On behalf of Joint Base Anacostia-Bolling and the Navy-Air Force Half Marathon & Navy 5 Miler Team, thank you for taking time out of your schedule to volunteer with us. Volunteers play such a crucial role in this event, and we want you to know we greatly appreciate your efforts. Over the past few years, the Navy-Air Force Half Marathon & Navy 5 Miler has consistently grown. In fact, it was voted one of “The Year’s Best Half Marathons” by Runner’s World Magazine, largely due to hard work and dedication from people like you. As you can imagine, an event of this magnitude requires numerous volunteers to make it a success. Thank you again for your hard work, dedication, and support. RACE OVERVIEW ABOUT THE NAVY-AIR FORCE HALF MARATHON & NAVY 5 MILER MISSION STATEMENT Morale, Welfare and Recreation (MWR), a component of Warfighter & Family Readiness, is a comprehensive network of quality support and leisure services that enhances the lives of service members, civilians, families, military retirees, and other eligible participants. MWR strives to provide a quality of life to the Navy-Air Force Family commensurate with their sacrifice and service. Our mission is to provide quality support and recreational services that contribute to the retention, readiness, mental, physical, and emotional well-being of our active duty personnel and Department of Defense employees, while fostering and supporting our Navy-Air Force audience and their own personal growth, sense of community, positive values, and overall family well-being.

RACE HISTORY & BACKGROUND The Navy-Air Force Half Marathon is an annual race hosted by MWR. The Naval Support Activity Washington’s (NSAW), MWR began this prestigious race in 2004 as the Navy 5-Miler, in celebration of the Navy’s Birthday, and in 2012, the Navy-Air Force Half Marathon was added to the race series. The event’s organization has since transitioned to Joint Base Anacostia-Bolling’s (JBAB) MWR as a result of the Base Realignment and Closure (BRAC) initiative. The BRAC initiative merged the Navy’s MWR with the Air Force’s Services Division on Anacostia Naval Annex and Bolling Air Force Base, respectively. 2017 marks the 6th year for the Half Marathon, and the 14th year for the 5 Miler, which has grown to host more than 10,000 runners. The event will take place on Sunday, September 17, 2017 at the National Mall in Washington, D.C., where it will start and finish at the Washington Monument, followed by an awards ceremony.

VOLUNTEER OVERVIEW & POLICIES PURPOSE OF VOLUNTEER HANDBOOK This Handbook has been produced to provide you with an overview of your responsibilities in order to help you better understand what is needed and expected of Navy-Air Force Half Marathon & Navy 5 Miler (NAFHM & N5M) volunteers. This booklet provides our history, philosophy, practices, and policies, as well as the benefits provided to you as a volunteer. We hope you enjoy your volunteer experience and return in following years. We ask that you read this handbook carefully, and refer to it whenever questions arise. Our number one priority is to ensure a safe event. Please do not hesitate to contact us with comments or concerns to help us improve our event, make it run more smoothly and safely for all participants involved.

ROLES AND RESPONSIBILITIES & VOLUNTEER CODE OF CONDUCT The Navy-Air Force Half Marathon & 5 Miler has two types of volunteers: Team Leads and MVPs. As all volunteers represent the Navy-Air Force Half Marathon & Navy 5 Miler, it is imperative that you portray a positive and helpful image. Team Leads bear a greater responsibility in order to ensure that the MVPs are well versed in their respective positions.

SHIRT DISTRIBUTION/EXCHANGE

Packet pick-up is the generally the first stop at the expo where runners pick up their race items. Packet distribution includes helping runner’s look-up their bib number, directing them to the appropriate line, confirming their registration, handing them their bib number and runner’s packet, and directing runners to the next area.

Shirt distribution is generally the second stop at the expo where runners pick up their runner shirt. A section of the shirt distribution area will provide runners the opportunity to exchange their shirt for another shirt size.

• There will be 10-20 volunteers at Runner Packet Distribution per shift.

GREETER Provide directions and answers to FAQ. • There will be 4-6 Greeters per shift.

• There will be 14-20 volunteers at Shirt Distribution/Exchange per shift.

BIB LOOK-UP Helps runner look up bib number if they don’t know what it is and then directs them to the appropriate line. • There will be 2-4 volunteers in Bib Look-Up per shift.

BIKE VALET

Course Marshals play an important role ensuring runners stay on course, directing runners at potentially problematic/complex turns, and identification of emergencies. • There will be 5-20 volunteers as Course Marshals, depending on the assigned section of the race course.

WATER STATIONS Located roughly every two miles along the race course, Water Stations are where runners receive water and/or sport drink during their run. Water Stations are excellent areas for groups of volunteers. • There will be a minimum of 30 volunteers at the Water Stations; the more volunteers, the easier distributing water will be.

START/FINISH LINE Operations at the Starting Line involves the coordination of lining runners up in the starting chute and ensuring the start of each race is executed smoothly. The Finish Line operations require a constant movement of runners crossing the finish line to prevent back-up. • There will approximately 6 volunteers at the Start/Finish Line.

START/FINISH CONTROL ACCESS POINTS Start/finish control access points play an important role to ensure people that are not running are not in the starting chute. • There will be 15 volunteers at the Start/Finish Control Access Points.

FINISH LINE DISTRIBUTION As runners cross the finish line, Finish Line volunteers are responsible for distributing water and finisher medals. • There will be a minimum of 20 volunteers at Finish Line distribution.

The Bike Valet is where runners can check-in their bike for safekeeping during the event. • There will be approximately 10 Volunteers at the Bike Valet.

GARMENT CHECK TENT The Garment Check Tent is where runners can check clothing and other small items for safekeeping at the event. There will be two (2) Garment Check Tents with a Team Lead in each. • There will be 40-50 volunteers at each Garment Check Tent.

VIP TENT The VIP Tent is where select runners obtain pre-race food and beverage, and have access to their own private garment check for clothing and other small items for safekeeping during the event. • There will be approximately 8 volunteers at the VIP Tent.

AWARDS TENT The Awards Tent is where the race awards will be on display before the race begins. The Overall, Master’s, Wounded Warrior, and First Place Team awards will be given during the awards ceremony. Age group awards and second and third place team awards are distributed after the awards ceremony. Volunteers are responsible for setting up, guarding during the event, and helping distribute the awards and break-down and move-out. • There will be approximately 8 volunteers at the Awards Tent.

RUNNER FOOD & BEVERAGE TENT The Runner Food & Beverage Tent is where runners obtain post-race food and beverage. There will be three (3) Runner Food & Beverage Tents with a team lead in each one. • There will be 20-22 volunteers at each Runner Food & Beverage Tent.

On-site parking is available in DC Armory Lot 3. Parking Lot 3 entrance is located on East Capitol Street NE (follow NAF Half Expo signs).

The DC Armory Mall is located around the corner on East Capitol Street from Stadium Armory Station, accessible on Metro’s orange, silver and blue lines. Exit Stadium Armory station on the side that reads “STADIUM THIS WAY” and then continue to follow NAF Half Expo signs.

There are additional parking lots nearby; but please note that these lots may require a parking fee.

PREPARING FOR VOLUNTEERING Confirmation emails will be sent to all volunteers 1-3 weeks prior to race weekend. This will include your volunteer role assignments, shift schedules, check-in location and times, and last minute details pertaining to your role. Familiarize yourself with the information provided in this guide in order to prepare and plan for your race weekend volunteer duties with the following check-list: • Wear comfortable shoes. You will be spending most of the day standing.

• Please arrive 1 hour to 30 minutes prior to your shift.

• You will receive a volunteer shirt when you arrive so be prepared to change or wear something you can put this shirt over.

• Check-in is mandatory for ALL volunteers. Please make sure to check-in at the assigned location provided to you in your confirmation email.

TRANSPORTATION & PARKING RUNNER’S EXPO & PACKET PICK-UP During Packet Pick-Up, we encourage the use of Metro. You may take either the Orange, Silver, or Blue lines to Stadium Armory station, and exit the station on the side that reads “Stadium This Way”. WMATA is currently executing a SafeTrack plan to improve the safety of the Metro. This plan impacts normal operations. Visit the WMATA website (wmata.com) to obtain the most up-to-date information about any disruptions, travel times, etc. If you prefer to drive parking will be available FREE of charge at DC Armory Lot 3 on East Capitol Street NE.

RACE DAY Due to the WMATA SafeTrack Plan ( wmata.com/service/track-work.cfm), we are unable to provide extended hours of operation for Metrorail on race day. If you were planning to use Metrorail to get to the start of the race, you will need to make alternate plans.

STREET PARKING Public parking is available on the street at a firstcome, first served basis. Drivers are responsible for following any parking requirements such as parking meters (credit/debit only; NO cash or coins). nps.gov/nama/planyourvisit/parking-meter-faq.htm

GARAGE PARKING We have partnered with Parking Panda to help you with identifying parking garages near the start and finish and to reserve your spot in advance. Parking Panda is a third-party contractor and transactions are made with Parking Panda directly, not with Navy-Air Force Half Marathon & Navy 5-Miler. BIKE VALET Two Wheel Valet will be providing free bike valet services to participants on race day. The valet area will be set up along 17th Street between Constitution

Avenue and Independence Avenue NW. You may drop off your bike starting at 6:00 a.m. and retrieve it after the race. The area will close at 11:30 a.m. on race day.

CAPITAL BIKESHARE Don’t have your own bike? Check-out one of the 3,700 bikes from one of the 440 Capital Bikeshare stations across the DMV, bike to the Washington Monument, and dock it at the Jefferson Drive and 14th Street SW station. FREQUENTLY ASKED QUESTIONS WHAT ARE THE BENEFITS OF VOLUNTEERING AT THE NAVY-AIR FORCE HALF MARATHON? Groups of 10 or more volunteers will receive an appreciation plaque, recognition through a variety of channels, including the race guide and event social media. All group and individual volunteers will receive an appreciation certificate signed by the JBAB Commanding Officer, Captain José Rodriguez, a volunteer shirt and bag, snacks, and credit hours if needed.

WILL THERE BE FOOD? Yes; there will be food, however, we encourage you to eat before your shift because you will be busy. On Race Day, there will be food boxes at the Volunteer/Information Tent on 17th Street and on the Water Stop Trucks. Please do not eat while you are volunteering at your respective duty station.

WHAT TIME DO I NEED TO REPORT TO MY DUTY STATION? Packet Pick-Up volunteers should arrive 15-20 minutes prior to your shift and report to the Volunteer CheckIn table. Race Day volunteers check in at the Volunteer/Information Tent on 17th Street.

WHERE DO I REPORT IF I AM VOLUNTEERING AT A WATER STATION? Check in at your water station, or if you prefer to ride the surrey to your stop, check in at the Volunteer/Information Tent on 17th Street in the Village.

WHAT SHOULD I WEAR? Dress comfortably and appropriately for the weather; volunteers will be provided t-shirts at volunteer check-in.

WHAT IF IT’S RAINING? The Navy-Air Force Half Marathon & Navy 5 Miler takes place rain or shine, and we will rely on and depend on your help. The event staff and runners are counting on you!

IS THERE AN AGE LIMIT FOR VOLUNTEERS UNDER 18 YEARS OLD? Volunteers aged 15-18 may volunteer without a parent/guardian present as long as they have a waiver signed by their parent/guardian. Youth aged 10-14 may volunteer, but must be accompanied by a parent/guardian at all times while volunteering. Volunteers under the age of 10 years old are not permitted.

HOW DO I CONTACT THE VOLUNTEER COORDINATOR? The Volunteer Coordinator can be reached at NavyAirForceHalfMarathon@gmail.com.

HOW DO I RECEIVE PROOF OF VOLUNTEER HOURS FOR MY SCHOOL/CHURCH/ETC.? All volunteers will receive a certificate of appreciation after the event. Please contact the volunteer coordinator at NavyAirForceHalfMarathon@gmail.com if you require any other documentation for proof of volunteering.

WHAT IF I BRING PERSONAL ITEMS? Please do not bring any valuables as we are not responsible for any lost or stolen items. Also, backpacks are not permitted during this event. A clear drawstring backpack will be provided to every volunteer. If you lose an item or find an item, they can be taken or retrieved from the Information Tent in the Village.

SAFETY & SECURITY Our number one goal is to provide a fun and safe environment during the Navy-Air Force Half Marathon & Navy 5 Miler weekend. With that said, IF YOU SEE SOMETHING, SAY SOMETHING! Every volunteer will be issued a card containing security and medical emergency information and who to contact. • If you see anything that seems out of the ordinary report it to your team lead, staff, security, park ranger or police personnel. • Remain aware of your surroundings. • Report any unattended bags • Do not attempt to intervene in any conflict, report what you’ve witnessed to a police officer or park ranger. Be sure to provide: • Location of incident • Report any injuries in the NAF Half app, under the volunteer tab, under incident report. • Description of the person(s), if they are a runner take note of their bib number
