DANGEROUS GOODS SAFETY ADVISOR TASKS-ANNUAL REPORT (I)

Where is the activity carried out by the safety advisor reflected? It is convinient to carry a record of performed actions and of the agreements reached in the meetings of the Dangerous Goods Safety Advisor (DGSA) with your partner and with affected departments, through records or reports, which must be signed by both parties. the annual report must collect the balance of these performances to justify the authorities how the functions which are the responsibility of the Seafety Advisor would have played. If we don’t have records? The annual report is a mandatory document to be submitted from January 1 to March 31 of the year following the Declaration of the activities (see sheet 2). Reports and internal records are not required records but if favourable to the Minister of security, because it is the best tool available to justify their acts to judicial or administrative process. What sanctions can the DGSA have? The administrative sanctioning regime rests with the companies concerned but the civil and the criminal can be borne by the DGSA; to cover civil liability you can hire an adequate insurance, the criminal depends on the decision of a court, and there should be supporting the defense with facts and information about the acts performed, providing records of action (records). How to justify the identification of MMPP? This case requires a separate sheet; for now note that corresponds to the sender to make a correct identification; is shipper who hires a carrier to send the finished product, raw material or return defective or remove waste. The safety data sheet indicates if hazardous for transport; ADR provides criteria for identifying mixtures; waste is suitable for a mass balance; Manual of Tests and Criteria specifies the tests to be performed to detect hazards. What are the appropriate means of transport In case of packages, each transport unit must meet basic requirements common to any MMPP; also should be considered specific temperature requirements, reactivity, position, behavior, palletized, stowed, traced and others. If it comes to bulk and tanks the specific requirements of ADR requested products for both the tractor and for the tank itself or storage container; the acquisition of new vehicles to transport products will condition and vice versa. Whay emergency procedures apply? In any facility is required to have an Emergency Plan or to respond to basic fire and accident performances; is important to verify these actions and provide other, if not have, in case of spills, damage to the facility and product losses; also need to provide basic protection measures (authorization ID) and if transactions with high-risk goods become a Protection Plan will also have to define the actions against physical risks (theft, sabotage, threats); is essential in performing drills that will be practicing all the planned actions; also check that the facilities affected by major accidents have provided coordinated with neighboring utilities and other facilities, must make at least one annual drill performances. On transport, in addition to the written instructions, the driver's manual should indicate the actions to be taken in case of breakdowns, accidents, incidents, fires and spills.

What are the materials and equipment to secure operations? Here we should consider at least three aspects: handling equipment and racking, packing and storage areas and loading / unloading.
