Welcome from Mike Whitby As Leader of Birmingham City Council, may I welcome you to the latest edition of Birmingham Developments. Birmingham’s regeneration continues apace, and as we report in this issue, there are a number of new schemes starting and ongoing projects are moving ahead rapidly.

In this edition, there is a focus on current and proposed schemes with an investment value of £50 million and over. Also, for the first time, we are publishing a set of investment values for the city, to give an overview of current and future activity. Total investment value for projects in all Birmingham wards under construction and proposed over the next 10 years is currently £16.7 billion. Total office space in all Birmingham wards, proposed and under construction, over the next 10 years is 11,007,139 sq ft. Investment value for projects under construction and proposed in the city centre over the next 10 years is £11.4 billion. Developments £50 million and over — City centre ● Arena Central £500m Outline approval has been secured for 2.3m sq ft. Site ownership is now with Miller Developments/Bridgehouse. Miller Developments have established a joint venture partnership with Dandara Properties to implement the residential tower element of the scheme (see entry for The V Building). Recent announcement that HSBC will be consolidating its office presence in the city by taking 40,000 sq ft in two blocks within the scheme. ● Auchinleck House & Square £100m Area bounded by Broad Street, St Martin’s Street, Tennant Street and Islington Row. To consist of a tower of 300 apartments, a four star hotel, and retail space. ● Birmingham Gateway £550m The New Street redevelopment is a four and a half year, £550m project that will transform Birmingham’s city centre rail station. Some of the highlights include: Increased passenger capacity to over 52 million people a year; brighter, cleaner and clearer platforms, reached by 42 new escalators and 14 new lifts; a new 10,500 sq m concourse, three and a half times bigger than the current one; a giant light-filled atrium, roofed with the same material used on the Eden Project; new, comfortable, airport style waiting lounges and new and improved pedestrian links to Moore St station and across the city. The development will include the use of locally sourced materials from sustainable sources wherever possible and the promotion of green travel plans and recycling schemes. ● Broad Street Tower Planning application granted for 40 storey tower.

● Colmore Plaza £150m Development at advanced stage of construction. It will provide over 300,000 sq ft of Grade A office space. ● Eastside: Curzon Park £350m This development will comprise Grade A office space; residential; 180-bed hotel; and retail space. The first pre-let for the scheme has been announced to DevSec’s serviced office company. ● Eastside: Leisure and £100m Learning Quarter Development of a commercial/visitor attraction and knowledge-based environment. Connections between Aston University, Aston Science Park and Millennium Point will create a high-quality campus astride Jennens Road. A tree-lined boulevard and pedestrian crossing are proposed, connecting the University with Millennium Point. The technology park element is a joint venture vehicle to provide mixed use space within the theme of technology. To include an exhibitions area at rear of Millennium Point. ● Eastside: Masshouse £250m City Park Gate City Park Gate is the final phase of the Masshouse jigsaw which was created as a result of the removal of the former Masshouse Circus, known as the concrete collar, in March 2003. To comprise 40,000 sq m residential, 10,000 sq m retail, and 11,000 sq m office space.

Developments £50 million and over — City centre continued ● Eastside: Ventureast £450m Owned in a joint venture between Birmingham City Council and AWM. A sustainable, mixed use scheme to consist of a minimum of 590,000 sq ft offices and 160 homes. Demolition started 2007.

● Eastside: VTP 2000 £95m 200 metre high vertical entertainment centre planned, situated next to Millennium Point. It will comprise a number of themed rides and attractions, bars, restaurants and a hotel. Planning application to be submitted autumn 2007. ● Former 103 Colmore Row/ £160m NatWest Tower British Land has bought the 28 storey former NatWest Tower in Colmore Row. They have appointed the architects Hamiltons to design a new high quality signature office building. A planning application will be submitted in November 2007 and consent is expected in early 2008. ● Irish Quarter: Connaught Square £150m Located on High Street, Deritend, a planning application for a mixed-use scheme has been submitted. ● Irish Quarter: Deritend Bridge £50m Situated between Digbeth High Street and Bradford Street, to consist of apartments, a hotel, offices and shops. Intended to open up the River Rea area with a riverside walk and terrace.

● Irish Quarter: Paragon Hotel £50m Boutique hotel developer Dhillon Hotels will develop the project, consisting of the former 250-bed Paragon Hotel and adjacent site to comprise a 200-bed residential scheme. The hotel will be re branded to the Dhillon hotel brand, with refurbishment to one room and restaurant. ● Jewellery Quarter: Newhall Square £65m Scheme to create a “waterside urban village” at former Museum of Science and Industry on Newhall/Charlotte Street. Commercial space will be around a third of the total — comprising offices, a 100 bed Travelodge hotel, shops, cafes, bars, 235 studio, one and two bed apartments. The centrepiece of the scheme will be formed by the retention of the two listed buildings on the site. It is anticipated that site clearance and demolition will take place in November 2007, while occupation of the completed apartments is expected in late 2008. ● Jewellery Quarter: St George’s Construction due to start spring 2008.

● Jewellery Quarter: Unnamed Great £100m Charles Street development Abstract Land, with Dandara have been confirmed as the preferred developer. They are working up detailed proposals. ● Jupiter £90m Phase 2 currently under way; due to be finished, winter 2008.

Developments £50 million and over — City centre continued ● Library of Birmingham £193m Proposals have been unveiled to develop a new Library of Birmingham on a shared site with the world famous Birmingham Repertory Theatre (The REP). This groundbreaking project will be developed on land adjoining The REP, with the library and theatre joining together and sharing a number of facilities to create a unique centre for knowledge, learning and culture. ● Martineau Galleries £500m Planning permission given March 06. Owned by BCC Freehold. To comprise 270,000 sq ft grade A offices; 25 storey residential accommodation in 780 ft tower; department store on four levels; a hotel; plus a yet-to-be-determined feature as the centrepiece. ● Midland Metro: £112m City Centre Route To consist of two mile route extension between Snow Hill and Edgbaston shopping centre. ● Paradise Circus £900m Flagship project to reposition Birmingham to compete more effectively for service sector investment by creating one of the finest commercial office development opportunities to be made available in the UK during the next 10 years. ● Snowhill £500m Recent commencement of phase 3. This will include a 43 storey building, comprising 332 high end apartments, plus a 170-bed five star hotel. Designed by Stirling Prize nominee Glenn Howells Architects, located in Birmingham.

● The Cube £100m The 23-storey project will be an extension of the existing mixed-use offering in The Mailbox, housing 244 high quality apartments, offices, restaurants, a 40-bed boutique hotel and exclusive retail. There will also be the city’s first rooftop restaurant offering panoramic views over the city which has already been let by D&D London formerly Conran. It will feature an atrium which twists around as it climbs to the full height of the building, the 23 storey steel and glass ‘mathematically pure’ cube structure will be enclosed by an innovative fretwork screen with a cut-a-way open side facing away from the canal at the top. It is hoped the unique building will become the next opportunity to put the city on the architectural world stage. ● The V Building £150m+ Dramatic scissor-shaped 50 storey residential tower comprising over 600 apartments. Also, 60 serviced suites, three premier restaurants and bars and a spa. It will be one of Britain’s tallest buildings. ● Unnamed Regal development £150m Planning consent has been granted for 130 apartments and restaurant on site between Sheepcote Street and Novotel Hotel on Broad Street. There are now plans to extend the scheme with a skyscraper-style tower incorporating a luxury hotel and conference facilities.

● The Hub, Birmingham £150m First building now complete and occupied, second building for Iron Mountain under construction. Planning permission granted for further unit and gatehouse. Unit 1 comprising 120,000 sq ft of speculative space completed November 2007.

South ● Birmingham Battery Site £200m Revised planning application for development including hi-tech uses, leisure and residential approved in May 2007.

East ● Aston University — £200m residential scheme The project will consist of 3,000 rooms for student accommodation, together with retail, leisure, conference space and a multi-faith centre. The first phase will comprise a residential tower containing 1,350 units. Planning application granted. ● Heartlands Park £80m Former Alstom site. Access from Heartlands Spine Road. To be marketed as site for logistics/distribution companies. ● Medipark £60m Potential for joint venture between BCC, Heartlands Hospital Trust and Aston Science Park for ground-breaking medical facility. Masterplan approved. ● Mere Green £50m The project will see 152 apartments, together with retail use. There will be a landscaped public square, which will be surrounded by boutique retail outlets, cafés and restaurants.

● Birmingham’s New Hospital £545m The new mental health facilities are due to open in May 2008. The new acute hospital is due to open in four phases, starting in summer 2010 and ending in autumn 2011. Part of the current Queen Elizabeth Hospital is also due to be refurbished to become part of a new hospital. This work is expected to be completed by 2012. All services currently at Selly Oak Hospital will transfer to the new hospital, allowing the Selly Oak site to be redeveloped. ● Central Technology Belt: £100m Longbridge Technology Park Phase one works are now completed providing 45,000 sq ft of offices, within the Innovation Centre. Nanjing Automotive Corporation UK Ltd plan to recommence car manufacture on South Works Site. Plans being worked up for planning approval in autumn 2007. ● Central Technology Belt: 90.00m University Science Park, Pebble Mill New access off Bristol Road is now completed. Calthorpe Estates are expecting to start construction in mid 2008.

Developments £50 million and over — Out of City centre continued ● Edgbaston Galleries £110m Edgbaston Galleries is the focus for the largest regeneration project of a principal gateway to Birmingham city centre and is the replacement for Edgbaston Shopping Centre. The shopping centre is currently being demolished and Calthorpe Estates are in negotiations with potential anchor tenants. Planning consent has been secured for Grade A office space, leisure and retail facilities, a foodstore, hotel accommodation and 800 car parking spaces. ● Edgbaston Mill £100m In April 2007 Calthorpe Estates received full planning consent for the first commercial phase of the development for a 14,000 sq ft foodstore, 9,300 sq ft of retail and restaurants and 17,000 sq ft of leisure space. Work is expected to start on site in early 2008.

City Wide ● PFI Road £2.5bn Improvement Project Private Finance Initiative to improve Birmingham’s network of roads, bridges and pavements. ● Birmingham £120m International Airport Expansion Programme The Airport has issued an interim statement on its development plans. Priority was given to an extension to the main runway, which could be open before 2012. The updated traffic forecasts now indicate that a second runway should not be needed before 2030 and the Airport is being planned on that basis. The Airport is currently finalising a Planning Application for the extension of its main runway following Board approval in January 2007. BIA intends to submit the Planning Application before the end of 2007, bringing the possibility of completing the work by 2012, in time for the Olympic Games.

The scheme will cement the City’s vision for this part of 1.7 Eastside by creating a City Centre Park that will create a statement of learning excellence and a gateway to the learning and leisure quarter of Eastside. A covered pedestrian street will link to the “Co locator” building; a simple linear bar of accommodation comprising mainly office, specialist retail and complementary food and drink outlets. The development will facilitate easy public access from the City Centre along attractive public thoroughfares, creating synergy towards Millennium Point and the wider Eastside area, developing the attractive public realm and leisure amenities at the heart of Eastside. It is hoped the Park will become the principal location for spontaneous social and cultural events with a potential to create cafés and restaurants to further liven the space. He will be assisted by Allain Provost, one of the world’s foremost park designers, and by Ove Arup and Partners.

City Park Gate is the final phase of the Masshouse jigsaw which was created as a result of the removal of the former Masshouse Circus, known as the concrete collar in March 2003. The competition to select a development partner to develop the remaining Masshouse sites was launched at the Urban Summit in Nov 2002. A heavy emphasis was placed on delivering a scheme with the highest level of design, sustainability and build quality. Cabinet in Dec 2003 gave approval to enter into discussions with Countryside Properties Plc who have been selected as a preferred development partner for the City Park Gate scheme. It includes construction of new mental health facilities for Birmingham and Solihull Mental Health NHS Trust and a new 1,213-bed hospital for University Hospital Birmingham NHS Foundation Trust, which will be the first acute hospital to be built in Birmingham for 70 years.

Birmingham’s New Hospital

The mental health facilities include a new 137-bed psychiatric hospital just south of the current Queen Elizabeth Psychiatric Hospital site plus a 21-bed unit at Showell Green Lane in Sparkbrook. Advanced work started at the Queen Elizabeth Medical Centre site in 2004, including the construction of a new 1,200-space multi-storey car park. Financial close was signed between the two trusts and Consort Healthcare (Birmingham) in June 2006. Work then began in earnest on the main construction projects. The new mental health facilities are due to open in May 2008. The new acute hospital is due to open in four phases, starting in summer 2010 and ending in autumn 2011. Part of the current Queen Elizabeth Hospital is also due to be refurbished to become part of a new hospital. This work is expected to be completed by 2012. All services currently at Selly Oak Hospital will transfer to the new hospital, allowing the Selly Oak site to be redeveloped. The new acute hospital is the biggest single-site hospital development in the UK. It will create one of the most advanced health facilities in Europe, providing acute services for 200,000 people on south Birmingham and specialist tertiary services, including transplant, cancer and cardiac care, for the Midlands and central Wales. The science park is being developed by a unique alliance of organisations including Calthorpe Estates, University of Birmingham, Central Technology Belt, Advantage West Midlands and Birmingham City Council.
