Council begins budget discussions Jamestown Town Council members and staff took time out of their Saturday morning on March 2 to meet for 3 hours to discuss the preliminary budget for 2019-20, along with the Capital Improvement projects. One resident of the town also attended the meeting. Councilmembers made suggestions and comments during the presentation but spent more time discussing the projects than the budget.

Budget “I want everyone to understand it’s very, very preliminary,” stressed Judy Gallman, Jamestown’s finance director, concerning the budget presentation. She noted that the budget ordinance is approved by department, not by line item. The preliminary budget for the next fiscal year is $10,744,723, an increase of $381,319, or 3.68 percent, over the amended 201819 budget of $10,363,404. The 2018-19 budget was originally adopted at $10,024,685, which was a decrease of 0.78 percent

over the preceding year. Gallman did not mention if there would be a tax increase for 2019-20. The General Fund revenue increased by $102,299, or 1.83 percent, to $5,683,968, while the General Capital Reserve increased by $3,175, or 3.38 percent, to $97,150. The purpose of a reserve fund is to avoid cash flow interruptions, generate investment income, eliminate the need for short-term borrowing and maintain the Town’s credit ratings. Special students learn culinary skills By CAROL BROOKS freelance writer cab1hp@gmail.com The hairnets were out and so were the smiles as students in GTCC’s new food service program gathered at the school’s High Point campus to make a Caesar Salad. These are not ordinary chefs in the making. They are adults with intellectual and developmental disabilities (IDD). The course is part of the POWER (Providing Opportunities for Workforce Education Review) Pathways program at GTCC. The course began Feb. 11 and will run for 13 weeks. “The POWER Pathways program is designed for adults who are capable of learning and working, but may need additional training to enable them to transition successfully into a work environment,” said Claire Ricci, GTCC’s dean of adult education. “These students have something to contribute and have the potential to pursue a career. The POWER Pathways program helps them accomplish that goal and promotes self-sufficiency. “GTCC has offered POWER classes in basic reading, writing, math, computer and employability skills for a number of years for students with IDD,” Ricci continued. “Martha Bergman, vice president of Corporate and Continuing Education, and I recognized there was a need for more advanced career training for these adults to be able to successfully enter the workforce. Unemployment rates for adults with IDD nationally are between 70-80 percent. Many of these adults, if provided with the proper training and support, can be successful in employment situations and want to be able to work, live more independently, and share their talents with others in a meaningful way.” Three men and four women are taking the class in High Point and 10 more students attend on GTCC’s Greensboro campus. Each class was open to 15 participants. “The students have already caught on,” said Natasha Ford during the third week of the course. Ford is an adult education instructor at GTCC who is leading the food service program. A graduate of The Natural Gourmet Institute, Ford spent part of her culinary career running her own catering business in New York and has extensive experience working with adults with disabilities. Kitchen” and was a contestant on the final season of “The Taste.” She is the culinary ambassador for her homeland of Barbados. “I have been afforded great opportunities and feel like this is me giving back,” said Ford. “This is a population that tends to be ostracized yet they have so much to offer. As long as there is a kitchen and someone willing to work with them, these adults are loyal and consistent. They will not quit on you. “The biggest challenge is making certain everyone is focused. Some students are very highfunctioning and some are not as high-functioning. I try to pair people up and work in teams. It gives the students who are on the

higher end some confidence.” At each class, students learn basic culinary skills like how to handle a knife, cooking, nutrition, menu and recipe planning, food service and sanitation. Ford makes certain they clean up along the way and keep their workstations tidy. At the end of each class, students settle down to taste what they prepared, in this case, Caesar Salad made with homemade mayonnaise and croutons. Any leftovers are not wasted. They go home with the students to share with family members. When the course is over, students can take the SERVSafe Food Handlers certification exam to earn industry-recog-

nized credentials. Those completing the program will have the technical skills to work in the prep and process areas of a kitchen. The school chose the culinary/ food supply industry purposefully. Ricci said the restaurant industry has a high employee turnover rate and is in constant need of workers. “We believed our students could be trained in customer service, food preparation and safety and be able to offer a reliable, dependable workforce to the culinary/food supply industry,” she said. “There also appears to be a unique level of open-

FOOTBALL Jonah Handy When considering colleges where he could play football, Jonah Handy applied to three. But he ultimately chose Guilford College because it was local and had the degree he wanted. He plans to major in sports medicine. Since he was young, Handy has enjoyed participating in several sports. When he was 8 years old, he played soccer with the Jamestown Youth League and he began playing flag football at the YMCA when he was in the fourth grade. At school, he wrested while in the 7th and 8th grades, and in high school was on the track team. Although he has tried several types of sports, Handy feels it takes another type of person to play football. “As a competitor, football pushes me to be the best I can be,” he said. “It has influenced my work ethic. I think everyone should do some type of sport because it makes them a better person.” While on the Ragsdale football team, Handy played (WR) right wing and safety. “My favorite aspect of the game is the feeling of being with a group of guys who then dominate another group of guys,” he said. “I just enjoy being with my teammates and doing what they do.” Handy considers himself quick and smart about the game of football, but sees his size as a disadvantage. He has worked hard to overcome what for a football player would be considered small. “When I came to Ragsdale I weighed less than 100 pounds, now I weigh 155 because I stayed committed to the weight room,” he said. He noted that putting in the time to work out and perfect the plays are the hardest parts of the game. He feels accomplished by being a player the coach can trust. I’ve got a Quaker Tiger by the tail! BY LINDA WILLARD JaMeStOwN frieNDS MeetiNg You think there is no such thing as a Quaker tiger? Well there certain is or at least there used to be a Quaker tiger. Raymond H. Hayworth, Sr., one of nine children born to Quaker parents John Ensley Hayworth and Mary Emma Hepler Hayworth, was born January 29, 1904 in High Point, North Carolina. Hayworth’s father owned a 30-acre farm, a grocery store and meat market, grew tobacco, and some cotton. The children were kept busy working on the farm and making sure the grocery store was stocked with vegetables from the farm. Despite the hard farm work, there was always time for play. Hayworth developed his strong-arm throwing rocks at squirrels and rabbits. On his high school baseball team, Hayworth was a pitcher, but served as a catcher when he wasn’t on the mound. Hayworth had planned to become an upholsterer after high school. However, a friend talked him out of that as a career. The same friend suggested that he go to Oak Ridge Military Academy. Hayworth took his friend’s advice. Hayworth entered with the intention of becoming a pitcher. However, with the help of Professor/Coach Earle Holt, honed his skills as a catcher. During the summer, Hayworth played TABITHA ANN HOLTON Tabitha Ann Holton, the daughter of Quinton Holton and Harriet Jacobina Holland Holton, was born in Iredell County, North Carolina in 1854. Holton’s father was an itinerant Methodist preacher. Holton had both Quaker and Moravian ancestors. In 1871, Holton’s mother died and the family moved to Jamestown in Guilford County, North Carolina. Once the family moved to Guilford County, North Carolina, Holton began attending the Greensboro Academy. In order to supplement her education, she borrowed books from family and friends. Holton graduated from the Greensboro Academy in 1878. Holton was said to be fluent in at least three languages. Holton had read law with her brothers Samuel and A.E. Her brothers had read law under Albion Winegar Tourgée. Tourgée was a superior court judge in Greensboro, North Carolina. On January 8, 1878, Holton and her brother, Samuel, traveled to Raleigh, North Carolina to take the state bar exam. The Holton siblings had planned to move to Kansas to open a law office. As lawyers in North Carolina, they would avoid the two-year residency requirement

semi-pro ball with a team in Bluefield, West Virginia. In the spring of 1925, Hayworth was informed that a scout was watching him from the stands. The scout was with the Detroit Tigers. Hayworth was signed to a contract with the Toronto Maple Leafs. Hayworth made his professional debut on June 27, 1926. Hayworth stated that the thrill of his life in baseball, came on July 21, “I got to the ballpark and Cobb said, “You’re the catcher today.” And that scared me to death. I caught the game and hit against Walter Johnson and that was a thrill of a lifetime to me, just to get in a ballgame and hit against him.” Between September 2, 1931 and August 29, 1932, Hayworth did not make an error and held an American League record for consecutive errorless games as a catcher. This record was later broken by Yogi Berra. Hayworth spent several years in minor league baseball and fifteen years in major league baseball. Hayworth played for the Detroit Tigers for ten years. He also played for the Brooklyn Dodgers, the New York Giants, and the St. Louis Browns. Hayworth also managed in the minor leagues and scouted for the Chicago Cubs, the Milwaukee and Atlanta Braves, and the

Since the Supreme Court had never had to deal with a female asking to be a licensed lawyer in the state of North Carolina, they were a bit confused as to what to do. The court asked her to return the next day to argue her case. Holton was represented by Albion Winegar Tourgée, a family friend.

Area Deaths & Funerals Kathleen Sue Butler

Raymond H. Hayworth, Sr. Montreal Expos. During his time as a scout, Hayworth scouted the Negro league. Branch Rickey was preparing to break the color barrier by signing Jackie Robinson Hayworth retired from major league baseball in 1945. However, retirement did not end his association with baseball. Hayworth would spend the next thirty years working in the administrative side of baseball. He worked primarily as a scout and in player development for the Dodgers and other teams. After nearly fifty years in professional baseball, Hayworth finally retired for good in 1973. Quaker tiger probably became extinct with the death of Raymond H. Hayworth, Sr. on September 25, 2002. Hayworth is buried in the mausoleum at Guilford Memorial Cemetery in Greensboro, North Carolina. Tourgée argued that that statute read “all persons who may apply for admission t practice as attorneys” did not exclude women. Tourgée also pointed out that five states already admitted women to the bar. After deliberating for ten minutes, the justices allowed Holton to take the bar exam. Holton passed the bar exam and was granted her law license on January 8, 1878. Holton was the first woman in any Southern state to be granted a license to practice law. In Greensboro, North Carolina, David Swaim, the Quaker editor of Greensboro’s leading newspaper: stated “Blast the prejudice that puts women down as only fit to be men’s plaything!” Holton and her brother, Samuel, did not get to move to Kansas to practice law. Instead, they moved to Dobson, North Carolina and set up a practice. Holton died of tuberculosis on June 14, 1886. There is a memorial sign on the lawn in front of the courthouse in Dobson commemorating Tabitha Ann Holton. Holton is buried in the Springfield Friends cemetery in High Point, North Carolina.

High Point – Kathleen Sue Butler, 71, passed away surrounded by her loving family on Saturday, March 2, 2019, at Wake Forest Baptist Health High Point Medical Center. Sue was born December 20, 1947, to Rady Hodgin Butler and Thomas Duncan Butler. She grew up in Jamestown and graduated from Ragsdale High School in 1966. Sue was a member of Jamestown United Methodist Church. She worked 35 years for Bell South in Greensboro and later in Charlotte. After retirement, she returned home to be with her family. Sue was the most loving sister, aunt and great aunt anyone could ever ask for. She took joy in spoiling her nieces and nephews and great nieces and great nephews. She was by far the favorite aunt. Sue always planned our family get togethers and family beach trips. All we had to do was show up and bring whatever we were assigned. Sue loved her family and would do anything for them. Her family loved her and she will be remembered for her caring heart. Sue is survived by five siblings, Linda Richardson, Jean Peters and husband, Jim, Thomas Butler, Faye Strickland and husband, Wayne, and Nancy Butler; nieces, Lynn Alexander (Reggie), Janet Lashley (Eddie), Annette Justice (Chris), and Misty Nall; nephews, Chuck Woolard (Kerri), and Eric Butler (Tanya); great nieces Savannah, Sydney, Juliet, Elena, Jillian, and Shelby; and great nephews, Zachary, Austin, Nicholas, Steven, James, Ireland, Baron, Matthew, and Michael. Memorial service will be 6:00 p.m., Thursday, March 7th in the chapel of Cumby Family Funeral Service in High Point, officiated by Rev. Tim James. The family will receive friends one hour prior to the service. In lieu of flowers, memorial can be made to the American Cancer Society, 7027 Albert Pick Rd., Greensboro, NC 27409. DOUBLE CORNBREAD Frozen corn enhances the texture and flavor of hearty cornbread without a lot of extra expense. Bake and freeze the cornbread, tightly wrapped, up to one month. Thaw; then, when ready to serve, reheat, covered, at 450 F for 15 minutes. Cut into 24 serving pieces. 1 1/2 cups all-purpose flour 1 1/2 cups yellow cornmeal 1/4 cup sugar 4 teaspoons baking powder 1/2 teaspoon baking soda 1 teaspoon salt 2 1/2 cups buttermilk 3 large eggs 1 package frozen corn 6 tablespoons butter or margarine, melted 2 jalapeno chiles

1. Heat oven to 450 F. Grease 13-by-9-inch metal baking pan. 2. In large bowl, combine flour, cornmeal, sugar, baking powder, baking soda and salt. In medium bowl, with wire whisk or fork, beat buttermilk and eggs until blended. 3. Add corn, melted butter and jalapenos to buttermilk mixture; then add to flour mixture. Stir until ingredients are just mixed. 4. Pour batter into prepared pan. Bake 22 to 25 minutes, or until golden at edges and toothpick inserted in center comes out clean. Cut lengthwise into 4 strips, then cut each strip crosswise into 6 pieces. Serve warm. Why the Robert Kraft bust matters By Rich lowry Robert Kraft’s name will now long be associated with one of the most despicable scourges of modern life, and rightly so. The New England Patriots owner is charged with soliciting prostitution at a Florida massage parlor busted as part of a sex-trafficking ring. Kraft denies it, although the police in Jupiter, Florida, say they have video evidence. The charges against him, and two other high-flying men from the financial world, represent an important front in the fight against sex trafficking. Authorities should be doing everything they can to crack down on the supply of trafficked women — via the networks that often import them to the U.S. and force them into prostitution — but also exacting a price from the men who constitute the demand. To their credit, authorities undertook a monthslong investigation of the Orchids of Asia spa, where strangely the only customers were male, and dozens of similar operations. They placed cameras inside and charged hundreds of men. (The agency that Alexandria Ocasio-Cortez and other progressives want to abolish, Immigration and Customs Enforcement, assisted on the case.) The Orchids of Asia spa was in an unremarkable strip mall in a tony area of Florida, neighboring businesses included an Outback Steakhouse and a surf shop. Beneath the veneer of normality there existed a sink of degradation. The women were lured from China with promises of legitimate work and then trapped in a life of sexual slavery. Sex with up to a thousand men a year. No change of clothes. Sleep on massage tables. Food from hot plates at the back of

the parlor. Moved around from one parlor to the next as pawns of the traffickers. And this is a major business. According to the anti-trafficking group Polaris, the country’s 9,000 illicit massage parlors make $2.5 billion a year. They are such a lucrative industry only because the Robert Krafts of the world are patrons. He is a billionaire, famous and the owner of one of the most successful franchises in sports. He presumably has access to women, indeed dates an actress and dancer nearly 40 years younger than he is. He doesn’t have to go to a strip-mall massage parlor for sex. Except that it’s impossible to find women who are so thoroughly disposable as those compelled to perform sex acts at the likes of the Orchids of Asia spa. The commercial transaction lent a veneer of consent to a sexual exchange where only one party was exercising volition — the men who showed up, paid $100 or $200 and then went on their way. They are the appropriate target of law enforcement. In Illinois, Cook County Sheriff Tom Dart has been a national leader in making it a priority to go after the buyers of sex, while offering help to prostitutes. It will, of course, never be possible to end demand for trafficked women. But as with domestic violence, the law can be used as a tool of social disapproval to change how the culture regards prostitution, achieving clarity on who are the victims and the victimizers. Everyone who availed themselves of the Orchids of Asia spa, not just the monsters profiting from it, is the latter.

While you wrote that it’s important to feed them about 40 calories less per day than normal — that way the cat won’t feel like it’s starving — you didn’t say that owners need to weigh their pet regularly during the diet and adjust their food amounts so that they keep losing weight steadily and don’t plateau. — Kim in Oyster Bay, New York DEAR KIM: That’s right, and thank you for mentioning it! As your pet slims down, it will plateau — reaching a point where the amount of calories it’s eating each day maintains its weight. Weighing your cat regularly — once a week if possible — will help you keep track of whether it’s losing weight, and how quickly.

Again, cats should consume about 24 to 35 calories per pound, per day. Some vets recommend a little less, about 20 calories per pound. For example, a 12-pound cat needs 240 to 288 calories per day (based on 20 to 24 calories per pound). If the cat needs to lose, say, 4 pounds, gradually feed it less — knock off about 30-40 calories per day to start. Every cat’s metabolism is different, so weighing regularly will help you to make adjustments to their diet. To figure out how much food to give your pet, look on the back of the container for the serving size — it’s in ounces or grams, with calories per serving in the nutrition data below that. Also, invest in a digital kitchen scale and weigh your pets’ food at every feeding so you know precisely how much they’re getting. continued from the front Water/Sewer fund increased $274,845, or 6.6 percent, to $4,439,105, while the Water/Sewer Capital Reserve Fund increased just $1,000, or 0.25 percent, to $401,500. Non-profit grants were included at the yearly cap of $100,000 but since the deadline for submitting applications is not until March 15, actual allotments were not included in the preliminary budget. The preliminary budget also included a 2 percent cost-of-living raise for employees and a 0-2 percent merit raise based on a performance evaluation. Last year’s figures were a 2.5 percent COLA and 0-3 percent merit raises. Gallman said town administration is looking to raise the minimum wage for fulltime employees to $14/hour after COLA and merit raises are applied. This would benefit approximately six employees. Capital Improvement Program Prior to the presentation and discussion of the preliminary budget, the Council heard from department heads regarding capital

improvement needs for their departments. Each department head submitted a list of items they would like to see done divided into three categories: must do, should do and could do. The Capital Improvements Plan is a five-year plan identifying the Town’s capital outlay and improvement needs. “By providing a planned schedule of public improvements, the CIP outlines present and future public needs and priorities,” said Town Manager Kenny Cole. “A capital improvement is defined as any expenditure for equipment, buildings, infrastructure, land acquisition, plan or project in which the cost exceeds $5,000 and the estimated useful life is greater than five years.” Topping the “must do” list of CIP projects for the upcoming year from the Planning Department are the East Fork Road sidewalk and pedestrian bridge, East Main Street/Lydia sidewalk, engineering work for sidewalks on Oakdale and Penny Roads and a crosswalk at the Mendenhall Homeplace. Prior to last year’s budget meeting, Councilmembers toured the 1974-constructed facility and noticed many areas that should be improved. “It’s really a health issue,” said John Crowe, golf and maintenance superintendent, last year, noting that

Funding for these projects would come from several sources, including Powell Bill, the reserve fund balance, federal Surface Transportation Pro-

gram/EB funds, NCDOT, installment financing, Congestion Mitigation and Air Quality (CMAQ) funding, High Point Metropolitan Planning Organization and transfers from the general fund to the capital project fund. With Saturday’s input from the Town Council, revisions will be made to the preliminary draft and the draft budget will be presented to the Town Council at the April meeting, with a vote no later than the June meeting. The final budget must be approved by the start of the 2019-20 fiscal year in July.

Jacob Gates A desire to be close to family and friends aided Jacob Gates decision to play football at Appalachian State University, where he will major in criminal justice. “I applied to two colleges, but liked the small town atmosphere and winning mentality of App. State,” he said. Because he was always over the size limit to play little league football, Gates did not become involved in that sport until he was in the 7th grade. He did how-

ever play basketball and participated in competition martial arts for several years. The enjoyment of sports runs in his family. His mother was an avid equestrian and his father played football in high school and college. As an offensive lineman, Gates feels his strength for football is his technique and focus. “I am dedicated to learning all I can about improving my game,” he said. “I like the feeling you get from being a member of a family. That is how I view my teammates at Ragsdale – they are my brothers. I have so many wonderful memories of them.” Although keeping your team motivated when they are down during the first half can be challenging, Gates noted it is all about enduring and coming together to achieve a win. One of his biggest honors was being named a

Blue-Grey All American and having the opportunity to compete in Texas at AT&T Stadium, the home of the Dallas Cowboys, in December of 2018. His parents Charles and Amber Gates, as well as his coaches have all been instrumental in supporting Gates during his high school athletic career. “I would definitely recommend playing sports to others,” Gates said. It really helps develop the best qualities in a person. I have learned patience, humility, dedication and teamwork. It has also taught me focus and discipline, and I like to think that has helped me apply theses qualities to my academic goals. “I love this sport. I have been taught by dedicated coaches and would love the opportunity to participate beyond college.” Besides spending time with family and friends, Gates enjoys reading, fishing and gaming.

Here’s a new twist on cooking fish In hydration game, BY ANGeLA SHeLF MeDeARIS KitcheN DiVa If you’ve been timid about preparing fish, try the steaming method. Cooking “en papillote” — meaning “in paper” in French — is a method in which you seal the food in a pouch and bake it. The food essentially steams in the oven in its own juices. Eating fish is an excellent way to add a low-fat, good-quality protein, omega-3 fatty acids, minerals and vitamins to your diet. Two servings of fish per week will greatly benefit your health. The high amounts of protein in fish also aid in the regulation of blood sugar for those with diabetes. This Jamaican-Style Steamed Fish recipe is a beautiful dinner party dish because it’s easy to prepare in advance and cooks quickly. Present each diner with their own aromatic packet of steamed fish and beautifully cooked vegetables in a delicious sauce. Jamaican-Style Steamed Fish done “en papillote” is a new twist on cooking fish. JAMAICAN-STYLE STEAMED FISH You also can prepare this recipe using sheets of aluminum foil or in small, lunch-sized paper bags. Twist or fold the ends to seal the foil or the paper bag closed. 4 (8-ounce) fillets, use red snapper, tilapia, salmon, catfish, orange roughy, perch, whiting or whitefish 1 tablespoon olive oil 1 small yellow onion, peeled and sliced into rings 1 1/2 teaspoons salt, divided 1 1/2 teaspoons ground black pepper, divided 1 teaspoon ground allspice, divided 1/2 teaspoon cayenne pepper

Sprinkle vegetables with an equal amount of bell pepper, thyme and lemon zest. 3. Fold the top half of the parchment paper over the fish and vegetables to enclose. Starting at the top of the heart-shape, fold about 1/2 inch of the edge toward the center. Seal the paper closed by rolling, pinching and flattening the edges of the paper to form 4 cloves garlic, peeled and a “hem.” When the hem reaches the coarsely chopped bottom tip of the heart, leave a small 1/4 teaspoon fresh, peeled, opening so you can add the steaming minced ginger liquid. 12 cherry tomatoes, sliced 4.
