning direc-

tor’s job description and I believe in the new planner’s as well,” she said, echoing Straughn’s view. “I need more information.” She noted that in the past, town staff has looked into violations when there had been a complaint. No decision was made as the Council asked for more information on the subject. They planned to discuss it further at the March 19 budget retreat. Budget amendment No. 18 included two other points which were unanimously approved by the Council after 18-a was removed: an increase in golf revenues due to more play during Covid-

19 and an increase of the budget for repairs to the irrigation pumps at the golf course. Planning Director Matthew Johnson informed the Council that the Parks and Recreation Advisory Committee would see a revised version of the Jamestown Park and Golf Course Master Plan at its April 5 meeting. After a year of virtual art classes, their individual masterpieces were placed on display in the facility’s town hall gathering place and pictured on the Pennybyrn Facebook page. “To see it all come together was unbelievable,” said Pamela Olson, Pennybyrn transitional services coordinator. Of the 60 pictures on display from March 15-18, 22 were submitted to be judged by residents, staff and the community. Over 500 combined votes were received through the Pennybyrn Facebook page and at the art exhibit and, on March 19, Pam Roberts was named the “2020 Pennybyrn Healthcare Households Artist of the Year.” “Art takes me to another

Mendenhall family active in abolition of slavery By CAROL BROOkS FreeLANCe WrIter cab1hp@gmail.com The Quaker religion openly believes that no man – or woman – should be a slave. Their involvement in freeing slaves has been estensively documented. At least one Jamestown family, the Mendenhalls, played a large part in that freedom. Shawn Rogers, director of the Mendenhall Homeplace, gave a virtual presentation for the High Point Museum on March 16 outlining how the Mendenhall family worked to abolish slavery. For many years, beginning in 1808, the North Carolina Society of Friends, as Quakers are also known, was one of the largest slaveholders in the area. Many enslaved people became the “property” of the Friends after members transferred ownership of their slaves to local meetings. These slaves could not be sold. The meet-

said. “The main reason for that is the threat to the institution of slavery in this area. Slaveowners were threatened by the prospect of having free formerly enslaved people living near their slaves. They were worried about insurrection, worried about the influence they would have on their ‘property.’” He said that there were permits available to free slaves but these were very expensive. While helping slaves escape was illegal, a group called the North Carolina Manumission Society worked through legal means to the same end. The purpose of the Manumission Society was to abolish slavery. It was formed by Quakers in July 1816 because of the laws that made it difficult to manumit enslaved individuals. Treme went through every item on his list, asking for feedback from council members and staff. One point he made was the need to recruit more diverse populations to the staff using Job Fairs and recruitment at black colleges and churches as well as targeting women and other minority populations. Those in attendance discussed ways to promote Jamestown, suggesting more banners, souvenirs, re-establishment of Music in the Park and emphasizing the history of the town. Councilmember Martha Wolfe suggested hiring a marketing team to do branding. “We’re David between two Goliaths,” Treme joked, noting the larger cities of High Point and Greensboro at the town’s doorsteps, which potentially draw visitors to their cities, rather than to Jamestown. As for infrastructure, the Town needs to update the system to decide which streets need repaving as well

as create a strategic growth plan including development in the Extra-Territorial Jurisdiction. Assistant Town Manager/ Planning Director Matthew Johnson said discussions are already underway with the Sheriff’s Office and fire department relating to coverage of new areas. Water and sewer considerations need to be investigated as well as how new development will impact already crowded schools. Government-mandated stormwater regulations must be implemented, but these come at a cost. The Town is looking for a funding source at this time and Johnson noted the Town could be fined if not compliant. An updated Parks and Recreation Master Plan will be presented to the Parks and Recreation Advisory Committee in April. The Town will seek grant funding to implement the plan. High on the list is replacement of the current maintenance facility at the golf course. A strategic plan for the course is also needed, including updating or installing new restrooms and shelters. Jamey Claybrook, newlyhired golf superintendent, said the irrigation system on the course needs repair

and some replacement due to leakage. One item that drew a considerable amount of animated discussion was how to enforce the Town’s codes or ordinances. This was first brought up at the March 16 Town Council meeting, with Councilmember Lawrence Straughn being very vocal in his dislike of the proposal. A budget amendment would allow the Town to hire an outside person or agency to make certain the ordinances were being followed. This was presented as being for a trial basis for 13 weeks, ending June 30. Who would do the enforcement was a major question. Johnson is in favor of hiring outside help. “I can’t tell you how many hours it takes to do code enforcement,” he said. “It’s soul-crushing.” After the discussion, councilmembers were asked to evaluate their priorities in the strategic plan draft. Receiving unanimous votes were the need to provide for employee training opportunities, evaluation of benefits and insurance for employees, a succession plan for key positions, and the golf maintenance facility. Treme sees a proposed 1.6 percent cost-of-living increase for employees and a 0-3 percent merit raise. Insurance costs should rise 6-9 percent. New hires would be a golf course groundskeeper and assistant golf professional this year with an additional groundskeeper hired the following fiscal year and a parttime Parks and Recreation employee this year to handle special events. The Piedmont Triad Regional Water Authority is proposing a 3 percent increase in fees and there will be a 7.8 percent increase in High Point sewer. Jamestown is a partial owner of the sewer treatment plant. Claybrook said the golf course irrigation work should run approximately $80,000. Treme hopes to have follow-up meetings on some of these goals.

They were funded through a Carolina Culture Change Coalition Enhancement Grant, a three-year grant Pennybyrn applied for in 2019. “This grant has created an opportunity for residents to express themselves creatively through art and truly enhance their quality of life,” said Olson, who wrote the grant. No sooner than classes began, however, Covid-19 restricted group activities and a new way to handle instruction was implemented. Pennybyrn purchased iPads for residents and worked closely with the Creative Aging Network to be their first facility to participate virtually. The Network furnished a list of supplies

and photos of the images residents could paint each week. Household staff members purchased the supplies and distributed them and the photos to participating residents. The Creative Aging Network of North Carolina set up a studio for Donley that featured a camera in front of her and one overhead. She conducted weekly Zoom classes providing instruction and receiving feedback and questions from the resident artists. “I was able to interact with them and they could see every single brush stroke I made,” Donley acknowledged. “At the end of the class, they would hold up their work. I got to know them quite well.” Classes were recorded so residents who could not see them live could view them

later. Participants could work throughout the week on the paintings they started in class. They were encouraged to use their own colors and add their own personal touches. They also could create additional paintings on their own. Donley said the art classes were not about the finished product, but the creative process. They provided an outlet for residents to participate as a group in an isolated environment. “The classes were therapeutic and beneficial to everyone who took them,” she said. “They helped us focus and get through a tough time. Some of the residents had never painted before. They are continuing to learn and they had a lot of fun. That’s the important part. “It has been a bright spot

The word “manumission” comes from Latin, meaning “to send away from the hand.” Slave owners, however, had to voluntarily free their slaves. No slaves could be taken from their owner. The slaves also had to be willing to leave. Richard Mendenhall of Jamestown (1778-1851) was a cofounder member of the Manumission Society and was later state president. It was noted that he had the best attendance at the meetings which were held alternately at Deep River Friends and Centre Friends in Randolph County. Existing records of the Manumission Society of North Carolina (mostly papers of Richard Mendenhall) speak of the group’s concern of emancipation of slaves and emigration of free blacks and include correspondence arranging for the voyage. The manumission movement dwindled after 1830 and the last North Carolina meeting was in 1834. For many years, rumors have circulated that Mendenhall’s home in Jamestown was used as a stop on the Underground Railroad, but Rogers said there is “no concrete evidence” that this occurred. However, Rogers pointed out

a half door on the second floor at the Richard Mendenhall house leading to porch roof rafters that was similar to a description given of another house where slaves were hidden. The porch was once covered by bead board and the rafters floored. “Do we know this was used in the Underground Railroad? No we don’t, but it’s one of those intriguing things we sometimes happen upon,” Rogers said, noting Mendenhall’s obituary noted his home had been a safe haven for many people regardless of their legal status. “It really makes you wonder.” Rogers added there also were rumors Richard’s son Nereus (1818-1893), once president of what is today Guilford College, harbored slaves at his home known as The Oaks, but nothing has been proven. This house will soon be demolished. Although not used by the Mendenhall family, the Historic Jamestown Society is caretaker of a false-bottom wagon known to have been used to transport slaves to freedom. It was owned by Abigail and Joshua Stanley and donated to HJS by the Morrow family. As it was common to see teenagers transporting goods, teens Isaac Stanley and Andrew Murrow drove the wagon, visibly laden with straw and pottery, to a location in the North. Unseen

and hidden in a secret compartment were slaves seeking their freedom. The only other false-bottom wagon known to have been used in the Underground Railroad is at the Levi Coffin home in Indiana. Coffin was known as the “president of the Underground Railroad.” Richard’s younger brother, George Cameron Mendenhall (1798-1860) married a women, Eliza Dunn, who owned 40 slaves, which she had inherited as a twoyear-old child. But Eliza was against slavery.

“She drew up drafts to petition Montgomery County to have standing as a minor so she could free slaves she had inherited,” Rogers said. Eliza had not yet reached adulthood. After Eliza died following childbirth, George married Delphina Gardner, a staunch abolitionist, as was George. “A lot of people gave her credit for persuading George to free many of the enslaved individuals,” Rogers said, but noted George and his first wife Eliza had been working to free these people for years.
