U.S. Embassy Moscow

U.S. Ambassador to Russia McFaul uses his blogs to communicate with his audiences! Check it out: Russia: Summary of the blog: Ambassador McFaul discusses the importance of travel between the US and Russia in order to strengthen their ties. In order to facilitate this, the embassy has simplified the visa application process in order for Russian citizens to increase travel to the US. They can now travel to Guam and the Commonwealth of Northern Mariana without a visa for a period of 45 days. Visa appointments can be scheduled online, and visa application fees can be paid online as well as at Russia Post branches. The interview will now be waived for all whose visa expired within 4 years, and call center fees and passport delivery fees will no longer exist. Overall the easier application process will incentivize Russian citizen to apply to travel to the US.

Italy: Embassy Rome Communications Strategy for the Costa Concordia Crisis: 3.2 million Twitter Impressions and a Rebroadcast to Half of All Italians

The US Embassy Press Office employed Social Media to pro-actively engage Italian and broader audiences on our activities in response to the Costa Concordia tragedy as well as to provide accurate information on the number of Americans involved in the accident. We also fielded numerous inquiries from Italian, US and international media; though we believe the number of inquiries was reduced by the quick and accurate information provided via our Embassy website, Facebook and Twitter.

U.S. Embassy Beijing

U.S. Embassy Beijing uses travel.state.gov website to get the message to their audience!

Communicating with the ever-growing and on-the-move U.S. citizen community in China can be difficult. Mission China estimates that in 2012, over two million U.S. citizens will arrive in China. The PRC sometimes blocks the Smart Traveler Enrollment Program (STEP) and the travel.state.gov website, so anyone in China wishing to register must then contact the Embassy or a consulate directly. Embassy Beijing has a Facebook page, but Facebook and several other social networking sites are also blocked in China. This also complicates welfare and whereabouts cases and communication between U.S. citizens and their families in the United States. China posts typically use e-mail list-servs or Internet groups to contact registered U.S. citizens. These tools, as well as posts’ web pages (which use “org” rather “gov” in their domain name to avoid being blocked by the PRC government) are the primary ways for posts to stay in touch with registered U.S. citizens.

Audiences can contact U.S. Embassy Mumbai through e-mail!

In the fast changing world of internet technology and social media, fraud investigation tools can soon become technologically archaic. Mumbai Fraud Prevention Unit (FPU) has noticed that applicants are aware of the impact of their social media accounts on consular adjudications, meaning surface internet searches do not always reveal the full story. Mumbai FPU has creatively layered online internet tools to unravel vital information that applicants have attempted to conceal to gain immigration and non-immigration benefits fraudulently. U.S. Embassy Manila

U.S. Embassy Manila launched a blog to connect to their audiences!

Embassy Manila launched VISAtisfied Voyager, a joint NIV and IV blog, in August 2011. We contacted Embassy London for initial contacts in the Department and then worked with our local ISC and PAS offices to create the blog. From conception to launch was approximately ten months. Each unit has a blog team of one officer and several LES. The teams write posts for the blog, which are edited and cleared by the Unit Chief and Deputy Chief. Blog posts are a few paragraphs long and focus on various topics related to the visa process. Each unit is responsible for writing one post per week. Our blog posts are simpler and more informal than the information posted on the Embassy website, as we are trying to disseminate information in a wide variety of ways and reach a new audience. Each post is focused on a narrow aspect of the visa process to make the information more digestible for the readers; we have also developed various themes and characters to make the posts relatable. At the creation of the blog, we decided to moderate all comments to prevent the blog from being overwhelmed by questions about individual visa cases. Comment moderation has proven to be the most time-consuming aspect of the blog. VISAtisfied Voyager typically receives five to ten comments per day and almost all comments require responses. The LES teams are primarily responsible for checking and responding to comments; all responses are cleared by the officers managing the blog. The comment checking occurs twice per day, and responses are usually posted within 24 to 48 hours. The teams also go through the spam comments to ensure that no legitimate questions have been missed. U.S. Embassy Tel Aviv is using YouTube to launch innovative ideas to their audience!

YouTube video, "It's Not Rocket Science." This type of outreach not only increases applicants' understanding of our visa process, it improves the public's image of the U.S. and increases the likelihood of applicants being well-prepared on the day of their interview. In an operating environment where maximizing efficiency and managing public perceptions are both essential, you have simultaneously achieved the two.

U.S. Embassy Baghdad’s Principal Assistant Secretary uses social media to get connected to the public!

Embassy Baghdad’s consular section maintains a close relationship with PAS on social media. Due to restricted mobility, particularly in the aftermath of the military withdrawal in December 2011, social media has become an integral component to our overall consular outreach strategy. Our consular team works with PAS to create YouTube videos on consular topics and conduct webchats via both the Embassy Baghdad and StudyUSAIraq Facebook platforms.

U.S. Embassy Guatemala

U.S. Embassy Guatemala is getting involved in social media practices! Using Social Media to Disseminate Consular Messages

In August 2011, Consular Section personnel, working closely with the Public Affairs Section, implemented monthly webchats on consular topics in order to reach both the American citizen community in Guatemala and potential and current visa applicants. Webchat topics rotate among NIV, IV and ACS issues, in order to reach the broadest possible audience. The August, September, October and November webchats focused, respectively, on J visas, the NIV application process, Consular Reports of Birth Abroad, and the IV process. The Consular Section has also increased its visibility through the Embassy’s Facebook page, with consular-related posts and designated LES and FSO staff dedicated to providing consular replies. The additional consular involvement in social media has resulted in an increase in the number of postings reporting fraudulent activity, such as diversity visa scams and fraudulent invitations for trainings and other education-related travel.

The move from traditional websites to a network of social interaction is a model that presents the Department of State with opportunities for, and challenges to, the ways in which we conduct our work with both our colleagues and public audiences.

U.S. Consulate General Matamoros

U.S. Consulate General Matamoros’ employees share social media responsibilities to give their best outreach!

Social media engagement is performed as necessary between 3 to 5 hours a week being spent on routine social media tasks. When time-sensitive information needs to be disseminated, however, we are increasingly turning to the use of social media in addition to the standard methods of emailing STEP registrants and posting information on our website. When the need arises, we estimate that it takes about 1-1.5 hours to get an emergency message posted to our website, Twitter, Facebook, and emailed.

El Paso Passport Agency

Even the U.S.’ El Paso Passport Agency is staying connected with Embassies to gather information!

Passport Agencies do not have their own FB and Twitter pages, but we ask others to post our information for us. For example, the U.S. Consulate in Ciudad Juarez PAS often assists us by tweeting about Passport Day in the USA and posting information about it on their Website. In addition, the local Congressional office has tweeted information about our event in the past and colleagues at Fort Bliss, a large military base nearby have also posted our information to their Facebook pages in the past.

Office of Policy Coordination and Public Affairs (CA/P)

CA/P supported Passport Day in the USA with the use of social media by participating in a behind-the-scenes tour tweet-fest with travel bloggers.

How? CA/P used the @TravelGov twitter account to tweet the opportunity, which was wildly received. Prominent travel industry entities then re-tweeted and engaged with @TravelGov in a discussion on Passport Day (#PassportDay). Specifically, we had a dialog with Conde Nast Travel, and between their 200,000 + followers and our 200,000 + followers, we reached a very large national audience. Other notable influencers who have interacted with us about Passport Day via twitter include: AAA, Huffington Post, Samantha Brown, and CNBC.

Have Passport -- Will Travel

On Saturday, March 10, the U.S. Department of State celebrated its 4th annual Passport Day in the USA and the holiDAYtrips blog was invited to attend a behind-the-scenes tour of New York’s main passport agency, located at 376 Hudson Street. How in the world could we pass that up! Well, luckily, we didn’t; and, here is the account of our day and the answers to some questions that we were excited to get to ask the folks in know!

The Passport Agency is located in the Greater NY Federal Building.

We were hyperaware all day that we were fortunate to be on the premises and to have this special access. And, there is nothing more exciting than walking into a government agency with a camcorder and a still camera (and permission to use them) and having the sign above be one of the first things you encounter!

Groovy Passport Day logo! Our tour was conducted by Customer Service Manager, Kathryn Foss, and we were joined later by Regional Director, Michael Hoffman. Once the tour began, we


headed first to where the passports are crafted. I was particularly excited to check out the inserts that we savvy travelers tend to send a away for, when our standard size passports start to get too full to accommodate our stamps. And, that’s when I got my first nugget of great news...

Listen up, this one’s good! When you fill out an application for a new passport, you can select the option to get the larger, 52page book (with the insert pages already

included) for NO ADDITIONAL COST!! There’s an additional box (to the right of the option for the standard size, 28-page book) and if you didn’t know to check it, you’d never know that you could save yourself a massive headache and some bucks down the road! (I’m slapping you a virtual high five from here over this one!)

Admittedly, I’ve been guilty of the last two offenses in the past. Most of the time you don’t realize how much you really need the passport until, well, you need it (i.e. you have an overseas trip in less than 4 weeks).

Chief Madelynn Lane, Assistant Director Tracey DiGiaccomo, and Customer Service Manager Paula Baccus Williams sat with me to talk about the agency. By 2pm, over 400 people had been processed for Passport Day. Everyone who stopped by was a walk-in, and was processed in less than 40 minutes. It was a very successful day, in terms of outreach. Ms. Lane and Ms. Williams noted that efforts this year were more successful than before due to timing and the outlets they used to get the word out. They reached out through social media channels, AAA, AARP, Customs and Border Protection, naturalization ceremonies, and airports. They also disseminated a national media note and gave out flyers to individuals and businesses located right outside the doors of the agency.

Here were some other useful tips from our conversation, including answers to a few of my readers’ questions: The best time to apply for a passport is October – February when overseas travel isn’t as high. The agency charges an expediting fee when you apply in person because there’s “extra labor associated with that expedited service.” The fastest service that they offer for a new passport is 3 days. Anything faster than that is

offered on a caseby-case basis. “If you have family overseas, you need to have a passport.” Even if you have children traveling abroad you should have one because you never know what could happen to them. 4-6 weeks is the standard amount of time to get a passport (without expediting). Naturalized citizens should consider getting and using a passport card as another form of identification so that they don’t have to walk around with their naturalization papers. “The passport card is not just for traveling.” The passport process needn’t be a painful one. As Ms. DiGiaccomo pointed out, “the whole key to traveling is


preparation.” Isn’t that what I always say? Do you own a passport? Are you in

We suggest starting small. Join the community platform you wish to engage (twitter, Facebook, YouTube) and spend time watching how similar entities engage. Follow other Consular Sections and Embassies to see how they are interacting. Make note of hashtags, trends, themes, events that gain attention. Have a plan that encompasses your Mission’s global outreach strategy. If you can have one community manager and many content providers, you will be in a good position.
