Council holds special budget meeting By CAROL BROOKS freelance writer cab1hp@gmail.com In an unprecedented third meeting, the Jamestown Town Council met May 11 for a special meeting to discuss three items relating to the upcoming 202223 budget. Councilmember John Capes was not able to attend the meeting and such an absence was the reason for the third meeting. “Not all Council members made all the meetings,” said Town Manager Matthew Johnson. “This gives them plenty of opportunities for all to participate in the budget sessions.” Capes had attended at least one previous meeting.

Revenue-neutral tax rate Finance Director Judy Gallman explained the revenue neutral rate. “Revaluation is scheduled every five years now in Guilford County. This means this process will bring the property value up to market value, as determined by assessors,” Gallman said in an email clarifying her report. “Residential property values were higher after the revaluation by about 28 percent. “If the tax rate stays the same as last year’s rate ($0.485 per $100 value) then, when applied to the higher valuation, means a higher tax amount. A revenue-neutral rate is required to be determined. This is the rate that would generate the same amount

of tax revenue that there would have been if the revaluation had not been performed. The revenue-neutral rate was calculated to be $0.4687 per $100 value. The current recommended budget for fiscal year 2022-23 includes a tax rate of $0.485 per $100 value. Thus, the Town is proposing not to reduce the tax rate from the pre-revaluation rate of $0.485 per $100 value. Appeals of valuation can be made to Guilford County and there is potential for valuations to decrease if appeals are granted, which would mean less tax revenue for the Town. “It is important to realize also that only real property is revalued in this process,” she added. “Personal property and motor vehicle

values would remain the same — there is no revaluation for those items. Thus if the tax rate were lowered, there would be less tax revenue from these sources.” What this means to local taxpayers is the current tax rate will not change.

CIP Two items, the Main Street Corridor Study and Penny Road sidewalk, were taken out of the proposed 2022-23 Capital Improvement Program and added to the following year. In their place were added a Recreation Master Plan using Parks and Recreation Trust Fund expenditures and some inclusive playground structures and surface.

“We decided to wait [on the corridor study] until the bypass is finished,” said Town Planner Anna Hawryluk. She added that Main Street would no longer be designated as a trucking route, which would change the study results if done now. The current completion date for the bypass is December 2023. Also pushed out until the bypass completion is the aging West Main Street water line replacement, which has been in the CIP for several years. Construction on a new line will impact traffic and be inconvenient to motorists. Therefore, town staff decided to wait until some of the cursee council, page 2

Providing a vision for graduation Throughout the month of May, before receiving their diplomas, seniors from all 28 Guilford County high schools have been dressing in caps and gowns to parade through every district elementary school to encourage students about their educational futures. On May 17, Ragsdale High School students visited Union Hill, Pilot and Millis Road elementary schools. SkillsUSA competition Aidan Tobin, a student from Ragsdale High, won the Gold award in Commercial Baking at the SkillsUSA North Carolina Championships. He was competing with Guilford Technical Community College. Other gold winners included Tucker Messinger, Northern High, competing with GTCC in Diesel Equipment Technology. Jaiya Gomes, Middle College at GTCC-Jamestown, competing with GTCC, placed fourth in Criminal Justice. SkillsUSA chapters help students excel as they prepare for careers in technical, skilled and service occupations. Nineteen GCS students placed in the top five of their divisions during this year’s competition. The conference is the largest showcase of Career and Technical Education (CTE) in the state, with more than 1,500 students competing in more than 120 hands-on contests. The contests span more than 95 trade areas. The SkillsUSA North Carolina Championships are for middle school, high school and college-level students who are members of SkillsUSA. First-place winners earn the right to compete in the National SkillsUSA Championships in Atlanta. Student’s business plan wins prize Ivana Korankyi, a pharmacy student from Jamestown, won 1st place and $10,000 for her business startup idea in High Point University’s 12th annual Business Plan Competition. Korankyi, who is on a path to receive her doctor of pharmacy degree in 2024, designed Flasky Labware, a specialized tool that collects the medication researchers and drug companies are usually unable to reach on the interior walls of a round-bottom laboratory flask. During the competition, five finalists competed for startup funds for their businesses by presenting to a panel of business leaders serving as competition judges.

One minute Chuck Alston was saying hello to his neighbor and the next he was trying to scare off a rabid fox that was attacking that neighbor, biting him repeatedly. Alston gave little thought to the fact the fox could turn on him, he only knew his neighbor needed help and he had to try to do something. When Alston returned home that day from his job as operator of the Biscuitville on Sutton Way in High Point, little did he realize the drama that would soon follow. Exchanging pleasantries with his neighbor, Alston turned to retrieve his briefcase from his vehicle. “I heard what sounded like geese, but later learned

it was the noise a fox makes before attacking,” Alston said. “A fox had crept from under my neighbor’s car and started biting his legs. As he tried to kick the animal away, he fell and the fox continue to attack. “I knew the fox had to be rabid when I saw what was happening in daylight in the middle of the yard.” Alston shouted at the fox, clapping his hands and making motions to shoo him from his intended prey. The fox did not run, but slowly walked away, crossing the street and lying down at the tree line. Alston immediately called 911, requesting an ambulance and Guilford Country Animal Control. “When the person from Animal Control got there she was able to catch the see alston, page 2

Discuss your wishes with your loved ones. Have a living will and health care power of attorney along with a regular will, financial power of attorney and list of funeral plans. Dr. Jones suggested everyone have their medical record available in case of emergencies with a copy on the refrigerator, one in the glove compartment of your cars, in a wellused cabinet, or any place responders might look. The record would include a list of doctors, medications and pharmacists. Do you have any hereditary diseases? Make a note. A sample form is available at https://www.aarp. org/health. Now is a good time to start planning for the possibility you may need extended care at some point. Can you afford it? Dr. Jones noted that it costs, on average, over $100,000 a year for a pri-

Establish an advance directive and have it registered with the secretary of state (sosnc.gov). Be prepared In Jamestown, 29.5 percent of the residents are age 60 or older. That number is expected to rise by 2035, when the number of adults older than 65 will be greater than the number of children under 18. These days, one quarter of all Americans age 65 or older live in small towns like Jamestown and rural communities. Being an AARP Livable Community does not apply just to older adults. It’s a method of making towns attractive to anyone wanting to move there, whether as a couple, alone or as part of an extended family.

New software could allow a technician to control the broadcast remotely. The proposed total of CIP projects for 2022-23 is $2,215,875. New budget The budget for fiscal year 2022-23 includes several new hirings. Included is an assistant public services director, human resources personnel analyst, planning technician, public services project coordinator, and utility and business operations supervisor. Several of these positions come as a result of separating the work of a current employee who is planning to retire. Other positions are needed due expected growth of the town due to development. This is necessary after she received more guidance from the U.S. Treasury regarding what items are considered allowable expenditures. In the meeting packet, Gallman states, “The funds can be used for ‘General Government services,’ which is basically anything that is allowed by state law (thus any expenditures that a local government makes), such as for administration, planning services, public services such as streets and sanitation, fire and police protection, recreation services, etc.” She will add a transfer of funds ARP into the upcoming budget. The Town Council was expected to hold a public hearing at its May 17 meeting to consider the recommended budget and CIP for fiscal year 2022-23.

Later I read that rabid animals often attack humans instead of other animals.” The neighbor spent the night in the hospital and had to endure a series of shots. He is doing well, but he will continue to have his blood checked for a while to make sure there are no complications. Alston lives in the Skeet Club Road area of High Point. The episode with the rabid fox has made him uneasy in his own yard. “Each morning walking to my car or from it when I return home in the afternoon is — unpleasant,” he said thoughtfully, as if to downplay the trauma and his part in it. As of May 12, the Guilford County Department of Health and Human Services, Division of Public Health has confirmed nine cases of animal rabies for 2022. Rabies is commonly found in wildlife such as raccoons, bats, skunks, groundhogs and foxes. Cats are the most common domestic animals infected with the disease, which is caused by a virus. It is transmitted by a bite or an open wound. If not treated, it attacks the nervous system and is fatal to animals and humans. North Carolina law requires that all domestic pets aged four months or older be vaccinated for rabies, whether they live indoors or outside. A fenced-in yard is not enough to protect a pet from a wild animal with rabies. Supervising pets when they are outdoors could lessen the possibility of their exposure to rabies. Tips from the Guilford County Department of Health and Human Services to help avoid rabies include: Avoid direct contact with wildlife, dead or alive. Do not approach, try to play with,

touch, rescue or treat any wildlife. If you find a sick or injured animal, contact Animal Control. Avoid any animal displaying unnatural behavior (see sidebar). Wild animals are not usually friendly so be very careful if they approach you. Do not try to separate fighting animals. Feed your pets indoors if possible. Leaving food outside will attract dogs, cats, and other wildlife into your yard. Report all stray animals to Animal Control at 336-641-5990 in Greensboro and 336-883-3224 in High Point. Stray animals may not have current rabies vaccinations. If a person is bitten by an animal (domestic, stray, or wild), wash the bitten area immediately with soap and water, seek medical attention, and report the bite to local Animal Control officers. Understand that rabies is highly transmittable. Learning more about it and how to identify a rabid animal will protect you and safeguard public health. Vintage Strawberries and Cream Cake Recipe

May is National Strawberry month, and on May 21 we celebrate National Strawberries and Cream Day, bringing together two favorites: fresh ripe strawberries and homemade whipped cream. While that alone makes a divine dessert, let’s add a mildly sweet, vanilla-fragranced cake, and we’ve just won at life. This cake is a classic Great Depressionera recipe called Hot Milk Cake. It’s a buttery sponge cake made with scalded milk and has a characteristic fine-grained texture, like pound cake. Depression-era recipes were often created out of necessity due to a lack of ingredients and might fall in the shadow of their pre- and post-depression counterparts. But this original recipe holds its own against any vanilla cake recipe. I’ve included an optional glaze to top the cake; it adds another layer of flavor, but it’s perfectly delicious without it.

To make glaze: 1 1/2 cups powdered sugar 1/4 cup milk 1 teaspoon vanilla extract

The whipped cream: 1 1/2 cups heavy cream, chilled 3 tablespoons sugar 1 1/2 teaspoons vanilla extract 1 tablespoon amaretto liquor (optional) 1. Meanwhile, in a medium saucepan over medium heat, warm the milk and butter until butter has melted and bubbles start to form around the edge of the saucepan — but don’t bring to a full boil. When small bubbles appear, remove from heat. While beating continuously, slowly pour hot milk into egg mixture until incorporated. (Do this gradually so you don’t scramble the eggs. That makes no one happy.) Add the vanilla extract. 4. In another bowl, whisk together flour, baking powder and salt, then gradually mix dry ingredients into wet ingredients. Pour batter into your Bundt pan, and bake for 45-50 minutes, or until a toothpick inserted in center comes out clean. 5. You can’t beat strawberries and cream over hot milk cake. to whip the cream. If you choose to add the glaze, in a small bowl, whisk together the powdered sugar, milk and vanilla extract. 6. Remove cake from oven and let cool 10 minutes, then invert onto serving platter. If using the glaze, drizzle it over the top of cake and let set up. 7. Mix the whipped cream ingredients in the chilled metal bowl and beat until soft peaks form. To serve: Pile the cake high with strawberries and whipped cream and face plant right into all that glorious goodness. This light and airy recipe is perfect for all your summer entertaining.
