Johnson concerned about General Assembly bills

There are several bills in front of the North Carolina General Assembly that, if passed, could have an influence on how the Town of Jamestown operates. Town Manager Matthew Johnson presented a synopsis of these bills to the Town Council on May 16.

“Several of these bills have been in flux. One of them did not make crossover so that effectively iced that one out,” Johnson said. “But there are four other bills that we are concerned about as a municipality. We are going to formulate a letter to send to our Guilford delegation letting them know exactly what our concerns are with those bills.”

House Bill 409 – Regulation of Accessory Dwelling Units

The bill has some fatal flaws in our opinion,” he said. “Its purpose is to try to increase affordable housing in an area but there are some things in that bill that give us a lot of pause. One of which is that you could build an accessory dwelling unit on a piece of property as long as it’s zoned for residential without having a principal dwelling unit on the property. The other thing is there is not a size limitation so you could essentially have, I think it’s, one square foot less than the primary dwelling. So you could have two houses of practically the same size on a lot. That brings a lot of problems. It usurps the Town Council’s ability to plan and zone in their jurisdiction, so that takes away a lot

Plastic bags on their way out for yard waste

Just as Jamestown residents are getting used to having both recycling and solid waste containers for their refuse, in several months they will have to get used to a different way to put out their yard waste.

On May 16 the Jamestown Town Council learned that beginning Sept. 1, High Point would be banning plastic bags for yard waste. Since Jamestown takes its collected yard waste to the Ingleside Compost Facility in High Point, this means Town staff will have to come up with a new way to collect the yard waste.

“Greensboro was the one that initiated the idea that their yard waste landfill would be moving to a non-plastic bag facility,” said Town Manager Matthew Johnson. “They’re not going to accept anything in plastic bags. They were looking at paper.

“Paper presents its own problem,” he added. “If it

gets wet, it falls apart.”

Once High Point no longer accepts the plastic bags, Jamestown will be forced to do the same.

“We’ll be talking to you about that,” Johnson told the Council. “We’ll come up with a plan of attack.

Paul [Blanchard] and Jason [Pegram] are trying to figure out the next steps, We’ll have to come up with a solution for that or an education campaign to let people know. We’re still looking at all the types of things that we might be able to do.”

Senate Bill 675 – Land Use Changes and Clarifications

“This bill is another straight up attack on the extraterritorial jurisdiction. This has been happening over the years. We’ve dealt with this before. The General Assembly continues to be interested in taking away a municipality’s authority to have ETJ. We feel like that is a mistake. Having the ETJ allows the Town Council to have planning and zoning authority over growth and development on the fringe of our current corporate limits. It allows us to have a stable growth pattern by having the authority to plan for the future development of those properties, as you saw

with the Johnson property when that came up. We had the authority to influence that particular development where we would not have that at all if the general assembly takes that authority away from the municipalities.”

“It takes away any control you have for planning,” voiced Councilmember Martha Wolfe. “It’s still a great planning tool for municipalities. I think it would do a lot of harm if it was to go away.”

Mayor Lynn Montgomery noted ETJ residents would not have the security they currently have.

Johnson agreed, saying, “They don’t pay taxes but they receive planning and zoning support from us at no cost.”

“I think Jamestown does a pretty good job of taking care

of its ETJ and servicing them,” Johnson said. Councilmembers agreed.

Wolfe noted ETJ residents would lose representation on the Planning Board if the bill passes.

Councilmember John Capes asked if the bill passed, would larger towns absorb ETJ areas? Johnson replied that municipalities cannot initiate annexation and that any area that wishes to be annexed must apply.

Computer competition nets scholarship

“There is a lot of stigma around video games, but esports shows the positive impact they can have,” Tu Nguyen, coach of the esports program at Guilford Technical Community College, said in an early interview about the administration’s decision to add it to the school’s athletic program.

“Esports athletes develop skills focused on teamwork, personal development, interpersonal communications and problem solving under strenuous conditions, skills highly sought-after in today’s job market.”

Short for electronic sports, esports is a form of competition using video games. Debated by some as to the validity of esports as a true sporting competition, since the late 2000s it has been featured alongside traditional sports beginning in Asia, then spreading to Europe and the Americas.

Seeing educational value in esports, administrators at GTCC decided to add the program to the school’s athletic department in the fall of 2022. And Garrett Palmer, for one, could not be happier.

Palmer recently received a scholarship to Cumberland University in Lebanon, Tenn., where he will participate in its competitive esports program. He will enter Cumberland as a junior in the fall, but was recognized May 24 on the GTCC James-

town campus at a special signing that included Spencer Claypool, Cumberland’s esports head coach.

“It is exciting to get recognition in this way,” Palmer said. “Coach Tu said I would inspire others.”

“I try to do all signings traditionally,” Claypool acknowledged. “Students get to have their special day and the recognition they deserve.”

Cumberland University began its esports program in the fall of 2021. Since then, it has won six championships, one of which was a national. The team has

Before being offered a scholarship, Palmer participated in games with some of Cumberland’s current and future players.

“He excelled as we knew he would,” Claypool said. “I feel he will be a good fit for our program.”

Palmer will be one of several students to play on the “Rocket League” team.

“The university’s goal is to have three three-player teams for this particular game,” Palmer said. “Rocket

Church gets annexation and rezoning approval from GSo P&Z

Renaissance Church has passed one hurdle in their dream of a new campus for their congregation.

On May 15, the Greensboro Planning and Zoning Commission unanimously approved both annexation and rezoning for 5909-5915 West Gate City Blvd., 5800 and 5900 Scotland Road, 5810 Marion Elsie Dr. and a portion of the West Gate City Boulevard right-of-way.

Total size is 20.2 acres. The site is on the edge of Sedgefield, across from Guilford Memorial Park.

While many churches have seen a decline in membership in recent years and some have closed their doors, Renaissance Church has grown to approximately 650 members and has one of the largest food banks in the state as well as an outreach that helps people with housing. League is my favorite esports game. It is like soccer, but you are playing as a car.”

Palmer did not plan to try out for the esports program at GTCC, but a friend talked him into doing it. He not only made the team, but served as its captain. As he began to take the game more seriously, Palmer increased his skill level in competition. Currently, out of approximately 80 million Rocket League players, he is in the top 5,000.

“Garrett has always been sports minded,” said his mother Sue. “He played travel soccer with the GUSA in Greensboro and played football one year at Northern Guilford High School. When Covid shut things down and he did not have sports to occupy his time he began to be more involved with video games.

“After graduating from high school he received a Longleaf Commitment Grant* to attend a two-year community college in North Carolina and wanted to take advantage of that by attending GTCC.”

While participating on the esports team at GTCC, Palmer also concentrated on taking core classes that would transfer to a four-year university. As he neared graduation from the community college, he began to think about what that transfer could be.

“I looked at ‘Stay Plugged In,’

Palmer plans to major in information technology. He has no specific job in mind, but hopes to convert his education into a job at which he can support himself throughout the future.

GTCC President Anthony J. Clarke is more than pleased with Palmer’s success and the opportunities esports offers students.

“We started the program as a means to build leadership and teamwork,” he said at Palmer’s signing.

“Now students can use it to continue their education.”

rate limits. They don’t pay taxes but we still have to maintain water and sewer lines, infrastructure, that type of thing and employ people to do that, so they do pay higher rates for that. [The bill] has been through several iterations. One of the concessions that has been made is they would allow you to enact higher fees but you would have to have a public hearing on that and it’s just an impractical application. It’s more government red tape. We need the flexibility to properly charge our fees for the services that we provide.”

Town Manager Matthew Johnson urged not only the Town Council but also the citizens of the Town and the ETJ to contact local legislators.

“Let them know that you’re concerned about them. We may not always understand all the nuances the General Assembly is dealing with so our approach is to ask them to put that into a committee, study it a little bit more, allow the North Carolina League of Municipalities to talk to them about how it impacts all of the municipalities and counties and other jurisdictions around the state.”

property at 2212 Eastchester Drive in High Point – the former Coldwell Banker building – is a co-work space leasing to 25 businesses and entrepreneurs.

Senior Pastor Jason Goins addressed the commission, stating the church is celebrating 15 years of serving the community this year. The current contemporary church at 5114 Harvey Road in Jamestown will move to West Gate City Boulevard, leaving the previous space for outreach ministries, including the food bank, which began in 2010.

“We as a church want to make sure that we are a lighthouse in the community,” Goins said. “Some flexibility allows the church to grow and continue to explore novel ways to explore the kingdom of God.

“We’re so excited about the opportunity to move into a larger, more accessible building that’s purpose-built for our ministry,” Goins told the Jamestown News in November of last year. “Our new Gate City location will put us in the middle of a vibrant area that allows us to serve more people.”

During his presentation, commissioners were surprised when Goins submitted new restrictions and conditions the commissioners had not seen. As the new items were not originally advertised, commissioners could not vote on approval on May 15.

“It is unnecessarily complicating the request,” said Commissioner Mary Skenes.

Goins then withdrew the new conditions, stating, “Just so you understand our heart is to reach out.”

Plans for the new church call for it facing West Gate City Boulevard with an entrance on Scotland Road and possibly Queen Alice Road. Parking would be behind the building and would abut several residences.

Skenes mentioned comments the commission had received about the proximity of the new building to residential and buffering options. Goins said a pond, water features and trees along back portion of property would be added but did not indicate the wooded area along Scotland Road and Marion Elsie Drive would be cleared.

No one spoke in favor of the rezoning and annexation request during the public comment portion but four people spoke against, citing an increase in traffic with potential speeding, width of Scotland Road and future building plans encroaching closer to residential areas.

Goins said NCDOT will require “upfits” to Scotland and pointed out a second entrance on Queen Alice will help.

“We believe those upfits will remedy the issues that have been mentioned here tonight,” he said.

The Planning and Zoning Commissioners unanimously voted for annexation and rezoning of the parcels. The Greensboro City Council will discuss the matter at their June 20 meeting.

It was only natural for Browning to be lauded for her “historic” efforts preceding the presentation. When Ebel opened the floor for comments, several shared their appreciation for the work Browning had done, some noting the assistance she gave to learning more of their families’ personal history.

“Her contributions will continue to guide us,” Ebel said.

Dan Allan presented a brief history of Deep River Friends Meeting, which started in 1754, with the first meetinghouse being constructed in 1758. The second meetinghouse was built in 1875 and is still used for worship today.

Allen also mentioned the Friends’ emphasis on education for both men and women and the meeting’s graveyard that, in addition to marked graves, contains 143 unmarked graves. Many of these are believed to be those of unknown Civil War soldiers and members of the local Black community.

Due to skipping a presentation during Covid and the large number of nominations, the selection committee opted to present three awards for 2023.

The Cedarwood Garden Club was recognized for 34 years of service to the Mendenhall Homestead. In 1980, it established an herb garden beside the home’s kitchen, researching and identifying herbs appropriate to that era. In 2004, club members relocated the garden to beside the Madison Lindsey House, used as a doctor’s office in the early 1800s. Again herbs were researched, this time to find those with medicinal properties. Joan Foster, Laurette Guay and other committee members have given considerable care to securing these herbs, some which are not easily available today.

A millstone from the old McCullough Gold Mine has been used in each garden. The new herb garden is circular with brick walkways and identifying plaques to enable guests to enjoy the beauty of and absorb the knowledge about herbs.

Foster, who has chaired the project since its beginning, accepted the award on behalf of the club. She was also recognized for her continuous dedication to the project. In addition to finding herbs, she can often be found at the garden on Fridays tending to it so it will look good for visitors. For educa-

tional purposes, she created and updates a notebook describing each herb and its uses.

Gary Haynes was presented a Mary A. Browning Historic Preservation Award for his years of outstanding service for the preservation and maintenance of the old Jamestown Public School/Jamestown Public Library. A graduate of Ragsdale High School, Haynes began his formal education at Jamestown Public School in 1950. In 1985, he agreed to be the architect overseeing the renovation of the old school building.

He has done extensive research of the building to document its history and created to-scale architectural drawings to make sure the integrity of the original building was preserved.

“The original architect was Charles E. Hartage in 1915,” Haynes said. “I just try to replicate what he did.”

Haynes also graciously named many others who had a part in saving and restoring the building, but there is no doubt he has poured his heart into the project. He continues to serve today as chair of the Old Jamestown School Association and hopes to be part of the effort to see that the building maintains its architectural design and history well into the future.

Ruby Sapp Leach also received a Mary Browning award. She has committed her life to knowing her heritage, whose ancestors were slaves. Records from those times and places are difficult to find and often none existent, but Leach has found stories and documents that help tell accounts of her family and beyond – including the communities that became Florence off Penny Road and Sapptown in what is now the Mackay Road area.

Leach values her history, her heritage and the resilient strength of her people. When she shares stories of her ancestors within the Jamestown community, she does not downplay the truth of forced segregation, but speaks of it in ways that create awareness, understanding and healing across the broader community.

Besides researching the African American heritage of this area, she has become an active member of the board for the Historic Jamestown Society, which meets in the Mendenhall Homestead. One of her ancestors worked for Nereus Mendenhall.

Leach expressed pleasure at being recognized by HJS with the award and thankfulness for family and friends who were present as she received it.

The change will not affect loose-leaf pickup during the fall using the vacuum truck but people using rear bagger mowers can no longer dump the clippings into a clear plastic bag and put those bags at the curb. The Town will not be able to pick those up.

A release by the City of High Point stated, “The use of plastic bags poses many issues to City collection and disposal staff and equipment, long-term viability and significant environmental impacts. By prohibiting plastic bags in yard waste, the Ingleside Compost Facility will be able to produce a zero-waste, completely organic, compost and topsoil for our residents and commercial users.”

Paper bags save natural resources and energy while reducing greenhouse gas emissions. It can take nearly 1,000 years for a plastic bag to decompose at a landfill, compared to the one month it takes for a paper bag.

High Point is actually beginning the ban July 1 but will not start penalizing violators until Sept. 1 as a grace period for adjustment.

Other municipalities in North Carolina are also banning plastic bags for yard waste. The N.C. Department of Environmental Quality will soon be updating their permit requirements. Very few municipalities still use plastic bags for collection.

In April, Greensboro announced it would consider banning plastic yard waste bags, switching to biodegradable paper bags, which can be ground up along with the other waste into compost or mulch. No further action appears to have been taken. Biodegradable paper bags can be found at hardware, home improvement and other stores.

Get National Egg Day off to a Delicious Start With Budget-Friendly Shakshuka

Did you know that National Egg Day is coming up on June 3? I hope you’re ready to celebrate and start your day with a delicious and nutritious meal, because I’ve got a recipe for you that’s sure to impress: Shakshuka!

But first, let’s talk about egg prices. Yes, it’s true, the cost of eggs has doubled since this time last year, but there’s hope on the horizon. Eggs are expected to drop a total of about 30% by the end of the year, according to the USDA. The price isn’t back to where it was, but at least it’s going in the right direction.

But fear not, dear readers, because even with these prices, eggs are still a nutritional bargain. Not only are they an affordable source of protein, but they’re also packed with nutrients like vitamin D, choline and omega-3 fatty acids.

And what better way to enjoy these little nutritional powerhouses than in a classic dish like Shakshuka? For those who are new to this dish, Shakshuka is a Middle Eastern breakfast dish made with eggs poached in a flavorful tomato sauce. It’s a delicious, easy-to-make one-pan wonder. And it’s versatile enough to accommodate a range of dietary needs.

The history of Shakshuka is a bit murky, with some claiming it originated in Tunisia, while others say it was invented in

Israel or North Africa. Regardless of its origins, Shakshuka has become a beloved dish around the world, and for good reason. It’s a comforting, warming dish that’s perfect for breakfast, brunch, lunch or dinner.

So, without further ado, here’s the recipe for Shakshuka:

SKILLET SHAKSHUKA

Yield: 4 servings

Total Time: 30 minutes

1 tablespoon olive oil

1 medium onion, diced

2 bell peppers (any color), seeded and chopped

1 (4 ounce) can mild green chilis

3 cloves garlic, minced

1 tablespoon paprika

1 tablespoon cumin

1 (28 ounce) can diced tomatoes

8 eggs

1/2 cup feta cheese, crumbled or sliced Parsley or cilantro, chopped

Salt and pepper

4 thick slices of crusty bread

Note: Don’t use a cast iron or aluminum skillet, as the highly acidic tomato sauce may cause a reaction with the metal. It won’t hurt you, but the Shakshuka will taste metallic and may harm the seasoning of your cast iron pan.

In your skillet, warm the oil over medium heat. Once hot, add the onion and let that cook for a few minutes to soften. Add the bell peppers and green chilis, cooking for

5 minutes, stirring as needed.

Add the garlic, paprika and cumin and cook until fragrant, about 30 seconds. Add the tomatoes and their juices. Reduce heat and let this simmer for at least 10 minutes to allow the flavor to marry. At this time, if you choose, you can place the skillet on very low heat and let it simmer until you’re ready to cook the eggs.

Using the back of a spoon, make wells in the tomato mixture. Crack the eggs into the sauce, spacing them evenly apart. Cover and allow the eggs to cook until the whites are set and the yolk is cooked to your desired consistency, about 5-7 minutes. Taste and adjust seasonings. Serve immediately, sprinkled with feta cheese, chopped parsley and lots of crusty bread. Diva Tip: Use a vegetable peeler to thinly slice the feta cheese so it melts beautifully over everything. And there you have it, folks. Celebrate the humble egg with Shakshuka. It’s a delicious and affordable meal that’s perfect any time of day. Bon appetit!
