Edito D’où que nous venions, d’Espagne ou d’Irlande, de Finlande ou de Chypre, si nos histoires sont différentes, nous vivons une même réalité, rêvons d’un même avenir. Nous nous trouvons face aux mêmes défis à relever. Nous sommes à la fois la génération des jobs mal payés, de la course à l’emploi et aux diplômes. Nous sommes cette génération pour qui la transition énergétique est une urgence, le chômage une réalité. Les inégalités se creusent, les politiques d’austérité étranglent les peuples, et l’Europe tarde à prendre conscience que la crise écologique n’est qu’une preuve supplémentaire de la faillite d’un système. Mais une chose est sûre, de cette faillite peut naître un monde nouveau, pour lequel nous nous engageons chaque jour. Nous en sommes tous conscients. C’est donc ensemble que nous mettrons fin à une Europe inspirée du libéralisme économique. Quand le marché dicte toute décision politique, quand le politique se refuse à prendre le pas sur la finance, quand la BCE refuse de renflouer directement les Etats, quand les droits sociaux sont mis en concurrence comme des biens marchands,… l’Europe n’est ni sociale, ni citoyenne. Quand les gouvernements européens se refusent à toute harmonisation sociale et fiscale, tout protectionnisme permettant de sanctionner les produits importés sans aucune norme sociale ni environnementale, quand les consommateurs sont contraints à acheter pas cher et de mauvaise qualité, quand les usines ferment et les productions s’éloignent, l’Europe n’est pas écologiste. Dans nos mouvements respectifs, nous partageons pourtant une même analyse : l’Europe est l’échelon pertinent pour changer la vie et transformer le réel. Et à chaque fois, la conclusion est la même : renforçons ECOSY pour porter la voix des jeunes d’Europe sur un programme et un militantisme commun. La campagne Rise Up, née lors du dernier camp
d’été d’ECOSY de 2012, en est un excellent exemple. Treize mouvements de jeunesse se sont retrouvés sur un même refus de toute compromission avec les libéraux sur le TSCG ou la réduction inacceptable du Budget Européen, mais au-delà : sur une même perspective pour l’Europe. Celle d’une Europe de l’emploi, qui donne toute leurs chances aux jeunes, garantit une formation, interdit les stages non-rémunérés, réduit le temps du travail pour créer de l’emploi sans attendre le retour de la croissance, augmente les salaires. Une Europe sociale, défendant les protections de travailleurs, refusant le dumping fiscal, les paradis fiscaux. Une Europe qui redistribue les richesses, s’engage pour l’harmonisation fiscale et sociale, un SMIC européen ! Une Europe écologiste, qui prépare la transition énergétique pour une économie décarbonée en fondant une Politique Energétique Commune, en relocalisant les productions et qui défende enfin une politique commerciale commune. Une Europe démocratique, avec en son centre le Parlement Européen, représentant des peuples, portant une alternative gauche-droite transparente libérée des accords de coulisses ; une Europe ayant les moyens de ses ambitions par un budget aux ressources propres. Pour toutes ces raisons, le Congrès d’ECOSY qui se réunira du 7 au 10 Mars, est important. Il devra être l’occasion d’organiser ce changement, de lancer la campagne des jeunes pour les Elections Européennes. A quelques mois de ces élections, les Jeunes Socialistes français présenteront un candidat à la Vice-Présidence d’ECOSY, Daniel Cornalba. Daniel saura faire vivre avec force les idées qui sont les nôtres au sein du mouvement européen pour y apporter notre radicalité, notre exigence et nos idéaux. Les combats sont nombreux, nous avons des idées et un projet à porter pour les jeunes d’Europe, il est urgent d’agir. Les jeunes Européens doivent enfin se faire entendre. Rise up ! 22 febuary 2013 Dear comrades, Being half-French, half- German, with Italian origins, the importance of the European Union early appeared to me. The opportunity to learn four languages, to study abroad or to participate in Academic and Democratic Programs at European Level was a unique experience. In brief, the great potential of the European Union seemed clear, but the deep mistake of building a project without consulting the people couldn’t be ignored. An ambitious motto -“United In diversity”- with little concrete reality. Soon my European federalist activism gained importance: a European Democracy seemed vital. Brussels could not and cannot be the place of European lobbyism; it had and still has to be the place of European People; Europe could not and cannot only be a great market with no deep social project. My socialist activism also sourced from that objective, being aware of the lack of a social, democratic and ecological Europe, seeing the lacking hope and understanding for such a project, when ruled by neoliberalism, privatization policies, and Big Firms. Young Socialists and Social-Democrats from all over Europe, we understood that the problem was not “too much Europe”, but too little for the people, too little redistribution; a lacking fight against climate change, promoting liberal options, forgetting the dire need to react and implement an alternative policy. We understood that our Union was a necessity in order to win this common fight. The emergence of ECOSY was the creation of an instrument to organize together a new social and ecological deal in Europe. Our orientation: change the system, fight inequalities, fight all discriminations, and launch an ecological transition. ECOSY remains a great tool in order to influence as much as we can the line of our mother party the PES and our respective ones. We shouldn’t forget that Young People are the first victims of the crisis, the first ones to undergo the social crisis, and who will live the growing ecological disaster. We must be their speakers, we have the duty to call on for a new Europe and to be fully dedicated activists. 2014 has to be the year of a great change in Europe and I believe ECOSY can and must be its main promoter. For all these reasons, and many more, I decided to be candidate for the ECOSY Presidium to build that change with you. Together, we should promote an alternative and act towards it. Together, we have to be crystal clear on what our goals are. Own resources for the European Union, through a Tax on Financial Transactions, a tax on profits, and a European protectionism as the logical consequence of our socialist Internationalism should be at the center. Reducing working time, an active ECB financing the States and the EU as a way of overcoming the debt crisis and implementing new policies, begin a massive energetic transition as a way of creating jobs, invest in culture and education; all this has to be defended. A strong European Parliament, with a legislative initiative, a European Commission depending on a clear political majority in Parliament; as socialists and social-democrats, we have to take bold stances, refusing any political compromise on any type of social regression, for an ambitious European Project, a federal, social and ecological Europe.

Nevertheless, change at European level and ideological shift will not come naturally: we need to make them happen. Our role is to organize gatherings, especially for the EU elections in 2014, to demonstrate for our values and our project, but also against the political regression proposed by the Conservatives and the emerging far right-parties in Europe. We should be on the ground, defending our sister parties in their national elections, and, further, with a common action program and common press releases. We need to let emerge a real sense of belonging among our activists, we should have closer and more visible links with Trade Unions at EU level as well as with our political Partners. The participation to ECOSY Summer Camps, to the Rise Up Campaign and the common gathering in Brussels last December fed our political involvement. As a member of the French MJS, I am also an activist in the JUSOS-Berlin as well as in the PS Berlin today. We should bear in mind that it is only by enriching each other from respective experiences, and by letting ECOSY become even more an instrument for the outside that it will be possible to create a real dynamic in the whole European Union. Together, we will achieve that goal and hence I would be glad to contribute to the dynamics of ECOSY but also proud of defending our socialist values and working with you all for a new Europe faced with responsibility and challenges.

Notre futur, notre budget, nos ressources Le temps est venu de construire une Europe sociale et écologique. Le temps est venu pour l’Europe de se doter d’un budget aux ressources propres, capable de financer ses propres politiques pour une Europe de l’emploi, pour investir dans une transition énergétique et mener une politique industrielle. Actuellement, le budget sur 7 ans de l’Union Européenne, qui fixe les dépenses de l’UE pour le futur, ne représente que 975 milliards d’euros, soit 140 milliards par an, moins d’1% du PIB Européen. En comparaison, le budget des USA représente 37% de leur PIB. Le Conseil Européen a ainsi décidé dernièrement de réduire le budget plus encore pour 2014-2020, sous la pression des conservateurs, sans penser un instant aux conséquences d’une telle décision sur les Européens eux-mêmes. A cela s’ajoute un scandale démocratique : le Parlement élu en 2009 déciderait d’un budget qui s’imposerait pour les 7 années à suivre, alors même que de nouvelles élections ont lieu en 2014. L’absence totale de cohérence de la Commission est terrible : demander des coupes budgétaires aux Etats Membres, tout en exigeant une hausse de leur contribution au Budget de l’UE, n’est sans doute pas le meilleur moyen d’être accepté par les Etats. Un budget Européen important et ayant des ressources propres est crucial pour faire accepter aux Etats la réduction de leurs dépenses publiques.

Gardons à l’esprit que la décision de réduire le budget européen –ou bien même de ne pas l’augmenter- et donc les politiques qu’il finance, n’a rien de neutre, mais est bien une orientation politique : celle d’interdire à la puissance publique toute intervention dans l’économie et de mener des politiques keynésiennes. Donner plus de pouvoirs au Parlement Européen dans le processus de décision et permettre à l’UE d’avoir des ressources propres seraient la meilleure manière pour dépasser la crise profonde que nous subissons.

Le combat pour un budget fédéral de l’UE significatif est crucial pour faire de notre Union plus qu’un simple marché : sortir de la crise actuelle, tout en préparant l’avenir en développant une transformation sociale et écologique, en relançant nos politiques industrielles. C’est là une question de démocratie : la capacité pour les Européens eux-mêmes de maitriser leurs propres destinées ; c’est là un combat, que nous, socialistes, devons mener aujourd’hui et pour les Elections Européennes de 2014.

Etre l’alternative, et la porter dans nos combats ECOSY doit réunir l’ensemble des socialistes et sociaux-démocrates de toute l’Europe pour débattre, échanger, partager des idées et des valeurs. Mais plus encore, ECOSY doit être l’instrument d’un clair changement en Europe, une organisation politique et militante.

Ceci implique aussi une politique de développement ambitieuse avec les pays du sud, en les aidant à créer de nouvelles infrastructures répondant à leurs besoins légitimes, tout en nous permettant de dépasser ensemble la crise écologique que nous rencontrons. Enfin, la démocratie en Europe signifie aussi de rendre aux Européens les instruments politiques et monétaires. De ce fait, l’indépendance des Etats par rapport à la finance doit être assurée en permettant à la BCE de prêter directement aux Etats et à l’UE, au lieu d’enrichir inutilement les banques privées sur le dos des peuples. Cependant, rendre l’UE démocratique signifie aussi de mettre au même niveau le Parlement Européen, seule institution directement élue par les Européens, et le Conseil de l’Union Européenne. Le Parlement doit avoir le droit d’initiative législative tout comme la Commission.
Etre des militants mobilisés

Notre rôle est d’organiser des rencontres, des meetings, par exemple une grande réunion publique européenne durant les élections de 2012 pour établir un véritable rapport de force. Il est essentiel de créer concrètement un militantisme européen, afin de permettre l’émergence d’un réel sentiment d’appartenance entre militants. Notre rôle est de manifester contre l’extrême-droite, contre l’austérité, pour la démocratie et pour les droits sociaux. Nous devrions nous inspirer de ce que font les syndicats européens : en organisant des euro-manifestations. Notre présence y est importante pour soutenir ces syndicats. Le cri de la jeunesse européenne doit être entendu à Bruxelles et dans tout l’Europe. Nous devrions avoir des liens plus étroits et plus visibles avec les syndicats au niveau Européen. Notre rôle est d’être sur le terrain, en toquant aux portes, and rependant nos valeurs et exigences, partout où nous le pourrons : organiser des actions le même jour dans tous les pays européens avec un communiqué de presse commun. Ceci ne pourra être possible qu’en échangeant sur nos expériences respectives en campagne et dans nos débats de fond.

TEARING DOWN THE FENCES: TOWARDS A PROGRESSIVE EUROPEAN ASYLUM AND MIGRATION POLICY présentée par les Jusos - Allemagne Current Situation Every day at the frontiers of the European Union there are humanitarian catastrophes and violations of the human rights. Many people die crossing the Mediterranean Sea to reach Europe. Just on September 6th 2012 more than 60 refugees mainly from Syria, Iraq and Palestinian Territories died during their try. This is just one example out of many others. Exact numbers of casualties are unknown, just in 2011 FRONTEX ‘rescued’ 33.000 refugees from distress. “Fortress Europe” estimates that between 1988 and today more than 18.000 people died of thirst or drowning during their crossing. The degrading conditions in the reception camps also show that these aren’t individual cases but a system of structural discrimination. This is how European Union’s migration and asylum policy works. The European Union barricades its borders with the construction of a modern ‘border protection’ in the east and with the European Agency FRONTEX in the south.

But others were forced due to their religion, nationality, racist discrimination or political persecution to leave their homes. Since it is hardly possible at all to immigrate to the European Union legally, many people hope to get recognized as asylum seekers. But also people who have to be recognized as refugees due to the Geneva Convention are often prevented from the entry to the European Union and the access to the procedure of granting the right of asylum. While highly qualified people are often welcomed warmly in the countries of the European Union and also political persecuted people get asylum in particular cases, people who flee from poverty, hunger or lack of general life prospects cannot count on such generous reception. They get rejected, criminalized and humiliated in almost every case. As Young Socialists we refuse this notion of selecting human beings depending on their perceived economic utility.
No person is illegal – On the way to a global freedom of movement
Democracy and the freedom of movement complement one another. Collective selfdetermination needs a spatial “exit option”. Not every person who is leaving his or her Freedom of movement makes other funhome country is a refugee. Furthermore, the global gap in income and wealth – opened by colonialism and an unjust world economic order – is likely to be narrowed by global migration. For moral, political and economic reasons we aspire freedom of movement as a global right. We do not separate “good” from “bad” migrants. No person is illegal. We want everyone to choose his or her place of residence. Even though there are substantial barriers to such a demand in the present we draw strength and inspiration from the history of the European Union. The way the EU gradually reduced its barriers to internal movement of people can serve as a model for a global freedom of movement. This idea should guide all our policies on migration.
Take action for a progressive migration and asylum policy The European Union needs a progressive and comprehensive concept for its migration and asylum policy. This concept also has to focus on the people who are willing to migrate. The interests of those should also be respected. Migration policy should be centered on migrants’ rights and not state sovereignty. ECOSY-Young European Socialists therefore demand: Policy on regular migration • To extend legal options for immigration into the EU on a broad scale • the improvement of foreign qualification recognition • to ease family reunion • to extend the right to hold multiple nationalities and to vote in your country of residence Policy on irregular migration • the regularization of irregular migrations and guaranteeing them immunity from criminal prosecution • unlimited permits from the start • stop criminalizing those who help irregular migrants
Border protection • change FRONTEX’ mission statement: refugee protection instead of defence against refugee • FRONTEX’ guidelines and funding ought to be controlled by the European Parliament, the Commission and an ombudsperson Asylum policy • guaranteed access to the procedure of granting the right of asylum for every asylum seeker • uniform protection standards, procedures and criteria for to guarantee a high level of protection • Free movement for any recognized refugee in the EU • reforming the Dublin II-Regulation in order to the abolish the safe third country rule and develop a mechanism of a responsibility and “burden” sharing within the EU based on solidarity • recognition of flight due to non-state prosecution, flight of areas of war, escape because of hunger, desertification, ecological catastrophes or persecution due to gender or sexual orientation • regular provision of refugee resettlement in all EU States Combating root causes of flight • to make combating the root causes of flight like poverty, hunger and prosecution the key aspects of European Neighborhood Policy • no EU reception camps on foreign soil • stop lumping together EU migration policies and national/European security issues As ECOSY-Young Socialists we will fight for our ideas to make Europe more open, more humanitarian and based on a stronger solidarity. Because our belief is that no human being is illegal. A society without boundaries is our vision.

RESOLUTION ON THE EU BUDGET présentée par Animo - Belgique For the first time in its 56 years’ history the EU has decreased its budget. 32 billion euros will be wiped out of the seven-year budget. An important cut will be in the development aid budget, which will make it impossible to meet the EU target of spending 0,7% of EU members’ GNI on development aid by 2015. After the EU summit Merkel proudly announced this decision adding that the cuts also include a shrinking of the salaries of EU personnel. We condemn this kind of populist discourse and request real solutions to the economic crisis. We call on to Europe’s leaders to work together towards a collective approach investing in:
justicetowards migrants and at the same time prevent and fight abuse of employers and exploiters due to different migration policy from country to country inside the EU. • sustainable economic rehab aimed at long term stability instead of constant severe fluctuation Reviving Europe’s economy should not threaten workers’ rights, as we oughtn’t only invest in material wealth but also in workers’ wellbeing. Both from a social as from an economic point of view this is the most sustainable approach.
