How To Do It:
Place the jars onto your covered surface upside down and spray paint them evenly with 2-3 coats. Make sure to let them dry for 5-10 minutes in between coats. Once they are fully dried just cut the string in one place and unwrap. Now you can place a tea light inside and decorate away.Wrap some twine around the bases of the jars for some more texture. Hessian String / Yarn
This project is super cheap and very easy to make. They would also make great little gifts, just tie a ribbon and bow around 3 and you're ready to go.

By Jonothan Hen-Boisen I recently wrote a conservation update on Ziwa Rhino and Wildlife Ranch located in Nakasongola district of Uganda and couldn’t help but wonder what other sightings the ranch had on offer. Intrigued by the project, a group of friends and I visited the sanctuary and decided to make a weekend of it and to see what we could find. The weekend turned out to be a one of my best trips in Uganda, this little gem delivered in spades. Lots of visitors include the Rhino walking Safari that the sanctuary is known for, but it hasn’t blossomed into a standalone destination, until now. Not only were we rewarded with incredible Rhino sightings, but also a host of interesting experiences we didn’t know about or expect.
Arriving very late on the Friday evening there wasn’t much time to explore Amuka Lodge, that was to be our base for the weekend, but I managed to pick John and Nico, the owners’ of Amuka Lodge’s brains to plan the ultimate weekend Getaway.
Being a keen birder and still struggling with the Ugandan birds, I grabbed the opportunity to learn from their birding guides and opted for an early morning Birding Safari. We made our way along the sanctuary’s border in a shallow swamp called, the Lugogo Wetlands.
The lodge itself, is burrowed within a pristine woodlands forest at the heart of the Sanctuary and the cottages were ideal for a weekend private paths that connect the restaurant and pool area with each secluded well-appointed cottage. This was just what the doctor ordered, escapism in the African bush!
This wetland is an integral part of the ecosystem and is home to a multitude of animals, and rare birds.

It very quickly became clear that this area provides incredible opportunities for bird viewing as I spotted my first of six shoebills for the morning. “It was an unparalleled success” I jokingly mentioned to my friend that was desperate to see his first Shoebill stork. I don’t think he is ever going to believe me again when I mention that they are critically endangered and at times really difficult to find.
The rest of the morning was spent following and identifying various bird calls, including a great sighting of a Diederik Cuckoo with its glossy green and copper-sheened feathers. We all agreed that we found a special place that offered so much more than the only place you can walk with rhinos, and vowed to return to our new gem in Uganda. They say it takes a village to raise a child, but it also takes a great concerted effort of like-minded people and teamwork to secure the future of our rhinos. Why not make your tourism dollar count and support this great initiative, and get a welldeserved break in nature at the same time. If you want to book the same activities and get a break from the city contact us for a great special offer to follow in our footsteps and break away from the city at Ziwa.

1.2. brief history of uganda
was division of assets and liabilities. On the 30 November 1999, the treaty re-establishing the E.A community was then signed. Today’s E.A.C has 5 countries: the 3 founding countries plus Rwanda and Burundi.
The History of Uganda is divided into 2 periods: Pre and Post Independence. Uganda’s population is composed of several ethnic groups (Bantu, Nilotics, and Nilo hamites). In the old days, leadership was in the hands of hereditary Kings. In the 1830s Arab traders and Europeans moved into Uganda with various interests. After World War 2, veterans and patriots from all corners of the country convened a rally with the objective of attaining independence. In 1962 Uganda gained Independence from the British after the alliance between Uganda People’s Congress (UPC) and Kabaka Yekka (KY). The Buganda Kabaka (King) Edward Muteesa II was elected as a ceremonial president. In I966, UPC dominated parliament and Milton Obote was elected the executive President. Uganda was then declared a republican state. After a military coup in 1971, Obote was over thrown by Idi Amin. Amin ruled Uganda with the military for the next eight years. Amin’s reign was ended after the Uganda-Tanzania War in 1979 in which Tanzanian forces aided by Ugandan exiles invaded Uganda. This led to the return of Obote, who was deposed in 1985 by General Tito Okello. Okello ruled for six months until he was deposed by the National Resistance Army (NRA) operating under the leadership of the current President, H.E Gen. Yoweri Museveni. POLITICAL REGIME: Republic State HEAD OF STATE: H.E Gen. President Yoweri Kaguta Museveni. CAPITAL: Kampala ORGANIZATION OF THE STATE: Uganda operates under a decentralized local government system with the local
government unit being district. The district is composed of units that rank from county, sub- county to Village/LC 1. OFFICIAL LANGUAGE: English and Swahili NATIONAL HOLIDAY: 9th October CURRENCY: Ugandan Shillings POPULATION: 37,828,742 (2014 estimates)
1.3. UGANDAN INSTITUTIONS There are 3 major institutions namely: The Executive, Parliament and the Judiciary. The Executive is headed by the President who is both the head of state and government. The President appoints the Vice President and the Prime Minister, who work hand in hand with him. The State house t: +256 41 231900 w: www.statehouse.go.ug e: info@statehouse.go.ug The parliament is headed by the Speaker. Currently the Parliament of Uganda has 332 members.
1.4. BRIEF HISTORY OF E.A COMMUNITY Like it is in other continents, African states have joined hands to form regional integrations. The East African community pledges to develop policies that support the community so to have a prosperous, competitive, secure, stable and politically united East Africa. It all began in 1900, when Mombasa established as a customs center for Uganda. In 1905 a currency board was then set up to issue currency for Kenya and Uganda. The 1917 customs union established between Kenya and Uganda welcomed Tanganyinka (Tanzania) on board in 1922. The high commission was established in 1984. In 1961 common service organization established with various services forinstance the East African Development bank, railways and Harbours, posts and Telecommunication, East African Airways, East African Civil Aviation. In 1967 the first treaty was signed between Uganda, Kenya and Tanganyika (Tanzania) establishing the community. The community had a few challenges that led to its collapse in 1977. One of the tools to the challenges in the community
THE EAST AFRICAN INSTITUTIONS The E.A Community has 4 institutions, each with a specific role: The Customs Union: countries remove tariffs and other barriers on the movement of goods originated from among member states. Common Market: member states come together to trade hence creating a bigger consumer base for their products and services Monetary Union: states agree on a single currency with the common market.( directed in 2012 though not implemented yet). Political Federation: states form a super state under a single political Authority.
1.5. ABOUT THE CAPITAL
Kampala is the biggest and capital city of Uganda, with a population of about 1,723,200 (2010 Estimates). Of the 189 sq. kms, 176 sq.kms is land and 13 sq.km is water. Kampala is headed by the Lord Mayor. All administrative, political, social and economic operations are centralized by Kampala Capital City Authority. The City was originally built on 7 hills. The first hill in historical importance is Kasubi hill, the second is Mengo hill, the third is Kibuli hill, the fourth is Namirembe hill, the fifth is Lubaga hill, the sixth Nsambya hill and the seventh is Kampala hill. 2.2. INSURANCE WHICH IS THE INSURANCE LEGALLY REQUIRED IN UGANDA? • Motor Third Party Insurance (MTP) • Workers Compensation Insurance (WC) CAR INSURANCE Motor comprehensive cover Motor or Vehicle Insurance is designed to cater to the particular needs of the different vehicles on the road and the particular needs of the vehicle owner.

Motor Third Party Insurance (MTP) compensates and protects road users who may be injured or killed by a vehicle. As a statutory insurance, the limits are set by Law and the compensation amounts are pre-set. According to the current rates (August 2013), the maximum amount of compensation you will get as an accident victim is UGX 1,000,000 with an aggregate per accident of UGX 10,000,000 from this insurance. In Uganda, it is illegal for you to operate a vehicle (including motorbikes) without a minimum, the statutory cover. This does not mean that the liability is only worth UGX 1,000,000-this is just the maximum amount the insurance company will contribute towards your compensation for the accident. Third Party Fire and Theft (TPFT) includes the basic MTP cover and also covers loss or damage to the vehicle if it is (i) damaged by fire, lightening or explosion, (ii) damaged either during an attempted theft or while it is stolen, and (iii) if it is stolen but not recovered. Motor Comprehensive is the widest motor insurance cover you can have as it covers: fire to the vehicle, accidents/damage to the vehicle, motor third party (bodily injury and property damage) as well as statutory obligations. Its premiums are much higher than the other two covers discussed and it is therefore comparatively more expensive. In addition to, for example, the benefits of the Third Party Fire and Theft cover; it will also cover your car against accidental damage (for example hitting a tree while you drive) as well as the car’s accessories and replacement of spare parts. If you would like to enjoy extra benefits like the Personal Accident, Political Violence Terrorism and Sabotage extensions, additional premium will be charged. Workers compensation /employee liability Workers Compensation (WC) is a compulsory insurance that is applicable to all employees in Uganda (whether formally or informally employed) who might be accidentally injured, die or acquire an occupational disease during the course of their employment. In the case of bodily injuries, this cover will only apply if the employee is on their way directly to work, at work or on their way directly home after work. In a domestic setting, WC would cover domestic staff who might suffer accidental work related bodily injuries. The option to upgrade to the Group Personal Accident (GPA) cover which offers the employee more protection is also available. The GPA includes WC and covers the employee worldwide for 24 hours/7 days a week and therefore does not limit the benefit to the limitations mentioned in WC. GPA can also be extended to Group Life making it possible for the Insured to be compensated in respect of claims logged due to natural death. Domestic Insurance A Domestic package provides the widest cover required for a home, its content, owners, legal liability and domestic staff. Through its various sections, it will cover fire to the building, contents of the household (that do not leave the premises), personal effects which are portable, for example a mobile phone, workers compensation and legal liability to the occupants (either the landlord or the tenants). Private Public Liability Insurance Public Liability insurance covers the legal liabilities against the insured person or corporate body arising from the public. Examples of businesses which can consider taking this cover are hospitals, hotels, supermarkets, stadiums, schools and hotels. In taking this policy, you will be required to give estimated amounts which the insurance company will pay in the event of a claim or loss. These amounts are commonly referred to as Limits of liability. You can estimate the maximum limit of liability on one event and maximum limit of liability in aggregate (total claims payable per year).

LIFE INSURANCE Life assurance is a contract between an insurance policy holder and an insurer, where the insurer promises to pay a designated beneficiary a sum of money (the “benefits”) upon the death of the insured person. Depending on the contract, other events such as terminal illness or critical illness may also trigger payment. Major categorizations of life-based contracts include: 1. Protection policies which are designed to provide a benefit in the event of specified event. Typically this would be a lump sum payment. A common form of this design is term insurance. 2. Investment policies are designed to facilitate the growth of capital by regular or single premiums. 6. A match is made Once a link is made between you and a particular child, or children, you will be given background information about the child. This includes a history of their early years, why the child came into care, the child’s characteristics, and any particular needs they may have. 7. Meeting your child Once the match has been approved, introductions to the child can finally begin! These will be planned by the social worker, the carer who is looking after the child and you. Moving in can be stressful at the best of times so it doesn’t take much to imagine the mix of emotions that this could evoke when you’re able to bring your child home for the first time. Most importantly, it marks the beginning of your life together as a family. Your Social Worker will visit regularly during the three year pre-adoptive fostering period. 9. Making the adoption legal An adoption is made legal only after completion the preadoption fostering period as required by the Ugandan Law. This is done by the making of an adoption order in court, which is done either in the Magistrates or High Court. This finally means that you are the legal parent of the child and the child is entitled to an inheritance being family. That day will mark a momentous occasion in your lives. 10. plugged onto its giant teats, like the kids of one of NADS’ hybrid goats sucking at their mother’s. Against the glorious edifice of this reality, Faith’s fragile ideals are dashed like china. Bewildered and frustrated at first, she finally rebels and flees back into the field to meet the “real” Ugandan farmers who have eluded them till this point. Yet even in her one act of defiance, Faith seems less like a determined crusader for truth and more like a child whose naiveté, while charming, is expected to run out quicklywhich indeed it seems to do shortly before the book arrives at its non-climactic climax. Set in 2011 Uganda, James Joughin’s In a Sorry State is a candid look into the dark world International Aid and the citizens, global and local, who thrive in it. The story unfolds first, through the eyes of Faith Cullimore, a rookie International Aid worker from the UK and, later, through those of Dr. Bent Baxter, an old hand in the development aid world fresh from a controversial posting in Kazakhstan. Young, idealistic, and painfully naive, Faith is soon made to understand that their real assignment is to rubberstamp an increase in funding for development aid’s showpiece initiative: National Agricultural Development Services, NADS. The project too big to fail, not least because of both government officials and expats whose insatiable mouths are
The plot is basic enough, but even a generic tale (with the Ebola, political demonstrations, potholes, persecuted homosexuals and ‘gridlocked traffic’, without all of which a story about Uganda is not complete) may be worked into a memorable one by having characters who etch themselves onto the mind. But, alas, characters of fire were likely out of stock when our author went shopping. If we readily recognise Faith, a weak and ineffectual character, as a major protagonist in the book, it is as a dwarf might appear enormous in a land of Tom Thumbs. Dr. Baxter’s cynicism, while initially amusing, soon begins to grateas cynicism inevitably will. Who else is in the book? No one of consequence. The international aid workers
come off as a bunch of self-absorbed, shallow (yet obnoxious) junkies with an appetite for whiskey and hookers. The Christian missionaries are little more than buffoons. The only Ugandans in the book that manage to rise up from the general colouring of locals as either barely visible, ragged curiosities or whores, are a tiresome ministry official who speaks funny, a clichéd sketch of the genial yet thoroughly corrupt Minister, and a seemingly intelligent, helpful gofer called Lodi whose major motivation, it turns out, was a desire to shag the white girl. But, if you cannot edify, you might try to amuse. On this score, the author generally succeeds, throwing cheeky jabs at almost every sacred cow in the kraal, ridiculing the hypocrisies of a system that feeds off the poor it allegedly exists to help. In a Sorry State might easily be read in two evenings. Pick it up, read and be amused by it... then promptly proceed to forget it.

3.2. MOVING IN Rules for Moving in Successfully • Ensure that all your belongings are insured for their replacement value before being shipped. • With the help of friends or recommended realtors, look for a suitable house before arrival of your goods to avoid all subsequent storage costs • Ensure that water and electricity are properly connected; working perfectly and the bills are up to date. • Do not pay your rent unless the landlord has documented proof that all bills are up to date. Otherwise, you risk inheriting them to avoid disconnection. • Do not pay your rent to realtors unless you have seen the actual landlord • When taking delivery of your goods, show the removal team around the house first; you may even put signs on each door with the name of the room in a language they understand (most removal companies use English). *These tips have been provided by Worldwide Movers Uganda Ltd* REMOVALS AGS Frasers Uganda Ltd 598B 7th street, industrial area t: 0414348337 m: 0793 782 349 w: www.agsfrasers.com e: agas-uganda@agsmovers. com

3.3. RENTING In Kampala renting is at high peak. To rent/lease there is always an agreement drawn between the lessor (usually the owner of the building being rented out) and a tenant, relating to occupying the building, subject to payment of rent. This does not necessary occur over a written agreement though it’s preferable to have one drawn up. If you rent a property ‘furnished’, it usually has furniture, crockery and does not normally include sheets, etc. Ask for inventory this will help you in the event of dispute. If you rent ‘unfurnished’, you should be aware that the majority of decent apartments include kitchen appliances but curtain rails, carpets and lighting appliances are not usually included. After identifying the property and inspecting it to ensure that it meets your desired standards; you are advised, as a first time resident, to preferably engage the services of a lawyer. The landlord will be expected to provide you with a copy of the title deed and identification documents. The first time resident should provide; A copy of his/her passport, photographs and both parties (landlord/lessee) will be required to sign a copy of the lease agreement. A well furnished apartment in areas: Kolol –Naguru and Munyonyo rate between $ 2500-3,500 (Large house-3/4 bed rooms) and unfurnished at $1,000 – $2000, Ggaba Road $1,200 – $1,500, Mbuya- $1,500, Ntinda- 500 ( estimates). For more information check with: Home Hippo , Mackenzie Vale Road, Kololo,T: +256 705 126 526, +256 750 126 526 q: www.homehippo.ug True Level, (for Housing and Maintenance services) t: 0752 631 526 / 0776 015 777 Lamudi, 436-437 Mawanda Road, B3 Corner House, T: 0784070350, www.lamudi.co.ug Registering the lease For first residence lease there is need for the landlord to register the lease with the relevant tax authority after it has been signed by the parties (landlord/tenant). As per the current tax regime, a fraction of the lease payment (20% of net receipts after costs or 16% of gross receipts) is payable to the tax authority as rental tax. The Amount to Rent Rent rates vary based on location, ambience and status of the house. Payables by the Tenant Private consumption of water, gas, electricity. Maintenance, cleaning and care taking costs of communal equipment for instance stairs, lifts, lobby, heating areas, gutters, pipes. Occupants insurance Replacement of gadgets for instance fuses, bulbs, switches. Payable by the Landlord Repair of Buildings and Flat, Fire insurance of Building or flat, Purchase of communal materials, Repair and maintenance of heating system, Maintenance and repair of tanks, tiles, replacements, electrical installation. Tenants’ Guarantee In a few cases tenants provide guarantee the cost of equipment damage is always offset and the balance is refunded to the tenant incase they wish to move. This is not subjected to interest.
3.4. PURCHASE The Ugandan law stipulates that a foreigner cannot buy land but can only get a lease. However the same law allows you to buy land in the name of the company. After locating and identifying the desired property, you are advised; 1. To ensure that you get a copy of the title and have it verified at the Ministry of Lands to ensure that the title is genuine. 2. After confirmation that the title is genuine, when ready to pay for the property, have a lawyer draft a sales agreement for the property which should be signed by both parties i.e the seller and buyer plus witnesses and a lawyer subsequent to which payment is finalized. 3. Proceed and register the title deed in your names. Purchase is carried out in 3 stages: the signature of a provisional sales agreement (key document that shows evidence of purchase). Followed by issue of Transfer forms (documents used to indicate evidence of property transfer) and the title deed (legal document that shows evidence of ownership of a property). Also required during purchase is a copy of the vendors/sellers identification documents, along with 2 passport photographs of the vendor/buyer. ACQUIRE A LEASEHOLD LAND TITLE Procedure Required documentation: • You must have fully completed forms 8, 10, 18, 23. • A set of authentic deed plans. • 3 passport photos • Area land Committee report • District land officer technical report • Receipt of payment • Forwarding letter requesting for a leasehold title signed by the District Land officer of the respective District where the land is located. • Present original copies and photocopies (of the above documents) to the department of land Administration for processing where Photocopies are stamped “Received” and returned to you. • Check for approval of documents within a period of ten working days. • Once approved the documents are then forwarded to the office of titles for preparation and issuance of lease agreements, sealing by the chairperson and secretary of the respective district land board. This takes ten working days. • Pay stamp duty ( 1% of premium of 1 % of annual rent X years granted) • Once the lease documents have been fully signed, sealed and Embossed at URA, you’re then issued photocopy of lease agreement (signed, stamped “Received”). • On presenting the stamped “Received” copy you’re then issued a Leasehold title. By Corné Schalkwyk The Kazinga Channel in Uganda is a wide, 32-kilometre long natural channel that links Lake Edward and Lake George, and a dominant feature of Queen Elizabeth National Park. The channel attracts a large variety of wild animals and birds, with one of the world’s largest concentrations of hippos and numerous Nile crocodiles A boat trip down the channel is one of the best ways to explore this oasis that plays host to the fascinating species within the park, and a must for keen birders that visit Uganda. Nestled on the banks of the Kazinga Channel you will find a small fishing village that has become an integral part not only of Queen Elizabeth national park but also of life on the channel itself. Jacob our guide waves as we steer the boat closer to shore. A myriad of young children make their way down the banks to great us. You can’t but be reminded of the candelabra trees within the park on seeing a grouping of kids all of a similar age grouped together as they rush down to the water’s edge to great Jacob. Jacob himself is one of the success stories of the village, having grown up along the channel he now works for Premier Safaris known for their innovation, and providing intimate experiential experiences in Uganda. And you can’t get more intimate then being guided home by Jacob. He is taking us to meet the family, friends and fisherman that live in his village as part of our
Uganda meander tour of Uganda. Marasa Africa who owns the luxury Mweya Safari lodge nestled on the peninsula with views that stretch over the lazing channel, has a keen interest in the village. It’s their sustainable tourism partner and part of their $1 for the future project. The lodge includes $1 for every guest staying at the lodge and these funds goes towards community projects, such as the fishing village school project. We meet Jacob’s mother as she shows us her humble home, and it fills us with a sense of pride to know that Jacob our guide has come a long way,
Tourism has an incredible ability to touch the daily lives of people
and now directly impacts on his village. He is able to bring tourism and tourism dollars to his isolated village. Marasa “Mweya” also buys their fish from the village creating a great partnership with the locals. The nature of humanity is that it actually thrives on community, starting with our families, our villages, our country and then our engagement with wider communities all structured in the same way, from grass roots upwards. We often disregard the significant individual contribution we can bring to our own communities
31
and the support that we can provide with our tourism dollars. Tourism has an incredible ability to touch the daily lives of people all around the world as we learn from one another and support sustainable practices. Tourism is simply an extension of this community philosophy, reducing distances between people but at the same time enhancing cultural understanding across borders. And yes they were right when they said they believe that unique encounters always begin off the beaten track…

UMEME also handles the supply of electricity to its final users. Consumers are billed based on the energy used. UMEME draws up energy prices based on different elements: taxes, energy costs, rate for use of the networks and public surcharges.
Yaka Most domestic and small commercial customers have been converted to the Prepaid Metering system ‘Yaka’. UMEME is responsible for the cost of Yaka installation for domestic and ordinary commercial customers. What do I receive when my Yaka connection is complete? The new meter will be installed in a tamper proof meter box. A swipe card will be issued and a Customer Interface Unit (CIU) allowing you to monitor your energy consumption will be installed inside your premises. You will also be given a copy of the Meter Installation Form. Currently, credit vouchers can be purchased from UMEME Service Centres. You can chose to buy as much power as you please based on your consumption habits. Once your units are complete, your electricity will go off. However, the Yaka CIU will signal a warning beep when the credit is running low. When this happens, it is advisable to top-up your Yaka credit to avoid power shutdown and related inconveniences. You are only charged for units spent. In case you plan to travel ensure that your electronics are powered off. In case you forget or lose your token number or slip simply call the UMEME Contact Center on 0800 185 185 or 0800 185 186 or visit UMEME outlets with your meter number. 5.3. Mobile MONEY This is developing at a high rate due to the element of convenience, safety, quick money transfer. All the four prominent telecom companies have dealers on Kampala outskirts ( Airtel money, MTN mobile Money, M-Pesa). It’s mandatory for every dealer to always have a chart indicating transaction costs that differ based on the amount transacted. On the other hand the cost of Mobile transacting is quite higher compared to banking. You can directly pay your utility bills with your Mobile Money Account.

5.5. TAXATION Taxation in Uganda has been mandated to a central Government semi-autonomous body – Uganda Revenue Authority and apparently, there are a number of laws through which residents and nonresidents are taxed. These among others include; • Income Tax Act - ITA • The Value Added Tax Act; • Stamps Act • The Traffic and Road Safety Act; • East African Community Customs Management Act (imports and exports). A resident individual is a person who has a permanent home in Uganda; or is present in Uganda for a period of 183 days or more in any twelve months period that commences or ends during the year of income; or during the year of income and in each preceding two years of income, the individual is present for periods averaging to 122 days in each of such years; or is an employee or official of the Government of Uganda posted abroad during the year of income. A non-resident is therefore the opposite of a resident. A resident company is one which; is incorporated in Uganda under the laws of Uganda; is managed or controlled in Uganda at any time during the year of income; undertakes majority of its operations in Uganda during the year of income. A resident partnership is one where any of the partners was a resident person in Uganda during the year of income.
SUMMARY OF RATES THAT APPLY TO VARIOUS DOMESTIC TAX TYPES
Income Tax is imposed on a person’s taxable income at specific rates. A person under the ITA includes; an individual, a company, partnership, trustee, government and subdivision of government. Income Tax is charged on every person who has chargeable income (comprising business, employment and property) for each year of income. Chargeable Income is the GROSS INCOME of a person for the year of income less total deductions allowed under the ITA while Gross Income is the total amount of business, employment and property income other than exempt income. There are two categories of persons under the ITA, Resident and non-residents. A. Corporate Income Tax • Resident and Non Resident Companies – 30% of profits after deducting expenses • Mining Companies – Ranges between 25% and 45% of profits • Trustee Companies – 30% of Income • Retirement Fund – 30% of income • Branches are taxed at 30% and there is an additional tax of 15% which effectively applies to profits repatriated to head office B. Withholding Tax i) Professional fees • Residents A resident person who pays management or professional fees to a resident professional is required to withhold tax at a rate of 6% of the gross payment. • Non residents Withholding tax is imposed on every non-resident person deriving incomeunder a Ugandan - source service contract. This is a contract under which the principle purpose is the performance of services which gives rise to income sourced in Uganda, and any goods supplied under the contract are only
47
WORK & MONEY
incidental to the purpose. A Ugandan-sourced service contract does not include an employment contract. The tax is charged at a rate of 15% of the gross amount of any payment to the non-resident under the Ugandan sourced service contract. Any person who enters into any service contract with a non-resident is required, within 30 days of entering into the contract, to notify the Commissioner of the nature and duration of the service contract, and disclose the particulars of the non-resident to whom the payment is to be made, as well as the full contract value. Basing on this, the Commissioner may require the payer to withhold the relevant tax at a rate specified in the Commissioner notice ii) Interest payments A resident person who pays interest to another resident person is required to withhold tax at 15% of the gross amount of the interest paid. This withholding tax is not applicable where interest is paid by a natural person, interest, other than interest from government securities, paid to a financial institution, interest is paid by a company to an associated company or interest paid is exempt from tax in the hands of the recipient. iii) Dividends A resident Company which pays a dividend to a resident shareholder is required to withhold tax at 15% of the gross amount of the dividend paid, except where the dividend income is exempt from tax in the hands of the shareholder. Where the shareholder is a natural person (resident individual), the tax withheld on such dividend income is final. iv) International payments Tax is imposed on every non-resident person who derives any dividend, interest, royalty, rent, natural resource payment or management charge from sources in Uganda. The tax is withheld by the payer at a rate of 15% of the gross amount before payment/remittance of the amount is made. However interest paid abroad by a resident person is exempt from tax if: • Borrowing is through debentures which were widely issued for purposes of raising loan capital to carry out business in Uganda; and • Borrowing is made from a financial Institution of a public character v) Non Resident entertainers or sports persons Tax is imposed on the income derived in Uganda by every non-resident entertainer, sports person, or theatrical, musical or other related groups of entertainers. The tax is charged at a rate of 15% of the gross amount of the remuneration derived by the public entertainer/sports person. Where the tax is levied on a group, every member of the group is jointly and severally liable for payment of the tax.

English is the basic language of education used in Kampala schools. In addition schools complement this with Swahili and French. THE EDUCATION SYSTEM Nursery schools: From the age of 3 to 5; this level is not compulsory but recommended by education experts. This is more like kindergarten. All nursery schools in Kampala are privately owned. Primary schools: from the age of 6 to 12. Primary schools are both private and Government owned. There are 81 Government owned primary schools. Secondary schools: from the age of 12 to 18. This level is categorized into O-level (a cycle of 4 years) and A- level (A cycle of 2 years). Secondary schools are both private and government owned. University: There are a range of universities in and around Kampala, both government and privately owned, some with religious affiliations. Also technical colleges, all of which can easily be found on the internet. Courses last between 3 - 5 years.
8.2 Schools using Montessori Methods Schools using the Montessori method Montessori education follows the principles of an Italian physician, Maria Montessori. She believed in human development through freedom of choice within limits, in a discovery- type situation rather than by formal instruction, in mixed age classrooms. This method only works really well with a Montessori trained teacher. Although new to Uganda, Montessori primary schools have been established for many years in Europe and America. MY MIDSUMMER EXPERIENCE AT LAGOON RESORT
Midsummer is Scandinavia’s most popular festival right along with Christmas. A traditional celebration of the Summer solstice, Midsummer is the longest day of the year and it’s preferred on a Friday between the 19th and 21st of June. In Sweden, Midsummer is even celebrated as a national holiday. The celebration of the Summer solstice is a very ancient practice, dating back to pre-Christian times. Midsummer was originally a fertility festival with many customs and rituals associated with nature and with the hope for a good harvest the coming fall/autumn. On the 13th day of June, I got the opportunity to join a group of swede and Dane friends currently living in Uganda to celebrate this year’s Midsummer. The distance between them all and their homelands did not stop their desire to join millions of their colleagues back home in celebrating this popular day and they wouldn’t have chosen a better place, the beautiful Lagoon resort, the nearest offshore resort from Kampala. As planned, we met up at 10am in munyonyo where the resort
owned boat was waiting to takes us home away from home. The 40 minutes boat ride seemed too short because of the breath-taking scenery one enjoys along our own Lake Victoria. Looking back, it was a privilege to be able to share this piece of paradise and I cannot speak highly enough of the people, the accommodation and the way you are looked after. An expertly prepared meal was soon served, a typical Midsummer menu with different kinds of pickled herring, boiled new potatoes with fresh dill, soured cream and chives, a grilled dish of salmon, and for dessert strawberries with cream. Excited about the menu, I later realized that the traditional accompaniment is a cold beer and every time the glasses are refilled, singing breaks out anew. Swedes like drinking songs, and the racier the better. In that moment I realizing that I had left a car parked in Munyonyo, I switched my attention to a crate of soda, after all there was little completion. After what was surely a delicious meal, we all went out to construct the traditional maypole. The ladies started picking flowers and made wreaths to place on the maypole,
which is a key component in the celebrations. The guys raised the maypole in an open spot, we all decorated and soon after, traditional ring-dances ensue to the delight of the children and some of course me as I witnessed and enjoyed my first Midsummer experience. The magic of the day was not over yet, a large bonfire was to take place later that evening beside the lake as the evening mist settles. Traditionally, girls and young women are supposed to pick seven different species of flowers on their way home and lay them under their pillows. At night, their future husbands appear to them in a dream. Legend has it that Midsummer is a magical time for love and relationships are put to test. With the excitement and under the influence of alcohol, the truth comes out of both men and women which can lead both to marriage and to divorce. The good news is that at the end of the day, there was no divorce or any attempt to divorce. At the lagoon, you get what you pay for and my experience there was simply sensational!
