Civic space as public living room, Shimokitazawa, Tokyo The city planning proposal for Shimokitazawa will provide needed improvements but will also negatively impact the neighborhood. It is therefore necessary to propose a new approach to the development plan that will retain Shimokitazawa’s characteristic atmosphere, while moving the neighborhood forward. Modern planning concepts of single-function zoning and emphasis on automobile transportation have all but destroyed many cities’ social structures. Many architects and planners are more concerned with styles and fashions rather than a specific cultural context. Commercial developments can stimulate consumerism but not social interaction. Unlike the development proposal for Setagaya, my proposal is considering local needs and future growth. Humanbased designs could hopefully be the guideline for the architectural profession. In order to make a proposition for the future needs for Shimokitazawa, we need to consider the mechanisms of the existing complex space. How would the community-oriented neighborhood change by bringing in big roads and towers? How does an existing, vibrant city respond to the insertion of a large infrastructural addition? How could we take the goals of the urban planners and propose a new approach that would work with the strengths of this place as a civic space rather than against them?
