City Lake pool will not open this summer By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com Memorial Day is traditionally the time when the City of High Point opens the pool at City Lake Park – but not this year. Due to the COVID-19 virus, the City is following the lead of many other pool operators and keeping the pool closed. But there will still be a lot of activity around the pool as High Point’s Parks & Recreation Department

begins some long-needed renovations. Last November, voters approved a bond referendum containing $9.5 million for the High Point City Lake Park Master Plan. Closing the pool gives the department the opportunity to work on Phase One of the plan, which includes adding a lazy river to the pool area, playground features and new slides, replacing outdated mechanical systems, remodeling locker rooms and the concession area. To comply with

ADA rules, there will be more handicapped parking, wider sidewalks and an improved entryway into the pool. “Details are yet to be determined, but we have researched the addition of a lazy river, splash pad area, additional water slide(s), other fun aspects (dump buckets/sprays, etc.) and including lap lanes for swimming and lessons,” said Parks and Recreation Director Lee Tillery. “The goal is to provide amenities for a wide

range of age participants and programming opportunities. Nothing has been finalized yet as we determine costs.” Phase One also includes converting the gymnasium into a meeting center and offices for Parks and Recreation Department staff at the park. “The current gym has limited hours of operation,” Tillery said. “It’s mainly used as a space for other programming and events SEE POOL, PAGe 2

Council to meet in person but with little audience

By NORMA B. dENNIS FreeLANCe WrIter ndworddesign@gmail.com Never has the saying, “One man’s trash is another man’s treasure,” seemed more appropriate than when describing the furniture crafted by Chris Lutzweiler. He uses industrial pieces – some over 100 years old – to create unique home and office furnishings. “I started this about three years ago but very few people know what I have been doing,” the High Point resident said. “Over time the designs have evolved.” Lutzweiler works in the automotive and diesel industry. But his work takes him throughout the United States as he travels to show mechanics how to diagnose problems in vehicles using computers. As he travels, Lutzweiler finds parts to use in his furniture creations. “Each part represents a different adventure,” he said. “They are usually attached to an old piece of machinery and can be huge. It is a challenge to get them home, strip them to the bare metal and scale the pieces for the item I want to make.” Lutzweiler sometimes has to purchase additional parts to enhance his designs. But the majority of time, he makes parts by hand and has spent as much as a day creating one gear. “I have a very mechanical mind,” Lutzweiler said. “I have worked with machines all my life. “People are usually surprised when they see the completed furniture. I am not sure the average person would appreciate it. They are perhaps a bit more masculine, something for an executive type person who wants a commanding style.” Although there are some reproductions of similar furniture, Lutzweiler likes using authentic items to craft his pieces. “I love doing this,” he said. “It is awesome to take something old that was going to be thrown away and give it new life and new purpose. That is what I enjoy the most.” Lutzweiler currently considers making furniture as a hobby. So far, he has 20 pieces, which he is preparing to mar-

ket on the Internet. Pictures of the items can be found on Facebook at The Rustic Factory. With each sale, he will include the story behind the acquisition of the base piece. “This furniture is beautiful to me,” he admits. “Each is very visually appealing and rare. The old pieces are getting harder to find, but hopefully I will be able to get at least one or two each year. I want to continue to repurpose these old items and bring them back to life.”

operation of water and wastewater system, and a consideration of the proposed budget and Capital Improvement Program for fiscal year 2020-2021. The recommended budget is available for public inspection outside the entrance of Town Hall and the budget ordinance is available on the Town’s website, www.jamestownnc.gov. The PUD amendment has been on the agenda since January and many residents have spoken out against the amendment, especially as it relates to proposed development on the Johnson property on Guilford College and Mackay roads. Councilmembers expect a large turnout to speak about this agenda item during public comment. The Town’s website has the following message: “The public is invited to attend. However, there will only be one citizen allowed

into the Civic Center at a time to address Council. The Governor has limited the number of people that can gather at any one time to 10 people indoors. There will be tape to mark the appropriate distance people must stand apart while they wait for their turn to speak outside of the Civic Center.” Other items on the council’s agenda include: • A consideration of increased minimum wages for Town employees and additions or corrections to positions in the pay grade classification; • Presentation of the new Comprehensive Plan update; • Presentation of the Jamestown Park master plan; and, • Consideration of condemnation of the property at 301 Lee St. The last time the Town Council met in person was February.

The new “Welcome to Jamestown” sign on West Main Street at Flowers Bakery is under construction. The Town received grant funding for improvements throughout town, including the addition of public waste receptacles in downtown, signalized crossings for pedestrians like the one seen between Town Hall and Wrenn Miller Park and a new entrance sign near Flowers Bakery.

It looks like the public hearing for the PUD amendment might actually happen at the June 16 Jamestown Town Council meeting. The Town has announced it will hold an in-person meeting at 6:30 p.m.in the Civic Center at Town Hall. But be aware: special precautions are in place. “The meeting will be held in person and also broadcast on YouTube,” said Mayor Lynn Montgomery. “In order for everyone to be heard, speakers will be allowed to enter, address the Council and then leave so that the next person can enter.” That’s a total of 10 people, including councilmembers and staff, to comply with Gov. Cooper’s COVID-19 directives for social distancing. “We are still working on the details to make sure that all safety precautions will be taken,” Montgomery said. There will be three public hearings: a consideration regarding adding a text amendment to the Land Development Ordinance to add a new zoning district, Planned Unit Development (PUD), consideration of an amendment to the Code of Ordinances regarding

continued from front associated with City Lake Park. “The building will consist of office space, restrooms, multipurpose space for programming and a kitchen. The locker rooms on the lower level will be completely renovated.” The Great Lawn and stage area in front of the current gym will also see improvements. Once complete, walkers, joggers and cyclists will be able to enjoy a new bridge across the lake along Penny Road that will connect the park to the Piedmont Environmental Center and High Point and Bicentennial greenways. The High Point City Lake Park looks like it is located in Jamestown, but actually isn’t. It has the Jamestown address of 602 W. Main Street, but once you turn off Main Street – originally Federal Street – into the park, you are within High Point city limits.

The park was constructed in 1934-35, the first major city park in the state and the pool was the largest in the southeast. The park offered the opportunity for work for the unemployed during the Depression. The Olympic-sized swimming pool opened June 28, 1935, after being delayed a few days due to a polio scare. “The huge swimming pool (is) said to be the most perfectly designed and constructed (as) well as the largest pool in this section of the South,” according to a newspaper report at the time. “Passing motorists … slowed down to get a glimpse of the sight.” The Civil Works Administration (CWA), and later the Works Progress Administration (WPA), were part of President Franklin Roosevelt’s New Deal plan to provide work to idle labor-

ers during the Depression. More than $300,000 federal funds were given to construct the park and work was completed by CWA workers. Upgrades to the park have been made over the years, but comprehensive study of the amenities had not been done before. Now one of High Point’s biggest attractions, the land for the park was part of the original settlement of Jamestown, before the downtown moved farther east. The main entrance to the park is the original Union Street of the old town. Several historic buildings and a cemetery remain within the park and are part of Jamestown’s history. George C. Mendenhall was the original owner of the land where the park is situated. He is the man who laid out the streets and lots of what is now “old” Jamestown, that is, west of Deep

dation stones from the house can be seen during low water levels from the bridge on Penny Road. The master plan’s goal is to revitalize the park to serve both the evolving recreation needs of the community and preserve the park’s history. A portion of the park is within the Jamestown Historic District and is on the National Register of Historic Places. The park encompasses approximately 243.3 acres of land. There is a chance the swimming pool will remain closed for the 2021 season as well. Tillery expects the project to be completed by the summer of 2022. McAdams Company of Durham assisted the City of High Point with this 10-year plan. The company is also working with the Town of Jamestown on a new plan for the Town’s parks.

River. According to historian Mary Browning, in her book, Historical Places in Jamestown, N.C., Mendenhall’s will, written in 1860, left the land to “the Commissioners of the Corporation of Jamestown.” It was to be a common ground for everyone’s use – in other words, a park. At the time Jamestown was not incorporated and, according to Browning, had lost its charter. The land reverted to the Mendenhall heirs and was eventually sold to the City of High Point. Mendenhall never guessed his bequest would cause much of his family history to be under water. A large part of Jamestown history was lost in the 1920s when the area was flooded to form what is now Arnold Koonce City Lake. The water destroyed structures, most notably the house and mill of James Mendenhall, George C.’s grandfather. Foun-

PUBLIC NOTICE The High Point Metropolitan Planning Organization Seeks Public Review and Comment on the DRAFT Comprehensive Transportation Plan (CTP) and the DRAFT 2045 Metropolitan Transportation Plan (MTP). The CTP is a mutually adopted legal document between the state and the local area partner(s). When a CTP is adopted by NCDOT, it represents the state’s concurrence with the identified transportation needs and proposed recommendations within the HPMPO area. The CTP is the element of the MTP that identifies all the transportation needs, but it is not constrained by funding or by year. The MTP is a blueprint to guide the High Point Urban Area’s transportation development over a 25-year period. Updated every five years to reflect changing conditions and new planning principles, the MTP looks at major urban transportation planning issues such as environmental/air quality; complete access to transportation; alternative transportation modes (i.e., transit, bicycle, and pedestrian); freight transportation; and highway traffic congestion. The MTP identifies major projects, their expected timing (horizon years), and estimated cost. The High Point Urban Area MPO (HPMPO) will provide a public review and comment period for at least 30 days for both the Draft CTP and DRAFT 2045 MTP. The public review and comment period will end on July 31, 2020. Both Plans will be presented to the HPMPO Transportation Advisory Committee (TAC) on August 25, 2020 for approval.

Cedarwood Garden Club Mailbox and Yard of the Month

Submitted by Sherrie Richmond

For its gracious landscaping of flowers around the mailbox and also in flower containers on both sides, Cedarwood’s Mailbox of the Month for June was awarded to Rich and Dawn Humphrey of 110 Bellwood Court. The Yard of the Month was won by Walter and Cindy Bilbao of 103 Gardenwood Place, and their neatly trimmed lawn accented the blooming shrubs in several elegant flower beds.

Good Housekeeping Stuffed Pork Chops The aroma of this dish will remind you of childhood trips to your grandparents for Sunday supper. If you don’t have rye bread for the stuffing, use whole wheat. 4 teaspoons vegetable oil 1 small onion, chopped 1 Golden Delicious apple, peeled, cored and chopped 1/2 teaspoon caraway seeds 1 pinch dried thyme 2 slices rye bread, toasted and cut into 1/4-inch pieces 2 tablespoons chicken broth 1/2 cup chicken broth

1 tablespoon spicy brown mustard 4 (8 ounces each) pork loin chops, 1 inch thick 1/4 teaspoon salt 1. In 10-inch skillet, heat 2 teaspoons oil over medium heat. Add onion and cook until tender, about 5 minutes. Add apple, caraway seeds and thyme and cook 3 minutes longer. Transfer apple mixture to medium bowl. Wipe skillet clean. 2. Stir bread pieces, 2 tablespoons broth and mustard into apple mixture. Pat pork dry with

paper towels. Holding knife parallel to surface, cut a horizontal pocket in each chop. Stuff apple mixture into pocket of each chop and secure with toothpicks. Sprinkle with salt. 3. In 12-inch skillet, heat remaining 2 teaspoons oil over medium heat until hot. Cook chops until they just lose their pink color throughout, about 7 minutes per side. Transfer chops to warm platter. 4. Increase heat to high. Add remaining 1/2 cup broth to skillet and heat to boiling, stirring to loosen brown bits from bottom of

pan. Boil broth until reduced to 1/4 cup, 3 to 5 minutes. Pour sauce over chops. Story: My Life with Pat Conroy.” (July19) Although Martin Clark was born in Winston Salem and graduated from Davidson College, he calls Stuart, Virginia, home. His debut novel, “The Many Aspects of Mobile Home Living,” established his place in the pantheon of legal thriller writers. His latest, “The Substitution Order,” features Kevin Moore, once a highly respected lawyer, but now disbarred. Moore laments, “Despite my mistakes, which—I concede— were hellacious, I deserve better than this misery.” Moore’s misery is the backbone on which Clark builds his story, one that has earned praise from The New York Times. Its reviewer, Alafair Burke, wrote, “In a good legal thriller, the law itself propels the narrative as intensely as any single character. By that definition, Martin Clark’s ‘The Substitution Order’ is not merely a good legal thriller; it’s a great one.” (July 26) Off to such a great start, there is every reason to hope Bookwatch can survive the virus and thrive.
