Demographics
According to the United States Census Bureau, Monte Vista has a total area of 2.0 square miles (5.2Â km), of which, 1.9 square miles (4.9Â km) is land and 0.1 square miles (0.26Â km) is water. According to a 2014 report, there were 4,295 people. The 2010 census shows 1,715 households and 1,212 families residing in the city. The population density was 2,390, with 1,854 housing units at an average density of 978.4 per square mile. The racial makeup of the city was 68.3 percent White, 0.04 percent African American, 1.9 percent Native American, 0.3 percent Asian, zero percent Pacific Islander, 25 percent from other races, and 4.1 percent from two or more races. Hispanic or Latino of any race were 61.3 percent of the population. There were 1,715 households out of which 31.4 percent had children under the age of 18 living with them, 41.9 percent were married couples living together, 18.5 percent had a female householder with no husband present, and 33.9 percent were non-families. 35.7 percent of all households were made up of individuals under 18, and 27.1 percent had someone living alone who was 65 years of age or older. The average household size was 2.47, and the average family size was 3.04. In the city, the population was spread out with 30.2 percent under the age of 13.1 percent from 20 to 29, 16.9 percent from 30 to 44, 24.9 percent from 45 to 64, and 14.8 percent who were 65 years of age or older. The median age was 35.6 years. Forty seven percent of the population was male while 52.9 percent was female. The median income for a household in the city was $32,083, and the median income for a family was $41,250. The per capita income for the city was $14,958.

Veterans Memorial Park Monte Vista graduate Spc. Faith Hinkley fell in combat on Aug. 7, 2010. With the community still reeling from the death of another Monte Vista native, Sgt. Glen Martinez on May 2, 2008, folks came together, along with the Hinkley and Martinez familes to begin planning what was to become the Faith Hinkley Veterans Memorial Park at the intersection of highways 160 and 285. Plans were set into motion and a
groundbreaking ceremony was held June 14, 2014, with landscaping finished up that summer. The centerpiece is a unifying stone honoring the fallen from all five branches, while the stone to its left honors Hinkley and the one to the right remembers Martinez. The park serves as a welcome center for visitors to the community, with picnic tables and access to the Bill Metz playground when school is not in session.

The Monte Vista School District boasts more than 1,100 students and about 100 faculty. The teachers are exceptionally creative in meeting the needs of the district’s talented students. The district boasts two elementary schools, one middle school and two high schools, a public school and an on-line academy. About 55 percent of the students are of Hispanic descent and 45 percent Anglo and other ethnicity. The district is large enough to offer a wide variety of educational and extracurricular programs and small enough to provide personal attention to each student. The schoolsoperate ona four-day week, with longer school days and Fridays off. Marsh School, “The Sunshine School”, serves students in preschool and kindergarten. The learning environment is marked by nurturing teachers and excitement for learning. Behavior expectations at Marsh are defined as the “3 C’s” CAPABLE: Showing “I can” by being persistent in mastering new skills and taking responsibility for my actions. COOPERATIVE: Working together so everyone can be safe and everyone can learn. CARING: Thinking of others and being a good friend. Staff teaches, practices and reinforce these expectations in every area of the school. The building was enlarged recently and the playground is a virtual tour of the San Luis Valley’s natural attractions. Class sizes average 20 students. Bill Metz Elementary serves grades 1-5 and emphasizes child development, as well as dynamic instruction. Parents may choose from multi-age, looping or singleage options. Featuring technology instruction, vocal and instrumental music, art, physical education, swimming, gifted and talented programming and many tutorial programs, the staff offers every student the opportunity to excel. mathematicsarestressedandthe school’s computerized library offers a rich learning resource. An expanded building is being constructed and will soon be occupied, while the nearby, historic Central Auditorium is being renovated to better serve the community, and the playground is every child’s dream, geared toward creative play, as well as physical activity. Monte Vista Middle School serves grades 6-8 and bridges the gap between elementary and high school. Its energetic teachers make a great match for young adolescent students. A full complement of intramural (6th grade) and extracurricular (7th and 8th grade) sports are offered and everyone gets a chance to play. The music program includes a marching band, choir and other activities to hone each child’s natural abilities. Monday Afternoon Club activities join science and history fairs, science olympiad activities and other academic competitions to keep young minds challenged. The library is fully computerized, as well, and Class sizes range from 20 to 28. Monte Vista High School serves grades 9-12 and offers championship programming in a four-period block schedule. Science students annually win regional, state and international honors, and the marching band has won state championships more times than any other high school band in Colorado. The technology program is also superb and the library is computerized. The school has an agreement with Adams State College wherein students can earn college credit while taking upper-level high school coursework — paid entirely by the district! Class sizes range from 15 to 30. A new, modernized expanded building was completed in 2013 and includes new athletic facilities, parking and other amenities. The Byron Syring DELTA Center offers a full range of core courses and elective courses.
Students can earn a high school diploma from the Colorado accredited high school program or pursue their GED. The DELTA Center’s primary function is to serve the needs of students and to help them gain the skills

and knowledge necessary for success in life beyond school. The DELTA Center offers an individualized, self-paced, flexible learning environment that emphasizes personal commitment and progress.

He was a patrol officer for seven years, a sergeant for 10 and a commander for three. He has experience in community relations, patrol, motorcycle units, traffic, support, SWAT, supervision, records and equipment. Rosecrans has also been highly developed professionally taking hundreds of hours of police leadership courses. He hopes to be able to attend courses with the Federal Bureau of Investigation in the future. equipment. “People have really stepped up to make a statement about how important this theater is to the community,” Mayor Debbie Garcia said last fall. Hard work came to fruition on Friday, Dec. 12, 2014 when the theater reopened with a special Christmas movie showing. The theater continues to
operate as a non-profit organization with a volunteer staff. Showings are every Friday and Saturday at 7 p.m. and Sundays at 5 p.m. Special events are held occasionally, such as a haunted house at Halloween and other community events. Rosecrans’ policing philosophy is to find other solutions to problems rather than just placing more people in the criminal justice system. “The philosophy is two-fold. One is we have to get the community involved and be positive. When the community is
involved this synergy is built that help affects trust and understanding, and we also understand how we are affecting the public. It’s also important that we focus less on the arrest of an individual and more on the application of how do we get a problem person to self-comply with the law. That might be pressure from the community, education, or creating more of a fear of what the system can do. Really it might mean making their life uncomfortable. Somehow there has to be other measures. It might be shutting off their water, constantly contacting people that go in and out of their house because they are associated with them, and making the public aware that they
are part of the problem through things such as the police report,” said Rosecrans. Rosecrans is excited to begin his new job and understands the small community nature. “I really hope that we can get the community more involved. I think Monte Vista is a really great city...Given the resources that the city has I think they do an excellent job of supporting their citizens. There’s a great group of people that work for and in the city that want to see everything thrive. We’re like a big family and sometimes they’re will be disagreements. When that happens we need to make sure we talk to each other. We need to do it in a positive way and not a destructive way,” said Rosecrans.

Conquistadors The Monte Vista Conquistadors is a community organization affiliated with the chamber of commerce. The Conquistadors’ mission is to be ambassadors of goodwill for the city of Monte Vista, Rio Grande County and the state of Colorado. They attend grand openings, open houses and ribbon cutting ceremonies for any business that is new to
