Town Council approves P&R plan

Spring Gift Basket and Book Sale Friends of Jamestown Public Library will hold a spring Basket and Book Sale May 1 from 10 a.m.-1 p.m. in the upper section of the library parking lot. The basket sale includes a variety of gift baskets, each containing a relevant book that coordinates with the basket theme. An example is: the Gardening Basket with a book titled The Meaning of Flowers. The basket also incudes gardening gloves, tools, watering can, flower seeds and a vase beautifully arranged and wrapped to gift. Baskets are available from $10-$25. The book sale features “Choice Books” published from 2018-2020. Hardbacks sell for $5 and paperbacks for $.50 - $1 depending on size. A small collection of puzzles, books on CD and DVDs will also be available. Items may only be purchased by cash or check. Proceeds from the event will support the library’s collection and programs. With only a few questions, the Jamestown Town Council unanimously approved the Jamestown Park and Golf Course Master Plan. The plan is virtually the same as the Council had tabled in August but now contains Option B for the ball fields, which had been removed in earlier designs. This new design calls for two age-12-and-under-size baseball fields and one regulation-size soccer field on the site of the current fields. Soccer is one of the biggest uses of the activity fields at the Park. Synthetic turf would be used instead of grass and the new soccer field would overlap both baseball fields. New lighting would also be installed to allow for evening play. The estimated cost of the new plan would be just over $6.1 million, higher than the

$4.8 million in the first proposal. Now calling the area “sports fields,” Nick Lowe of McAdams Company, the group creating the master plan, said the lifespan of synthetic turf is approximately 10 years. He does not know what the yearly maintenance cost would be. The Council was not required to choose which plan (A or B) they prefer for the current ball fields. Since the Park design will be phased in, with the fields last, one design will be chosen when the time comes to do the work. Another option could also be proposed at that time. “We will revisit the plan in the future when we are doing grant funding,” said Planning Director Matthew Johnson. He did note that since the ball fields are not a new addition to the park, the Town is not eligible for Parks and Recreation Trust Fund grants. When Arch Stroud, a technology education teacher at Jamestown Middle School, learned about a fishing club for students he was more than interested. “I go fishing any time the weather is not bad,” Stroud said. “I use lures and like the art of deceiving the fish and then throwing them back. If I catch flounder or sea trout at the coast, I usually keep them.” Seventh grade science teacher Steven Ollison, who organized the fishing club in the spring of 2020, invited Stroud to participate in an event at Oak Hollow Lake on April 17. “I spent more time helping the kids than fishing,” he said with a smile. “We practiced social distancing, but were still able to get out and have fun.” The fishing club is part of the Jamestown Middle School Science Club. Ollison successfully initiated his first club 10 years ago and has conducted it at other schools before coming to JMS in 2019. He wanted to continue it for the students there also.

“We were only able to go fishing one time before schools closed due to Covid-19,” Ollison said. April 17 was the first time we were able to go this year.” Although open to students at Jamestown Middle, older students who participated in Ollison’s fishing clubs at previous schools – including some who are now in college – continue to join the fun. The older students can often be seen helping younger ones. Other JMS teachers and some parents are showing an interest in working with the club as well. “The club is a great way for teachers to connect with students and build relationships outside the classroom,” Ollison said. Weather permitting, fishing is held weekly on Saturdays from 8-11 a.m., usually on the deck at Oak Hollow Lake. Occasionally the group, which averages 15 or more, will meet at other sites. Kids are notified about the dates and location of the week’s fishing event through their school accounts and by texting parents. During a previous fishing derby, about 40-50 students participated. Recognition was given for catching the most fish, biggest fish, etc. Olli-

son hopes to conduct another derby in future weeks. Students 15 and under do not need a license to participate. Many have their own rod and reel and those who do not may borrow one for the day from the marina. Most use worms or night crawlers on their hooks. The activity is done on a catch-andrelease basis unless the fish is above regulation size and the student wishes to keep it. Mariah Wynes, a former student of Ollison’s at Welborn Middle School, recently caught a 2.4-pound largemouth bass, which she opted to keep. After cooking it, Wynes sent a picture of the tasty looking dish to Ollison. “Mariah loves to fish,” Ollison noted. “She also caught the largest fish when we went fishing in 2020.” Stroud was impressed with the fishing club and plans to continue assisting students with the activity. “My dad took me fishing when I was young, but I have learned a lot about the sport on my own through the years,” Stroud said. “I enjoy teaching kids about things.” “We had such a good response, we plan to continue the activity,” Ollison said. “It is not only good for the kids, but therapeutic for the teachers.”

The Town Council got a look April 20 at the preliminary budget and Capital Improvement Program (CIP) for 20212022. The Council met in January and March to discuss needs from each department. The total budget presented for 2021-2022, after fund transfers, is $12,040,861 a 10 percent decrease from the current amended 2020-21 budget. That figure will change, however, because some figures are not yet available. The budget does not include a property tax increase for Town services this year and no additional fees are included. Pinecroft Sedgefield Fire Department is not anticipating a rate increase this year. After remaining unchanged last year, the water rate will increase by 2 percent, to match the increase by the Piedmont Triad Regional Water Authority. The sewer rate will increase by 7.8 percent to match the increase by the City of High Point. Jamestown is a partner in High Point’s Eastside Treatment Plant.

The Comprehensive Plan Steering Committee has been working hard, albeit mostly virtually, for several months to decide what the future goals will be for the Town of Jamestown. Now it is time for the Committee to ask the public what they feel is important. The Committee will hold public workshops on May 1 and 4. There will be four small-group sessions per day, lasting approximately an hour and a half each. The purpose of the workshop is the same as that of the Committee – to learn what residents believe are goals of the town as far as development and growth in upcoming years. The workshops will focus on developing a common understanding of the factors that will influence growth in Jamestown over the coming years, where

growth pressure is most likely to emerge and the tools that Jamestown has to manage its growth. The first meetings will be Saturday, May 1, at 10 and 11 a.m. and 1:30 and 2:30 p.m. The next meetings will be Tuesday, May 4, at 1:30, 3, 4:30 and 6 p.m. The meetings will be held in the Civic Center at Town Hall to allow for social distancing. Registration is required. Residents are urged to sign up for one of these meetings by visiting envisionjamestown.com. Also on that website is an interactive presentation that details some of the information the Steering Committee has been reviewing with Benchmark Planning, the consulting team. The presentation is available whether or not you are able to attend. Social distancing and mask wearing will be observed.

continued from front On the personnel side, the 2021-2022 budget contains provisions to allow for a 7 percent cost of living decrease from 2.3 percent to 1.6 percent and a 0-3 percent merit increase for employees, same as the current year. New positions in the budget include a planner (recently hired), recreation part-time employee, golf maintenance groundskeeper, golf shop part-time position moved to full time and an additional technician in the Water & Sewer Fund. Water & Sewer Fund projects include the Main Street water line, two service trucks and a backhoe. The Capital Improvement Program is broken down into must-do, shoulddo and could-do projects, with expected expenses broken down over several years. The must do capital project funds for 2021-22 include $550,00 for a new recreation maintenance building, $220,000 for a new sanitation truck and

$120,000 for paving. Must-do projects total $984,000. The entire CIP for 2021-22 totals $1,5,99,660. Water-Sewer fund projects total $1,726,000 for the upcoming fiscal year, over $2 million less than the previous year. Must-do items include $1 million for a survey for water line replacements. Gallman repeatedly stressed that the budget councilmembers had in their hands was a preliminary budget. “This is our first stab at a balanced budget for the ‘21-’22 fiscal year,” Gallman said. “There are lots of numbers we are still waiting on, so things will change before the next budget presentation in May.” There will be a public hearing May 18 to consider approval of the budget. The Council must approve the budget before the start of the 2021-22 fiscal year on July 1.

A woman takes over the Parkway, and thanks to Josephus Daniels

The National Park Service’s recent announcement that a woman would be the new superintendent of the Blue Ridge Parkway is a reminder of the important role Josephus Daniels played in the Parkway’s location. Only a few older folks remember that North Carolina would have lost much of the Parkway to Tennessee if Josephus Daniels had not gone to bat in 1934. We should recognize that although Daniels held and exploited the racist views of his times, his foresight and advocacy are still improving the lives of North Carolinians of all races. Earlier in April, National Park Service Regional Director Stan Austin announced the selection of Tracy Swartout to be superintendent of the Blue Ridge Parkway, effective May 23. Austin said, “Tracy is an exceptional leader with a solid record of performance, managing multifaceted park operations and collaborating to achieve important agency and community objectives. Her experience, commitment to operational excellence and passion for inclusive public participation make her well-suited for this role. We are excited to select Tracy to lead one of the country’s most visited parks in the National Park System.”

Swartout grew up in South Carolina and attended Montreat College before returning home to graduate at the University of South Carolina. Later, she did post-graduate work at Duke University. A 22-year veteran of the Park Service, she had served as superintendent of Congaree National Park in her home state and more recently as deputy superintendent at Mount Rainier National Park in Washington. Swartout said, “Throughout my life, the Blue Ridge Parkway has played a prominent role, with some of my most treasured memories being shaped along that winding road and in the national parks and communities beyond. The area’s landscape, arts, music and culture are deeply meaningful for me.” The new superintendent will oversee the Parkway’s

469-mile route through the mountains of North Carolina and Virginia. Last year, the Parkway had an estimated 14 million recreational visitors, making it one of the most visited national parks in the U.S. As a child Swartout and her family backpacked and camped in the Smoky Mountains along and near the Parkway. She said that she, her husband and their two children are “deeply connected to the area.” With their children and two dogs, she and her husband plan to live in the Asheville area. What Josephus Daniels has to do with the Parkway’s location is a part of the story Anne Mitchell Whisnant tells in her 2006 UNC Press book, “Superscenic Motorway: A Blue Ridge Parkway History.” In 1933, the new President Franklin Roosevelt believed a program of massive public works would help the nation recover from the Great Depression. Whisnant explains, “The Parkway was authorized under the National Industrial Recovery Act, signed

in June 1933, which created the Public Works Administration (PWA) to finance large-scale public works projects as a way of pumping money into the sagging economy and creating jobs in the construction of substantial structures that would be of longterm value to the nation.” Roosevelt approved a scenic roadway connecting Shenandoah National Park in Virginia and Great Smoky Mountains National Park located along the North Carolina-Tennessee border. All agreed that the Parkway would run from Virginia down to Linville. From there it would either (1) cross the mountains into Tennessee and end at the Tennessee park entrance near Gatlinburg, or (2) continue in North Carolina through Asheville and then to the park entrance near Cherokee. The experts recommended the Tennessee route. But when Josephus Daniels had been Secretary of the Navy during World War I, Roosevelt was assistant secretary and the two men remained close. After Daniels weighed in, Roosevelt’s Secretary of the Interior Harold Ickes overruled the experts and selected the North Carolina route. North Carolinians who enjoy traveling the Parkway from Linville through Asheville owe Josephus Daniels a strong thank you.

The Town won again. “The Judge ruled in the Town’s favor and upheld the decision of our Board of Adjustment,”’ Koonce said in an email on Sunday. “Ms. Herron must remove the pigs from her property within 30 days of entry of the order, and if she does not, then Guilford County Animal Control is authorized to humanely remove them from her property.” The Jamestown Board of Adjustment unanimously denied Herron’s appeal in February 2020. The Town did not initiate any action against Herron other than file a counterclaim to the lawsuit she filed.
