NOTICE OF THE PASSING OF A DEVELOPMENT CHARGES BY-LAW BY THE TOWN OF GRAVENHURST

TAKE NOTICE that the Council of the Town of Gravenhurst passed Development Charge By-law No. 2019-91 on the 17th day of December, 2019, under Section 2 of the Development Charges Act, 1997. AND TAKE NOTICE that any person or organization may appeal to the Local Planning Appeal Tribunal under Section 14 of the Act, in respect of the Development Charges By-laws, by filing with the Director of Legislative Services/ Clerk of the Town of Gravenhurst on or before the 27th of January, 2020, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection. Appeals filed with the Office of the Clerk, 3-5 Pineridge Gate, Gravenhurst ON, P1P 1Z3 will be accepted on or before the 27th of January, 2020. The appellant is advised to contact the Local Planning Appeal Tribunal to access required forms and applicable Provincial fees.

NOTICE OF DESIGNATION UNDER SECTION 29 OF THE ONTARIO HERITAGE ACT, R.S.O. 1990, c. O.18 TAKE NOTICE that on November 26, 2019, the Council of the Corporation of the Town of Gravenhurst designated two properties under Section 29 of The Ontario Heritage Act (R.S.O 1990, Ch. O. 18):

The charges in the aforementioned by-law will apply to all new residential and non-residential development, subject to certain terms, conditions and limited exemptions as identified therein.

Municipal-wide development charges are levied against new development to pay for the increased capital costs related to the provision of such municipal services as library, parks and recreation, general government, municipal parking, fire protection and services related to a highway (public works and roads and related services). Schedules A and B attached set out the total development charge rates applicable throughout the Town of Gravenhurst as outlined in By-law No. 2019-91.

GULL LAKE ROTARY PARK STATEMENT OF CULTURAL HERITAGE VALUE: Gull Lake Rotary Park has been a significant part of Gravenhurst for over 100 years. It remains a popular area for family gatherings, swimming, Sunday evening “Music on the Barge” concerts, an annual antique car show and traditional recreational pursuits. Key structures include the Barge and the Public Utilities Commission building as well as the Stone Stairs and Retaining Wall constructed by German Prisoners of War.

Development charges are imposed on the development of all lands located within the geographic boundary of the Town of Gravenhurst. Maps of the Town are available on the Town website at www.gravenhurst.ca.

VINCENT/FRY RESIDENCE STATEMENT OF CULTURAL HERITAGE VALUE: This fine residence is worthy of commemoration owing to its uncommon architecture (in Muskoka) and its association with a prominent Gravenhurst family. The Vincent family were associated with a number of businesses including Vincent’s Restaurant (now Bethune Bistro), Vincent’s (Muskoka) Limited, a cottage business and the Muskoka Lakes Navigation Company. In addition, Dorothy Vincent married photographer Henry Fry who earned the Order of Canada for his work. He was the official photographer of the Queen’s visit in 1959 and documented her opening of “The Barge”. Cyril Vincent was Mayor of Gravenhurst from 1951-1953.

The development charges imposed under the By-law come into effect on the 1st day of January, 2020.
