Council to vote on staggered terms, review budget By CAROL BROOKS freelance writer cab1hp@gmail.com Two important items impacting the citizens of Jamestown are on the agenda for the April 16 meeting of the Town Council. The first item is a public hearing to consider staggering terms of the Town Council. Currently, members are elected every two years. The proposal is to change

to four-year staggered terms beginning with this year’s election. In November, the two candidates who receive the highest number of votes will be elected for four-year terms and the two candidates with the next highest votes will serve two-year terms. At the municipal election in 2021 and every four years from then on, two members of the Council will be elected for four-year

terms. In other words, only half of the Council would be elected every two years, rather than the election of a totally new Council. The position of mayor would remain a two-year term. Sitting council members, Mayor Lynn Montgomery and Town Manager Kenny Cole have indicated the measure would be good for the town, ensuring continuity of leadership, allowing members the opportunity to

see a project through to completion and reducing the possibility that a controversial issue would cause a drastic shift in Council leadership. As it now stands, there is a possibility each current council member and mayor could be voted out in November. That nearly happened in 2017 when only Georgia Nixon won the seat she has held for several terms. Council members John Capes, Martha Wolfe and Rebecca Ray-

born, along with Montgomery, are all rookie members, although Montgomery was a council member before running for mayor. At the public hearing, the citizens of Jamestown will have the opportunity to weigh in on the subject, with the vote presumably coming following the public hearing. Dustin Cook, Junior at Ragsdale High School, placed 4th at Regionals this year to qualify for states. Disappointed he didn’t place at states, he was determined to make a name for himself at Nationals. He wrestled 106 at Nationals in Virginia Beach, Virginia. His first match was on March 29 which he lost. Dustin was disappointed but knew he had to give it his all as this tournament was double elimination. After a long exhausting day Saturday, wrestling back 5 times and 1 on Sunday he placed 5th in the nation and made All-American. His record this year before nationals was 43-12.

May 2 is a date to remember. That is the day millions of Americans will join in unified prayer for our country during the 2019 National Day of Prayer. A joint resolution of Congress created the event and President Harry S. Truman signed it into law in 1952. President Ronald Reagan amended the law in 1988, designating the first Thursday of May as a day of national prayer. The theme for this year’s National Day of Prayer is “Love One Another.” It is based on the words of Jesus in John 13:34: “I give you a new commandment that you should love one another. Just as I have loved you, so you too should love one another.” Members of the Prayer Warriors at Jamestown United Methodist Church began a discussion of how their church could participate in National Day of Prayer this year. The result was plans to host a daylong opportunity for individual and communal prayer and worship. “Our church has observed National Day of Prayer in the past, but never like we have planned for this year,” noted Phyllis Allen, one of the organizers for the special community event. “We have sent letters to 150 churches, as well as to retirement centers, city officials and businesses letting them know about the activities at JUMC that day.” The church sanctuary will be open from 9 a.m.-7 p.m. for individuals to pray, either in a pew or at the front of the church. Soft music will set the tone for quiet prayer and meditation. Members of the church’s Stephen Ministry, Prayer Warriors and pastoral staff also will be available for those who would like to pray with someone. If needed, a booklet of prayers will be offered to guide one’s prayer time. At noon, the Reverend Jim Watford will present a short devotional and at 7 p.m. Erin Betlej will conduct a Taize Candlelight Service, which includes prayers and singing on the front lawn. In case of rain, the candlelight service will be held in the sanctuary. “This is truly a church-wide endeavor,” Debbie Cash said. “In addition to all the effort by the adults to organize it, the preschool children have made decorations for the event that can be seen as guests enter from the back of the church.” Everyone is invited to drop by the church at any time to pray and to participate in the special worship experiences. Sheriff drops in-house DNA testing In another change of policy from the previous administration of BJ Barnes, Guilford County Sheriff Danny Rogers announced on March 25 that the department would stop using the Rapid DNA machine to process DNA samples collected at crime scenes. A press release from the office stated, “The Guilford County Sheriff’s Office has conducted an in-depth review of this program and have discovered

the following facts: “The Guilford County Sheriff’s Office DNA machine is not an accredited machine. The results from this equipment are not accepted by the District Attorney’s Office without it coming from an accredited lab. No findings rendered by this equipment could have been entered in a court of law and resulted in a suspect being convicted. This equipment has been used to analyze evidence to ‘determine’ if the agency should seek evidence testing from an outside lab. The DNA machine was

used to exclude a suspect or to see if the evidence warranted being sent to an actual accredited lab. Sending the evidence to an accredited lab can be expedited – so there may be only days between what this machine could deliver and what an accredited lab could provide.” Instead of in-house testing, the Sheriff’s Office will send tests to the State of North Carolina DNA lab or a private company. According to Rogers, these results, unlike the Rapid DNA results, are admissible in a court of law. In April 2017, the James-

town News reported that as recently as 2015, the old method the Guilford County Sheriff’s Office had to test DNA of suspects could take up to two years to come back from the North Carolina State Crime Laboratory. The lab was backlogged due to rising demand for all types of forensic analyses that was surpassing its capacity. But in 2015, 10 regional law enforcement agencies joined together to open the Triad Regional Forensic Laboratory, cutting the time to get DNA results to within 30 days. Luzena Stanley Hunt

Luzena Stanley Hunt, the third child of Asa Hunt and Diana Stanley Hunt, was born on May 1, 1819 in the New Garden community of Guilford County, North Carolina. Asa and Diana were members of the New Garden Friends Meeting. The Stanley family consisted of ten children, eight daughters and two sons. In 1843, the Hunt family moved from North Carolina to Andrew County, Missouri. They had purchased 160 acres of government owned land. It was here that Luzena met Mason Wilson. Luzena and Mason were married on December 19, 1844. Luzena was 25 years old at the time. Mason Wilson was the son of Joseph Thornton Wilson and Elizabeth Grace Fyffe of Mason County, Kentucky. There is no information regarding Mason’s life before his marriage to Luzena. In about 1849, Mason Wilson was struck with a sever case of “gold fever.” Mason decided to head west for the gold fields. Luzena stated that like Ruth in the Bible, where her husband went, she and their two children would also go. At the start of their journey, Luzena was unaware of the difficulties that would lie ahead. Along the way, they had to abandon many of

their possessions. Once the Wilson’s arrived in Sacramento, California, Luzena learned a quick lesson in what it meant to be a female in a male dominated group. One night, as she was preparing their evening meal, a hungry miner offered her $5.00 for her biscuits. Luzena hesitated probably thinking this was a fortune for such an insignificant item. The miner took her hesitation as reluctance and upped his offer to $10.00. During their six months in Sacramento, California, Luzena saw only two other women. The Wilson’s sold their oxen and bought an interest in a small hotel. Luzena cooked meals and quickly learned the value of a homecooked meal. Disaster soon struck the Wilson’s. In December 1850, the levees broke flooding the Wilson’s property. Frightened by the prospect of a long winter with no money and the possibility of additional flooding, the Wilson family was on the move again. Luzena had learned that miners in Nevada City,

Nevada were striking it rich. Luzena found a man with an idle team and wagon who would take her, two children, a stove, and two sack of flour to Nevada City for $700. Luzena stated that if she made money, he would be paid. On their arrival in Nevada City, Luzena saw a sign for the Wamac Hotel. She decided to take in boarders as a way to make money. She set up a new hotel, chopped wood, and drove her stake into the ground. When her husband returned that night, he found twenty men eating at her table at the El Dorado hotel. In six weeks with her new venture, Luzena had made enough money to pay the teamster who had brought her and the family to Nevada City. After eighteen months in Nevada City, disaster struck again. Fire swept through the El Dorado Hotel burring it to the ground. The Wilson’s decided to return to

Sacramento. The Wilson’s pitched their tent along a range of low laying foothills. Mason Wilson had no money to buy land, so he took a job cutting hay. Luzena created a sign from a scrap of lumber saying “Wilson Hotel.” This site eventually became Vacaville, California. Luzena and Mason stayed in Vacaville for twenty-seven years. The Wilson Hotel became a major money-making business. Luzena invested their money in numerous properties in the Vacaville area. For unknown reasons, in 1872, Mason Wilson suddenly left his family and headed for Texas. Luzena stayed in Vacaville until 1877 when fires destroyed her property. Luzena decided to return to Sacramento. Luzena was fortunate that in 1849 a progressive provision of the 1849 California Constitution allowed a woman to own property separate from her husband. In 1881, her daughter Correnah became very ill, in order to pass the time, Luzena recounted stories about her early days in California. Luzena’ s stories presented a different version of the gold rush days. Most of the stories of the gold rush omitted the stories of the women. On July 11, 1902, at the age of 83, Luzena died from thyroid cancer at the Hotel Pleasanton in San Francisco, California.

cONtiNUeD frOM tHe frONt agenda is the presentation of the 2019-2020 preliminary budget and Capital Improvement Plan for the Town. A copy available to council members at a budget retreat in March showed a budget of $10,744,723, an increase of $381,319, or 3.68 percent, over the amended 2018-19 budget of $10,363,404. This projected budget figure will be different in the preliminary budget the Council sees April 16 due to discussions at the budget retreat. The Capital Improvement Plan shows a “must do” list of projects, including the East Fork Road sidewalk and pedestrian bridge, East Main Street/ Lydia sidewalk, engineering work for sidewalks on Oakdale and Penny Roads and a crosswalk at the Mendenhall Homeplace. The CIP also includes funding to update the 2020 Comprehensive Plan, roadway improvements, a new maintenance building and vehicle wash facility at Jamestown Park, and a new entrance sign on West Main Street at Flowers Bakery. The official vote on the 2019-2020 budget will be held at the May Town Council meeting following a public hearing that night. The budget will go into effect July 1. At the March Council meeting, members discussed a property donation from the City of High Point at 107-115 Kingsdale Court. The City of High Point has no need to retain ownership of the property, which is surrounded by Cedarwood in the Jamestown extraterritorial jurisdiction, and would like to quitclaim it to Jamestown at no cost. There is a clause in the deed, however, that troubled Town Attorney Beth Koonce. The clause restricts the land usage to public use only. If for any reason the property ceases to be used for a “public” purpose, the property will revert back to the City of High Point. Koonce would like that clause struck from the agreement, but said she would abide by the Council’s decision. After some discussion, the Council in March decided to table the vote until Koonce could do more research on the subject. Also in March, Golf and Recreation Director Ross Sanderlin proposed new fees for Jamestown Park and Golf Course. These will be reviewed and voted on in April. The Town Council will meet at 6:30 p.m. April 16 in the Council Chambers at Town Hall. The public is invited to attend.

cONtiNUeD frOM tHe frONt the new system in March 2017 and, at the time, was the only law enforcement agency in the state using the system. “In this day and time with crime being as it is, we have to turn around tests as quick as possible so that we can get the perpetrator off the street,” said former Colonel Randy Powers in an interview with WFMY News 2 in 2017. “Rapid DNA is a same type of testing used to iden-

tify Osama bin Laden,” Powers told a local television station in 2015. “This would only be used on urgent cases when we need the information quickly.” But Rogers believes the program was not productive. The press release stated, “Since July of 2016, only seven Guilford County criminal cases have identified (or ruled out) a suspect based upon DNA evidence analyzed through the use

of this machine. To date, there have been no convictions based upon the sole use of the equipment. This machine has been used for three cases by three other sheriff’s offices in other counties. Again, all law enforcement agencies have access to the state lab or, if they choose, more expedited results-private labs where samples can be examined in an accredited environment for a fee much less than the cost of an in-house process. Rogers believes the use of private accredited laboratories is the most appropriate, economic and direct path to justice for the victims. Tests can be expedited if needed. A breakdown of costs

indicates the Rapid DNA cost realized by the Sheriff’s Office to be $200,000 for the machine, $287,133.41 for supplies/maintenance and $157,411.39 for the salary and benefits for the DNA analyst. That totals $644,556.80 for the months it was in use. At a private laboratory, figures supplied by the Sheriff’s Office indicated the highest cost would be $1,525 each for DNA tests for robbery, robbery/ kidnapping, homicide, sex offense, dead body or robbery. There is no fee to use the state lab. Reaction to the press release has drawn criticism. Powers said it’s a huge

mistake to end the program. “The difference is that, with the state lab, you sometimes have to wait two years for the results, but with Rapid DNA we had a two-hour turnaround,” Powers told a local newspaper. He added that when the department has to wait on results from the state lab, perpetrators could walk free and commit other crimes while the DNA samples are stuck in Raleigh for months or years. Homicide and rape cases are processed first at the state lab. DNA analysis experts and local district and superior court judges disagree that the findings from the in-house machine are

not admissible in court. The national DNA database includes results from machines such as the Rapid DNA. The press release concluded: “In Guilford County, Sheriff Rogers believes that victims are better served by sending evidence to labs immediately when there is DNA evidence to be processed. Utilization of this machine has cost the taxpayers more than $644,000. Victims deserve the preservation and testing of the evidence to be done by accredited professionals ensuring the highest integrity of findings be presented in a court of law and those responsible held accountable.”

She’s sent 400 miles from her Oregon home for her own safety, but you can’t keep a good pupper down, nor away from her family. She sets out for home, and although the journey is long and hard, she makes friends (human and otherwise), saves a life and never, ever gives up. No true new ground

is being broken here, but it features a pooch with a perilously positive attitude determined to get home against all odds. Adopting a shelter dog BY SAM MAZZOTTA Paw’S cOrNer DEAR PAW’S CORNER: I read that stray dogs from foreign countries are being put up for adoption here and bringing new diseases with them. My family wants to adopt a dog, but now we’re uncertain about doing so. How can we make sure we’re getting a healthy dog? — Julie in Alexandria, Louisiana DEAR JULIE: You should certainly do some research before taking that super-cute puppy home from a shelter. Rescue shelters have gone through some dramatic changes in the past decade, and perhaps the most notable change is that dogs eligible for adoption are often shipped from a shelter in one region of the country to another region. Dogs from overseas also are being acquired by some shelters as demand for rescue dogs — particularly the “adorable” one or popular breeds — outstrips supply. There is little federal regulation — the

USDA doesn’t track how many dogs are imported from other countries, for example — and states are only just beginning to tighten rules to ensure the health of dogs shipped across state lines. There are reports of newly adopted dogs developing severe illnesses, including a new strain of canine distemper virus — a highly contagious disease that closely resembles rabies. Here are some important questions you should ask: — Where did the dog come from? Was it surrendered locally, sent from another state or unknown? — Ask for copies of health records. Has the dog been given vaccinations yet? — If the dog comes from another state or country, was it quarantined after arriving (at least 48 hours in some states)? Take the dog you adopt to a veterinarian as soon as possible for a health check and to get any needed vaccines. Pelosi is driving the border crisis BY RICH LOWRY When historians look back to this era, they will wonder why we insisted on outsourcing our border control to a foreign country. President Donald Trump’s threat to close down the southern border with Mexico isn’t a sign of strength, but of frustration fading into desperation. He is reacting with understandable alarm at a spiraling migrant crisis on the border, and is looking to Mexico to address it because we are unwilling to do it on our own — not unable, unwilling. There were more than 100,000 apprehensions at the border in March, an increase from the 76,000 in February. The numbers for both months were the highest in 10 years. The total for the fiscal year could hit a million, a historic surge completely overwhelming our capabilities. Secretary of Homeland Security Kirstjen Nielsen warned Congress of “the real-time dissolution of the immigration system.” It’s not that border control has been tried and failed; it hasn’t been tried. Thanks to court decrees and congressional enactments, we don’t permit ourselves to quickly return minors from Central American countries, or to detain them for any significant period of time. They get released, along with the adults accompanying them. The asylum process is broken. The initial so-called credible-fear interview to determine whether asylum-seekers get to the next step of the process approves almost all of them, even if they are unlikely ultimately to win asylum. In the meantime, they are waved into the country and probably never removed. The migrants coming in increasing numbers realize that we are helpless to exclude

them and, indeed, surrender to Border Patrol agents when they get here. Congress could fix all this in an afternoon, with a few key changes in the law. Trump has a Nancy Pelosi problem much more than an Andres Manuel Lopez Obrador problem. But, since Pelosi is unmovable, Trump has to try to work the Mexican president. The talk of cutting off the border isn’t aimed at the migrants, who largely don’t come through ports of entry, but at forcing the Mexican government to do more. Maybe the mere threat of the resulting economic disruption will work. But if Trump goes through with closing the border, the strategy has some of the same weaknesses as the government shutdown earlier this year. Where does it end? If Mexico doesn’t act quickly, how long are we going to keep the border closed? The longer it’s closed, the more pain will be felt in the U.S. economy at a time when there are already signs of softness. What if Mexico initially buckles, then backslides? Will we shut down the border again, or threaten to? It’s insane that a sovereign country of unparalleled power has tied its own hands such that it must try to bully and cajole a foreign nation to do immigration enforcement for it. In a more rational world, Congress would take seriously the spectacle of U.S. officials — and humanitarian organizations — scrambling to handle a flood of humanity showing up every day, and give them the legal authorities and resources to get the situation under control.
