The Jamestown Veterans Committee will once again sponsor its annual Memorial Day ceremony on May 31 at 11 a.m. The event will be held in front of the Veterans Memorial at Wrenn Miller Park, 101 Guilford Road in Jamestown. It will include a wreath presentation, flag raising, proclamation from Jamestown Mayor Lynn Montgomery and short message from a guest speaker. The public is invited to attend. In keeping with another tradition to honor those who served in the United States military, Boy Scouts from troop #17 will place flags on the graves of military personnel at Guilford Memorial Park on W. Gate City Blvd. on the Saturday before Memorial Day. These will remain throughout the following week.

The Jamestown Town Council has discussed how to enforce the Town’s code ordinances for several months. Interim Town Manager David Treme suggested an outside firm be hired to do a ride-through of the town to check for violations and the Council approved two parts of his suggestion during their April meeting. On May 7, Brandon Emory of Alliance Code Enforcement rode through every street in Jamestown’s residential and its extra-territorial jurisdiction areas looking for Nuisance Abatement and Property Maintenance Code violations such as overgrown lots, junk vehicles, junk piles, minimum housing (abandoned, damaged, etc.)

He reported his findings to the Council on May 18. “Every neighborhood I entered had violations present,” Emory said. “It is possible that I missed violations while documenting others. As a result, the numbers could be higher. However, they are not lower and I was as thorough as possible in my documentation.” Emory’s findings showed 289 total violations identified and 30 minimum housing vio-

lations. Over 45 percent of the total were overgrown lots. The Town’s ordinance limits grass to 9 inches. There were 72 junk vehicles and 56 junk piles. As would be expected most of the minimum housing violations, more than one-half, were in the Oakdale Mill Village. While acknowledging some people have to be pressured to fix these violations, that is not his job. “Our goal in code enforcement is not to [force] people,”

The occasion is the baseball game between Ragsdale and Grimsley high schools. The reason it is important: on that date, during that event, Ragsdale senior Mark Winfield Scott pitched a perfect game. Not to be confused with a no-hitter, where the opposing team gets no hits, a perfect game means no one on the other team gets on base at all. There are no hits, no walks, no one hit by a pitch and no errors. “Coach (Donnie) Maness’ dad handles the score keeping and pitch count,” Scott said. “After every inning I go up to him and ask how many pitches I have. That gives me a good measure of where I am. Following the fourth inning, I had 48 and realized it was getting really serious. My teammates got further away from me on the bench and a lot quieter.” Scott did not allow what was unfolding to distract him from the game, however. “I think the coaches and fans were more aware and nervous than I was,” he said. “I had adrenaline going so it did not bother me. I was so focused, it was just me and my little world.” But Scott credits his catcher Sam Ross with giving him confidence to throw the pitch calls from Maness and pitching coach Chris Perry, and his teammates with getting the hits needed to seal the win. As can be imagined, perfect games are rare. Only 23 perfect games have occurred in Major League baseball history out of almost a quarter million played. Scott’s was the 59th perfect

To make the fact Scott pitched an entire perfect game even more special, he was up against a quality team that had five players signed to play college baseball. According to the NCHSAA record

book, Scott is the 21st person to also throw at least two no-hitters. It is little wonder that many North Carolina colleges were vying to recruit the high school athlete. He opted to play baseball for North Carolina State University. “I wanted to play for a big school in a big city,” Scott said. “I also thought I had the opportunity to actually play sooner at State.” Coach Clint Chrysler, the pitching coach at State, maintains contact with SEE gAME, PAGe 2

The Jamestown Town Council got its first look at the proposed budget for fiscal year 2021-22 at its May 18 regular meeting. The recommended budget is $12,579,161 for all Town operations, capital improvements, transfers and debt service. This is a 12 percent decrease from the 2020-21 budget. In addition, there will be no tax increase from the current $0.485 per $100 valuation. Finance Director Judy Gallman said the water rate will increase approximately 3 percent due to a rate increase from the Piedmont Triad Regional Water Authority, from where the Town purchases water. Sewer rates will increase approximately 8 percent. Jamestown purchases sewer treatment from the City of High Point and those rates have increased. Total for the water/sewer fund is $5,492,205. Sales tax distribution in 2020-21 exceeded expectations, Gallman said, and she projects a 20 percent increase in sales tax revenues for the upcoming year.

The general fund total is $6,442,936 and includes a general fund balance of approximately $1,018,000, which will be used to fund capital projects. Personnel expenditures account for 26.1 percent of the total budget at $3,086,000 and include salaries, FICA, retirement, group insurance, 401(k) and other benefits for 33 full-time employees. Parttime and seasonal employees only receive FICA. The budget includes a 1.6 percent cost-of-living increase and a 0-3 percent merit increase. Another approximate quarter of the budget is the $3,101,766 allotted for contractual services, including property and liability insurance, cleaning, security system maintenance, other building service contracts and other miscellaneous services. Capital outlay accounts for $2,774,800, or approximately 23.5 percent, of the total budget. It includes vehicles and equipment valued greater than $5,000, buildings and improvements greater than $20,000 and infrastructure valued at SEE BUdgET, PAGe 6

Council opposes state tree ordinance law

Now that COVID-19 restrictions have eased, the Jamestown Town Council welcomed visitors back to the Civic Center for its May 18 meeting. Attendance has been limited in recent months. The meetings will continue to be available via the Town’s YouTube site. For the second month in a row, the Town Council went on record opposing a bill in the N.C. General Assembly. House Bill 496, which recently passed there by a vote of 73-42, would strip local governments of

the authority to regulate tree care and removals on private property through local ordinances. The Council’s resolution states, in part, “… there are many local municipalities like the Town of Jamestown which have adopted local zoning ordinances which seek to preserve trees and provide for environmental stewardship within our community; and the Town has planned for orderly development and growth and has adopted tree preservation ordinances to help preserve natural areas and to enhance the beauty and sustainability of SEE TREE, PAGe 2

“We are more knowledgeable about how our town should be governed than someone in Raleigh. I hope this doesn’t pass.” Councilmembers are contacting local representatives of the Guilford County delegation and the N.C. League of Municipalities in opposition of this bill. In other business: The 2021-22 budget for the Town was presented during a public hearing. The public hearing will be continued until the June

15 meeting when a vote is expected. The Council set a public hearing for June 15 for the rezoning request from GTCC for 6014 and 6016 W. Gate City Blvd. from Civic to Commercial. The Council unanimously approved the amendments to the Land Development Ordinance. The group met May 7 to look closely at these amendments. There were no substantive changes, mostly formatting changes and required changes due to new laws implemented by

the adoption of Chapter 160 of the North Carolina General Statutes, which consolidates planning and development laws at the state level. These amendments will go into effect immediately and the Town will have them codified to an easy-to-find systematic digest. Games were held on the fields behind Jamestown Elementary School. “It was apparent very early that his arm was special,” Mark said. “The coaches were shocked at how far he threw the ball.” The next year, Mark requested that, if possible, his son play for a coach with a baseball background because he wanted him to learn from someone who knew all the fundamentals.

After one practice, he asked if Win could play with the older kids coached by Richard Walls and the league allowed the transition. The rest, as the saying goes, is history. Scott continued to play baseball, participating on his middle and high school teams – primarily as a pitcher. He also ran track, played basketball his sophomore year and football his senior year. Although he enjoys all sports, from the time he was in middle school, baseball has been his favorite. “My junior year, I locked in on that,” he said. “In August 2020, I committed to play for State.” Scott plans to major in business administration. Although it is a competitive market, he thinks he can bring something to the table that no one else does. Plus, he feels there are always going to be business jobs. But his ultimate career goal would be to play pro baseball. Due to the credits he has achieved through his high school academic classes and by participating in summer school sessions in college, Scott possibly could graduate after his junior year and be eligible for the draft.

But Scott acknowledged that coaches are careful to look out for their players to keep them healthy.

Not only were his mom and dad at the game, but his grandfather, Wes Scott, was also there to witness the event. “Win was so dominant that night that I did not get nervous until two outs to go,” Mark said. “His mother is the calm one who had the presence of mind to video the final out and the team celebrating with Win.” Scott’s record of the first to pitch a perfect game in Guilford County high school history during regulation innings cannot be denied. The umpires of that game signed a game ball and gave it to Coach Maness to display in the school’s trophy case. Scott wants to get his coaches and teammates to sign the ball as well. Although the odds of pitching another perfect game may not be in Scott’s favor, he is undaunted by the lack of probability. “We will have to see,” he said with a smile.

Councilmember Lawrence Straughn was initially against a code enforcement survey but his mind has been changed. “The outreach part that [Alliance] offers sold me on it,” Straughn said. “We’re not just throwing tickets at people but we’re helping them as well and I really appreciate and respect that aspect of what you’re doing.” Councilmember Martha Wolfe did her own ridethrough and only came up with six violations. “I was shocked to see there were that many violations,” Wolfe said, noting that in Spring, people might not jump on lawn mowing as soon as neighbors would prefer. “I like that you say it’s case-by-case in that you’re enforcing it equally but there are different circumstances to each case.”

Jamestown ordinances on violations Section 51.14 (b) of the Town’s Code of Ordinances states: “When an official of the town finds a violation of any provision(s) of this chapter, he or she shall notify the owner or occupant of the premises of the violation by posting a notice at the subject property, via certified mail, or by hand delivery to such person. Such person shall be required to remedy the violation within 14 days or else be subject to civil penalty as set out below. In addition, upon failure to remedy the violation, the official of the town may proceed to correct the violation and impose the civil penalty against the owner or occupant as hereinafter set out.” Section 51.99 notes that civil penalties of $50 for each violation will be issued and, “If the violation is not remedied within stated time period, the town may remedy the violation at the expense of the violator.” It goes on to state that “civil action may be instituted in the nature of a debt to collect the civil penalties and court costs as may be assessed” if payment is not received within 15 days.

In January, the Town Council and Mayor Lynn Montgomery held a budget retreat with Town staff. The Council learned from department heads of their needs for the upcoming fiscal year. “The major outcome of the retreat was that a strategic plan should be established that would help the Town realize its longterm vision by setting up outcomes and goals in a systematic, incremental manner,” said Gallman and Interim Town Manager David Treme in their budget message. “Simply put, it would make Town Council and staff take a look at what’s going on today, where we want to be tomorrow and which steps we need to take to get there. That’s the definition of strategic planning.” The Strategic Plan, presented at the March Council meeting, contains five major outcomes, including staff excellence, community outreach and involvement, infrastructure and facilities, public safety, and planning and development. A July workshop will further develop the plan.

Treme hopes the Strategic Plan will be adopted at the June 15 Council meeting.

Capital Improvement Plan Treme discussed the proposed Capital Improvement Program (CIP). Four capital projects have been set as must-do priority: Oakdale Road phase 3 sidewalk, Penny Road sidewalk from West Main Street to the High Point Greenway, Oakdale Road phase 2 sidewalk from Hillstone Drive to Moore Street, and the Recreation Maintenance Building at the athletic complex on East Fork Road. Must-do items in the operating budget for fiscal year 2021-22 include updates to the 2040 Comprehensive Plan, bathrooms on the golf course, crosswalk improvements, a new sanitation truck, and a sidewalk and crossing along Potter Drive from West Main Street to Brookdale Drive near Jamestown Elementary School. Total projects for the upcoming fiscal year total $1,070,460. The Town Council will vote on this budget and CIP during the continued public hearing at its June 15 meeting. The budget will go into affect July 1.
