The proposed Land Development Ordinance text amendment regarding the creation of a new Planned Use Development zoning district has created quite a controversy after Diamondback Investment Group announced its

plans to develop the Johnson farm property on Guilford and Mackay roads. The Town Council has twice delayed a decision but will hold a meeting at 6:30 p.m. March 10 in the Civic Center of Town Hall to accommodate an expected larger audience than the Council Chambers will hold. Planning Director Matthew Johnson, no relation to the property owners, said the discussion is only about the PUD amendment, not the Johnson property. He has not received any plans for that development. The Jamestown Planning Board

unanimously approved adding the PUD district to the Land Development Ordinance at its Nov. 18 meeting. Most of the discussion at the time related to areas surrounding the Jamestown bypass, but Johnson identified several properties he believes are likely to be developed in the near future, including Guilford College Road and along Oakdale Road but noted he had had no requests as yet for new development. This included the Johnson property. This was long before Diamondback revealed its plans for the Johnson farm but surveyors had

been seen on the property so it was obvious something was happening there. Johnson said the first time he saw the plans was at the Feb. 13 neighborhood meeting at GTCC. The Town Council is not required to follow the recommendation of the Planning Board and, in fact, may decide to delay a decision by sending the item back to the Planning Board for further review. With Councilmember John Capes absent from the Jan. 21 Council meeting, other councilmembers did not feel comfort-

able making a decision on adding a new zoning district and mentioned that perhaps this should wait until the new Comprehensive Plan – which would replace the current LDO – is completed in a few months. Therefore, the public hearing on the matter was tabled until the Feb. 18 Town Council meeting, then later continued to March 10. Opponents organize to protest Johnson development and pUD Opponents of the proposed development by Diamondback investment Group on 467 acres along Guilford College and Mackay roads have organized into a group called Jamestown United. The group held a two-hour town forum on Feb. 23 to air their views on the development and plan strategy. Led by Katie Gumerson, the meeting at Jamestown Presbyterian Church was organized down to an outline each with an allotted time period. Over 100 people attended. “We named this Jamestown United because coming from a united front is the best way we can do anything about it,” Gumerson said. “Your opinions and viewpoints are all valued.” The overreaching concern of the meeting was the Town of Jamestown’s proposed amendment to its Land Development Ordinance to allow a new zoning district, a Planned Unit Development, or PUD. At the Feb. 13 neighborhood meeting at GTCC. Diamondback principal Zach Tran mentioned he hoped the Town Council would approve the PUD so his company could complete the purchase of what is known as the Johnson Farm and begin development. Legal aid Janina Austin hoped Jamestown United could hire an attorney to fight both the PUD and the development, which could ultimately double the population of Jamestown. Diamondback plans 312 apartments, 600 single-family homes and 700 multi-family homes, bringing the number to 1,612 new units. “It is important, if we have a development on Johnson Farm, which most people think is inevitable, that we have a responsible developer, someone we can trust to see the project through and somebody who will listen to us and agree to finding formal community engagement with professional facilitators,” Austin said. “We have some steps we need to consider as a coalition of neighborhoods, one is hiring an attorney. [The attorney will] review what he can, present us with his assessment of the likelihood

we would win, and how long it would take and how much it would cost. “We have a lot of strength in our numbers and Jamestown Council is required to listen to its residents. I think they showed that over the last few days. We must present a clear message to the Council.” She said the group – which has 1,000 members as of Feb. 28 – was working on a GoFundMe page to cover legal fees. (As of March 1, $2,425 of the $2,500 legal retainer had been raised.) Work with the Town “We want to work with the town, not against them,” said Jan Grider. “We need to understand their intentions if the PUD goes through and what the PUD would do. That’s going to help them to control the zoning – and that might be a positive thing.” She added that the Johnson family should be kept out of the opposition because it is their land and they can sell to whomever they choose. “Our fight is how we as a community can shape it as it’s happening, and not after the fact.” Updated ordinance The Town of Jamestown has hired a company for $150,000 to help update the Land Development Ordinance, now called the Comprehensive Plan. A Steering Committee made up of Jamestown and Extraterritorial Jurisdiction (ETJ) residents is providing input to the company. Robert Frederick said that doing the PUD now is wasting the money allocated to update the Comprehensive Plan. Sherrie Richmond is a member of the Comprehensive Plan Steering Committee and also lives in the Cedarwood development across Guilford College Road from the proposed development. She is also on the Jamestown Planning Board as an ETJ representative. “There is a lot of confusion,” Richmond said. “Some people have part of the answers and some have other parts. JES Boys to Men Golf Tournament planned for March 14 By NORMA B. dENNIS FreeLANCe WrIter ndworddesign@gmail.com Rarely is a fundraiser anything but fun. If the Jamestown Elementary School’s 3rd Annual Boys to Men Golf Tournament is like the previous two, it should prove to be fun also. When all is said and done, the proceeds raised by the tournament will be donated to the 2020 United Way Campaign. The tournament will be held at Jamestown Park Golf Course on March 14, with March 21 reserved as a rain date. Anyone interested in participating may still register to play in the Captain’s Choice event. Dwayne Jordan, JES principal, began the Boys to Men program for boys in grades 3-5 during the

2016-2017 school year. This year there are 110 boys involved in the group. “Statistically, boys in elementary school are often less successful in meeting expectations in behavior and academics than girls,” Jordan said. “The program has proved so successful that boys continue to look forward to their monthly activities. Younger boys look forward to it and cannot wait to participate.” Boys to Men is helping boys grow by providing mentoring opportunities for them with male members of the community. They also enjoy activities to support their minds and body on Fun Fitness Fridays and participate in Dress for Success Wednesdays. “I have seen this program

make an improvement in pride and behavior for many of the students,” Jordan said. The Jamestown Elementary ACEs coordinator, Terrell Easter, is serving as the Boys to Men coordinator this year. He has participated as a mentor in the past, but is now planning and leading the activities. Easter has worked with youth since 1997. He is a North Carolina AAU official/state football commissioner and enjoys coaching kids in sports. “But Boys to Men is not just about sports,” he said. “We work on everything from learning how to tie a tie to improving technology and fitness skills.” The group is also about service to others. Man brandishing pistol shot by deputy By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com Motorists using Penny Road as a detour for East Fork Road had to find yet another alternative route Sunday as Penny was closed due to a deputyinvolved shooting. Jamestown Public Services Department crews were called out on Sunday to repair a water line break affecting approximately 12 houses on Penny Road. Following procedure, the workers knocked on the doors of houses to alert them to the work and that water would be

shut off for a period. When one of the workers knocked on one door, however, he got a shock when a man wielding a handgun answered the door. The worker called the Guilford County Sheriff’s Office, which responded to a “threatening situation” just after 5 p.m. A deputy responded and when he knocked on the door and identified himself, the man with the handgun again answered and advanced on the deputy, pointing his gun. The deputy fired two shots in defense, hitting

the suspect, who died on the scene. The deputy was not injured and it is unclear whether the suspect fired his handgun. The suspect has been identified as 83-year-old Boyce Melvin Thayer of Jamestown. Guilford County Sheriff Danny Rogers spoke with local media after the event. “[The deputy] is fine physically. from the front Water quality takes a step back – temporarily By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com In July 2011, all Piedmont Triad Regional Water Authority (PTRWA) municipalities experienced a change in their water quality. Drinking water tasted a little different after PTRWA converted from chlorine to chloramine water disinfection. But from March 9-May 11, disinfection will change back to chlorine. This process will involve a temporary switch from the present chloramines to chlorine in order

to optimize water quality in our distribution systems. The change is strongly recommended by the Environmental Protection Agency (EPA) and North Carolina to preserve water quality by ensuring persistent disinfection levels exist in the distribution system. “For most individuals, there will be no negative effects as a result of the change,” said Paul Blanchard, public services director, during a previous maintenance change. “But, there are three groups that need to take extra precautions: kidney dialysis patients; fish tank and pond owners; and some businesses that use water in their production process.

This is standard procedure when a law enforcement officer is involved in a fatal shooting.

Water must go through a filtration process to

make it safe to drink.” “Chloramines are more stable,” Blanchard. “It’s hard to maintain chlorines over great distances.” “It takes two-three days for water from the Randleman Reservoir to reach Jamestown,” Blanchard said, “so you probably won’t notice an immediate change.” Residents will notice hydrant flushing both at the onset and end of the temporary period. The maintenance is performed on a regular schedule at the Randleman Regional Reservoir and affects the water in Jamestown as well as High Point, Greensboro and surrounding areas.

CONtINUeD FrOM FrONt offer a reason why it was removed but believes now is the time to add it back. “We are seeing renewed interest in our jurisdiction,” Johnson said. “We want to get our ducks in a row.” Wikipedia defines a Planned Use Development as a means to “promote large scale, unified land development.” A PUD could consist of small cluster homes and open space to apartments, townhomes and some commercial areas. PUDs do not have to contain commercial space. “Residential properties in PUDs are by far the most numerous and occupy the largest land areas. PUDs tend to incorporate single-family residential uses in proximity to two-family units and multiple-family dwellings. Residential districts also tend to use the best land in the community and the most favorable sites are protected from commercial and industrial uses.” Johnson added a feature. “PUDs offer increased flexibility in design to potential developers, yet still require the strict review by appointed and elected bodies,” he said. “The enhancement of the bargaining process between the developer and municipal leaders generally lead to higher-quality developments.” At the Nov. 18 Planning Board meeting, he stated that all conditions would be crafted individually for each development. He said with this type of zoning, the Planning Board and Town Council could make a development fit the town’s character. Board member Ed Stafford, a real estate agent, agreed. “With PUD, we maintain a lot of control,” said Stafford. “[Developers] can’t just throw on any planned unit development.”

The town has more than 1,100 undeveloped acres that could be zoned commercial or residential. A PUD district in Jamestown would apply to areas 10 or more acres in size. Another Internet feature of a PUD states, “the use of a PUD indicates that a particular property or section will be governed by requirements that were specifically approved for the development instead of the standard zoning code.” If the Council approves the PUD, Diamondback must still submit plans to the Planning Department, which will look at them and make suggestions, possibly adding conditions and removing some items on the plan. The plans would then go to the Planning Board, which could remove the commercial and apartment development portion of Diamondback’s plans, leaving only multi- and single-family homes. If the Town Council does not approve the PUD, it does not mean an end to the Johnson farm development. Any developer would probably request a rezoning of the property from the current agricultural designation. Johnson said if a developer requests single-family residential, the Town would have “zero” input on design, including materials, quality and density. He realizes residents want a nice-quality development. “The only mechanism we have to insure they follow a set of guidelines is the Planned Use Development,” he said. Planning Board meetings are open to the public. The final decision on the plans will come from the Town Council. Those meetings are also open to the public.

He found community members willing to help the boys learn the game. Will Grant, a former golf pro, came to school to provide instruction and it was not long before the idea of hosting a charity golf tournament was conceived. “This is a way for the boys to give back to the community,” Jordan said. “We chose to support United Way because JES already has a school-wide partnership with them.” Jordan sees golf as a great network opportunity for boys and men. It allows players to meet a variety of people who often become involved in their lives.

“Golf teaches life lessons too,” he said. “A big one is consideration for others because there is no noise while a player is planning and executing his shot. The game teaches restitution. If you get in a mess when shooting out of a sand trap or cause a divot when hitting the ball, you have to repair it. “It’s also another way for the boys to be involved in the community.” Jamestown United Methodist Church provided a large donation to sponsor the tournament that enabled scholarships for nine teams, each of which includes two boys and two chaperones/ mentors. “The kids love it,” Jordan explained. “One liked the game so much, his dad

brought him some clubs. This will be the third tournament for two of the students. We make sure all have equal opportunities to play. “The event is student centered. There is a trophy for the first-place winners and certificates and gift cards for the kids. There also will be a pizza buffet following the event.” As Boys to Men coordinator, Easter, of course, plans to participate in the golf tournament. “I love sports, but I am not a golfer,” he acknowledged. “I might finish last, but I will be trying to come in first,” he added with an enthusiastic smile. Which proves the point –the charity fundraiser should prove to be fun.

• Marquez Antonio Parker, of High Point, was found to be operating a vehicle with no insurance and fictitious registration after he was stopped at 5700 Riverdale Drive, Jamestown, at 8:37 a.m. Feb. 22. He was charged and released on citation. • Gregory Wendel Leeman, 510 E. Main St., Jamestown, reported he was the victim of a weapons offense on Feb. 22 at 1:30 p.m. and again on Feb. 23 at 9:30 a.m., both days at his address. Leeman said Trent Michael Hale, of the same address, fired a handgun through the floor of his apartment into another apartment. Hale was arrested and charged with aggravated assault, shooting into occupied property. • Becky Carrico, 709 Cotton Drive, Jamestown, reported she was assaulted by her daughter’s boyfriend on Feb. 23 at 2:30 p.m. at 711 Oakdale Mill Road. Warrants were advised. • During a traffic stop at Guilford College Road and West Gate City Blvd. on Feb. 25 at 2:08 p.m., deputies searched the vehicle and found a concealed handgun. But now, thanks to various court rulings and legislative maneuverings, Greensboro, High Point, and Winston-Salem will all fall into the newly formed 6th district, as well as all of Guilford County and much of Forsyth. The new alignment favors a Democrat, so Republican incumbent Mark Walker declined to seek another term. As a result, two Republicans and five Democrats filed for the open seat, and they will seek their party’s nomination in the March 3 primary. While still a senior at Winston-Salem State University, Democrat Derwin Montgomery became the youngest person ever elected to Winston-Salem City Council, where he served three terms. He is now completing his first term representing the 72nd district in the North Carolina House. Derwin is also director of Bethesda Center for the homeless in Forsyth County. Montgomery appeared on Triad Today this past weekend. Here are highlights of our conversation: JL: Why are you running for Congress? DM: I am in this race because, with all we see happening in Washington, DC, we’ve got to have a voice in the 6th district fighting for everyday folks. That’s who I am, that’s who I have been. And once you get to Washington, if you don’t have an understanding of everyday people before you go there, you’re not going to learn it when you get there. JL: Once elected, what will be your priority issues? DM: Folks are very con-

I think the Affordable Care Act was a good step in the right direction, but the fact is, at the time, President Obama put universal healthcare on the table, but Democrats took it off the table because they couldn’t agree on moving forward. JL: I understand that you’re a big proponent of universal Pre-K. Why? DM: Yeah, because the data is clear that we have to start earlier. One of my first jobs out of college was working at Head Start, and I saw first hand what happens when you invest in early education, and you prepare folks to move into the public school system. We’ve failed so many of our young people because we don’t provide universal Pre-K that prepares everyone on an equitable footing when they start off. JL: The plight of the homeless is also important to you. DM: The work I do every day is working with the homeless in our community, and it really shapes my political understanding and how I approach policy, through the lens of equality and justice. I came across a veteran who was dishonorably discharged from the military for behavioral

health issues, which were never addressed. I engaged with a senior who had no family support and was solely dependent on his social security check, and because of that, he lost everything. I have contact with families, like the mom and dad who work every day, but because they are only making $7.25 an hour, they’ve been evicted from their home. They show up at our place with everything they own in black trash bags. JL: Can you help correct those issues as a Congressman, or is it something that can only be addressed locally or at the State level? DM: The fact is I love the work that I do, but it’s a band-aid because we’re serving as an emergency service to help folks, and we don’t deal with the core structural issues, like ensuring that we have pay equity for folks. $7.25 is not enough. We need to move the minim wage up to at least $15 an hour. We need to look at social security benefits for our seniors and ensure that the system is stable. Those kinds of actions get taken up at the federal level. JL: What is it about your background and experience that will make you an effective Congressman? DM: I’m the only candidate who has served at both the local and state level. I understand how policy impacts folks on the ground and how it impacts folks at the State level. I’m the only person in this race who has that experience.

Bernie Sanders' skewed worldview By Rich lowry Bernie Sanders may be on the verge of gaining an insurmountable lead in the Democratic nomination fight, but he’s not letting that get in the way of his socialist principles. Asked in a “60 Minutes” interview about old statements praising Fidel Castro’s supposed achievements in health care and education, Sanders stayed true to himself. “You know, when Fidel Castro came into office, you know what he did?” he told interviewer Anderson Cooper. “He had a massive literacy program. Is that a bad thing? Even though Fidel Castro did it?” No, literacy programs aren’t a bad thing, but they usually don’t require seizing power in a violent revolution, jailing and killing political opponents, seizing private property, or outlawing the free press. Teaching children to read is something that happens in free societies, too. That Bernie continues to believe a literacy program is some kind of recommendation for a regime that has otherwise oppressed and immiserated its people for decades is a sign of his skewed view of what’s important and just for a polity. Asked by Cooper about jailed Cuban dissidents, Sanders said he condemns that, but in any rational view, it’s the imprisoning of people for expressing unwelcome political views that is the foremost thing to know about the Cuban dictatorship, period, full stop. The left has nonetheless always viewed Fidel Castro as some kind of social worker who happened to take and hold power — or “come to office,” as Sanders delicately puts it — via force. Back in 1989, Sanders wrote, “Cuba — the one country in the entire region that has no hunger, is educating all of its children and is providing high-quality, free

health care — is hated with a passion by the Democrats as much as Republicans.” Besides the moral obtuseness of arguments like this, the factual basis for such claims is dubious. Cuba was already doing well on measures of health care and education prior to the revolution. Bernie’s perspective on Cuba is characteristic of his worldview that has a sympathy for America’s enemies, at least if they are communist or Islamist; that assumes the worst of the United States; and that opposes nearly all U.S. military interventions as misbegotten or malign (Sanders voted for the Afghanistan War after Sept. 11, and now regrets even that vote). Electing Bernie Sanders would be almost indistinguishable from putting the late radical historian Howard Zinn, or the America-loathing linguist Noam Chomsky, or the tendentious left-wing filmmaker Michael Moore in charge of American foreign policy. The country would be in the hands of an opponent of its power with no faith in its goodness. Bernie would make Barack Obama’s overly solicitous attitude toward our enemies and Donald Trump’s bizarrely warm statements about foreign dictators look like American foreign-policy orthodoxy by comparison. There is almost no enemy of the United States that wouldn’t be heartened by a Sanders victory, and see it as an opportunity to make gains at the expense of the United States and its allies. If his decades-long track record is any indication, Sanders would be inclined to make excuses for our adversaries and look on the bright side of their repression and rapine. Owner reeling after cat struck by car By Sam mazzotta paw’s corner DEAR PAW’S CORNER: My cat “Dorito” was hit by a car last year and left injured by the side of the road. A neighbor called me when he saw Dorito’s orange fur in the ditch, and I found him and rushed him to the vet. His treatment cost thousands of dollars, and he’ll never be the same healthy cat again. I’m angry that the person who hit him just drove on and never notified me, and I’m stuck with the bill. The police took a report, but nothing came of it. Why do people get away with running down animals with no repercussions? — Angry in New Hampshire DEAR ANGRY: I’m really sorry to hear about your cat, and I understand the anguish that you’ve suffered from watching him suffer so much.

While laws vary by state, in New Hampshire there actually are repercussions for drivers who strike a dog and leave the scene without reporting the incident to police. A bill in the state legislature is being considered that will add cats to the current law. If the driver had stopped to try and aid Dorito or at least try to find his owner, that driver would likely have not faced any repercussions or even be held liable for striking your cat. That’s usually the case when a pet running loose — off leash or off the property -– is hit by a car. However, it would have been the decent thing to do for that driver to have stopped. I wish I had more to offer than words of sympathy. It’s difficult to see a pet in pain. Take good care of Dorito and help him to recover as much as he can. The guests were Anne Helms, Carol Hay, and Paola Bernacchi. Co-hostesses with Sherrie were her daughter, Karen Willett, and Shirley Haworth. Becky Cooke also assisted the hostess whose hospitality included a beautiful and delicious array of foods. Club President Stacy Fogleman welcomed the group and introduced the speaker Cathy Scholosser of the Greensboro Council of Garden Clubs. She spoke about the “Traditions of Hospitality- American and European Herbs for Tea and Flavoring.” Her descriptions of different teas created a number of conversations with club members. Several recipes for making teas and other treats were on a handout that she passed around to club members. Additionally Ms. Scholosser noted various cultures, especially Arabian and Slavic societies, that are significant for the hospitality they grant to strangers and travelers. During the business part of the meeting

the nominating committee was selected. Jeanne Megel, Lynette Smitherman, and Sharla Gardner were chosen by the President, the Executive Committtee, and the club members respectively. Stacy reminded club members of the meeting later in the day about the plans for the Johnson property and the impact its development will have on the Jamestown area and especially on Cedarwood. The Spotlight portion of the meeting featured Georgia Graham who described her transition from New Jersey to Violet Lane. Georgia related the story of her family coming to North Carolina for a wedding and her son’s amazement that a clerk in a 7-ll actually took time to talk to him. Throughout her discussion of their “Southern adjustment” Georgia’s humor surfaced even as she spoke about the serious nature of her accidentally becoming a caregiver in her “retirement”. The March meeting will be held at the home of Pat Little, and the program “Living Green in Your Garden and Home” will be presented by Susan Stringer, owner of The Soap Lady.
