Introduce The Joint Commission of Taiwan (JCT) is an organization established in 1999 funding by the Ministry of Health and Welfare, Taiwan Hospital Association, Taiwan Nongovernment Hospitals and Clinics Association, and Taiwan Medical Association. With credit and trust earned from society for its honesty, integrity and neutrality in implementing accreditation, certification and onsite inspection activities over time, JCT has qualified to become a professional accrediting organization which is certified by the International Society for Quality in Health Care Ltd. (ISQua). JCT is also committed to promoting quality and patient safety concepts, the use of quality management tools, and healthcare professionals training, in order to help administrators of healthcare organizations and professional healthcare providers to improve healthcare quality. JCT actively develop the partnership between people and the healthcare facilities and to enhance healthcare quality together. JCT has also started Healthcare Quality Improvement Campaign (HQIC), and is divided into " Quality Improvement Project", " Quality Improvement System "," Evidence-Based Medicine(EMB)"," High Fidelity Simulation " and "Smart Health Care ", to encourage medical institutions to improve the quality of medical care and value. In recent years, as a result of the advancement of medicine and technology, the increased complexity of disease classification, and the human resource difficulties medical industry faced, medical institutions are gradually improving efficiency, safety, and reducing errors by applications and assistive technologies on ICT adoption with the inspiration of Smart care around the world. In 2013, with the launchment of "Smar t Hospital Outstanding Case Selection", JCT hope that we can choose excellent medical intelligence by competition and provide benchmarking learning opportunities to medical institutions. In order to shorten the exploration period of medical institutions, while creating industrial value; on the other hand, JCT hope the industry and the medical team are able to enhance the effectiveness of intelligent medical together, but also add the new intelligent of science and technology to the medical and health technology industry. "Smart Care competition� of the medical quality award
was established in 2014; and announces a new "Industrial Application Group" in 2015. So far, there are a total of 255 ICT cases from the medical institutions and industry. Over 4 years of this competition, there are already more than 63 institutions, 341 project entries (Including medical institutions and information Industry manufacturers), not only the Smart Care badges are awarded to outstanding projects, a "Smart Hospital" logo is also awarded to the hospital according to the overall outside performance to encourage the comprehensive development of smart hospital. So far, five medical institutions have awarded the "Smart Award". The "Smart Care competition" has not only selected and exported excellent smart medical services, but also makes the excellent MIT Health Service Information System be discovered. We look forward to more information technology industry to jointly promote the Smart medical environment, create excellent opportunities for medical institutions and manufacturers as an opportunity for industrialization and international exchanges, and create a positive environment for health care institutions and professionals to develop professional value, so that people can get valuable health services. Top eight solutions are collected from the winning industry group of 2015 and 2016 "Smart Care competition", so that all circles can see the combination of technology and innovative smart healthcare technology and the success stories which applied to the current medical services. Case Study M o b i PAC S S h a r e a m b i t i o n , a s a m e d i c a l application, is to reduce time and distance in the transmission of information. Used as a bridge between users, MobiPACs Share enables a fastest communication between people. MobiPACS Share is present both on domestic and foreign market, playing a key role in data transmission. Each medical system is different; for example, in the United States patients will first go to the hospital for specific diagnosis and then go to local clinic for medication. People will take some test and measurements at the hospital, better equipped, and receive treatment at their local clinic. The physician at the hospital will take measurements and directly upload them to the medical cloud platform, easy to access for the local clinic physician. Case Study 1. 1F the Overall Planning of Blood Collection Counter ① Medicare will be responsible for all the planning after receiving the requirements from hospitals, such as number of specimen collection, number of blood sampling counter, wheelchair counter, pediatric independent blood collection zone, waiting area, toilet... ② Taking the working schedule of medical laboratory scientist, patients’ movement traces, information of other departments and other factors in to consideration. 2. Hardware Facilities Available ① Automatic Phlebotomy Tube reparation System: two sets of GNT 7 , one portable HENc. ② 5 KIOSKs, including one especially designed for wheelchairs. ③ Two sets of IBM servers system ④ A set of TV cueing display system, including 14 screens and 5 TVs. 3. Middleware ① Blood Drawing Counter Management Mode includes automatic registration, T V cueing display, blood drawing cueing display, satisfaction investigation, blood drawing progress inquiry app and other functions. ② High availability of WMware HA: it is able to restart virtual machine automatically when it detects that the operating system is interrupted which is contributing to shortening the shutdown period of APP without manual interventions. 4. Implementation of part of engineering: in view of the overall planning of the space, part of engineering should be executed by Medicare, such as manual counter and compartment works Performance Description: ① Simplify the registration processes of patients: the registration procedures can be done only with health insurance card and the emergencies and diabetes patients can be judged by the system and be prioritized; the patients only go through
urinalysis don’t have to line up again to get the container. ② Medical order integration is beneficial for saving health insurance resources: automatic registration system is helpful for clinics to integrate the blood sampling medical orders. And patients with repetitive medical order will led to manual counter for registration and then be screened by the responsible staffs to avoid repetitive blood sampling due to repetitive medical orders to save health insurance resource. ③ Simplify the procedures to provide fast, safe and comfortable blood sampling space: wheelchair, children, blood drawing bypassing for ordinary patients; increase the counter partition, maintain patients’ privacy; build independent blood drawing rooms for children ease their tension and prevent the cries from influencing other patients; add amiable blood drawing planning for senior patient at the age of 85 to provide them with humanistic services. ④ Cloud-based Management of Analytical Data: apply SSBI to conduct all kinds of statement analysis management to further increase the administrative efficiency of managers. ⑤ Other Performances include: • After automation, medical laborator y scientists will have more to teach and nurse the patients. • Accelerating the needle tubing procedure to shorten the waiting time of patients and the average waiting time for blood drawing is decreased from 30 minutes to 19 minutes • The average waiting for a single Glucose-PC test is about three minutes, which will make the testing result more accurate. • The number of people waiting for blood drawing is displayed in real time, to regulate the human power effectively. • The automatic label pasting system can reduce the errors caused by men.

Case Study The developing intelligent hospital system assists healthcare labor in addition to providing better service to patients. For example, bedside information services, treatment of physiological measurement, patient dynamic management system, intelligent scheduling system, and so on can implement by the new generation of intelligent information technology. Changhua Christian Hospital Foundation-Yunlin Christian Hospital(hereinafter referred to as Yunlin hospital) committed to the ideal of "smart hospital". It is not only a green building, but also buy the latest medical equipment continually. To enhance the quality of care, Yunlin Hospital also import Huede Co., Ltd.'s Advanced Physiological Transmitting System(APTS) and apply in ICU Respiratory Care beds. Each ICU bed of Yunlin hospital is independent of one because of monitoring the most frequent respirator loose of patients, so it needs to install warning ringtones. Once respirator loosing occurs, it would automatically warn by voice notification. But each door of ward is closed, the alarm sound that nurses on duty are still unable to find out the ward in the situation in first time. Remote Monitoring of Multiple Wards From the beginning of September the year before last, when respirator loosing was warning, the nurses on duty did not have to check each ward; just check the hand-held PDA and the respirator loosing ward will immediately show on the screen. In the past, patients have emergency situation is required to carry out first aid immediately; but usually it is still lack of information to clarify whether it is the oxygen supply or other circumstances over a period of time, as well as the responsibility is belongs to the duty nurse. However, since the APTS set up, and it will automatically download the breathing record every second by this system, and make each reference information and which links out of the situation completely under control. ICU of Yunlin hospital has a total of 24 beds.
With this system, the nurses on duty can remote monitor multiple situations of several beds and use handheld devices easy to control which can reduce the time of rounds. In addition, intelligent alarm systems like this can also reduce the processing time of annoying false alarm. This system will continue to automatically transfer the relevant data in seconds, and make electronic healthcare form. The respirator data can also be automatically retrieved, reduce the problem of the nurses copying variety forms, and achieve the ideal of nursing staff to serve more sudden illness.
