Relax. Stay calm. While this may sound positive, it is not always easy to do. Lynette Rockow, however, is determined to help others do just that. Even the name of her new business, Zenful U, indicates her intentions: Zenful – a euphoric feeling produced by a relaxing environment or calm energy. Rockow, a licensed massage and bodywork therapist, is opening her business April 27 at 101 Gannaway Street in Jamestown. “Some friends and I were brainstorming about a name for the business and came up with Zenful U,” Rockow said. “It just seemed to fit.” The therapeutic massages Rockow offers will encompass a variety of techniques from deep tissue to a lighter touch. She will use hot/cold therapy when appropriate, hot stone therapy and sports strengthening. Massage sessions last 30, 60 or 90 minutes and sports strengthening will run 25 or 40 minutes.

“I will customize the sessions to meet each client’s individual needs,” Rockow said. “It’s your massage world, I’m just living in it,” she added with a smile. Rockow acknowledged that as a child, she often went around the table following an event and massaged people’s shoulders. In high school the idea of becoming a massage therapist seemed natural. “But I thought I would just do it for a while until I figured myself out, then go back to school,” she said. “In massage therapy school one of my teachers was a physical therapist who talked about working in rehabilitation and I was drawn to that.” Rockow studied to be a CNA and worked at a rehab center before deciding to move into the field of physical therapy. She was as a physical therapist technician and later a physical therapist assistant, all the while keeping her massage license up to date. After living out of state for several years, her husband’s job brought her back to this area where she grew up and she opted to open her own business. Her background helps her assess

parents react to news that Gateway Education Center could close By norMa B. dennis freelance Writer ndworddesign@gmail.com Supporters of Gateway Education Center in Greensboro filled the Guilford County Board of Education meeting room on April 17 for what would normally be a cut and dried presentation of budget recommendations for the coming year. Many of those in attendance held signs encouraging the Board to fix their school. The unusual number of people at the meeting was a response to news they learned only days earlier that Superintendent Sharon Contreras intended to recommend Gateway be closed and students be dispersed among other schools in the county that serve students with special needs. Gateway was built in 1983 for students with physical and intellectual disabilities. The school also houses four infant/toddler classrooms that are supported by the Greensboro Cerebral Palsy Association. Parents of Gateway students were notified by phone April 12-13 that the school would close at the end of the school year. “I was told it was a script provided for the phone calls and later returned to the central office,” said Gateway PTA President Dania

Jamestown Town Council By carol BrooKs freelance Writer cab1hp@gmail.com CounCil sees Preliminary budget For 2019-2020 The Jamestown Town Council got its second look at the preliminary budget for 2019-20 at its April 16 meeting, the first being at the March 2 special budget meeting. There was very little discussion this time and Finance Director Judy Gallman said there were a few changes to the budget reviewed in March. The preliminary 2019/20 budget (total of all funds) of $10,985,208 shows a 6.46 percent increase, or $621,804, from the 2018/19 amended budget of $10,363,404. It also a 2 percent COLA increase and a 0-2 percent merit increase. “Increases in water rates of 3.5 percent have been included in revenues and expenditures in the Water & Sewer Fund,” Gallman said. “This is due to the fact that water rates from the Piedmont Triad Regional Water Authority, which supplies the majority of the town’s water, are increasing 3.5 percent. Water rates from the City of High Point are increasing 4 percent. Sewer rates will remain at the same rate for another year. “We had hoped the rate that the City of High Point charges the Town for sewer treatment would decrease for this budget. However the project that precipitated the increase has not been completed. Thus the rate charged to the Town will remain the same as the 2018/19 fiscal year, and consequently the rate charged to customers by the Town will also not decrease for the 2019/20 budget.” Approximately $4.1 million is included for capital improvement projects. Of this amount. $2,781,500 in projects are set up as capital project funds, and do not impact the operating budget. The remaining amount of $1,372,250 is included in the 2019-20 operating budget. These funds come from both fiscal year 2019-20 revenues and appropriated

New business offers zenful experience

fund balance. The town’s fund balance is being used in amounts of $622,659 in the General Fund and $491,305 in the Water & Sewer Fund for capital items. Operating revenues exceed operating expenditures so all fund balance needed to balance the budget are only being used for capital items. Gallman added that she was quoted an estimate of 8-11 percent increase in health insurance premiums but actual renewal premiums are unknown at this time. “We have estimated and budgeted premiums based on the high side in order to be conservative,” she said. The Town Council will vote to approve the 2019-2020 budget at the May 21 Council meeting, following a public hearing. The public is invited to attend. CounCil oPPoses state tree ordinanCe On April 16, the Jamestown Town Council went on record as opposing N.C. Senate Bill 367, a bill Town Manager Kenny Cole said takes authority away from municipalities to enforce a tree ordinance. “This will harm our vision,” said Councilmember Martha Wolfe. “It has the potential to restrict the ability of local officials to protect the rights of existing property owners.” The League of Municipalities is urging towns to oppose the bill. State legislators propose Section 2, Article 8 of Chapter 160A-201.2C of the N.C. General Statutes be amended by adding the following: “Limitations on regulating trees: No city may adopt ordinances regulating the removal of trees from private property within the city’s corporate limits or extraterritorial jurisdiction without the express authorization of the General Assembly. Golf course fees to rise By carol BrooKs freelance Writer cab1hp@gmail.com At the April 16 Town Council meeting, Golf and Recreation Director Ross Sanderlin presented a proposed fee increase for walking the golf course. “Each year green fee rates are reviewed to insure the golf course is staying competitive with other courses in the area and also to increase green fee revenue,” Sanderlin said. He called the new fees “small changes.” The new fees are: Weekend green fee increased $1 to $28, Senior/Junior/Ladies walk 9-green fee increased $2 to $9, Senior/Junior/Ladies walk 18-green fee increased $2 to $14. These rates became effective April 22. There is no increase for riding. The course also offers a special rate online called dynamic pricing, a price model that changes based on real time supply and demand. “If you have ever shopped for a hotel room or plane ticket online, you are probably familiar with the concept,” Sanderlin said. “Tee time prices are based on a unique combination of factors including the season, day of the

week, weather and time of day. “Dynamic pricing golf rates will only be available for tee times booked online and the recent advances in technology are making the pricing much easier to implement. Sanderlin added that once the rules are set, the rates are available online three days in advance. There are over 8,000 customers in the database. “The reason for using this method is simply to fill unused tee times during traditional non-busy times to increase revenue,” he said. The Town Council unanimously approved the new rates and pricing policy. Golf course revenue for March 2019 compared to the same month in 2018 were up approximately 28 percent, with three fewer bad weather days this year. Expenditures were down by approximately 23.8 percent. Still, the golf course is operating under a loss before capital outlay, $11,934 for March 2019 compared to $43,391 in March 2018. Year-to-date, golf course operating revenues are up 4 percent, while expenditures are up 4.63 percent. Rounds played are also up this fiscal year.

Contented Quacker Cows By linda Willard JameStoWn friendS meetinG

Elbridge Amos Stuart, the son of Quaker parents Amos Elbridge Stuart and Mithila Hadley Stuart, was born September 10, 1856 in High Point, North Carolina. Stuart, one of thirteen children grew up on the family dairy farm located on present-day Williard Dairy Road. The Stuart family were members of Deep River Friends Meeting located just a short distance from their farm. As the Civil War became more and more a reality, the Stuart family followed the lead of other Quakers and moved to Indiana. As a Quaker, Amos Stuart was very opposed to slavery and war. The move to Indiana cost the family probably 90% of their accumulated income. When the family moved to Indiana, Stuart’s father resumed dairy farming. Elbridge Stuart probably did not own his own pair of shoes until he was a teenager. He once recounted how in the winter he would warm his feet by placing them on the warm places where the cows had slept overnight. Stuart left home as a young man and tired various business ventures in El Paso, Texas and Los Angeles, California, both of these business ventures failed.

Stuart continued to search for the right business venture. In 1898, the Washington Condensed Milk Company established a condensing plant in Kent, Washington. A short time later the company failed. Stuart was able to acquire the machinery and equipment at a Sheriff’s sale by the First National Bank of Helena, Montana. The equipment and machinery were purchased for $5,000; the real estate was rented. Stuart and his employees had to reassemble the machinery and make additions in order to adapt it to process evaporated milk. While the equipment was being reassembled and adjusted, Stuart hired a Swiss dairyman nicknamed “Cheese John.” “Cheese John,” worked with local dairy farmers educating them on the method of producing high quality fresh milk in order to produce high quality evaporated milk. On September 6, 1899, Stuart received about 5800 pounds of fluid milk. From this fluid milk, they processed 55 cases of evaporated milk.

“Cheese John,” whose name was John Meyenberg, patented the innovation of preserving milk by using high heat to sterilize the milk. The old method had been to add sugar as a preservative. The company was soon producing 10,000 pounds of condensed milk per day. By the early 1900s production was up to 40,000 pounds per day. Stuart needed a name for his new company. He wanted something that would denote freshness of the product and something

that even a child could remember when asking for the product. Several other flower names were already in use. The name Carnation was inspired by a box of cigars. Stuart used his knowledge of dairy farming that he had learned on his father’s farm in North Carolina to ensure that his cows were healthy and produced premium milk. Stuart established a breeding farm that he named Carnation Farm. Stuart applied new principals of husbandry that continually improved the productivity of the Carnation cows. One Carnation cow, Segis Pietertje Prospect, produced 37, 381 pints of milk during 1920. A statue was erected in honor of this cow. Apparently, Segis Pietertje Prospect was a very contented cow! In 1907, the well-known advertising slogan, “Carnation Condensed Milk, the milk from contented cows.” was introduced. This referred to the higher quality milk from happy cows grazing in the lush fields of the Pacific Northwest or perhaps the cows were contented because they were “Quaker cows.” Either way, the Carnation Milk Company proved to be a very successful business venture. Elbridge Amos Stuart died in Los Angeles, California on January 14, 1944.

Follow us on Facebook to get the dates and times of the other events. Many of the early Quakers in Jamestown were members of Deep River Friends Meeting. During bad weather, it was difficult for members living on the Jamestown side of the Deep River to cross the river to the meeting for worship at Deep River Friends. In 1818, the Mendenhall family built a small brick meetinghouse on their property. The brick meeting house built by the Mendenhall’s is the one located in the City Lake Park in High Point, North Carolina. The Mendenhall’s asked Deep River Monthly Meeting to allow Jamestown Friends to worship

in the small brick meeting house when necessary. Deep River Friends Meeting agreed to the request. Jamestown Meeting became an Indulged Meeting. An Indulged Meeting is a newly formed meeting for worship which requests and is granted the care and oversight of an established local monthly meeting. Jamestown Friends Meeting did not move past the Indulged Meeting status until the fall of 1964 In 1963, interest in establishing a Jamestown Friends Meeting was revived. Troy and Mildred Gibson, Bill and Margaret Harris, and Binford and Jewell Farlow met in the Harris home to discuss reviving Jamestown Friends Meeting. John Robert Lawrence, the principal of Jamestown Elementary School gathered the names of Quaker families represented in his school. The first two public meetings were held in the Methodist Church as the interested parties explored the interest in having a Quaker meeting in Jamestown. Arrangements were then made to hold meeting for worship in the Jamestown Elementary School. As the future Jamestown Meeting became more

established, they purchased a parsonage on Knollwood Drive in Jamestown and called Donald Osborne as the first minister. On July 4, 1964, Deep River Quarterly Meeting recognized Jamestown Monthly Meeting and appointed a committee to carry through with this decision. On July 8, 1964, J. Wade Russell of Oak Hill Friends Meeting in High Point, North Carolina called the oversight group to order. Byron Haworth, on behalf of the Yearly Meeting recognized the Jamestown Friends Monthly Meeting and presided as the thirty-six charter members were listed and recog-

nized. The meeting was then turned over to Binford Farlow, the first clerk of the new Jamestown Friends Meeting. By the end of 1964, there were forty-seven members. With assistance from the Friends Extension Corporation of Friends United Meeting, Jamestown Friends was able to purchase approximately six acres of land on the corner of East Fork Road and Guilford Road in Jamestown. By 1990, Jamestown Friends Meeting had come full circle from meeting in an elementary school to having our own Meeting house. Please remember to follow us on Facebook.

little issue regarding trees to come before the General Assembly. The vote opposing the bill was 3-1, with Councilmember Rebecca Mann Rayborn casting the negative vote, stating she did not know the history of Council opposition to bills and why this was brought to the attention of the Council. Council vote on staggered terms to be in May Several items on the Jamestown Town Council’s April 16 agenda were either tabled after discussion or continued until the May 21 meeting. • At the March meeting, Town Attorney Beth Koonce presented the offer of a 2.78-acre property donation from the City of High Point at 107-115 Kingsdale Court that lies within the Cedarwood neighborhood. Since the property is unbuildable and Jamestown sewer lines run through it, High Point is offering it to Jamestown at no cost. A reversionary clause in the deed troubled Koonce and she asked for time in March to resolve the issue. She has spoken with the city attorney of High Point as well as the UNC School of Government and believes that a resolution is close. She asked for the issue to be tabled again until May. The “special provision” reads: “Restrictive use of land: The property is restricted to public use only. The consideration of this conveyance is the Town of Jamestown’s agreement to use this property only for ‘public’ purpose. If for any reason the property ceases to be used for a ‘public’ purpose, the property shall revert back to the City of High Point.” Koonce said “public use” is anything that the government or its citizens does, including utilities, a park or open space. Currently, the Town basically would not have to do anything with it since the town’s sewer lines run through the property. It could not be use for residential nor could it be broken up into smaller lots. • The Council held a public hearing regarding changing to staggered terms for the Council and a four-year term for the mayor. The town charter must be amended before this could happen. One person spoke in favor of staggered terms for the Town Council – and the same person also was opposed to the measure. Robert Frederick, who ran for a Council seat in 2017, is for staggered terms but only with two-year terms, not the four suggested by Council. This would require elections every year. He cited the fact that while municipal elections are every two years, there

are also elections in the intervening years. Frederick said this would insure continuity of office in that only a maximum of two council members would be elected each year, rather than four. Frederick was also opposed four-year terms because the argument that it will help continuity of office is not valid. The current mayor was previously a council member and current council member Martha Wolfe served many years as town clerk. Both were aware of issues relating to the town. The Council will vote on four year, staggered terms at the May 21 meeting. If passed, the decision will affect this year’s election. • A few months ago, the Town Council appointed a steering committee to assist in the selection of a consultant and to provide feedback during the planning process to update to the town’s Strategic Plan and 2008 Parks & Recreation Master Plan. The consultant would also provide a strategic plan for the playgrounds, picnic shelters and baseball fields at Jamestown Park. This includes lighting for the fields so they can be used at night. McAdams Company has been chosen for this task for an estimated cost of $55,415. The current budget sets aside $20,000 for the project and the proposed budget sets aside another $20,000. Matthew Johnson, planning director, believes McAdams’ quote can be re-negotiated to $40,000-$45,000. McAdams will also prepare a Parks and Recreation Trust Fund grant application in 2020 for the project. McAdams will hold a public meeting on the need for improvements, provide a public opinion survey and interview groups which use the park. Councilmember Rebecca Mann Rayborn suggested more public involvement is needed. Wolfe said that previous consultants gave the town a “cookie-cutter” report on projects and that should be avoided this time. Town Manager Kenny Cole and Finance Director Judy Gallman were unanimously authorized to enter into pre-audited contract negotiations with McAdams. • Cole said that the sidewalk plan for Oakdale Road would be submitted to the N.C. Department of Transportation April 26. • Only one bidder came the meeting for the East Main Street/Lydia sidewalk project. Three are required so Public Services Director Paul Blanchard will reopen bids May 9. The next Town Council meeting will be May 21. The public is invited to attend.

Any ordinance regulating the removal of trees from private property shall include a provision which provides that the owner of the private property may remove any tree on the property that interferes with a construction or renovation project so long as the owner replaces the tree with a sapling of the same or similar type. For purposes of this section, the term ‘sapling’ means any tree between 1 and 4 inches in diameter at breast height.” Highlights from Jamestown’s ordinance include: 11.9-7B Tree Removal Inside the Tree Conservation Area: Trees less than four (4) inches diameter at breast height not being preserved, undergrowth and plant material in poor condition may be removed from the TCA. … All requests for tree removal within the TCA must have prior approval by the Planning Director pursuant to the provisions of this chapter. … However, in an emergency situation due to storm damage; to alleviate an immediate hazard to the health, safety, and welfare of the citizens; or to repair property damage, prior approval for tree removal in previously approved designated areas is not required. 11.12.3 Removal of Regulated Trees: No regulated tree shall be removed without first acquiring a permit from the Planning Director. Failure to do so shall constitute a violation of this chapter and shall be subject to the penalty provisions in Section 11.14-1 Removal of Trees: The Planning Director may order the removal of any tree, shrub, or part thereof on private or public property, which is unsafe or injurious to sewers or other public improvements, structures, or to the general public. Jamestown is required to have a tree ordinance in order to participate in the Tree City USA program, established by the Arbor Day Foundation. “In my opinion, the General Assembly has already granted the authority for local governments to create ordinances as they see fit for their jurisdiction,” said Planning Director Matthew Johnson, who is also a registered arborist. “This is a step back. It seems cumbersome, to me, for legislators.” He added that legislators would not want every

way students transferred to Haynes-Inman Education Center in Jamestown. Both schools serve students from pre-kindergarten to age 22 with similar disabilities and healthcare needs. “There are 55 schools with total facility scores lower than Gateway,” Ermentrout said. “Based on reports, our school is not first in line for repairs. I do not know why we were singled out in this way. It is unclear what the motivation is. It should never have happened. The data does not support this emergency. When I take my dog “Greta” outside in the morning I get dirty looks from the neighbors, even though I pick up after her. I live in an apartment with no yard, so I have to drive into the city to find an off-leash dog park so Greta can run. I love my town and don’t want to move, but I’m getting tired of this. Is there anything I can do? — Leeanne G., via email dear leeanne: It can be frustrating to have to go so far to give Greta some recreation time. Here are a few ideas to try: — Find like-minded dog owners by searching for or creating a Meetup.com group in your town, and get together to talk about concerns they have with walking their dogs.

— Contact city hall to find out if they have considered a dog park, or designating a park as dog-friendly. If so, ask how you can be a part of the process. If not, look into starting a community dog park. The AKC has some helpful tips on how to do this. — Talk to your neighbors and ask if they have concerns about dogs. — Commit to other solutions that may help make your town more dog-friendly: remind other dog owners to pick up droppings, post flyers that explain how to approach a strange dog, and of course, keep Greta on a leash where required. Unfortunately, these tips put much of the onus on the dog owners. But that may be the best place to start. Good luck. Weep for Notre Dame By ricH loWry “I believe that this church offers the carefully discerning such cause for admiration,” the 14th-century French philosopher Jean de Jandun wrote of Notre Dame, “that its inspection can scarcely sate the soul.” A cultural calamity played out on live TV when the Paris cathedral that has been a focal point of Christendom for so long was apparently gutted by a raging fire, destroying a significant part of an inheritance built up over hundreds of years in a few hours. Notre Dame stands for so many qualities that we now lack — patience and staying power, the cultivation of beauty, a deep religious faith, the cultural confidence and ambition to build a timeless monument of our civilization — that the collapse of its spire was almost too much to bear. The great novelist Victor Hugo, author of the “Hunchback of Notre Dame,” wrote how “every surface, every stone of this venerable pile, is a page of the history not only of the country, but of science and art.” It was the work of generations, completed across three centuries, in a triumph over considerable architectural and logistical challenges. Thousands of tons of stone had to be transported from outside Paris, one ox cart or barge at a time. To achieve its soaring height and hold up its ceiling and walls, it relied on the architectural innovations of the rib vault and flying buttress. France built 80 cathedrals and 500 large churches across this period, but there was only one Notre Dame of Paris, a Gothic jewel whose towers, prior to the advent of the Eiffel Tower, were the tallest structure in the city. It is — or, one hates to think, was —

adorned by what are significant cultural artifacts in their own right. The statuary meant to illustrate the story of the Bible, and to awe worshippers who couldn’t read. The stained-glass windows that took ingenuity to embed in stone walls and are themselves artistic marvels. The organ with more than 8,000 pipes. The bells, with their own names, including the largest, the masterpiece Emmanuel, dating back to the 15th century and recast in 1681. Not to mention the religious relics that mean so much to the Catholic faithful. It has been the site of countless processions and services to petition and thank God on behalf of the French nation. It was where illustrious marriages and funerals occurred, where Napoleon crowned himself emperor, where Charles de Gaulle attended a mass to celebrate the liberation of Paris in 1944, rifle fire echoing outside. It survived the rampages of iconoclastic Huguenots in the 16th century, the depredations of radicals during the French Revolution in the 18th century (they transformed it into a shrine to the Cult of Reason, used it as a warehouse and wanted to melt down the bells) and incidental damage during two world wars in the 20th century. Notre Dame has been thoughtfully restored and preserved over the years, to our credit. But it’s difficult not to discern a distressing message in the wanton destruction that ravaged the iconic cathedral — what prior generations so carefully and faithfully built, we are losing. Cheerleader’s injury shows how migraines can complicate concussion diagnosis By Greg sullivan novant health Cheerleader Hannah Teller was injured recently at a basketball game when a teammate, playing the role of “flyer” on a sideline stunt called a basket toss, accidentally elbowed Teller’s head. The pain for the West Davidson high school junior wasn’t immediate, but Teller soon realized there might be a problem. “I just shook it off at first because that’s not the first I’ve ever been hit during cheer,” she said. “But after the game my head started hurting pretty bad, so I went to my athletic trainer.” Sydney Cox, West Davidson’s certified athletic trainer, is part of a program where

had a history of migraines dating back to second grade and had actually had one earlier that day. Proceeding with caution, Teller’s Novant Health care team was able to get her diagnosis nailed down and take the appropriate steps before getting her back on the court to finish out her season with the Dragons cheerleading squad. Taking stock of the situation Cox said it’s important for athletic trainers to test athletes for concussions when the possibility exists and follow the adage of “when in doubt, sit them out.” But it’s also important, she said, to be aware that concussion symptoms don’t always present immediately. It can take as long as 48 hours after the injury for symptoms to become evident. In Teller’s case, it wasn’t an obvious concussion based on Cox’s initial check but she told Teller not to participate until they could be sure. The Centers for Disease

Control and Prevention defines a concussion as a “type of traumatic brain injury caused by a blow, a bump or jolt to the head or a hit taken to the body that causes the head and brain to move rapidly back and forth.” It’s important to know whether or not an athlete has a concussion because if they return to play before their brain has fully healed they are at risk for repeat concussions, which can lead to long-term problems. Concussion vs. migraines Student-athletes who may have a concussion might complain of the following symptoms: Headache or pressure to the head. Nausea. Dizziness. Feeling foggy. Blurry vision. Sensitivity to light or noise. Confusion. “With Hannah, she had a headache and she felt pressure in her head, but she knew she had migraines,

Cox said. “She vomited on the way home, but that’s something that she also has happen with her migraines. It’s the same area and they can have the same symptoms.” The day after the game, Teller came back to Cox and said she still had a headache, but Teller expressed that she could confidently tell that she was having a migraine based on the way it felt. The question at that point was whether it was only a migraine or a migraine and a concussion, too. Because it was during the holidays, Teller went home for a couple of days and rested — but the headache lingered. At that point, Cox was confident Teller had a concussion. Cox made an appointment for Teller with Dr. Patrick King, a sports medicine specialist at Novant Health Orthopedics & Sports Medicine in Thomasville. Like Cox had done, King performed a series of tests known as VOMS (vestibular/ocular motor screening) that track eye movement and screen for concussion. “When you put it all together it just looked like a concussion from the standpoint that her migraines felt different to her and she had fatigue and energy issues, which are not usually the main symptoms with migraines. You may have these symptoms during the migraine, but they should not follow a migraine,” King said. “The majority

It was a mild headache that felt different than her migraines, and migraines typically aren’t mild.” Getting back on the court After diagnosing her with a concussion, King instructed Teller to get plenty of rest, limit her screen time and not do anything that makes her feel uncomfortable on returning to the classroom. (For some athletes that could mean wearing sunglasses to school or wearing a baseball cap to block light.) King also highly encourages athletes recovering from concussions, if they’re able, to observe practices with coaches so they continue to feel part of the team to help avoid depression. Teller would also need to get cleared by King to return to play, which is also a state requirement. After a few weeks of her teammates cheering for her recovery, Teller was cleared by King and back cheering on the Dragons. “I was definitely upset I had to sit out at first, but when I got back I was really excited,” Teller said. “I felt good again and they all welcomed me when I came back.” You don’t have to be a professional athlete to get world-class care for your sports-related needs.
