Council approves staggered terms ordinance BY CAROL BROOKS FREELANCE WRITER cab1hp@gmail.com

After several months of discussion – but no debate – on May 21 the Jamestown Town Council unanimously approved an ordinance amending the town charter regarding staggering terms for council members. The Council held a public hearing in April on the matter but only one citizen spoke in favor and, later, mentioned that elections should be held yearly, rather than every two years. This vote will go into effect June 22 unless a petition is received prior to that date signed by at least 10 percent of qualified voters in Jamestown opposed to the ordinance. If that happens, the ordinance will not be in effect and the Council has the option to hold a special election in November regarding the issue. If the Council opts to hold the special election, the ordinance changing the charter would not go into effect in June. The Council also has the option to not change the charter. If there is no opposition, the ordinance will impact this year’s election. Currently, councilmembers and mayor are elected for twoyear terms. With the change

The year 2019 is proving to be an exciting time in the life of Jamestown Presbyterian Church. In February, members kicked off a celebration of the church’s 50th anniversary that would span 10 months. “We are centering the celebration on the scripture from Ephesians 2:10 – ‘Created in Christ to do good works,’” said anniversary chair Clarajo Pleasants. After holding special activities in February and March, members are looking forward to the June 9 worship service. On that Sunday they will recognize graduates from the church, present the 20th anniversary Lane Pleasants Scholarship, acknowledge Pentecost – the birth of the Universal Church – and continue JPC’s 50th anniversary celebration. “A lot is happening that day, but it will be an informal Sunday,” Clarajo Pleasants explained. “Members are encouraged to wear their anniversary tee shirts. We plan to have two cakes for the occasion, one to honor the seniors and one for the anniversary.” On Aug. 17, members will host the Salem Presbytery (formerly Orange Presbytery) for the third time since the church started. The vision for Jamestown Presbyterian Church began in 1967 when Orange Presbytery purchased a manse in the Cedarwood development and called the Reverend Milton “Mac” Foust to begin the task of starting a Presbyterian church in Jamestown. Enthusiasm ran high as

to the charter, members and mayor will be elected to four-year terms. The exception is this year, when the two candidates for Council receiving the highest number of votes will be elected to four-year terms and those receiving the next highest number of votes will serve two-year terms and would be up for re-election in 2021, then they could run for a four-year term. Thus, a maximum of half of the Council would be elected every two years. The mayor would serve a four-year term beginning with this election. Candidates for office must register between July 5 and 19 at noon. There were several reasons for staggering the terms: • Ensures continuity of leadership. The current leadership (Council) could completely change every two years. This is disruptive to staff and citizens alike. • Allows council members a greater likelihood to see projects through from inception to completion. Projects often take more time than two years to implement. • Staggered terms reduce the power of “voting blocs” or special interest groups/ political action committees SEE COUNCIL, PAGE 3

Volunteers wanted for cleanup BY CAROL BROOKS FREELANCE WRITER cab1hp@gmail.com Your chance to help preserve a major part of Jamestown history is coming up soon. The Historic Jamestown Society is looking for volunteers to help spruce up the Mendenhall Homeplace. Every year Society members weed, dust, prune and do other maintenance work to the West Main Street site. One can only imagine the dust that can accumulate in buildings over 200 years old. The Society has scheduled two work days in June. The first one will be June 1 from 9-11 a.m. and includes landscaping cleanup, pressure washing and other outdoor work. The second work day will be June 29, 9-11 a.m., and includes more

housekeeping chores – including the big Bank Barn – to get the buildings ready for the Village Fair in July. HJS members will be on hand to work on the project but the Society is asking Jamestown residents interested in preserving the town’s history to join in the task. Since supplies and tools are limited, those wishing to help are asked to bring their own yard tools and gloves on June 1 and housecleaning implements on June 29. Water will be provided both days. “Mendenhall Homeplace represents the legacy of a small community of Quaker tradespeople and farmers who actively opposed slavery, promoted universal education and labored to create a life of peace and simplicity in the midst of troubled times,” states mendenhallhomeplace.com. “This authentic Quaker homeplace includes several

early 19th century structures such as the Richard Mendenhall House (circa 1811), the Madison Lindsay House (circa 1817 and one of our state’s first medical schools), the James Mendenhall Bank Barn (circa 1820) and North Carolina’s oldest Pennsylvania-style bank barns, and a restored workman’s home that is interpreted as an early one-room school house. Mendenhall Homeplace is also home to one of our nation’s most significant Underground Railroad artifacts, the Stanley-Murrow false-bottom wagon, which was used to help dozens of enslaved people escape north to freedom in the years leading up the Civil War.” If it was not for the Mendenhall family, there would be no Jamestown. The town is named, after all, for James Mendenhall.

Gertrude W. Mendenhall

BY LINDA WILLARD JAMESTOWN FRIENDS MEETING

Gertrude W. Mendenhall, the daughter of Dr. Nereus Mendenhall and Oriana Mendenhall, was born April 19, 1861 in the New Garden community of Guilford County, North Carolina. Gertrude was one of five daughters of Dr. Nereus Mendenhall and his wife Oriana. All of the daughters were raised on the campus of New Garden Boarding School, present day Guilford College, where Dr. Mendenhall was a teacher and principal of the school. Gertrude Mendenhall graduated from New Garden Boarding School. After graduation, Mendenhall pursued additional education at Wellesley College earning a Bachelor of Science degree. Like her father and others

in the Mendenhall family, she chose to enter the field of education. Mendenhall taught Mathematics at Guilford College and also at Peace College (present day William Peace University) in Raleigh, North Carolina. While teaching at Peace College, Mendenhall met Charles D. McIver. McIver was the future president of the State Normal and Industrial School, present day University of North Carolina at Greensboro. When the State Normal and Industrial School opened in 1892, Men-

Gertrude W. Mendenhall April 19, 1862 – April 15, 1926 denhall became a charter member of the faculty. Mendenhall served as head of the Math Department at Peace College. While at the State Normal School, Mendenhall taught algebra, geometry, and trigonometry. Mendenhall also assisted the students in need of remedial work in simple mathematics.

Mendenhall taught at the State Normal School for more than thirty years. Mendenhall died quietly on April 15, 1926. Peace College cancelled all classes that day and held a small funeral service in the home of College President, Julius Foust. Mendenhall was convinced that every young woman could and should master some level of mathematics competence. In her will, Mendenhall left money to establish a merit and needs based scholarship for students to pursue a degree in higher math and the applied sciences. The scholarship was named not for Gertrude W. Mendenhall, but rather for her aunt, Judith J. Mendenhall. Mendenhall is buried in the cemetery at Deep River Friends Meeting in High Point, North Carolina.

CONTINUED FROM FRONT Reverend Foust in a booklet celebrating the church’s 25- and 40-year history. “Even though we were ‘the new kids on the block,’ we knew our goal of waiting to charter until we had 50 families would make us self-supporting and thus ... here to stay.” The church officially organized on Dec. 7, 1969, with 51 families and a total of 136 members. Land was purchased on Guilford College Road and a picnic shelter was erected. “We wanted people who passed to see that something was happening there,” Pleasants said. “It was under the picnic shelter on June 24, 1971, that our church hosted Orange Presbytery for its 423rd meeting.” “Furnished with chairs, a piano, large tables, tents for lunch, a first-aid trailer and 700 homemade ham biscuits, the meeting-without-a-building showed that God truly builds his work in the hearts of men and not in buildings alone,” wrote Loyce Lesley. The church continued to grow. It not only got a building, but later added a new education wing, then a Christian Life Center, which serves as a gymnasium, fellowship hall with state-

of-the-art kitchen, additional Sunday school space and place of worship when needed. Membership increased, new programs were added and JPC continued to implant its roots deep into the Jamestown Community. Three years ago, members hosted its second Salem Presbytery meeting and on Aug. 17, in conjunction with the 50th anniversary celebration, will host its third. October will see the celebration continue with a special gala on the 26th. The theme will be “Make a Joyful Noise” and feature a dinner/musical theater program. Committee members are compiling a church history told through the written voices of past and present members. “Some are serious and some are funny,” Pleasants said. “We will even include stories from people who are no long living, but wrote quotes in the past.” The booklets, sharing the history recounted by its members, will be presented at the gala. The celebration will culminate on

Nov. 24 with a barbecue luncheon in the Christian Life Center. “We plan to invite past members,” Pleasants said. “It will be like a homecoming.” Since February, members also have conducted a fundraising campaign so the church can become debt free by the end of the year. The goal is to raise $150,000. Another project includes a collection of pictures of all the church pastors that will be hung in the parlor. At the end of the church’s 40-year anniversary, members were already looking forward to this 50th celebration. It is only reasonable to imagine they will continue to look to the future as they follow their mission to invite, equip and reach. Charter Members Charter Members still active in the church today include Michael and Johnnie Bryant, Ruth Reynolds Clark, Betty Embler, Loyce Lesley, Bill and Clarajo Pleasants, Deborah Embler Shamshoum and Dolly Smith.

Group to teach how to meet new neighbors BY CAROL BROOKS FREELANCE WRITER cab1hp@gmail.com In the early days of western expansion in the United States, Conestoga “welcome wagons” full of fresh food and water would greet travelers. When Thomas Briggs founded Welcome Wagon® in 1928, he used these principles of hospitality and welcome. According to the company’s website, women who were friendly and knowledgeable about their neighborhood personally delivered baskets of gifts supplied by local businesses to new homeowners. Over a cup of coffee, these women would tell the newcomer all about their community while handing out gifts and coupons from local businesses. Although not Welcome Wagon®, some local women believe it’s time for this idea to start up in Jamestown. The ladies will hold a workshop titled “Beyond the Casserole: Meeting Your New Neighbors” on June 1 at 10 a.m. in the Civic Center at Town Hall. Jamestown Councilmember Rebecca Mann Rayborn and Cedarwood Garden Club member Sherrie Richmond will lead the workshop. “I started thinking about this workshop when I first met Sherrie and she told me about the Cedarwood neighborhood directory,” Rayborn said. “I was already aware of their Yard of the Month and Mailbox of the Month thanks to their regular coverage in the Jamestown News, but I didn’t realize how much more the club does – especially in regard to welcoming every new family to their area. “With so many new people moving into all parts of Jamestown as many original homeowners downsize or move to be closer to children and grandchildren, now seems like the perfect time for this workshop, which aims to give current residents the confidence to knock on a new neighbor’s door to introduce themselves and invite them to community events and organizations.” Rayborn said the Cedarwood Garden Club does a wonderful job welcoming new folks into their commu-

nity. Richmond is the club’s Welcoming Committee chair and is also a member of the Jamestown Planning Board. She will be the primary speaker at the workshop. Richmond will give a brief history of the club and focus on what the Welcoming Committee does, how members do it and how their success can be replicated by people in other neighborhoods around town. “I have especially heard from younger friends that it can be intimidating to meet new people outside of school and work, and they’re hesitant to knock on a new neighbor’s door or strike up a conversation with someone they’ve never met before because they don’t know the etiquette around such things,” Rayborn said. “Sherrie will help demystify this and remind us that everyone likes to feel welcome and included.” “When Rebecca contacted me about doing a Welcoming Our Neighbors Workshop, I was pleased,” Richmond said. “have a process, a packet of information and a committee of five already in a framework. We decided on an agenda which included my describing what we have used successfully in Cedarwood. “The purpose of the workshop is to provide some guidelines for the interested residents of a community to welcome new neighbors. Within those guidelines, I will expand and model examples on how to connect, to organize, to prepare a packet of information and then to greet a new neighbor.” Richmond said there will be a question-and-answer period after which participants will be encouraged to create a group of interested neighbors willing to work together for the benefit of their neighborhood. She offered a word of advice to meeting new people. “When walking up to the door of new residents, remember, be yourself. The more you are yourself, the better.” The workshop will offer tips that work for longtime neighbors as well as newcomers. Rayborn hopes the workshop with foster new welcoming committees around town, which will give current residents the opportunity to build stronger and better-connected communities. “And as we were reminded at the community safety meeting at the Civic Center earlier this year, knowing your neighbors is the best way to keep your neighborhood safe,” Rayborn said. “Beyond the Casserole: Meeting Your New Neighbors” is free and open to all Jamestown residents. Finance Director Judy Gallman presented the 2019-20 Recommended Budget and Capital Improvement Plan. The budget of $10,836,284 has changed slightly from the preliminary budget submitted earlier and reflects a 3.85 percent increase from the current budget. Gallman said there would be no tax increase and tax rates would remain at $0.468 per $100 evaluation. She added that the water rate increase by 3.5 percent is due to an increase in the rate from the Piedmont Triad Regional Water Authority, from which the Town purchases water. Sewer rates will remain the same. Recommended capital outlay includes an entrance sign near the West Main Street/Penny Road intersection, updates to the 2040 Comprehensive Plan, work on Phase II of the Oakdale Road sidewalk project, construction of a new recreation maintenance facility, crosswalk improvements, a sound system for the Civic Center, driving range improvements, and flood lights at Town. This is the first time the Town’s charter has been amended since 1981. Councilmember Georgia Nixon is the only Councilmember to retain her seat at the last election. She believes this change “was always needed.” “I see it as more value to the town staff,” said Mayor Lynn Montgomery earlier this year, “because of the continuity. residential communities. Each community houses between 17-22 residents and has its own staff. The area features a living room, large dining room, kitchen, outdoor patio and private bedrooms and bathrooms. “Residents become family and there is a level of trust that comes with that,” Olson said. The facility also has a short-term rehab program. Those residents share a common goal of getting stronger and returning home. Pennybyrn hosts a reunion for the people who have gone through the program during the past year. “Whether an individual’s stay is short or as a permanent resident, the goal of the staff is to give quality of life back to each one. only time he tried out for soccer. At a friend’s suggestion, he tried wrestling. He has over 120 wins, was a state qualifier, regional finalist, two-time state captain, and two-time All-Conference. “He has a bright future ahead of him,” said Coach Palmer. “Coach Walker came to me and said, ‘Tommy Nguyen is a winner’,’ said Brian Herndon, athletic director, making a pun on the pronunciation of the student’s last name. “It’s not Tommy Lose, it’s Tommy Win.” “My strength is my endurance on the mat,” Nguyen said. “I usually end up being the most physically able. My weakness is not being able to think through a match. You have to be very mindful what you do.” Although he didn’t go to the state championships this year, he enjoyed seeing his friend Nigel Freeman become state champion. “I warmed him up for his final match,” Nguyen said. “The coaches have influenced me more than wrestling has. Wrestling is just a game. The way the coaches coach us teaches us how to live on in life, saying that things won’t be handed to us. We have to work for the things that we want and we have to do everything in our power to get what we want and to achieve our greater goals in life.” Nguyen’s mother is Tuyet Suong Nguyen and his sister is Lyna. NIGEL FREEMAN Nigel Freeman applied to four schools, was accepted at all of them, but chose UNC Pembroke. “Pembroke was a better fit,” Freeman said. “I know their coaches. Their team is better than most of the other teams that wanted me. I see a future at Pembroke.” He plans to major in psychology while participating on the wrestling team and most likely will pursue a doctorate. Freeman has wrestled for six years. “I played basketball ever since I was a small child thru eighth grade,” he said. “In seventh and eighth grade I tried basketball and wrestling and I realize I liked wrestling better.” Freeman has 100 wins, twice named all-conference, two-time state qualifier, regional champion,, freestyle state champion, AAU state champion and Disney Duel All-American. And there’s one more very important title he holds. “From the ninth grade on, Nigel would come to me and say, ‘Coach, I’m going to win a state championship when I’m a senior,” Herndon said. “I believed him. Never had a doubt. And he did it.

“Most people say my strength is my cradle,” Freeman said. “My main weakness is self-doubt. “I love how aggressive you can be and how creative you can be.” Freeman’s mother is Dr. Carla Williams, brother Anthony Wall and sister Paris Wall.

CAMERON BLIZARD Cameron Blizard will attend Washington & Lee University in the fall. It is the only school he applied to. He selected it because it was in the top 25 in the country for wrestling but chose it more for academics than sports. He plans to major in economics or business. Blizard has wrestled since the seventh grade. He was selected All-Conference in football three times and three times in wrestling. He was a three-time All-Conference in football. In wrestling he had 168 wins – third in school history – was a three-year captain, two-time All-Conference, four-time national qualifier, Academic All-American, four-time Ragsdale Academic Most Outstanding Wrestler, Wrestler of the Year, three-time state finalist, two-time state placer, two-time Greco state champion and Disney Duel All-American. He was also the 2019 recipient of the GCS Athlete of Character for March, presented by the Guilford County Schools System. Of all his awards, he’s most proud of being an Academic All-American. “That’s a mix of school stuff and sports stuff,” he said. “In everything he did, he put the team first,” Herndon said. “I remember saying that Cameron could do anything, because he could. Didn’t matter the sport. He is a tremendous athlete.” Blizard’s father wrestled and was one of his influences, as was Coach Curt Switalski at Jamestown Middle School. “I got cut from the middle school basketball team, so Coach Switalski picked me up and really grew my love for wrestling,” Blizard said. Blizard said he was good at takedowns but needs to get better on getting off the bottom. “I like the one-on-one aspect of wrestling,” he said. “You don’t have to worry about other people.” His parents are Allen and Donna Blizard. Older brother Bradley played football and baseball at Ragsdale. Herndon choked up when he said this was his last signing. He is retiring after 30 years as a Ragsdale Tiger. “I couldn’t have done it with a better group,” he said. “Diamond R’s the best.”

Lab ignores owner when water beckons BY SAM MAZZOTTA PAW’S CORNER DEAR PAW’S CORNER: Near my house is a fenced park with a pond. When no one else is in the park, I’ll let my black Lab, “Kerry,” off of his leash to run free for a few minutes. However, he tends to run straight into the pond for a swim and won’t come when I call him (he normally is very obedient). Then he’s muddy and gross. What can I do to teach him to stay away from the water? — Eric S., Kissimmee, Florida DEAR ERIC: Let me get this straight. You have a black Labrador Retriever, you’re walking him next to a body of water, and you don’t want him to jump into that water? That’s a really tough order for Kerry to follow. Labs love water. They adore it. Natural bodies of water are their second home. (Baths are not so well-loved,

unfortunately.) When you let him off his leash next to a pond, you’ve given him the biggest treat of his day. So it’s really hard for him when you call him back, and he probably gets very willful. There’s a disconnect happening that is confusing for him: Ultimate happiness by splashing in a pond makes his papa unhappy. He’s not sure what to do. If you want a dog who’s always obedient and also stays clean, then Kerry has to stay on a leash in this park. If you want a dog who’s happy, give Kerry some water time. Maybe that water has to be somewhere else a little less muddy. Maybe you’ll have to resign yourself to rinsing him off after time in the park. But find a middle ground where both of you are happy. Has Trump driven Democrats sane? BY RICH LOWRY The Joe Biden polling surge has raised the frightful specter of Democratic rationality. What if Donald Trump hasn’t driven Democrats insane, sending them into a spiral of self-defeating radicalism, but instead made them shockingly pragmatic? Biden’s early strength suggests it may be the latter, that the reaction to Trump is so intense that it has crossed some sort of event horizon from fevered fantasy of his leaving office early via resignation or impeachment to a cold-eyed, win-at-anycost practicality. If this is true, one of the exogenous factors that could appreciably increase Trump’s odds of reelection — a zany Democratic nomination contest leading to a nominee much too far left for the American electorate — may not materialize. The commonsense play for the Democrats has always been to nominate a nonsocialist with appeal to Obama-to-Trump voters in former Blue Wall states — if not necessarily Biden, then someone with a similar, relatively moderate profile. If hardly dispositive, Biden’s robust numbers at least suggest that this play is more likely than it seemed in the very early going, when candidates were stumbling over one another apologizing for sundry alleged offenses in the Woke Olympics. I’m as surprised as anyone. What’s extraordinary, though, is that almost every Democratic candidate might have been misreading it as well, and chasing the wrong rabbit down the track. Certainly, Bernie Sanders dominated the intellectual and policy debate in the wake of his 2016 run, driving other presidential candidates to embrace his signature proposals. And Alexandria Ocasio-Cortez is a genuine political star. It’s only because the center of gravity of the party has clearly moved left that Biden,

always a standard liberal, now sounds like a centrist when he calls himself an ObamaBiden Democrat. Electability is usually a wan, uninspiring rationale for lackluster establishment campaigns, but Trump may have transformed into something more urgent and exciting for Democrats in 2020. In this scenario, fear and loathing of Trump doesn’t drive Democrats into a politically risky dead end-like impeachment — although that’s still possible — but a sensible appraisal of how to beat him at the ballot box. In a recent CNN poll, about half of Democrats said it’s “extremely important” that a candidate have a good chance of beating Trump, much higher than any other candidate quality. Journalists on the trail have reported hearing the same thing from Democratic voters. Of course, if we learned anything from 2016, it’s that pundits know much less about electability than we think. Biden’s paper strength may dissipate. How often in American politics has the old candidate promising a restoration won? History shows that Democrats have had better electoral luck when they fall in love with a youthful candidate promising a fresh start. Think Bill Clinton, not Walter Mondale; Barack Obama, not Hillary Clinton. Biden’s electability will have to be proven not just in general election polling matchups with Trump, but day-by-day campaigning during the primaries with more incoming than he’s experienced to date. All that said, Biden’s level of support out of the gate has already changed the narrative of the race. It may be that he’s understood how Trump is shaping the 2020 landscape better than his more with-it Democratic competitors.
