CONDITION ASSESMENT

Section Description:

The purpose of this section is to describe the existing conditions of the structure and evaluate the overall stability materials.

Exterior Muncie Fire Station No. 1 was built in 1913 and had two additions built in the late 1960’s or early 1970’s. The original building is of masonry wall construction with a limestone and brick veneer exterior. The first floor is a precast concrete floor supported on steel beams while the second floor and roof have a wood joist system supported on a steel girder. Located on the west and south walls of the original structure are the two additions. These additions are constructed in an open web joist design on concrete masonry unit (CMU) walls. The structure continues to be used by the Muncie fire department for storage, workout room and a few offices but it is no longer deemed safe to store their heavy trucks in the garage bays. The fire station is in basically good condition but further assessment needs to take place by a certified engineer. This is needed so as to evaluate the structural integrity of the basement steel supports. These supports have withstood the leakage of water for some time, and rust and beam deterioration is a result. Leakage of water is the result of fire engine trucks being washed over the years in the garage bays above. Water traveled down through the concrete floor to the basement causing the steel beams to rust. This explains why the fire department may no longer park their trucks in the garage bays. The exterior walls are for the most part in good repair. Major concerns are the spalling of the limestone on the east wall and the deteriorating condition of the metal cornice and dentil molding on the north and east walls. The east wall has considerable deterioration of the limestone. Along the east wall is a sidewalk that is right off of East Madison Street. The severe spalling of the limestone may be a result of overspill of winter salting of the street. The spalling is present along the length of the wall but heavily present in two areas. Other areas of concern with the limestone are cracks located in several places, mortar missing, different types of mortar used for repair and discoloration of the stone. The cornice trim along the north and east walls is heavily rusted with peeling paint. In some locations the limestone and brick are being discolored because of the rusting cornice. Other issues that need to be dealt with were noted on the east and north walls. The bollards between each of the three garaged doors are chipped and broken. The northwest addition on the north wall has a small brick retaining wall that is cracked with lose, broken and missing bricks. The name plate on the ridge of the north wall is discolored and difficult to read. Along the east wall there is a mechanical device

attached on the wall. It is producing a rust discoloration on the limestone beneath it. The east tower wall is slightly bulging and the top brick area has several courses with lose or missing mortar. The south wall of the original structure is only visible on the second floor because of the addition along it. The top courses of bricks on the hose tower have mortar deterioration. The addition’s south wall is in basic good repair with some deterioration between the top edge of the row windows and the brick course. Plant growth is evident along the southeast corner. The west wall of the original structure has mortar decay along the parapet with the limestone end-turn detail also having mortar deterioration. The limestone parapet cap has tar splashed on it from when roof work was done. The west addition parapet is cracking and slightly leaning outward. The brick along the detail is discolored and weak. All of the original windows from the 1903 structure have been replaced. The replacement windows are non-operational metal single pane. There is one window on the west wall second floor that is an awning-type window fitted into the original opening with wood inserts. This is the only operational window. A few of the windows have chips or cracks in the glazing with one window totally shattered on the west wall second floor. An addition window in the southwest corner has mortar and sealant deterioration along the top. One of the distinguishing characteristics of the original structure was the garage bay doors, which are no longer intact. In place of them are newer aluminum doors with lights. These replacements are in basically good condition but the wood jambs are deteriorated with paint scrapped off in places. Some of the metal covers in the westernmost bay have been removed, and the wood is deteriorated. The entrance doors to the original structure have all been replaced with metal doors that are now rusting, and some have holes in them. The garage door on the west wall has extensive damage in the metal lintel, which has caused rusting. The east elevation has some issues with the guttering that is not working properly. The guttering is no longer anchored correctly because of being rusted through. This causes water to leak out along the wall, leading to rust stains. The bottom of the gutter does not have extensions. The guttering along the south wall on the second floor drains onto the addition roof. The downspouts are rusting but still attached; however, as it drains onto the roof it is causing pooling and deterioration of the roof surface. The roof to the original structure was not able to be accessed for this assessment, but the additions’ roofs were. The two additions’ roofs both have ballasted surfaces. The west addition has a wood deck setting on the roof surface. The roof surface is deteriorating in areas where water is pooling from downspouts coming from the original structure. One of the roof drains in the south addition has moss growing around it. There is a metal roof ladder to access the original roof but it is rusting and causing discoloration on the limestone ridge cap. The south addition’s roof bounces slightly.

Interior The interior of the fire station includes a basement under the original structure, a first floor which includes the two additions, and a second floor in the original structure. The basement is in an overall condition of poor to fair. There is evidence of prior standing water in several areas with water lines on walls and rusted exercise equipment sitting on the floor. The precast concrete panels for garage bays above visibly show the source of where the water has come from. In years past the fire department would wash their vehicles in the bays above, allowing water to seep through the concrete panels to the basement below. This problem has been eliminated because the department no longer washes vehicles there. Though they have discontinued this activity, there is still an urgent need to address the damage that has been done to the precast concrete panels and rusted steel. The CMU block walls are in good condition with a few areas with moisture markings. The plumbing appears to be what was added with the additions in the late 1960’s or early 70’s. There are no original fixtures known to exist. A leaky drain from above is visible in the ceiling is in the training and recreation room. The condition of the HVAC units would be better assessed if done by a HVAC professional. The units were not all reachable so they could not be assessed. A furnace vent is rusty from being close to the elements in the mechanical room. The overall state of the electrical system was not assessed. It is recommended that a qualified individual do the assessment. Electrical boxes are attached to the wall but do not have covers on them. The floors in the basement have vinyl tiles covering them. Some of the tiles are broken and chipped, missing, rust stained or water damaged. The flooring is not original to the structure. The concrete floor is cracked in some locations. The walls and ceilings in the basement are in need of repair. From the excessive water damage on the ceiling in the workout room to the dropped ceiling in the rest of the area, restoring the ceiling is a needed action. There are a few areas that have cracks along the walls and ceilings. The first floor includes the original structure and the two additions. The two stair wells to the basement have the original plastered walls that are in poor condition, most likely from moisture in the area. The vinyl tile floors are slightly damaged. The south addition which houses the repair and wash bay has a few concerns. The concrete floor has oil stains and cracks. The vehicle storage room and garage bays show some unevenness on the floor in the northwest corner. The floor finish is abused but in fair condition throughout with several cracks existing. Some of the cracks look to have been repaired and others look newer. The floor is concrete and consists of two-foot-wide precast concrete panels with an unknown thickness. This floor was most likely added in a 1958 renovation. The precast panels vary in condition, with the worst panels near the front of the building. They have split open from rusted rebar. The floor has been deemed unsafe for fire trucks. Further inspection is needed to determine the extent of the damage and recommendations for repair. The masonry walls in the vehicle storage area are in excellent condition. The drop down acoustical ceiling is not original and in satisfactory condition. The garage doors are replacement with the frames in poor condition. Several window openings on the west side have been filled in and all others are aluminum replacements in the original openings. All window replacements are in good condition. The west addition is in good condition with the floors, walls, and ceilings in good

repair. There are slight water stains in the ceiling that have come from the mechanical room and from HVAC equipment. Windows in the entrance way are in good condition, but other windows show some evidence of sealant degredation. One of the offices located along the original structure has cracks around doors and the chimney. The original wall is exposed and is in fair condition with replacement brick. The added doors are bulging and may be from using an incorrect type of mortar. The cracks around the chimney may be the result of the weight of the addition’s roof. The south addition’s north wall exposes the orginal exterior of the fire station. Its surface is painted, with a HVAC hose inserted through one of the segmental window arches that has been bricked in. A crack in the masonry CMU wall is evidence of overloading or shifting of the structure. Further assessment of this sitiuation is advised. The repair and wash room of the south addition has walls that are in fair condition. In one area there is severe damage from moisture and/or heat from HVAC equipment. This most definitely needs replacement. It was noted the exterior elevation shows windows along the south side, but the interior shows no suggestions of their existence. This may indicate that the windows are only as deep as their outer layor of brick and may be the source of moisture for the wall damage. The second floor includes rooms that were once the living quarters of the firefighters. All the floors are tile and in good condition with no major breakage. The grout is dirty and needs to be either cleaned or replaced. The walls are in good repair and were most likely installed during a renovation. The wood partitions in the sleeping quarters are not very sturdy. Wood paneling covers large gaps between existent and old window openings. The windows seen on the exterior elevations are not visible on the interior, suggesting walls have been furred out at some point in the past. A partial part of the ceiling was removed in order to examine the roof structure. The structure shows evidence of moisture damage, but the extent of its damage was not determined at inspection time. Frame is wood with fiberglass insulation above, which appears to have been wet at the time of examination. The wood ceiling joist showed clear evidence of lath and plaster. The original plaster wall finish was in poor condition. A CMU wall built against the original wall is cracked and pulling away from the original structure. Other conditions of the second floor walls include: evidence of missing equipment; unused pipes and wires; along with an unused dryer vent open to the exterior.

PROPOSED WORK



SCOPE OF WORK AND TREATMENTS

Section Description:

The purpose of this section is to recommend treatments for existing conditions and to provide an outline of proposed work to the building.

The Muncie Fire Station No. 1, built in 1913, has been a great asset to the community, and been a cornerstone for character and security in the surrounding neighborhood. Throughout all of its years of existence, the building structure has gone through many changes, altering its character and integrity, but still stands with dignity and importance. The following recommendations shall be considered in context with the Secretary of the Interior’s Standards for rehabilitation, and all proposed work shall be considered to be appropriated with tax credit standards. The building is in overall good condition. For its age and lack of maintenance over the years, the structural elements have remained solid while only a few insignificant elements have been seriously altered from the effects of deterioration. The bulk of the work concerned with either stabalizing existing materials or replacing those that are too far gone are based on the masonry structure and the steel floor structure. All other work can be considered more asthetic than structurally necessary. The conditon of the exterior brick will neccesitate cleaning of all surfaces with the gentalist means, and then the repointing of all mortar that is loose or deteriorated to match existing. Limestone surfaces will also require the same treatment, but due to the extant of salt damage near the road, large portions of limestone will need replaced. All replacement limestone shall match existing color and texture. The limestone trim cap on the top of the parapet wall will need further assesment of condition before an accurate reccommendation can be prepared, but early analysis shows large portions covered with tar, and many other areas that have been severly weathered. Thus for the purposes of proposed treatment, it will be consided the replacement of all the limestone cap on the top of the building a necessity for both asthetics and to prevent future problems. The structural steel supporting the first floor needs immediate attention. An existing engineer’s report states that the floor is unsuitable for fire station needs. A further assesment for the stability of the steel due to the ammount of rust is needed. As the building will not longer be supporting vehicles, but rather a dinning room, the amount of deterioration in the steel may prove to be insignificant. Following an assesment report, all steel in the floor structure shall be stripped of all existing paint, all rust removed, the necessary repairs made, and then sealed with no less than two coats of rust preventative paint, followed by two coats of any paint of choice for extra protection. Assesment of all existing interior plaster surfaces show them to be in need of repair. Reccomendations will include the removal of all loose materials and the reapplication of a finish coat (or coats, see plaster specialist for further details). In the

original stair well of the building (both upper and lower sets), and in the hose tower, all finished plaster shall be painted and finished. In the original second floor area, all plaster on the engaged peirs shall be finished and painted to match room decore. All other second floor plaster shall be repaired, but does not need to have a final finish, as for the plaster will not be exposed in the finished room. The additions to the building shall be completely stripped of all finished materials down to their structural elements. The west addition shall even be removed completly because of the concern with several cracks and a roof that is slightly unstable. The south side of the additon will lose the roof structure and all interior walls (except for the stair well), again due to several cracks and a slightly unsable roof. A new second floor shall be installed with new open web steel joists on the exsiting (extended upward) cmu wall. All brick veneer on additions will be removed and replace with limestone, brick, and mortar that shall complement the original design. The proposed work to the building shall respect all original fabric that currently remains in the building. The first floor of the original structure will be used as a dining facility. All brick surfaces shall be stripped of paint, or painted to closely match the original brick color (see client for further instructions base on finacial considerations). The concrete floor shall be patched as needed and a laminate flooring installed (existing drains shall remain in service). All built-in furniture shall be weighed in with concrete cmu blocks and NOT permenately attached to neither the brick walls nor the concrete floor. The existing drop-down ceiling shall be removed and rebuilt as in accordance with proposed drawings. The indicated Gypsum wall board ceiling shall be installed over a light metal frame and then a sound attenuating batt insullation installed above. Wrap all exposed edges with gypsum wall board to next ceiling surface except for the bar, with shall have its sides made of wood paneling to match the bar itself. The indicated tin ceiling shall be of a satin silver finish and have integral holes in the decorative pattern that allow sound to penetrat and be absorbed in a layer of sound attenuating batt insulation above the tin tiles. The tin ceiling shall be constructed on a system similar to that of a susspened ceiling. The kitchen in the south addition shall have all stainless steel appliances as specified by an independent kitchen contractor. All surfaces shall be covered in cement board and covered with a high temperature paint as specified by the same kitchen contractor. All other rooms in the first floor addition shall have finishes as indicated on the proposed drawings. The second floor the the building shall be designed to house 5 apartments (see proposed working drawings for further information). All rooms shall have a recycled hardwood floor. Door/window trim, Base board and ceiling trim shall match floor finish. All kitchen and bathroom cabinets shall have a wood finish and compliment the wood floors (see interior designer for more information), and all counters shall be a quartz finish. Gypsum board walls and ceilings shall be painted and insullated at indcated on plans. All stair wells will have all wall finished repaired and painted. Floors will have a new laminate system installed while all the handrails will be replaced with a system that meets current building code regulations. The existinig windows will be replaced with wood double-hung windows to match the original intent of the design. Each window shall be individually sized to fit existing openings, and where new windows will be installed, measurements shall be taken from existing windows. Also, the doors of the building will be replaced in simialr manner to the windows. All glazing shall be double glazed with a low-e coating for thermal performance, and all exterior glazing on the first floor shall be impact resistance for security. Two of the most important parts of the proposed work on the fire station include

the installation of garage doors designed based on estimates of the originals and the reconstruction of the tower based on photographic evidence. The three garage doors will be made of Douglas fir and painted white, and all hardware will be replicated from hardware of that era. The company selected (Real Carriage Door Company) will supply the doors and hardware while a local contractor will be charged with the installation process. The hose tower will be reconstructed based carefully on calculated evidence based in an existing photograph of the original. The tower will be of solid brick masonry construction from the existing tower up to the base of the open area of the tower. The interior of the tower will be plastered in similar manner with the existing below. At the tower opening, a concrete pad will act as both the trimwork on the sides and the enclosure of the lower part of the tower. At this point, the upper portion of the tower will be able to ‘float’ on the lower, reducing the possiblity of thermal expansion degragation between heated and unheated portions of the building. The roof of the tower shall be a green clay tile. The overall rennovation and rehabilitation of the fire station will bring both charm and functionality back to the building. By investing in the community, and by opeing the building with a local resaurant, the project hopes to be a cornerstone for furture investement into the neighborhood. At the critical juncture between an old historic residential neighborhood and what remains of the downtown, the Fire Station No. 1 hopes to become the first of many more initiatives tha will bring this vital area back to a vibrant life.

The building facade is brick with limestone trim between bays. There is three truck bays, 12' high garage-type doors. The cornice and trim detail is rusting with discoloration on limestone detailing. The decorative parapet and the fire station are discolored. There is a brick retaining wall that is cracked, lose, and broken. Along the limestone base is missing and lose mortar, as well as discoloration of the limestone. The jamb along the garage doors are missing metal as well as some are exposing mortar.

The building facade is brick with limestone trim between the bays. The cornice on the building has extensive rust and pealing paint. The limestone base and trim has mortar repairs and heavy discoloration of the trim work. The remains of the original hose tower are still there, with heavy discoloration of the limestone, missing mortar and cracks along the entire brick portion of the tower. Salt damage is present along the facades that are closest to the road.

Office door in good condition. The electrical closet is messy. The drain is rusty and floor is in disrepair and very dirty. Low ceilings around beams and horizontal mechanical chase. Some walls have been parged with plaster or concrete.

Recreation of tower. Install new green clay tile roof with an 8" limestone cap. Design shall match photograph of original tower. Space inside shall rise to underside of the open portion of he tower. A concrete cap shall be used both as the trim and the inclosure for the base of the open portion of the tower. This will serve as a barrier for heating and cooling the tower and act as a thermal expansion joint, floating the remaining top portion of the tower to 'float' on the pad as needed.
