Purpose of report:
1.1
To advise the Ward Committee of its remaining 2014/15 Community Chest Fund allocation.
1.2
To enable the Ward Committee to make decisions about which projects to approve for funding from the Ward’s 2014-15 Community Chest budget. Subject to the City Council Financial Regulations being met.
1.3
To seek approval of the allocations to a specific project detailed in the projects listed at Appendix 1.
1.4
This matter was not included in the Forward Plan because it is a local decision.

Decision(s) recommended:
2.1
That this Committee notes the remaining Community Chest Fund Allocation for 2014/15 as detailed in paragraph 5.2.
2.2
That the Head of District Services progresses projects in line with the City Council Financial Regulations.

3.1
Internal Ward Councillors have been properly and meaningfully consulted, together with relevant officers.
3.2
External Residents and other members of the public in attendance at the Ladywood Ward Committee on 14 October 2014 will be consulted on the projects being proposed.

Compliance Issues:
4.1
Are the recommended decisions consistent with the Council’s policies, plans and strategies? This report is in line with Birmingham’s Sustainable Community Strategy 2026 and the Council Plan 2008 to 2014.
4.2
Financial Implications (Will decisions be carried out within existing finances and Resources?) The Ladywood Ward was allocated a £50,000 Community Chest Fund for the period from 1st April 2014 to 31 March 2015. The decisions made at the meeting will be funded from the Ward’s remaining 2014/15 Community Chest allocation.
4.3
Legal Implications S1 Localism Act 2011 gives the City Council a general power of competence where the function is not otherwise prohibited. The Ward Committee has delegated decision making powers concerning Community Chest funding within the Ward.
4.4
Public Sector Equality Duty (see separate guidance note) The use of Community Chest is designed to assist the City Council and partners in tackling disadvantage, inequality and deprivation in line with current equalities policies and practice and also in achieving the Ladywood District Plan, which is built on a foundation of tackling inequality across the District. The decisions made will have no adverse impact.

Evaluation of alternative option(s):
6.1
Community Chest is a ring-fenced allocation of £50,000 to each Ward to be used on locally agreed schemes. Community Chest provides Wards with the flexibility to allocate funds according to their local needs and priorities.
6.2
Projects submitted for consideration need to secure a funding source to be able to be delivered locally. The Community Chest process enables Wards to consider any alternative options for funding that may be available to individual projects.

Reasons for Decision(s):
7.1
To consider requests for funding from the Ward’s Community Chest 2014-15 budget and to identify which projects meet the needs and priorities of the Ward.
7.2
To identify which projects receive a Community Chest allocation from the remaining uncommitted budget.

Community based news team (made up of local children), highlighting stories, issues and concerns for Ladywood Ward, be it past, present or future. Continue funding for the History Group magazine publication quarterly.

This club has been running for two decades in the heart of Ladywood. The club is expanding at a rapid pace with girls and young women becoming more interested in the sport/ the club since the loss of the founder. This season see the cost of hiring facilities for matches. With the increasing numbers, the Club also require, two coaches a level 2 and level 1.
