JAMES HUGH RAY COMMUNITY AFFILIATE AWARD Mona Lisa Grady, Executive Director for CARE (CorinthAlcorn Reaching for Excellence), receives the James Hugh Ray Community Affiliate Award. The award is presented to CARE by James Hugh Ray’s children, Beverly & Steve, at CREATE’s annual Fall Summit. The award commemorates James Hugh Ray’s many contributions to our region and to the CREATE Foundation. “Mr. Ray served with loyalty and integrity on both the Journal and CREATE Boards and became the legal architect and advisor for establishing the CREATE Foundation,” stated Billy Crews, Chairman, Journal, Inc. CARE has also distinguished itself with many contributions to its community. As one of the first affiliates in the region, it was established for the benefit of Alcorn County. CARE projects include the Mississippi Scholars program, the Forever Green project, the Honor Garden and Wall, and many other projects that benefit Alcorn County.

Community Affiliates Raise the Level Established in 1997, the Community Affiliate program provides support for individual counties in our region that want to start their own community foundations. To help affiliates get started, CREATE provides a $100,000 matching James Hugh Ray (1927-2007)
grant for communities raising $200,000 in unrestricted endowed funds. Affiliates also enjoy the advantages of financial management and staff support to help fulfill their local goals. Author Elaine Dundy came to Tupelo in 1981 to research her book, Elvis & Gladys. Roy Turner, a local Elvis historian, assisted Dundy in her research. The two formed a lasting friendship. Supporting Organizations Raise the Level
W
ithout the annual tax reporting, auditing, and administrative costs of maintaining a private foundation, supporting organizations of CREATE can put even more of their dollars to work enhancing and improving the quality of life for northeast Mississippi residents. CREATE is the umbrella for two supporting organizations. The Henry Mize Foundation The Henry Mize Foundation was established in 2003. Mr. Mize's nephew, Paul “Buzzy” Mize, established the charitable foundation because it was his uncle’s wish to continue to provide funding to the organizations that he loved. “By establishing this foundation, Uncle Henry was certain that these meaningful institutions would continue to receive his support,” said Buzzy Mize.
The Mize Pavilion, a multi-purpose facility on the campus of Mississippi State University, is being funded by a generous grant from the The Henry Mize Foundation. The Mize Pavilion will be used primarily as a practice facility for MSU’s basketball team. 2010 Mize Foundation Board of Directors

The Pierce Foundation The Pierce Foundation was established by Corinne Pierce in memory of her husband, Benjamin, to commemorate his commitment to community and to honor his civic leadership. The 2010 Pierce grants and scholarships exceeded $300,000, making the total investment by the Pierce Foundation in Alcorn County more than $3.1 million.
Corinth’s Lighthouse Foundation’s after-school program visits the Healthworks Museum. The Lighthouse offers after-school tutoring for grades K-12, Monday-Thursday, 3:30-5:00 p.m. Field trips and other incentives are offered to students at the end of each grading period. The Lighthouse Foundation is a grantee of the Benjamin and Corinne Pierce Foundation. Organization Endowment Funds Raise the Level

Area Boys Scouts participate in merit badge workshops and various outdoor adventures as well as civic events and activities. The Yocona Area Council of the Boy Scouts of America is dedicated to helping boys become men.
The Yocona Area Council of the Boy Scouts of America covers 12 counties in northeast Mississippi. It is supported by 1100 volunteers and 130 chartered partners all serving approximately 6500 youth. The Yocona Area Council has recently entrusted its endowment fund to the CREATE Foundation. Endowment funds support specific non-profit organizations and may be established by the organization or by a donor. A portion of income from the fund is distributed annually to the organization while the endowment fund remains with CREATE, leaving a lasting pool of funds to support the organization. With a permanent endowment fund remaining with CREATE, the Yocona Area Council can continue its business of offering character development, leadership, and adventure for future generations of youth in northeast Mississippi.

The Regional Rehabilitation Center provides free services for individuals with disabilities. It is supported through an organization endowment fund at the CREATE Foundation that helps support non-profits by providing yearly investment income for the organization to use. The endowment fund remains intact to provide a permanent pool of funds to support the organization for years to come.

he McLean Award for Philanthropy was established
to honor individuals, families and organizations that exemplify CREATE Founders George and Anna McLean’s spirit in charitable giving. It recognizes extraordinary leadership in people working to improve the quality of life in their communities and in our region. This year’s awards were presented to two families from our region. he Community Partner Award recognizes organiza-
tions which have given extraordinary support to the Commission on the Future of Northeast Mississippi in accomplishing its mission. The Gilmore Foundation is a private nonprofit, grant-making organization that serves Monroe County. The Foundation provides support for many of the same initiatives in which the Commission is involved. Currently, that includes early childhood education and tuition guarantee. John and Frances Marchbanks Endowment Fund Raises the Level
J
ohn B. Marchbanks, a native of Shannon, Mississippi, maintained a deep love for the area where he grew up although he had not lived there for more than 60 years. John and his wife Frances desired to help people overcome their problems, misfortunes, and handicaps, and to assist them in helping themselves to achieve better lives and become productive citizens. The Marchbanks left a gift of $8.5 million to benefit the region. In 2010, more than $250,000 in grants was awarded from the John and Frances Marchbanks Endowment Fund.

Grants Quality early childhood education has been identified by CREATE’s Commission as a key issue affecting our region. To help with this issue, the Commission received a $100,000 grant from the Marchbanks Endowment Fund to support the Mississippi Building Blocks program. Mississippi Building Blocks is a $10 million project designed to improve the quality of 100 pre-kindergarten classrooms. Building Blocks will receive $25,000 per year for four years. The Lee County Tuition Guarantee program is supported by a $150,000 Marchbanks grant. The Lee County Tuition Guarantee program provides 2 years of tuition-free college at Itawamba Community College.

Kim Green Scholarship Endowment
Kim Green
To honor the memory of his wife who loved to teach, David Green established this fund for students from Corinth and Alcorn County schools who major in Education at a Mississippi college or university. Kim taught for 20 years in the Alcorn County School System. Mississippi Federation of Music Clubs Scholarship Endowment Fund The Federation unites musical organizations and individuals for the purpose of training and development, and of maintaining high musical standards throughout the State of Mississippi. The Federation awards numerous scholarships each year. Jordan Lindsey Christian Character Scholarship Endowment Established in memory of Jordan Lindsey who loved life, his friends, the medical profession, and most of all, Jesus Christ. Jordan graduated from Nettleton High School with numerous academic and athletic honors. He lettered in tennis, football, and baseball and was inducted into the 2004 Nettleton High School Hall of Fame. The scholarship is awarded to students from Lee or Monroe County who are pursuing a degree in the medical field and who plan to attend college in the state of Mississippi.

Northeast Mississippi Youth Foundation Raises the Level The Youth Foundation is a youth directed leadership program offered to 11th and 12th graders in northeast Mississippi. Students learn about philanthropy and community involvement by building their own endowment fund and awarding grants. Commission on the Future of Northeast Mississippi Raises the Level
T Thanks to the work of the Commission, students in 28 school districts in northeast Mississippi now have the opportunity to attend college tuition free. High school graduates can attend regional community colleges for two years through the Tuition Guarantee program.
Dr. Dan Jones, Chancellor, University of Mississippi, and Dr. Mark Keenum, President, Mississippi State University, joined forces at the Commission’s annual State of the Region meeting to form the MSU-UM Task Force on Regional Development. The Task Force seeks to raise the education and economic levels of north Mississippi residents.
The Commission hosted its annual Dropout Prevention Summit in February. Regional education leaders converge on the Advanced Education Center at Tupelo’s ICC Campus. Education experts and innovators share concepts that are working in their districts to help decrease the number of high school dropouts.
he Commission's purpose is to build regional unity through effective community development. To achieve its goal, the Commission studies regional data, identifies key issues, and sets regional goals. The overall objective is to increase the region's income by improving its education attainment levels. Commission strategies have focused on initiatives designed to improve education quality and reduce school dropout rates. Commission leaders recently met with the MSU President and the UM Chancellor to discuss regional data along with the Commission's goals and initiatives. As a result, Ole Miss Chancellor Dr. Dan Jones and MSU President Dr. Mark Keenum announced the formation of a joint university task force to help address the Commission's regional goals. The MSU-UM Task Force on Regional Development established its mission as helping to improve the quality of life in northeast Mississippi. Key university leaders along with community and education leaders have formulated an initial set of recommendations in three important areas: education, economic development, and access to higher education. Toyota Education Enhancement Endowment Fund Raises the Level

The first education enhancement project was a curriculum management audit conducted by Phi Delta Kappa (PDK) International. Each of the eight school disricts in the PUL Alliance (Pontotoc, Union, & Lee Counties) participated. As a result of the audit, a select group of English I & II teachers and curriculum directors (left) from all eight districts are meeting regularly to develop a curriculum tool kit for teachers that aligns with state testing. Similar plans have been made for each subject area.

he CREATE Foundation received its first check for $5 million from the Toyota Motor Manufacturing Company. It’s the first installment of a $50 million Endowment Fund that will benefit students and educators in Pontotoc, Union, and Lee Counties. The purpose of the endowment fund is to help raise the region's education level for the current generation and for generations to come. An advisory committee was formed to develop a plan for utilizing the funds. After months of study and collaboration with the eight area superintendents of education, the committee made the proposal for a high school-level advanced learning center that was approved by the CREATE Foundation Board of Directors. The center will expose students to professional careers through innovative teaching techniques and a hands-on learning environment. Attendance at the center will be coordinated with the student's high school. The endowment fund will be used to support the operating costs of the center. Additional support is required to fund the construction of the facility. Funding is being sought through federal, state and local avenues.

For the year, the CREATE portfolio was up 13.75%. Our managers performed well as the portfolio outperformed the fund objective. There was over $5,000,000 contributed to our pooled endowment fund and over $2,000,000 in gains from investments. Our investment committee meets quarterly with our investment advisors to review performance. Center for Fiduciary Excellence Certification The Center for Fiduciary Excellence (CEFEX) announced in April 2010 that it has certified the general investment account of the CREATE Foundation, Inc. CREATE Foundation is the first foundation in the world to succesfully complete the independent CEFEX certification process. The CEFEX standard of excellence for investment stewards is based on 22 fiduciary practices that seek to increase long-term investment performance by diversifying the portfolio, evaluating investment management fees, and selecting investment managers.
