The UNESCO World Heritage site of Valparaiso Chile has a rich and complex history that has been effected strongly by its unique topography, social and political influences, infrastructure, and economy. This major port city for Chile has seen both extreme prosperity and poverty. However, there have become increasingly complex issues involving informal settlements on the outskirts of the city. As Valparaiso’s city center expanded, the poorest of the community have traditionally been pushed outward up the hillside. Over time, this has led to segregation between social classes and a an increasing disparity in wealth. Our proposal brings the community a LIBRARY/ MEDIA CENTER since there is a lack of educational materials and computers in this part of the city, a CLINIC, which would eventually be brought to every ravine since there is a lack of access to free public health services, and a TRANSIT HUB for the commuters to attain easy access to their daily place of work.
PROGRAM INJECTION DIAGRAM
First we met the necessary height to move vertically through the ravine. Then, the form adapted to the topograhy. We then carved open public space and then adjusted for sunlight. The form was manipulated to make transition from top to bottom as seamless as possible. Floor slabs were established. Then specific program boxes were added as different ways of experiencing the ravine

Providing public service, community facilities, and more importantly, a concrete foundation to nurture social interation for local people, the programming of this building is highly diversified, driven by functionality. From the lower ravine area stretching upward to the cliff top, the structure progressively incoporates a transportation system, daily merchants and vendors, and a cafe (Level 1); the clinic system (Level 2); and the library and public event space (Level 3, the Library). The pre-designated role for this design has a variety of requirement of different dicipline for the structure. To fullfil these needs, the structure has to conduct movement through and therefore establish bridging from the top to the bottom and vice versa. The immediate response to that is to prompt accesibility on the top and bottom level where the ebb and flow of traffic is highly anticipated. The site is directly connected with a existing evacuation route thereofore motorized means of movement is the priority for the bottom level. On the other hand, serving as a extention of the public occupiable surface, the top level will be more designed towards pedestrian movement. Â The third mass, functioning as the clinic space, is more isolated as the middle level for pricacy considerations.

COMMUNITY CLINIC CENTER
The Library/ Media Center functions as an intermediate program between the neighborhood and the Transit Hub. It terraces downward from the hillside to open up public space that looks out over the ocean and city center. The interior spaces contain an auditorium for the community, computer spaces, reading areas amongst the books, and administrative/ storage space. There is also a lobby and cafe on the main level. The Community Clinic Center is the most critical program to the building because it brings the most vital service to all surrounding inhabitants. It is accessible from the top and both sides via bridges. This space has 39 rooms for patients, prediagnostic waiting rooms, an x-ray and scanning room, small pharmacy, and reception space. There is also space for gathering and an interchange of access between patients and visitors. The Transit Hub is the most pragmatic of the layers. It has a raised entry for larger vehicles and circles around on the lower level for easy access of all vehicles. The spaces above are mainly for connecting between the tram and the bus lines with coordination offices, a waiting lobby, cafe, and ramped terraces for enjoying the ravine. There is also space in the back for local vendors to sell goods to the public traveling through.

EMERGENCY BEACON The entrie building is meant to be a safe haven for times of disaster in the city. It provides the community with a place to go in times of earthquake, landslide and tsunami. The beacon helps make it recognizable in the chaos of such events.
