In 2009, we were hired by Cache Creek Casino Resort for services through construction documents for the additions and renovations to the 415,000 SF facility. We have also been working with the city of Jackson on a new convention center hotel to complement the 330,000 SF LEED-certifi ed Jackson Convention Complex that we completed in 2008. Phase I included the expansion of the existing 400-room facility including a 200-room, seven-story wing tower adjoining the property’s west end. Pool and deck expansions were designed, doubling the current pool and deck areas. Phase II involved a conference / banquet facility. It included a 10,000 SF ballroom, interior / exterior prefunction areas, entertainment areas and a new 200-seat, five-star restaurant / lounge. Phase III of development included a spa with a cascading whirlpool, guest treatment rooms and lounge areas. This project won the 1999 “Best Renovation of the Year” by Hilton Hotels Corporation and the 1998-99 Golden Spoon Award to Seagar’s Restaurant by Florida Trend Magazine.

Phase II included the design of a 56-room, four-story addition to the Lanai Building in 1998 totaling 43,800 SF. The exterior design and materials were developed to be compatible with the Ragalia’s design standards. Special features include metal cooper roofs and a granite entry area, plus an interior atrium utilizing a landscaped rock and waterscape design. There will be a 7,500 SF ballroom and a 4,200 SF junior ballroom. The second hotel will be a 120-room, 96,000 SF all-suite hotel with 1,650 SF of retail. There will also be a landscaped garden pool area and a restaurant. A retail component will provide over 30,000 SF of boutique space and 8,000 SF of street front retail.

The exterior design captures Bahamian styling and features deep roof overhangs, numerous porches, operable window shutters, wood trim, a metal roof and lush landscaping. Ivy Guest House, Starkville, MS This hotel opened in 1925 as the Hotel Chester catering to traveling businessmen. A three-part rehabilitation transformed what had become a dissipated residence hotel into a 44-room luxury hotel. The first floor houses small storefront shops plus an elegant paneled bar and a luxurious main entrance. The upper levels contain guest rooms and suites. Additionally, a 527-seat convention center was created from an adjacent movie theatre rehabilitated and linked to the whole complex.

Designed on site are Independent Living Units—including both single and double bedroom units. In order to engage the surrounding community, the buildings face Old Airport Road as opposed to being centralized and facing inward. The desired effect is that of a traditional neighborhood street with porches and courtyards facing the sidewalk that runs along Old Airport Road. The materials used in construction will also assist the development’s desire to fit in with the community by using a mix of brick and cementitious siding for the walls, cementitious trim and painted wood for the porches and trimwork, and asphalt shingles. The community building fronts Old Airport Road, providing the residents and members of the community with amenities like a business center, health care service area, and a large meeting room. A garden area with a gazebo sits along the main road, welcoming the community and providing an outlet for the residents to groom flowering trees and enjoy the green space. Another trellis feature stands at the rear of the development as a gateway from the parking area and walking trail into the courtyards between buildings. The walking trail goes all the way around the development and connects back to the sidewalk along the main road and the community.

The design includes additional program components for a buffet, restaurant, back of house facilities in the lower level, and a central mechanical plant. There was also a new, six-story, 930-car parking structure with streetfront retail spaces built adjacent to the casino.

The important component was for the casino to stay open during construction with the motorized vessels that could only moor in the basin. An exhaustive master plan and construction phasing plan were developed to allow the barges to be constructed up river to near completion and later moved into place in order for the casino to open for business immediately while the seams of the two barges were completed. This enabled the actual closure time to only be a few hours. A 4,720-car parking facility was also planned to connect to the property. The facility boasts four chimneys and two front porches facing the beach offering unobstructed views to the newly renovated historic Lighthouse and the Gulf of Mexico.

The facility is elevated 22 feet above sea level, and its exterior walls are concrete masonry unit on a pier foundation with a crawl space. The interior structure is steel columns and beams. The first floor houses a museum, reception area, exhibit space, conference area, office space and a catering kitchen. A grand staircase takes visitors to the second floor conference rooms, exhibit space, reception area and theater/classroom space. Since the grand opening in August, it has been used for conferences, parties, reunions and wedding receptions and has been visited by over 14,000 tourists. The project site is bordered by Howard Avenue, Bellman Street, Lee Street and Washington Street and was the site of the old Biloxi High School and the Dukate Middle School. The building faces Howard Avenue, and a series of plazas joins Howard Avenue to the 12,000 SF courtyard which separates the library and the civic center and provides a common entrance point for both. A covered, open-air gallery provides sheltered access to both facilities and creates an entrance on the back side of the facilities from the parking area. The first floor elevation is 22 feet above sea level. The building ground floor level is elevated approximately three to four feet above the existing ground.

The new hotel will be four stories and have approximately 120 rooms, including doublewide and pool suites. Guests will have easy access to the rooftop pool as well as enjoy views of the golf course and river. This addition will also include a new lobby, offices, back of house and service areas for the entire complex.

Ron is a registered landscape architect in the state of Mississippi, is a member of the American Society of Landscape Architects and is also a LEED-accredited professional specializing in building design and construction. He is a member of the United States Green Building Council and served as project manager for Dale Partners for the first “green” building in the state of Mississippi—the Department of Landscape Architecture Building at Mississippi State University.

Additionally, she will space plan, detail millwork and all special finishes, select furnishings and prepare FFE budgets as required.
