The owner of the old Pilot Life Insurance property at 4300 High Point Road, across from Sedgefield, KSL Sedgefield Pilot LLC, has nominated the property for the National Register of Historic Places. KSL Sedgefield Pilot is a subsidiary of Kisco Senior Living. Greensboro Mayor Nancy Vaughn received a letter dated April 4 from Darin J. Waters, State Historic Preservation Officer with the North Carolina Department of Natural and Cultural Resources, nominating the Pilot Life Insurance Company Home Office. Enclosed was a copy of the nomination that is scheduled for presentation to the North Carolina National Register Advisory Committee on June 9. The city has 60 days to comment on the nomination and if no response is received by June 8, approval will be assumed by the NRAC. If approved, the nomination will be submitted to the U.S. Department of the Interior, National Park Service, for final review and listing on the National Register. If approved, the Pilot Life building would be the 44th individual prop-

The National Register of Historic Places fact sheet states the following: “The two principal issues to consider in determining eligibility for the National Register are ‘significance’

and ‘integrity.’ A property may have ‘significance’ for association with important events or patterns of history (criterion A); for association with an important historical figure (criterion B); as an important example of period architecture, landscape, or engineering (criterion C); or for the information it is likely to yield (criterion D, applied to archaeological sites and districts, and sometimes applied to certain types of structures). A National Register nomination must demonstrate how a property is significant in at least one of these four areas. “Besides meeting one or more of the above criteria, a property must also have ‘integrity’ of ‘location, design, setting, materials, workmanship, feeling, and association.’ This means that the property must retain enough of its historic physical character (or in the case of archaeological sites, intact archaeological features) to represent its historic period and associations adequately.

JBA offers support to Deep River Trail would members and the community begin in Jamestown by carol brooKs FREELANCE WRITER cab1hp@gmail.com As the Jamestown Bicycle and Pedestrian Committee begins work on improved plans for the town, it is appropriate to revisit a plan that has been discussed — but never implemented in Jamestown — for over 30 years: a walking and paddling trail along Deep River. A Deep River Trail was part of the vision of the Urban Design Assistance Team (UDAT) project in Jamestown in 1996. With the idea of expanding connections to the existing Bicentennial Trail and the Piedmont Environmental Center, the Jamestown in Motion committee worked on the project in the late 1990s and early 2000s. Jamestown in Motion worked on a trail from Mendenhall Homeplace to Oakdale Mill at Harvey Road. Walking tails, a footbridge, canoe access point,

paved walking trail around the Riverwalk development, an 80-foot steel footbridge across Deep River on Dillon Road were some of the group’s accomplishments. Planning stalled around 2002 or 2003 due to several problems. However, things picked up in 2007 when the North Carolina General Assembly authorized the establishment of the Deep River State Trail as part of the state parks system. It is designed to protect the natural and cultural resources and enhance recreation potential of the corridor in several counties. Hiking and paddling are highlighted activities. Since its beginning in the early 1990s, Jamestown Business Association members have seen a number of changes to the organization’s structure. More recently, Courtney Allen, the current president, and Bob Callicutt, treasurer, have been working to revise the group’s bylaws to clarify what the group is, how it works and its responsibilities. These officers are using past experience from similar groups to help guide the definitions of JBA. CONTINUED FROM FRONT “There has been some misconception as to what JBA is and does,” Callicutt said. “We want it clear what the group is all about.” Other future points of interest to members is the possibility of selecting a Jamestown Business Association member to act as a representative of the group at local town council meetings. They could provide value to members by reporting what was discussed as it relates to businesses and non-profits. The JBA Board currently consists of its four officers — president, vice president, treasurer and secretary — but they hope to expand the board by having some at-large members who would take an active part in creating plans for the group. “We would love to see volunteers on various boards,” Callicutt said.

A push is being initiated to connect businesses by social media in order to share upcoming promotions and activities through one another to the community. JBA also is considering how it can best join the town in planned community events. There is something to be said for face-to-face brainstorming and networking, however. JBA continues to hold monthly meetings to give members an opportunity to learn more about other area businesses and non-profits. At the most recent meeting held April 5 at the Jamestown Public Library, Scott Coakley, parks superintendent for Jamestown, discussed pending renovations to Jamestown Park. He provided colorful maps that detailed improvements to the park and explained the importance of receiving grant

funding to make all of it possible. Two grants are in the process of being submitted. Receiving these grants would determine if and how soon improved park updates could be made. Jim McGaha, Jamestown Public Library manager, shared a bit of town history with those attending the JBA meeting. He focused on the Jamestown Public School and what it included, showing numerous pictures of how the campus looked throughout the years. He also discussed how the 1915 building on the corner of Ragsdale Road and Main Street evolved into today’s library. “I want people, especially younger ones, to be aware of this building and the struggle to save it,” McGaha said. “As we move forward we need to hold on to things that made the town what it is

handicrafts, natural areas, and saw its share of Revolutionary and Civil War conflicts. A map of proposed trails was incorporated into the Jamestown Master Development Ordinance in 2009. Later, the Town of Jamestown received a draft of the Deep River Trail Plan from the Piedmont Triad Council of Governments (PTCOG), now the Piedmont Triad Regional Council. The town’s Parks & Recreation Advisory Committee, in cooperation with the Town Council and staff, sponsored the plan. PTCOG did the planning and design, assessed existing conditions along the proposed trail corridor and conducted interviews to determine landowner interest and willingness to participate in the trail plan. The plan was in three parts: a local greenway hiking trail, a local blueway paddling trail, and a regional greenway and blueway trail. A blueway is a water path or trail that is developed with launch points, camping locations or points of interest for canoeists, paddle boarders and kayakers. The Town’s involvement would begin at a proposed trailhead at High Point City Lake Park and follows Deep River south to the Oakdale (Mill) Reservoir, a distance of approximately 1.75 miles. Town officials hoped adventurers would float down the river, or hike to

Oakdale Mill, then return, via the same route or by car, and dine in the town’s restaurants. They also hope that restaurants would offer “picnic lunch” boxes for excursions. Below the Oakdale Mill dam, the regional trail would follow the river south to Southwest Park on the Randleman Lake, approximately six miles in length. After interviews with property owners along the river, PTCOG determined the greenway hiking trail should roughly follow the west side of Deep River, possibly taking advantage of High Point’s sewer right-of-way. If it did follow the sewer outfall, parts of the trail would not parallel the river, which would, in fact, be out of sight. Most property owners were interested in the trail, but many with property on the east side of the river were not as interested in having a trail on their property. In 2009, Town officials stressed that the plan was only an incomplete draft and that more study was planned in the future. Several trails in the immediate area of Jamestown, including some on the Greenway and at Piedmont Environmental Center, are called Deep River trails or Deep River loops but do not appear to be part of the state trail. Currently only 4.38 miles of designated trails exist, most in Randolph County.

CONTINUED FROM FRONT “Under the Tax Reform Act of 1986, a building that is listed in the National Register or is a contributing building in a National Register historic district may be eligible for a 20 percent federal income investment tax credit claimed against the costs of a qualified rehabilitation of the building. These credits apply only to income-producing, depreciable properties, including residential rental properties. The federal credits do not apply to owneroccupied residential properties.” This is not the first historic designation sought for the property. “The Landmark Designation was approved by the Commission [in 2021],” said Jane Payne last year. Payne is Jamestown’s representative to the Guilford County Historic Preservation Commission. “The current property owner did not request the landmark designation but signed off on it,” Payne added. Unlike the Landmark Designation approved by the Historic Preservation Commission, listing on the National Register places no obligation or restriction on a private owner using private resources to maintain or alter the property. However, the North Carolina Department of Natural and Cultural Resources website states, “Owners of local landmarks and of property in local historic districts are required to obtain certificates of appropriateness from their preservation commission before making significant changes or additions to a property, before beginning new construction, or before demolishing or relocating a property.” History Pilot Life Insurance merged with Jefferson Standard, now Lincoln Financial, in 1990 and when the company moved to

new headquarters in downtown Greensboro, the Sedgefield campus fell into disrepair. Kisco’s plan from its purchase in 2008 has been to preserve the historic buildings that were the home of the insurance company begun in 1924 by Alexander W. McAlister, a principal in the original Sedgefield Country Club development. The main building’s cornerstone bears the date of 1927. Kisco started the process in 2008 of placing the buildings on the National Register of Historic Places. It was put on a study list at the time. The company planned to construct a senior living community on the property but has since decided to sell it off as five separate tracts. Only one of the tracts remains unsold. Tract 3-A containing the Pilot Life headquarters building is also under contract but KSL representatives have not announced who is interested. The interested party is believed to be Clachan Properties, LLC out of Richmond, Va. It is not known for what purpose the building will be used. The City of Greensboro and the Greensboro Historic Preservation Commission are looking for public comment on the nomination as part of the process to see if it meets the criteria needed for the NRHP.
