A good, functioning stormwater system is important for the health of the residents of the state. A stormwater system collects or carries stormwater and discharges it into local streams, rivers, lakes and drinking water reservoirs. It includes curb and gutter streets; storm drains and yard inlets; ditches, channels and swales; and culverts and outfall pipes. Jamestown must implement a Stormwater Management Plan and undergo an audit in 2023 or face hefty monetary fines for violations.

Lindsey Lengyel, water resources manager for Blue Stream Environmental in Kernersville, addressed the Jamestown Council on April 20, describing what the Town must go through in order to receive a clean audit from the North Carolina Department of Environmental Quality (DEQ). The goal is to reduce polluted stormwater that runs through municipal storm sewers and enters local waterways. “When [a town] has a stormwater system in place you are required to have a permit from the State,” Lengyel said. The Town received a permit to allow discharge in 2005, which was renewed in 2017. It is set to

Patrons may come in the library for 30 minutes to browse the collection and select items for check out. One hour per day computer use will be available by registration. To allow social distancing, only four computers will be available. Curbside service will continue for patrons who wish to pick up their items without entering the building. For the safety of our staff, volunteers, and patrons, we are limiting the number of people allowed in the building to 23. The library asks that patrons follow the three Ws: Wear a cloth mask over your nose and mouth. Wait six feet apart. Avoid close contact. FUN ON THE LAWN As part of its Welcome Home, Together Again initiative, Jamestown United Methodist Church has planned a variety of outdoor activities for the next several months. Grab your calendars and be sure to mark all the fun events scheduled for May, June and July during JUMC’s Welcome Home, Together on the Lawn celebration. All are free and open to the community. Social distancing is requested. Bring your own mats and/or props for yoga classes and chairs or blankets for other events. • Family Yoga – Sundays from 1:30-2:30 p.m., May 16 and 23, and June 6 and 13. • Community Yoga – Monday evenings at 6 p.m., May 10, 17, 24 and June 7, 13 and 21. No classes will be held May 31 or June 29. Bird watching can be educational and fun. Thanks to the generosity of Cedarwood Garden Club, students at Haynes-Inman Education Center get to experience both aspects. The relationship between the Garden Club and the school began in 2012 when several members of the club worked to bring new life to the Serenity Garden at Haynes-Inman. stormwater continued from front in the area,” Lengyel said, pointing out several ways streams could be impaired. “There are 36 segments of streams in our Deep River Basin that are so impacted that they are not healthy. “When you go to your tap and get water out to drink, you expect that water to be healthy.” Drinking water treatment at the Eastside Wastewater Treatment Plant on Riverdale Road includes removal of dirt and large particulate; small particulate, heavy metals and bacteria filtration; and chemical treatment to remove bacteria. This is an expensive process. For years, North Carolina did not strictly enforce the permits until the Environmental Protection Agency (EPA) performed an audit in 2018. “The State is coming in now and doing what they should have done all along,” Lengyal said. “[Some] things were a lot more lenient that we’re not getting a pass on any more.” She said many towns had not been diligent in following their stormwater management plan. Of the more than 40 cities audited by the State so far, 36 have received violation notices. She believes Jamestown will probably receive a notice of violation. “There are no exceptions to this,” Lengyal said, adding the Town will have 120 days to create a new stormwater management plan, operation maintenance plan

for facilities and stormwater system, and conduct a self audit of areas the State did not audit. She said the process was time-consuming but not difficult. She advised to start these plans and selfauditing now and not wait until the State audit in two years. Once the plan is submitted to the DEQ, the Town must correct any violations before a permit is issued in fiscal year 2023-24 and enforcement actually begins. If in violation, it could cost the Town millions over the years, Lengyel said. There is a maximum civil penalty of $37,500 per day per violation and a maximum criminal penalty of $25,000 per day per violation. Items that could lead to violations include illicit discharge, construction and post construction site runoff, dirty catch basins and lack of repairs or maintenance to drainage and stormwater ponds. The program does not come without costs and Jamestown must decide how to fund it. Of the 122 municipal storm sewers in North Carolina, approximately 75 percent have instituted a stormwater fee. Of those, 70 percent have a flat fee for residential properties and 78 percent have a variable fee for non-residential properties. Greensboro and Winston-Salem are the only Triad municipalities that charge a tiered fee. The average flat fee in the state is $6.50 per month. Towns similar in size to Jamestown average $4 per month. “This could bring in approximately $80,000 per year,” Lengyel said if a fee of approximately $4 was used. That money would go to the stormwater program. If Jamestown decides to

Key points included that nature inspires physical and mental wellbeing. “It feeds our souls,” Seay said. Nature also supports the diversity of species and pollinators and exhibits a sense of peace. Nature inspires paintings, which in turn lend themselves to similar peaceful feelings. Seay used PowerPoint to show a variety of trees, shrubs and perennials native to the area and challenged guests to use native plants when landscaping their yards. The event marked the conclusion of the group’s spring fundraiser, which instead of the usual auction included a community plant sale of annuals, perennials and herbs. The 98 orders received were available for pickup following the Garden Party brunch.

“We exceeded our goal for the sale by over $1,000,” Albertson said. As a 501(3)(c) organization, the Sedgefield Woman’s Club raises money, which it uses to help those in need and to provide a scholarship to a deserving Ragsdale High School student. The pandemic, however, has limited the club’s usual fundraising activities. “As always, profit from the spring and Christmas fundraisers fund our year-end charitable spending on local, state, and international causes, which, together with members’ service, remains the essence of our organization,” said Patti Morgan, club president. “This spring also marks the 60th anniversary of our charter year as a member of The North Carolina Federation of Women’s Clubs,” she said. “How appropriate for our fundraising committee to remind members and our community of SWC’s early roots showing our love and care for nature.”

ing a quality brand of seed and delivering it to the school as needed. “The bird feeders allow students to have a visual experience and for some hands-on involvement by feeding the birds,” said Joanna Rudder, school counselor. “Most of the feeders are in the Serenity Garden, but there are some outside other classrooms. Teachers are able to tie the study of birds into their science curriculum when appropriate. “We appreciate the giving hearts of the members of Cedarwood Garden Club. “They are so gracious. When we reach out to them, they respond immediately.”

There are other steps in a stormwater management plan that must happen first. “[You will be] doing what is good for our towns, our rivers and our drinking water,” Lengyel said. Jamestown currently does not have a stormwater program but the audit is no surprise to the staff. “We knew we were going to have an audit sometime in the near future,” said Paul Blanchard, public services director. “We have had audits before, but they were less intensive than what we anticipate this time. We keep in touch with other communities and receive a lot of information via email, so we heard that this audit would be much more thorough. “We have been trying to do the minimum requirements per our permit. We will have to do much more based on what we have learned.” Blanchard said most of the work is limited to the Street Department for inlet inspection and cleaning, and enforcement work with the Planning Department. He added that solid waste and yard waste collection, sanitary sewer, water, and public education all relate to stormwater requirements. “Almost everything we do impacts runoff and our drinking water. We need to look at about every area we work in as we prepare for the audit. I think the biggest need is to document efforts – many of the tasks we routinely do relate to stormwater runoff and we need to capture those efforts.” The Town has a website page devoted to stormwater education. Soup!

It’s not just for winter By ANgELA SHELF MEdEARIS tHe KItCHeN DIVA My favorite comfort meal, no matter what the season, is a vegetable-packed bowl of homemade soup. Soup is a simple, unapologetic dish that is a culinary classic with primitive roots. Anthropologists who study old pottery and other ancient remnants of our society have discovered that soup may be even older than originally believed. Scientists at Harvard University have found 20,000-year-old pottery that shows evidence of being exposed to fire. No one knows for sure what was heated, but there are many reasons to believe it was the first recipe for a broth cooked up by our human ancestors. Fast-forward several thousand years, and there is more information available about the one-pot meal called “sop,” which referred to a piece of bread eaten in broth. By the 17th century, the word “soup” was being used to describe a pottage, or broth. What we know today is that soup, in all its flavors, has humble beginnings. But plain or fancy, complicated or straightforward, it’s an ingenious way to have a complete meal in one bowl. Soup, in its many international versions, is an edible ambassador of its origin. From rich, spicy Mexican soups to light Asian broths, soup is as distinct as the people and the language of the countries from which it comes. If most Americans were asked to say the first word that comes to mind when they hear the word “soup,” it would be “chicken” or “beef.” This reflects our distinct history and what was available to our ancestors. The early origins of soup consisted of the boiled carcass of an animal. As the early settlers began to have success agri-

culturally, vegetables were added to the pot. The slaves of the American south, who had little in the way of meat, harkened back to their African roots and were inventive in making soups and stews with vegetables of all kinds. Gumbo, a word from West African dialects meaning okra, originated this way. The soup consisted of a variety of meats, thickened with okra or file, a powder made from ground sassafras leaves. My favorite soup recipes showcase seasonal vegetables in a richly flavored broth. Although some soups are cold, most are hot, and whether it’s served in fall, winter, spring or summer, soup is a wonderful way to create a simple, satisfying meal. The beauty of soup is that it can be created from whatever you have on hand. It’s a great way to use leftovers or make the most of a full cup of rice or macaroni, a few carrots or potatoes, or a mixture of greens. It’s also an incomparable way to get the most out of meat trimmings or to just be luxurious and cook a chicken for no other reason than to make the best chicken soup ever. My recipe for Primavera Vegetable and Tortellini Soup is truly a meal in a bowl. You can showcase the best and freshest spring produce in this delicious soup. PRIMAVERA VEGETABLE AND TORTELLINI SOUP 1/4 pound sugar snap peas, stems trimmed 1/2 pound asparagus, ends snapped 2 tablespoons unsalted butter 3/4 cup fresh English peas 1/4 cup thinly sliced spring onion, roots removed and discarded, white part in soup, reserve sliced green tops for garnish

1 tablespoon poultry seasoning 1 teaspoon salt 1 teaspoon pepper 1/8 teaspoon cayenne pepper 2 garlic cloves, finely chopped 2 cartons (32 ounces each) reduced-sodium chicken broth 1 package (9 ounces) refrigerated cheese tortellini 2/3 cup grated Parmigiano-Reggiano, at room temperature 1. Slice the trimmed snap peas and asparagus stems into 1/4-inch-thick pieces; leave asparagus tips whole. Melt butter in a large pot or saucepan over medium-high heat. Add in the peas, asparagus, English peas, and the white part of the green onion. 2. Season the vegetables with the poultry seasoning, salt, pepper and cayenne pepper. 3. Cook vegetables 2 minutes. Stir in garlic and cook 1 minute more. Pour in the broth, mix well, cover, turn heat to high and bring the mixture to a boil, about 5

minutes. Add the tortellini and return the mixture to a boil. 4. Cook, uncovered, 6-7 minutes or until pasta is tender. Top each bowl of soup with the Parmigiano-Reggiano and the green onion tops. Makes 4 to 6 servings.

Freeze option: Freeze cooled soup in freezer containers. To use, partially thaw in refrigerator overnight. Heat through in a saucepan, or in the microwave, stirring occasionally.

Good Housekeeping GINGERED PEAR AND DRIED FRUIT CRISP

Dessert doesn’t get much easier than this! Canned pears are mixed with chunks of dried fruit and a sprinkling of cinnamon, then topped with crumbled gingersnap cookies. 2 cans (28 to 29 ounces each) pear halves in light syrup 1 tablespoon cornstarch 1 cup mixed dried fruit, cut into large pieces 1/4 teaspoon ground cinnamon 1 1/2 cups gingersnap cookies (about 20 cookies) 3 tablespoons butter or margarine 2 tablespoons brown sugar Fresh mint sprigs for garnish 1. Preheat oven to 400 F. Drain pears, reserving 1 cup syrup. With wire whisk, mix cornstarch into reserved pear syrup until blended. In shallow 2 1/2-quart glass or ceramic baking dish, toss pears with reserved syrup mixture, dried fruit and cinnamon until evenly mixed. Bake filling, covered, 15 minutes.

2. Meanwhile, in food processor with knife blade attached, blend gingersnap cookies, butter and sugar until finely ground and evenly mixed. With fingertips, press cookie mixture into small chunks and scatter over pear filling. 3. Bake crisp, uncovered, 10 to 12 minutes longer or until filling is hot and bubbling and cookie topping is crisp. Spoon into dessert bowls; garnish with mint sprigs. Serves 8.
