The Jamestown Town Council quite often sees eye-to-eye on the business of the town. However, things got slightly heated at the Aug. 18 Jamestown Town Council meeting as members discussed the proposed Parks & Recreation Master Plan for Jamestown Park. The Council spent the majority of the meeting discussing the plan, mostly related to the possible removal of the ball fields.

The current $45 million plan developed by McAdams Company does not include the fields, rather turning that area into event or exercise space. Councilmembers said they had just learned about the possibility of removing the fields when they received the Master Plan in June. At the July meeting, they requested an alternative to the proposed Master Plan that leaves the ball fields on the East Fork Road site. They asked Planning Director Matthew Johnson to find out how much it would cost to have an additional plan

that included keeping the ball fields. Johnson learned the cost would be $2,050 but no plan was available at this meeting. Any plans for Jamestown Park – excluding the golf course – is contingent on the Town receiving Parks and Recreation Trust Fund (PARTF) grant funding. However, PARTF will not fund renovations, which is what it would take to upgrade the existing ball fields. If the fields were removed at Jamestown Park, they probably would not leave the town completely. Dia-

Women’s Equality Day is Aug. 16 By CAROL BROOKS freelance writer cab1hp@gmail.com In recent years, we have seen a woman run for president as well as three for vice-president but as of this writing, none have been successful. It was only 100 years ago, on Aug. 26, that the 19th Amendment, the Susan B. Anthony Amendment, to the United States Constitution giving women the right to vote – and, in the long run, hold office – was passed. It is this day we recognize as Women’s Equality Day. The 21st century is not the first time a woman has run for a higher office, however. Another woman ran for president a long time ago. The Equal Rights Party nominated Victoria Woodhull for president of

Diamondback has submitted plans for the development and the Planning Board held its first discussion about them several weeks ago. “The option of moving [the fields] to the Johnson property came up after the recreation plan study began,” Johnson said in July. “Diamondback would build on the town’s specs and then give the fields to the town.”

Councilmember Rebecca Rayborn wanted to hold off approval of the P&R Master Plan until Diamondback’s plans were approved, which could be several months down the road. Councilmember John Capes didn’t want to spend more money to get a design that included the ball fields. the United States in 1872, long before women had the right to vote. She spent Election Day in Jail after writing an article deriding preacher Henry Ward Beecher. According to the National Park Service, Abigail Adams all the way back in 1776, asked her husband John to “remember the ladies” when he and his compatriots were framing the Declaration of Independence. He must not have

listened to her as the wording the founding fathers came up with was, “all men are created equal.” No mention of women. Throughout the early years of our country, women did not have the same rights as men. For example, married women couldn’t own property and had no legal claim to any money they might earn. Like many plans these days, the Jamestown Comprehensive Plan Steering Committee has not been able to follow their original schedule. Benchmark Consulting, the firm hired to compile the Plan, had wanted to do several in person meetings with the Jamestown community to learn their thoughts on the document that will act as a guide for land use, development, capital investments and growth management decisions for the next decade and beyond. Benchmark was able to hold several small in-person group community discussions at Town Hall on Aug. 8 and 12. There was also an online option available Aug. 11 and 13. Each group was limited to six participants. Results of these meetings, known as, the Envision Jamestown Community Conversations, will be summarized at the Comprehensive Plan Steering Committee meeting Aug. 31 at 4 p.m. The meeting will be held via Zoom and streamed at www.youtube.com/channel/ UCmi_MH3cM_DfOvhsLO9ZC6w. The committee will also discuss future public engagement activities.

Clowns/clownettes undertake pen pal project By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com If any group could take lemons thrown at them and make lemonade, it would be clowns. This is what two local clown troupes – INJOY and Flaco and Ze Clownettes – have done during the coronavirus pandemic. Restricted in their ability to perform in person, the groups started their “lemonade stand” by window surfing outside the retirement center Brookdale Skeet Club as residents watched from inside. As they moved around the building, the clowns waved, turned cartwheels, and held up encouraging signs and balloon animals. Now, at the suggestion of Joy Callanan, resident programs coordinator for Brookdale Skeet Club, the two clown troupes have undertaken a pen pal project for those living at Brookdale Skeet Club and Brookdale High Point North, which share the same campus in High Point. “I gave Ned McMillan (head of the clown troupes) 12 names of residents in our community and April Allison, programs coordinator at Brookdale North gave him names of some residents in that community,” Callanan said. “I selected people

lan said. “As a teacher, you want to give some structure,” he added. The children have already written to Brookdale residents and a few have received return correspondence from their new pen pals. Although some of the residents are challenged to write, all are excited to get mail from participants in the clown and clownette troupes. Corinna, a resident of Brookdale Skeet Club was

especially excited to get a letter from Haven Berrier. Recently, Berrier and others had encouraged drivers passing the retirement center to honk in honor of Casey Medlin’s 105th birthday. Following the birthday celebration, Corinna “met” Berrier through a window to her room. Haven has written to Corinna twice and Corinna plans to continue writing to her.

continued from front no female had the right to vote. Women were expected to focus on housework and motherhood. In subsequent years, female-only schools as well as coeducational colleges allowed women to have an education. The women, whether called suffragists or suffragettes, began their organized fight for women’s equality in 1848 when they demanded the right to vote during the first women’s rights convention in Seneca Falls, N.Y. Many signed an 11-part “Declaration of Sentiments and Resolution” outlining the main issues and goals for the emerging women’s movement. Women’s rights meetings were then held on a regular basis. They lobbied, marched, picketed and protested for the right to the ballot. In 1866 Elizabeth Cady Stanton and Susan B. Anthony formed the American Equal Rights Association, an organization for white and black women and men dedicated to the goal of universal suffrage. However, when the 14th Amendment was ratified in 1868, it defined citizens and voters as male and extended the protections of the Constitution against unjust state laws to men. This caused a rift in the women’s rights movement in 1869, splitting it into

Stanton and Anthony’s National Woman Suffrage Association (NWSA) and the American Woman Suffrage Association (AWSA), with “Battle Hymn of the Republic” author Julia Ward Howe as a member. When the 15th Amendment gave the vote to black men in 1870, NWSA was incensed that black men received the right to vote before women. This group apparently was opposed to black women having the vote. The NWSA suggested, instead, there should be a 16th Amendment giving suffrage to everyone. This caused abolitionist Frederick Douglass to break off ties with the NWSA. Even though women did not yet have the vote, Anthony, along with women’s rights activist and abolitionist Sojourner Truth, attempted to vote in the 1872 presidential election. Anthony was arrested and tried but Truth was only turned away from the polling booth. Although not evident by the name, the Woman’s Christian Temperance Union (WCTU), founded in 1874, began working for women’s suffrage. A women’s suffrage amendment to the Constitution was first introduced in 1878. Twelve years later, the NWSA and AWSA reunited as the National American Woman Suffrage Association (NAWSA). According to the dictionary, suffragists believed in peaceful, constitutional campaign methods. In the early 20th century, after the suffragists failed to make significant progress, a new generation of activists emerged. These women became known as the suffragettes and they were willing to take direct, militant action for the cause. The History Channel gives more info: “Passionate about women’s rights, in 1903 the suffragettes of the Women’s Social and Political Union (WSPU) split from the suffragists of the National Union of Women’s Suffrage Societies (NUWSS) to follow the militant agenda ‘deeds not words’.”

granted all female residents age 21 and older the right to vote in 1869 and Colorado became the first state to allow voting for women in 1893. Utah and Idaho soon followed. Wyoming, the Equality State, was also the first state to elect a female governor. Several other organizations were formed for working women and suffrage, including the Women’s Social and Political Union (WSPU), National Union of Women’s Suffrage Societies (NUWSS) and Women’s Trade Union League of New York, later to become the International Ladies’ Garment Workers’ Union. The NUWSS called themselves suffragists – the term also included men – and the WSPU called themselves suffragettes. Theodore Roosevelt’s Bull Moose Party was the first national political party to champion women’s suffrage. Not every woman wanted the vote, however, many thinking it would undermine women’s influence in the home and family. The National Association Opposed to Woman Suffrage was organized in 1911 and members included wealthy, influential women and some Catholic clergymen. The Congressional Union, later known as the National Women’s Party, was known for civil disobedience to publicize their cause, including suffrage parades, staging hunger strikes and picketing the White House. The picketing worked because President Woodrow Wilson changed his mind and started supporting women’s suffrage. Congress finally passed the women’s suffrage amendment in 1919. He filled up three note cards, expanding on comments from clownette Princess Peanut and telling her about a pen pal he had while in the service, whom he was able to meet when he returned home to the states. Peggy could not physically write to her pen pal, but dictated a letter to Callanan to send. “I took a picture of Peggy to send with the letter,” Callanan said. “Part of my job is spending one-on-one time with residents. I have added the pen pal program to my calendar to assist those who need help writing their letters. “We are not a building, we are a home,” Callanan explained. “We care about one another.” Several clowns and clownettes, along with their families recently participated in a parade for residents of Brookdale North. “What amazes me is how many good things are going on during this pandemic,” McMillan said. “I give the Big Clown credit for providing opportunities for our clowns and clownettes to continue bringing joy to others.” Callanan and McMillan both hope to see the pen pal program continue. “When volunteers are once again allowed into our communities, we hope to be able to expand the project,” Callanan said. “There will be more people to assist residents who need help writing their letters.”

1878. The amendment reads: “The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of sex. Congress shall have power to enforce this article by appropriate legislation.” It is believed 27 states and the Alaska Territory had given women the vote prior to this. The NAWSA became the League of Women Voters. Prior to this, state laws prohibited women from owning and inheriting property, signing contracts, serving on juries and voting in elections. To become part of the Constitution, three-fourths of the then 48 states had to ratify the amendment. Tennessee was the final state to ratify, on Aug. 18, 1920. The amendment became official Aug. 26 and approximately 10 million women voted that year. But all the states did not follow suit so quickly, including North Carolina. It took the state until May 6, 1971, to finally ratify the women’s suffrage amendment. It took over 60 years in all for all states to ratify it. Mississippi was the last in 1984. The amendment went into law but the fight was not over. In 1923, the National Woman’s Party first proposed the Equal Rights Amendment to eliminate discrimination on the basis of gender. It was not ratified until 1974. The number of women voting has risen since the 1920 ratification of the 19th Amendment. These days, more women than men vote. something that I’m not totally in support of, with the idea that I’m going to change it in a month or two,” said Councilmember Martha Wolfe. “I think it is important to have Plan B or another plan, keeping the ball fields located in Jamestown Park.” The ball fields, which accommodate ages up to 12 years and are primarily used for practice by the Jamestown Youth League, need a lot of work. “The current baseball fields are in dire need of updating,” admitted Scott Coakley, parks superintendent. He noted lighting, drainage, irrigation, scoreboards, fences and concession stands all need work. He is getting quotes on the projects. “The ball field is a major project in itself,” said Councilmember John Capes. “Sounds like we need to start over.” “We ignored it for too long and now we’re in a hole,” said Rayborn. Johnson said there were no plans at this time to upgrade the existing ball fields. “[Ball field repair] is a $4-5 million project,” said Capes. “We won’t do the whole [Master Plan] at once.” “There’s no way I’d be for anything that would take away a ball field,” agreed Councilmember Lawrence Straughn. “We could work on the drainage problem and replace the lights [on the existing fields].” Mayor Lynn Montgomery noted there wasn’t a timeline for the work on the park so suggested a waiting period to get more information and to see what develops with the Johnson property before having plans made for renovation at a cost to the Town. “I’m not convinced we should be talking about

something that may or may not happen,” Wolfe said. In the end, the Council decided to indefinitely table the P&R Master Plan vote. Johnson was disappointed with the outcome. “We spent a lot of time and energy on the plan,” Johnson said. “I was hoping it would be adopted, at least as a shell. A plan is a plan but it doesn’t have to be exactly as planned.” In other business, the Council: Unanimously voted to amend the Town’s Code of Ordinances as well as the Rules and Procedures to change the Council meeting time from 6:30 p.m. to 6 p.m., beginning with the Sept. 15 meeting. Approved the amendment to the lease agreement with Jamestown Public Library. Basically, the Town will take over some of the maintenance of the building, which is owned by the Town of Jamestown. Appointed Cara Arena to the Planning Board representing the Extra Territorial Jurisdiction (ETJ) to fill the unexpired term of Robert Lichauer, who has resigned. Approved a permit for the Rotary Christmas Parade, with the understanding the parade might be canceled due to the virus. Tabled approval of a Coronavirus Intergovernmental Agreement until September. Internet connection to the Council meeting was lost for about four minutes. Johnson said the Town is working to get a better Internet connection for the Civic Center, where the meetings are held.
