AN UPDATE ON UNDERGRADUATE PUBLIC HEALTH EDUCATION by Richard K. Riegelman, MD, MPH, PhD, Essential Public Health Series Editor
U
ndergraduate public health has gone mainstream; it’s now a central component of the “continuum of public health education” according to the Framing the Future Task Force convened by the Association of Schools and Programs of Public Health (ASPPH). The Task Force is endorsing the concept of the “continuum of public health education” stretching from community colleges to graduate education. The continuum of public health education implies that community colleges as well as 4-year colleges need to teach public health. To encourage and help structure this process, ASPPH and the League for Innovation in the Community College, which represents over 800 of the 1100 community colleges, developed the Community College and Public Health project. The project is encouraging Associate degrees and academic certificate programs using two prototype curricular models. The Public Health: Generalist and Specializations model is designed for transfer to bachelor’s degree programs in general public health, health education, health administration, and environmental health. Health Navigator programs that prepare students for employment as community health workers, patient navigators, and health insurance navigators etc. are also being encouraged. For more information see http://www.league.org/league/projects/ ccph/ In addition to benefiting from the growth of public health at community colleges, programs in four-year institutions are expected to benefit from the recommended changes in the MPH degree. The Task Force is recommending changes in the MPH core that will make it consistent with the Critical Component Elements of an Undergraduate Major in Public Health that were previously recommended by the Task Force. This should make articulation between bachelor’s degrees and MPH degrees easier to achieve. It also lays the groundwork for specialized
MPH degrees in which the recommended core is accomplished by course work at the undergraduate level. Undergraduate majors and minors continue to grow not only in institutions with graduate public health education but in institutions of every size and type encouraged by the Association of American Colleges and Universities (AAC&U) as well as ASPPH. In many institutions public health is already one of the top 10 majors. Today both AAC&U and ASPPH maintain excellent undergraduate websites with a wide range of resources and list serves for faculty
and institutions developing undergraduate public health education. These recommendations are set forth in two documents. Undergraduate Public Health Learning Outcomes makes recommendations for including public health in the curriculum as well as extracurricular activities of all 2-year and 4-year colleges. The Critical Component Elements of An Undergraduate Major
in Public Health outlines the key components of a major in public health that apply to all public health generalist and specialized majors. Both documents are available on the ASPPH website. The Council on Education for Public Health (CEPH) is now accepting applications for voluntary accreditation of public health majors incorporating these recommendations by colleges which offer bachelor’s degree programs but do not have a graduate public health program. An annual Undergraduate Public Health “Summit” now brings together hundreds of undergraduate public educators at a yearly meeting the Saturday before the APHA national meeting. The presentations and posters highlight the range of exciting innovations that are occurring in undergraduate public health education. New opportunities for undergraduate public health also exist as the revised MCAT examination will include health behavior plus the SIRS framework emphasizing basic research methods and statistics. The Essential Public Health series, published by Jones & Bartlett Learning has been developed to help make undergraduate public health education happen. pon graduation, health care management students are expected to be confident, competent, reflective practitioners. We are also expected to provide data to support our assertion that we have accomplished this feat. Measurements of confidence can be obtained through student self-assessments. Assessments of competencies can be conducted via course work and face to face observations. What is a “reflective practitioner” and is this something we can objectively assess and document?
