General Introduction The question of Safety and Security during UEFA EURO 2004 TM is of crucial importance in the overall organisation of the Tournament, not just in and around the Stadia, but also in Cities and especially the UEFA EURO 2004 TM Fan Park. The general aim for the Tournament is to ensure a celebratory event, problem free, based on Fair Play, comfort and courtesy, whilst protecting the safety and security rights that are available to all individuals and local communities in Portugal. It is essential that the measures taken during UEFA EURO 2004TM have the least possible negative effect on the day-to-day lives of local residents, nor should they place unnecessary restrictions on their quality of life. Our objective for the UEFA EURO 2004TM Fan Park is less about the technical football aspects of the Tournament, but all the more about creating a festive area where people, whether they are genuinely interested in football or not, can enjoy themselves in an atmosphere of football related activities and general entertainment. Visitors to the UEFA EURO 2004TM Fan Park – being football fans, citizens from Lisbon and/or Portugal, tourists, families, children, etceteras…. – should have FUN in a Safe and Secure environment.

Special efforts are being made towards children and with the full support of the Ministry of Education. Each day we expect between 500 and 900 children to visit to park. A special time frame has been allocated (12.00 – 14.00 hours) in order to allow for a “children’s only” environment.

Again, the UEFA EURO 2004TM Fan Park is supposed to be an area where people should have fun, chill out and enjoy themselves. Of course in a Safe and Secure setting. In this respect it is important to point out, that Legal Framework governing the UEFA EURO 2004TM Fan Park is slightly different from the general Tournament: especially the Stadia. The UEFA EURO 2004TM Fan Park is not – yet – considered a SPORTS FACILITY and therefore different Legal and Security regulations apply. Including, but no limited to: The limitation to “search” people (and their belongings) The possibility to use Stewards for specific security related activities

The Expo Area Site The chosen location for the Fan Park is situated at the Expo ’98 area, a completely refurbished area. o The site will be totally enclosed with double steel fencing (2m high) for security purposes, with the exception of the waterfront – which will act as a natural barrier o The Gates will be manned at all times during opening hours.
o The setup of the Fan Park can start as of June 3 rd, when the site will be completely fenced off. De-rigging will occur as of July 5th until July 8th. o Within the Fan Park, there will be two main areas; (i) general area for the Fans where the overall entertainment will take place and (ii) a building (Portuguese Pavilion) for the UEFA Lounge and the Hall of Fame. o The general Fan Area will hold approximately 8,000 people. Final figure will be established once all the activities have been planned in. o The Fans will get access through 3 main gates (7 corridors each), details of which you will find under Access & Ticketing. o In addition there will be emergency exists, as well as one gate to make daily deliveries (from 08.00 – 11.00 hours)

Access for General Public Partly due to many activities that will be organized by the Sponsors, the capacity of the Fan Park will be limited to approximately 8,000 people. In order to control access and the flow of the crowd’s tickets will be issued:
Entry will be free, but in order to access the Fan Park the visitor will need a ticket
A ticket is valid for one day only and becomes void upon exiting the Fan Park. Fans would need to obtain a new ticket if they wish to re-enter.
UEFA has to sole right to refuse entry (subject to national law)
Tickets can be obtained from the Box offices near the gates only on the day itself. Following input from several security specialists and local authorities, the opening of the Box Offices is currently being planned for 13.30 hours (subject to further approval).
Conditions of entry will be printed on the ticket, near the entrances and at the Box Offices.
No admittance for children under 4 year.
Children under 14 will only be admitted if they have a ticket and are accompanied by an adult.
Each person will need a ticket, but up to 4 tickets can be collected by an adult from the Box office
All tickets will have a barcode and tickets will be checked electronically, which will allow exact monitoring of the number of people inside the park at any time.
The introduction into the UEFA EURO 2004TM Fan Park of firearms, missiles, weapons designed to launch toxic, asphyxiating or corrosive substances, knives, other objects that, by nature or as a result of misuse may endanger the physical integrity of third parties, and explosive or pyrotechnic substances or devices, as laid down by law, is strictly forbidden. In order to avoid such objects entering the UEFA EURO 2004TM Fan Park, visitors must agree to undergo a security scan and possible a wand swipe and/or search by authorized police people if deemed necessary. Refusal to undergo such procedure will result in automatic denial to access to the Fan Park
Visitors to the Fan Park must not display posters, flags, symbols or other signs with offensive, malicious or provocative messages or of a political, religious or ideological nature. Neither can they bring competitive advertising into the UEFA EURO 2004TM Fan Park. They must not use obscene or insulting language. Fan Park Satety & Security

Visitors must not cause injury to people or damage to property at any time. Nor should they incite to violence, racism or xenophobia.
Visitors must consent to be filmed and recorded, under the strict terms of the applicable law
At any time UEFA may, through members of the private security personnel, officials belonging to the organization or law-enforcement officers, refuse admission to or expel any people from the UEFA EURO 2004TM Fan Park who do not abide by the rules governing the safety and comfort of spectators laid down in these regulations
Food & Drinks (glasses, cutlery, bottles, tableware…) not allowed to be brought into the park. Through a promotion campaign, people will be informed and discouraged to bring bags.
Visitors to the UEFA EURO 2004TM Fan Park are not allowed to display, give out or sell any commercial or promotional articles or to perform any kind of advertising without the express authorisation from UEFA.
Within the limits of the law, UEFA cannot be held responsible for losses or damage to people or property occurring in the Fan Park
Any breach of these regulations will be lead to the visitor being barred access to or immediately removed from the UEFA EURO 2004 TM Fan Park, and all misdemeanours and crimes will be punished as laid down by law.
No collection points will be created for bags and/or valuables, due to the potential liability and the additional investment necessary to operate

Access for Schools In close collaboration with the Ministry of Education, the especially appointed agency Cunha Vaz will organize school visits to the UEFA EURO 2004 TM Fan Park on school days from 12.00 – 14.00 hours. The expected attendance is between 500 and 900 children per day. Each of them will receive a special ticket and transportation will be organized by bus. A special drop-off and pick-up point will be created for these buses right in front of Entrance Gate 2, which will be the dedicated Gate for entrance. Together with the Sponsors we have evaluated activities and/or areas that might not be appropriate for these visits. Hence such areas will be closed off for the duration of the visit, such as the Carlsberg Sports Bar or the PT Sky Diving activity. The much beloved mascot of the event, Kinas, will of course welcome and entertain the kids.
Access for Sponsors and Sponsor Guests (not working staff) Sponsors are heavily involved in the UEFA EURO 2004TM Fan Park and their activities are a crucial key to overall success. Sponsors will be able to distribute three different types of tickets: 1. Promotional Fan Park Tickets (50 tickets per sponsor). Similar principles for these tickets apply as for the General Public Fan Park Tickets, with 2 distinctions: - these tickets guarantee access to the UEFA EURO 2004TM Fan Park; and - these tickets enable re-entry without the obligation to retrieve another ticket In order to allow a simple and clear visual distinction for access and control purposes, these tickets will have a blue colour. 2. Fan Park Sponsor Guest Tickets. These tickets grant access to the Portuguese Pavilion (excluding the UEFA Lounge). Number of tickets on a daily basis is subject to the activity undertaken by the Sponsor on that specific day. 3. Fan Park VIP Tickets. Sponsors receive a fixed number of 10 VIP tickets per day allowing access to the UEFA Lounge inside the Portuguese Pavilion.

Overview different Tickets The RED Ticket for the General Public will be valid for one day only and grant access to the general Fan Park Area – excluding the Portuguese Pavilion. Upon exit, the visitor will have to apply for a new ticket, which is subject to availability (depending on the number of fans in the inside the Fan Park at that moment) The BLUE Tickets will be distributed by the Sponsors and will grant access to the general Fan Park area only. Validity: one day. Entrance to the Fan Park is guaranteed, as well as the option to re-enter. The Green ticket grants access to the Fan Park Area, as well as the Portuguese Pavilion. Tickets are valid for one day, guarantee access and re-entry. Guests and VIP’s can use a special dedicated entrance near to the Portuguese Pavilion. All tickets will have the UEFA
EURO 2004TM Fan Park Ticketing Terms & Conditions printed on the back of the ticket.
Physical access to the UEFA EURO 2004TM FAN PARK The method of physical access to the UEFA EURO 2004TM Fan Park is being planned as follows: - Fans get tickets at the box office. There will be one Box Office near every gate (3 in total). Box Offices open at 13.30 hours and will sell tickets for that day - Fans line up at corridor (6 or 7) near the gates - First the Fans will pass through a Metal Detector (like the ones at the airport) - Fans with luggage and/or bags will have to enter through one dedicated corridor, which has a special “bag check system” – again like airport. - If necessary, a quick check with a wand (raquet) will follow - Finally the ticket will be checked and access is granted.

The physical access to the Fan Park will become more critical whenever security at line gates needs to be stepped up for any reason. On a typical match day (kick-off 17.00 hours) the 8,000 fans need to be able to access the Park within 2 hours, as the pre-match entertainment on the giant screen would start at 16.30 hours. Flow of people based on the above assumption: - Box Office would be able to handle between 9 – 12,500 persons / hour - Metal Gates / Wands: up to 7 / 8,500 people per hour - ticket scanners: 9,500 – 14,000 people per hour - bags: not yet established (needs to be checked, might be the only real bottleneck) With no technological assistance, body search would be the only alternative but this could slow down the process to 4 hours, which would be unacceptable
Following numerous and extensive discussions, directly or indirectly, with various parties – including internal security, Pavilhao Atlantico and local authorities, the following concept was established in order to access the Fan Park: - outside general: police - operation Metal Gates & Wands: 1 police person per corridor (and maybe volunteers to speed up the queuing process – not security)

Crowd will be informed by signs, as well as by Fan Support / Stewards about the status of the queue (expected waiting time) to enter the Fan Park and other information.
Physical access to Fan Park for different Groups Sponsor Guests and Sponsor VIP’s will have a designated entrance with a slightly simplified security check procedure UEFA accredited Officials (ORG 1 – 7 and ORG GUESTS) will obtain entry into the Fan Park through their Tournament accreditation. The barcodes used by Euro 2004 S.A. must be recognized by the scanner system Atlantico is putting in place. The UEFA / Euro 2004 S.A. Official will use the same VIP entrance. Accredited Media will use the VIP entrance to enter the Fan Park. Any filming crew will need to request a special Bib in order to facilitate their operations. Provisions have been made to allow handicapped people to access the site and watch the Giant Screens in a special, roped off area. Working staff will receive special accreditations.

The Terms & Conditions related to the passes will be printed on the back of each Badge, together with the sponsor logos. The Badges will be laminated and Special Fan Park lanyards will be provided. The Accreditation and Working passes will be produced and distributed by UEFA. A fully operational Accreditation Center will be operated on-site. In order to apply for a working pass, the same information will need to be provided for the tournament (including photographs) – see attachment for Accreditation Request Forms. It is foreseen that a “security check” (black-lists) can occur prior to distributing any batch.

Security Check on Vehicles One of our major security concerns for the UEFA EURO 2004TM Fan Park was the underground parking just underneath the main spectator area – all along that area. This parking is property of a third party and parking places have been rented out on the basis of long term agreements, with additional daily ad-hoc parking opportunities. After lengthy discussions we have been able to make the following arrangements: 24 / 24 hour security during the entire period Parking will be closed for the period, for the exception of 100 long-term pre-sold, individually identified parking places. Security will be fully aware of the vehicle number plates Car owners will receive a badge that will need to be produced upon entry All exits will be closed, with the exception of the main, secure entrance.
PARKING
During the Setup and De-rig period, three potential Fan access routes might be use for Fan Park Park north north side side GA GA Fan Fan Park Park south south side side GA GA vehicles. Each single access route will have a secure entrance and special anti-bomb mirrors will be installed. During the operation of the Fan Park, only one entrance can be used for Deliveries: this Gate will be open from 08.00 – 11.00 hours and will be fully secured, including the special mirror mentioned above. Atlantico will manage the full delivery procedures, including the issuing of delivery badges. No other Vehicles will be allowed into the UEFA EURO 2004TM Fan Park during the entire operational period. Special drop-off, pick-up and parking zones will be created. A very limited amount of buses (10) will be able to park adjacent to the Fan Park area.

Access to Hall of Fame Anybody who gained access to the Fan Park will be entitled to enter the Hall of Fame, which is located in the Portuguese Pavilion, adjacent to the UEFA VIP Lounge. Access is restricted on capacity considerations only. Details regarding crowd flow will be provided later in this briefing.

UEFA initiated & implemented Activities in the Fan Park UEFA is of course the main initiator of the UEFA EURO 2004TM Fan Park and will closely oversee any of the activities organized in the Area. UEFA is more directly involved in: UEFA VIP Lounge (Portuguese Pavilion) the Hall of Fame (Portuguese Pavilion) the Giant Screen (Main Fan area) the General Entertainment performed on the main stage (Main Fan Area) Instead of giving a full description of the UEFA driven activities here, the most relevant information will be provided in the two separate sections: (i) Portuguese Pavilion and (ii) general Fan Park Area.
Portuguese Pavilion With the exception of the Hall of Fame the Portuguese Pavilion is reserved for VIP and Hospitality related activities. UEFA will operate the UEFA “Chill Out” Lounge and several sponsors will have permanent, dedicated rooms for hospitality purposes. In addition some sponsors will use the building for specific activities, such as group lunches. UEFA VIP Lounge The UEFA VIP Lounge will occupy both the Ground Floor and the First Floor. A special entrance will be created. Hostesses will ensure a warm welcome and Security will provide the necessary backup. Access to this area is only possible upon presentation of:

Hall of Fame An agency – UK based Imagination – has been retained to build, operate and manage the UEFA Hall of Fame. The central Themes that will feature, include UEFA EURO 2004TM, Magical Moment, UEFA European Football Championships’ History and Team Portugal.
Visual effects and genuine items and memorabilia feature in this area. Video clips and photographs will be shown. The Trophy will we displayed as a center piece, due secured by a security officer. Memorabilia will be on display, interactive experiences created and Guest visits organized. KINAS will host the tour of the exhibition. The entrance of the UEFA Hall of Fame is actually in the General Fan Park area. Therefore any potential crowd control issues outside the building will be taken into consideration in that section. Access Team Magical Portugal will depend on the amount of people moments EURO inside the area and will be controlled history by Fan Support and Security. Special EURO queuing corridors will be created and Entrance 2004 visitors will be informed about any waiting times – if applicable.

The Fan Park area will be fully fenced off as of June 1 st. The Fan Park will be delivered as a clean and secure site on the morning of June 3 rd. Whereas the internal organization is concerned, the Operational Structure will be effective as of the Setup period (morning of June 3 rd) until the evening of July 4th . During the Setup period Imagination and Atlantico will fulfill the role of overall project management and co-ordination. Atlantico will ensure a Safe & Secure site. During this rehearsal all procedures will be re-explained to all parties concerned, including sponsors & suppliers. Non-disclosed drills and rehearsals will be executed. In addition - together with the responsible safety, security & emergency persons - the site will undergo a final full inspection to verify that all activities, areas and materials used are fully in line with the applicable regulations.
