Letter from the President
T
he Jewish Communal Fund (JCF) is celebrating 40 years of serving the Jewish community by enabling simple, straightforward and efficient charitable giving for our donors.
As we celebrate our 40th anniversary, it is an appropriate time to pause and reflect on our history and accomplishments to date. Forty years ago, JCF started with $4 million in assets and distributed $700,000 in grants. Today, JCF is the largest Jewish donor advised fund in the country, managing over $1 billion in charitable assets. Our diverse donor base is responsible for granting more than $282 million in FY’ 12 to worthy causes in all sectors. Over the years, JCF has implemented a best-in-class technological infrastructure that enables our donors to recommend grants online quickly and efficiently, allowing them to focus on the charitable causes that are important to them. In addition, we continue to ensure that our donors have access to a robust menu of investment opportunities so they can feel comfortable in knowing that their investment options are comparable to those available to private foundations. I have been fortunate to serve on the JCF Board of Trustees since 2001 and as President for the last two years. My term is ending in January and over these last 11 years, I have had the opportunity to witness the outpouring of our donors’ generosity as they responded to needs locally and globally. I have been privileged to work with a Board of dedicated, insightful, and caring Trustees and with a staff of committed and outstanding professionals. JCF has a goal of facilitating in all ways the charitable giving of our donors. I am proud to be associated with an organization that executes so effectively on its mission. I am also very pleased to pass on the Presidency to Karen Adler. Karen, an accomplished management consultant, is a tireless supporter and advocate for JCF. In addition to her involvement with JCF, Karen is an active member of the community and serves on the boards of the Jewish Community Relations Council of New York, the Roosevelt Institute and Plaza Jewish Community Chapel. I am confident that under Karen’s capable leadership, JCF will continue to grow and flourish, and I wish her and JCF much continued success.

Letter from the Executive Vice President
I
n 1972, when the Jewish Communal Fund was established, the concept of a donor advised fund (DAF) was a relatively new and untested one. While the founding leaders of JCF understood that this vehicle had great potential, they were not sure that the idea of giving through a DAF would actually “catch on.”These leaders were visionaries who could never have imagined that JCF would reach over a $1 billion in assets and serve thousands of fund holders. And they certainly never imagined that the donor advised fund would become the fastest growing charitable giving vehicle in the country, with close to $30 billion in assets. As JCF continues to grow, we know that as a staff and a Board, we too need to be innovators and to consistently create new ways to serve our donors and the philanthropic community. We have dedicated resources to establish a state-of-the-art technology platform and have put in place processes and procedures to ensure that our donors’ charitable giving is facilitated with ease and efficiency. Now, we are shifting our focus toward how we can more effectively engage multiple generations of donors in philanthropy and to providing resources to help our donors think strategically about their giving. This year, we launched The JCF Legacy Circle, our way of recognizing people who plan to extend their tradition of charitable giving beyond their lifetimes by including JCF in their estate planning. The JCF Legacy Circle is a bequest society that assists our donors with transmitting their philanthropic legacy and values to their children and grandchildren in a meaningful and thoughtful way. Our goal is to engage our donors in reflecting upon their legacies, and sharing these values through heartfelt conversations with multiple generations of their families. JCF’s newly designed public website (www.jcfny.org) highlights our value to the community and makes it easier for donors to interact with us in a variety of ways, including through Facebook and Twitter, as well as our new Live Chat function. The JCF blog is a great way to stay current on the latest news, trends and conversations that are taking place within the Jewish philanthropic sector and beyond. Throughout our forty years, each president of JCF has made his or her imprint on the organization, and Larry Cohen is no exception. I want to thank Larry for his valued tenure at the helm of JCF and for his years of service on the Board. As past Chair of our Investment Committee, Larry was responsible for expanding our investment options to make JCF more competitive with investments available to private foundations. I also want to take this opportunity to welcome Karen Adler, JCF’s incoming president. I look forward to Karen’s leadership as we continue to enhance our services for donors and increase our impact within the Jewish community. We are humbled by our donors’ generosity and look forward to expanding our efforts to help you engage in your philanthropy.

LEGACY CIRCLE
An initial tax-deductible contribution of $5,000 or more in cash and/or appreciated marketable securities* is required to establish a donor advised fund, including Memorial and Wedding funds. The Children’s Giving Fund and NextGen Giving Fund (18-30) may be established with a minimum gift of $1,800. A donor may make additional contributions to the fund at any time in any amount. Contributions may be made by friends, family, private foundations, corporations, or in conjunction with assorted estate planning tools such as Charitable Remainder Trusts, Charitable Lead Trusts, bequests and retirement plan assets.
The JCF Legacy Circle is a bequest society that recognizes people who plan to extend their tradition of charitable giving beyond their lifetimes by including JCF in their estate planning. Whether your bequest replenishes an existing fund, creates a memorial fund or a new fund for family members, you can leave a meaningful and thoughtful legacy here at JCF. There are many ways to fund your legacy, including: IRA and pension plans, cash, bonds, securities, charitable remainder trusts, gifts of real property and insurance policies. Legacy Circle members may be recognized in the JCF Annual Report, receive our Legacy Workbook guide, and benefit from educational seminars focused on fostering multi-generational discussions around philanthropic values.

GRANT MAKING Donors at the Jewish Communal Fund enjoy the privilege of recommending distribution of principal and income of the assets in their fund to sectarian and nonsectarian institutions that are recognized by the IRS as tax-exempt, publicly supported charities that are eligible to receive grants from donor advised funds. All grants are for charitable purposes. Donors also have the opportunity to extend this privilege to others whom they so designate. All recommendations are subject to evaluation by our staff for adherence to JCF’s policies and procedures. We consider donor recommendations to be of profound importance and therefore, give them full consideration and respect in our grant determinations.
FEES AND EXPENSES Each fund is assessed a monthly fee for services based on the average daily net asset balance. The sliding fee schedule, per annum, operates as follows: Balances less than $5 million........ 0.75% (75 basis points) or $150 per annum, whichever is greater* Next $15 million.................................0.50% (50 basis points) Next $20 million.................................0.10% (10 basis points) Balances above $40 million...........0.05% (5 basis points)
JCF CENTER FOR NEXT GENERATION PHILANTHROPY The JCF Center for Next Generation Philanthropy hosts educational events and develops resources to help people in their 20s and 30s be more thoughtful about their charitable giving. Since its inception in 2011, the Center has forged a community of young professionals who are likeminded in their desire to make a greater impact with their philanthropy. Together with its strategic partner, Slingshot, The Center is engaging JCF NextGen donors in a series of conversations focused on “The Funder I Aspire To Be.” These events introduce our donors to a variety of different strategies to increase the impact of their philanthropy.

Overview (continued) INVESTMENTS In consultation with its investment advisors, the Investment Committee of the Jewish Communal Fund periodically reviews investments and establishes investment policies. These policies are designed to: (1) ensure that donor contributions and fund assets are continuously invested; (2) maximize investment returns in relation to risk; (3) maintain varied investment alternatives that are suitable for various philanthropic plans; (4) ensure that operating expenses are minimal and competitive; (5) ensure that funds are readily available for grant making. When a donor advised fund is established, the first $5,000 (or such lesser amount for funds with a lower threshold) must be invested in one or both of our primary investments: an institutional money market fund and/or a short-term bond fund, both managed by BlackRock. Donors may request to have the proceeds in excess of the first $5,000 invested in our investment alternatives, subject to the minimums required for each alternative. Donors may exercise this privilege each time a contribution is made and may recommend a reallocation of the assets in the fund four times each calendar year. Investment Name

These accounts are: Eagle Capital Management, Gabelli Asset Management (GAMCO), Horizon Asset Management, Klingenstein Fields, and Neuberger Berman LLC. A minimum investment of $50,000 is required to invest in any one of these accounts. Private Investment Managers Donors with over $1million in assets in their funds may opt to have a private investment manager invest their charitable accounts. In order for this to occur, the donor must make the request to JCF, and JCF will contact the prospective organization and solicit information on the organization. Once the information is received, it is reviewed by outside investment consultants, who provide a recommendation to JCF’s Investment Committee. The Committee will evaluate the recommendation and make a final determination whether to accept the organization as an investment vehicle for the respective donor. The decision of the Investment Committee is final. In addition, donors who maintain balances over $1million may choose from an array of select alternative investments.
