Planning Board has second development discussion By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com The Jamestown Planning Board still has a long way to go before approving any development at Castleton Village on the Johnson property along Guilford College and Mackay roads – but it is getting closer. Rather than throw out questions willy-nilly to Amanda Hodierne, an attorney representing developer Diamondback Investment Company, the Aug. 24 meeting focused on four topics, schools, density, traffic and tree preservation. Other new area developments include apartments behind Publix, a develop-

ment at the former Pilot Life campus, affordable housing on the site of the former Sedgefield Showgrounds and another planned development on Mackay Road. All of these would feed into Jamestown schools, especially Millis Road Elementary, which is already around 150 percent capacity. “I reached out to the schools. I had a very positive experience,” said Board Chair Sarah Glanville, noting that Mayor Lynn Montgomery had also contacted the school system. “I learned a lot about how schools are funded and when there’s new development, how that all plays out.” She referenced a letter she had received from Deena HayesGreene, chair of the Guilford County Board of Education. “Thank you for alerting us to this important planning issue in Jamestown,” Hayes-Greene wrote. “While we are supportive of new development in Guilford County, we share many of your

concerns regarding the potential impact on our schools.” Hayes-Greene noted a joint study by the Guilford County Schools and Guilford County Board of Commissioners identified a $1.6 billion need to upgrade/construct facilities. Schools are ranked in order of need. “Sadly, while Millis Road is in desperate need of renovation or replacement, it is not our worst facility.” She suggested speaking with the County Commissioners to support financing of school facilities, including the $300 million bond referendum on the November ballot. Another suggestion would be the donation of approximately 40 acres in the Jamestown area that could be used to build a 900-student elementary school. Perhaps a better suggestion would be to time the proposed Castleton Village development to line up with the district’s

Facilities Master Plan, which shows the Millis Road Elementary replacement as No. 25 on the list of Phase 1. Plans call for a replacement 600-student facility but the Board of Education realizes that still would not accommodate the anticipated increase in students. “While we understand that developers see school overcrowding and facilities repair ‘as a GCS issue’ and that residents ‘just want things fixed,’ the reality is more complex,” Greene wrote. “Tax revenue does not flow to GCS. It flows to Guilford County and ultimately, to decisions made by the Board of County Commissioners.” She added that county government officials are required by law to provide funding for school. “As much as we would like to, we can’t fix this on our own.” Planning Board member Sherrie Richmond suggested Diamondback donate property for

a school. This is similar to what the developer of the Adams Farm community did. The result was Pilot Elementary. Angie Henry, Chief Operating Officer Guilford County Schools, said that since Pilot Elementary is currently under capacity, there could be a boundary change that would allow some students in Castleton Village, to attend there, rather than Millis Road. Guilford County Schools starts planning for new students once final plats for developments are recorded. Castleton Village is still in the planning stages. Funding for schools come from sales tax revenue and bond referendums.

the density was too high, square footage of each single-family residence was too large, and lot size was too small. Diamondback’s plan currently calls for 3.5 to 5 units per acre of singlefamily dwellings, 7-8 units per acre of townhouses and 18 units per acre of mixed-use development. The overall project density is 3.25 units per acre on the approximately 467-acre property. Lot sizes range from 50’x130’ to 55’x130’ in single-family construction. Townhouses would be on 20’ or 22’x100 lots. New Board member, Cara Arena, was just appointed last week but jumped into the discussion feet first. “From what I’ve read in our Land Development Plan, the proposal was for small or medium density of the Johnson farm,” Arena said. “What is currently planned is more mediumto-high density.” Board members questioned the design of the new development and how it fit into the current Jamestown landscape. “This is almost 500 acres. We have to accept it will establish its own neighborhood,” Hodierne said. “The question is not how we make this 500 acres look like everything around it. It’s more appropriate to say how it compliments what’s around it – and never detracts from it. “It will take on its own personality. This would be Jamestown’s first Tra-

ditional Neighborhood Development. We can be compatible without being the same.” Richmond echoed a popular sentiment about Jamestown’s unique smalltown character and didn’t want to lose that. She represents Cedarwood residents who fear this development would devalue their homes. “The perception is there are a lot of townhomes,” Richmond said. “We’re looking at a very high density here, too. [Plus] traffic, commercial.” “If we build a nice community that is an asset to Jamestown, that’s what will impact neighborhood values,” Hodierne said of values increasing. “The [housing] needs to be spread out with fewer townhomes,” Arena said. “We need more mixed-use [buildings]. Move the amenities to the center of the development.” New Board member Dennis Sholl, attending only his second meeting, believes the maximum height Diamondback proposes is too tall. He also suggested two-car garages along with visitor parking areas. Traffic Board members are concerned the new development will bring a large increase in traffic to the area, including at times when there are ball games on the proposed fields on the corner of Guilford College and Mackay. Russ Walker, a Board member, commented that an earlier plan had medical offices on that site and Richmond noted that they would bring less traffic than a ball field. She also questioned whether a farmer’s market is needed, especially with large trucks bringing in produce.

Jeff Hochandel, senior project manage of the Timmons Group in Raleigh said his group prepared a traffic impact analysis earlier this year for Diamondback. It was done prior to the coronavirus and indicates typical traffic patterns. The 605-page document included several recommendations, including adding east-and westbound turn lanes in several locations. He said the traffic study did not indicate the need for a proposed new traffic signal at Cedarwood Drive and Guilford College Road due to the low volume of traffic turning left out of the Cedarwood development. However, it is under review by the NCDOT, which has the final say. Glanville asked Hodierne to look into having streetlights installed along Guilford College Road. Tree preservation Arborist Neal Beasley, of Timmons Group in Richmond, had just been assigned the project the previous Friday and is still documenting the trees on the property. He said they wanted to protect trees with a 4” minimum trunk thickness. The Town’s Land Development ordinance has a tree protection clause. He said the project must develop but also protect trees. Jamestown Planning Director Matthew Johnson said the arborist’s report must be filed before there is any approval of zoning. “There will be trees left as a part of this project because you want them,” Beasley said. “We don’t have a finished project yet,” Hodierne said. She listened to the Town’s concerns and said she would look into any changes requested. The Board met in person with social distancing

Johnson repeated his plea for concerned citizens to let the Planning Board have time do its job first – to get a plan they think would work – before opening up meetings for public comment. The Planning Board is considering a rezoning request for five parcels along Guilford College and Mackay roads for the Castleton Village development. However, Johnson has learned one of these parcels, 5230 Mackay Road, is not in Jamestown. “That small parcel (0.4 acres) was annexed by Greensboro in 1988,” Planning Director Matthew Johnson said. “We are waiting to hear back from the developer how they would like to handle that issue.” The Johnson family is not actively engaged in the development process. A representative told the Jamestown News the family has not seen the plans nor attended any of the meetings held by Diamondback.

year. Mackay lived most of the year on Long Island, N.Y. Preliminary plans for the development, Castleton Village, include a clubhouse modeled after Deep River Lodge. Hunters might bring their own railcars to Jamestown and park them on a siding where Oakdale Road crosses the North Carolina Railroad. Once Deep River Lodge was built, however, Mackay would send a “station wagon” to the depot to transport guests to the lodge. This wagon, and a hunting wagon, is on display at the Mendenhall Homeplace. Mackay entertained everyone from politicians and princes to wealthy industralists. “These hunters were the who’s who of northern establishment,” said local historian Jack Perdue in 1988 in the High Point Enterprise. “They would have been the Howard Hugheses and the J. Paul Gettys of today, the big financiers of that era.” “We used to go out all day long, weather permitting, whenever we were at Deep River Lodge,” recalls John Mackay. “We would leave the house in Studebaker wagons, each drawn by two horses. After about a half-hour’s drive, we would meet the dog wagons. It was from this point that the actual hunt would start. … Everyone walked during these parties.” Breeding and maintaining hunting dogs was big business at the hunting lodge. “The size of my father’s kennels was tremendous, there being close to two hundred dogs in all!” relates the younger Mackay. “However, it required a large kennel to bring in six hundred quail in about thirty shooting days each fall. “There were usually six guns divided into two groups; and the North Carolina clay being what it is, each group had a fresh brace of dogs each hour.” Mackay had hunted in Scotland where he met Thomas (Tot) Lauder. He invited the young man to move to Deep River Lodge and serve as a gillie, or dog trainer and hunting guide. Lauder stayed as head trainer with Mackay for 30 years. Joining Lauder as superintendent was Scotsman Edward Armstrong, who worked for Mackay for more than 50 years. His brother John was superintendent for the George Jay Gould lodge. Mackay probably last visited the lodge in 1935. He was in failing health at the time and died in 1938. Edward Armstrong was able to buy much of the property. This is the property where the Castleton Village subdivision is proposed on property now known as the Johnson farm. The Johnsons are descended from Armstrong. Mackay sold the lodge to Rodney E. Snow of High Point in 1937. The entire mansion was destroyed by fire Nov. 3, 1950. Today, very little remains of the original Deep River Lodge and ancillary buildings. A small brick structure sits within Cedarwood and Edward Armstrong’s 1885 house is on Guilford College Road, just north of the Guilford Road intersection. Perhaps the other most recognizable structure is the servants’ quarters standing on Guilford College Road, just before the Thornwood/Mackay intersection. This house sat farther back on the property at one time.
